Tax ombudsman flags flaw in FBR refund system

Pakistan’s Federal Tax Ombudsman has identified a major flaw in the Federal Board of Revenue’s (FBR) FASTER sales tax refund system and directed the tax authority to take immediate corrective measures.

The ombudsman said the issue is affecting exporters and undermining the effectiveness of the automated sales tax refund mechanism, which was introduced to ensure quicker processing of refund claims.

The observations were made in a ruling issued by Federal Tax Ombudsman Zafar Hijazi while deciding complaints filed by a company regarding delays and issues in the refund process.

According to the decision, the FASTER system is unable to distinguish between commercial export goods declarations and non-commercial sample exports. As a result, exporters may face unnecessary delays or complications in obtaining legitimate sales tax refunds.

The ombudsman directed the FBR to address the technical shortcomings in the system without delay to ensure that genuine exporters receive timely refunds and the automated mechanism functions efficiently.

  • RCCI calls for stronger Pakistan-Indonesia trade ties

    RAWALPINDI: The Rawalpindi Chamber of Commerce and Industry (RCCI) has called for enhanced trade and investment cooperation between Pakistan and Indonesia, with a particular focus on expanding bilateral trade, strengthening business-to-business linkages and promoting private-sector engagement. The call was made during a visit to the RCCI by Ambassador of Indonesia to Pakistan H.E. Chandra W. Sukotjo, who was accompanied by officials of the Indonesian Embassy, including Head of Economic Affairs Mrs. Ingan Malen. RCCI President Usman Shaukat, Vice President Fahad Barlas, members of the Executive Committee and representatives of the business community welcomed the ambassador and his delegation. RCCI President Usman Shaukat highlighted the longstanding friendly relations between Pakistan and Indonesia and said there was considerable untapped potential for expanding bilateral trade. He stressed the need to increase Pakistani exports to Indonesia, facilitate business delegations and establish stronger business-to-business contacts.     Fazlur Rehman urges dialogue to end AJK crisis

      Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman has urged the federal government to address the ongoing unrest in Azad Jammu and Kashmir (AJK) through dialogue, stressing that reconciliation is the only path to a lasting solution. In a video message shared on the party’s X account on Saturday, Fazlur Rehman called on the government and state institutions to recognise the seriousness of the situation instead of responding with force. He said authorities should work to restore peace and stability rather than allowing further bloodshed. “The government and state institutions must understand the gravity of the crisis. Instead of turning our homeland into a place of violence, they should focus on healing divisions through meaningful dialogue,” he said. His remarks came after violent clashes were reported in Rawalakot between law enforcement personnel and protesters affiliated with the banned Jammu and Kashmir Awami Action Committee (JAAC). Reports circulating on social media claimed multiple casualties and injuries, with both security officials and the JAAC alleging loss of lives. Fazlur Rehman said the JAAC’s sit-in had continued for more than two months. He recalled that after tensions intensified on June 5, the committee had formally requested him to mediate between the protesters and the government. According to him, he accepted the role and remained in contact with both sides through JUI-F AJK chief Maulana Saeed Yousaf Khan and Sardar Kamran Azam Khan. The JUI-F chief expressed concern over the situation faced by residents of AJK, saying people expect their government to protect them rather than leave them living in fear. He alleged that women, children and families had endured months of insecurity while the authorities failed to address their concerns. He further claimed that force had been used against unarmed protesters and alleged that, according to the information available to him, the death toll had reached around 80 people. However, no official confirmation has been issued regarding that figure. Despite the violence, Fazlur Rehman appealed to the JAAC leadership and protesters to remain peaceful and avoid any action that could worsen the situation. He urged them to allow more time for mediation efforts, expressing hope that a fair and lasting political settlement could still be achieved. He also criticised the government’s approach, claiming that although the protesters had shown confidence in his mediation efforts, the authorities had not taken the initiative seriously and had instead relied on force rather than negotiations. Warning of wider implications, Fazlur Rehman said the movement had gained support across Kashmir as well as among Pakistanis and the Kashmiri diaspora, particularly in Europe. The recent violence has drawn condemnation from political parties and human rights organisations. The Human Rights Commission of Pakistan (HRCP) expressed deep concern over reports of deaths and injuries, stressing that maintaining law and order should never come at the expense of the right to life or the freedoms of peaceful assembly and expression. The commission called for a prompt, impartial and independent investigation into the incidents. Opposition parties, including PTI, also demanded an independent judicial inquiry into the clashes, while other political groups criticised what they described as the excessive use of force against protesters. The current dispute is linked to long-standing demands by the JAAC, which has been seeking constitutional and governance reforms in AJK. Among its key demands are the abolition of 12 reserved seats in the AJK Legislative Assembly allocated to Kashmiri refugees and the removal of the existing quota system. Although the government and the JAAC reached an agreement after protests last year to establish a high-level committee to review the issue of refugee seats, negotiations have since stalled. The JAAC continues to insist on abolishing the reserved seats, while the government remains opposed to the proposal.

The latest surge pushed gold to new record levels, impacting precious metal prices across Pakistan. According to market data, the international bullion market recorded a $47 increase per ounce, taking the global gold price to $4,068 per ounce. The sharp rise reflects continued investor demand for safe-haven assets amid global economic uncertainty and market volatility. Following the upward trend in international markets, Pakistan’s local bullion market also experienced a notable jump in gold prices. The price of 24-karat gold per tola increased by Rs4,700, reaching Rs429,236. The increase marks one of the most significant single-day gains in recent weeks. Similarly, the price of 10 grams of 24-karat gold climbed by Rs4,029, bringing the new rate to Rs368,000. The latest price hike is expected to affect jewelry buyers and investors, as demand for gold typically fluctuates with changes in international market trends. Silver prices also followed the upward trajectory. The price of silver per tola increased by Rs219, reaching Rs6,396, while the price of 10 grams of silver rose by Rs188 to Rs5,483. Experts believe that local precious metal prices will continue to remain closely linked to international bullion market movements and fluctuations in the exchange rate. Any further increase in global gold prices or changes in economic conditions could lead to additional price adjustments in Pakistan’s bullion market.     Surjani Town recorded the highest rainfall in Karachi on Saturday as monsoon activity brought light to moderate showers to several parts of the city. According to the Pakistan Meteorological Department (PMD), similar weather conditions are expected to continue today and tomorrow, with cloudy skies and intermittent rainfall forecast across Karachi. The city experienced highly humid weather during the morning before low-level clouds covered most areas later in the day. Light drizzle and scattered showers were reported in several neighborhoods, while suburban areas including Surjani Town, Gulshan-e-Maymar, and Scheme 33 received light to moderate rainfall. Official rainfall data released by the PMD showed that Surjani Town recorded the highest rainfall at 4 millimeters. Gulshan-e-Maymar received 3.4 millimeters, while PAF Base Masroor recorded 2.3 millimeters. Gulshan-e-Hadeed registered the lowest rainfall among the monitored locations with 1.5 millimeters. PMD spokesperson and Deputy Director Anjum Nazir Zaigham said Karachi is expected to remain mostly cloudy through Sunday and Monday, with chances of thunderstorms accompanied by light to moderate rain. However, he clarified that the current weather system is not expected to produce heavy rainfall in the city. According to the department’s early warning update, the low-pressure weather system has weakened after previously developing into a depression. It is currently located over southeastern Rajasthan, India. Although the system has weakened, monsoon currents from the Arabian Sea and the Bay of Bengal continue to influence weather conditions across Pakistan’s central and northern regions. Meteorologists also noted that a separate western weather system is affecting the country’s northern areas and could strengthen further, bringing additional rainfall to upper and central parts of Pakistan in the coming days. Meanwhile, several districts of rural Sindh are expected to experience thunderstorms, gusty winds, and moderate to heavy rainfall due to ongoing monsoon activity. Authorities have warned that heavy downpours in some districts could trigger urban flooding in low-lying areas. The PMD reported that Karachi’s maximum temperature reached 35.8 degrees Celsius on Saturday, while humidity remained high at 72 percent, contributing to muggy conditions despite the rainfall. Residents have been advised to stay updated with official weather forecasts as monsoon conditions continue to evolve across the region.
