The Unleashed Furies

This 14th of August, as the green and white flags go up from Karachi to Khyber and the air fills with the crackle of fireworks, there is a question every young Pakistani must ask themselves: what exactly are we celebrating? Is it merely the fact that a nation was born at the stroke of midnight 79 years ago? Or is it something far more demanding — the unfinished promise of that birth, the dream that millions carried across blood-soaked borders, the conviction that Pakistan would be not just a homeland, but a beacon?

Nisid Hajari’s book Midnight’s Furies does not let us off easy. It drags us back to the raw, unvarnished truth of 1947 — and in doing so, it hands our generation something precious: the tools to understand who we are, where we came from, and what we still owe to those who paid the ultimate price for our freedom.

Hajari wrote that on 9 August 1947, a train pulls out of Delhi bound for Karachi, 800 miles away. Onboard are Muslim clerks and officials who had served the British-run government of India with distinction. With them are their families, their ribbon-tied files, their children’s toys, their prayer rugs, and the gold jewellery that represented their life’s savings. They are not refugees fleeing in panic. They are pioneers, volunteers for a great experiment — the world’s first modern Muslim nation. As the train whistles out of Delhi, cheers of “Pakistan Zindabad!” drown out the engine. These men and women believe they are building something unprecedented. Something magnificent.

They never arrive. Sikh saboteurs — soldiers in all but name, their tiny community having supplied the Indian Army with fighting men far beyond their numbers — have laid gelignite charges along the tracks. The mine detonates. The Pakistan Special shudders. And in that moment, the euphoria of independence meets the savagery of Partition.

Hajari, who spent over a year buried in archives across New Delhi, London, and Washington, D.C., reconstructs this tragedy not from myth but from the “demi-official record” — the diaries, army sitreps, embassy cables, and informant reports that tell the real story. And the real story is this: Pakistan was born not in a garden of roses, but in a furnace. The arithmetic of that furnace defies comprehension. One British official, working from casualty reports, put the dead at 200,000. Others, accounting for disease, starvation, and exposure, insist the figure exceeds one million. At least 14 million people were uprooted — the largest forced migration in human history. Western Pakistan was virtually emptied of Hindus and Sikhs; Indian Punjab lost almost all its Muslims. This was carnage on a scale unseen until Rwanda 1994.

Yet here is what Hajari forces us to confront: the killing lasted only six weeks. The violence was contained. What was not contained — what metastasised — was the psychological wound. In those weeks, something broke between India and Pakistan that has never been repaired. Leaders on both sides began suspecting each other of complicity in genocide. Mutual mistrust pushed infant nations to war within a year. And Pakistan, flooded with refugees, its economy and bureaucracy teetering on collapse, developed what Hajari calls a ‘deep-seated paranoia’ about its larger neighbour that shapes our politics to this very day.

Hajari’s book is unsparing about the failures of leadership that turned Partition’s trauma into perpetual conflict. Nehru and Jinnah — the very architects of freedom — allowed vanity, prejudice, and petty dislike to poison the well. Nehru’s reckless declaration in August 1946 that a strong government would make the Muslim League’s movement “go down” — what Viceroy Wavell called tossing “a match onto dangerously dry kindling” — helped trigger the Great Calcutta Killing, the dress rehearsal for Partition’s horrors. Five thousand dead. Ten to fifteen thousand maimed. The Statesman newspaper, grasping for words, called it “a fury” — a word from mediaeval history.

This Independence Day, let us do something radical. Let us honour the dead not by reliving their fears, but by fulfilling their hopes. Jinnah’s address to the Constituent Assembly on 11 August 1947 was crystal clear: ‘You are free; you are free to go to your temples, you are free to go to your mosques or to any other place of worship in this State of Pakistan.’ He envisioned a secular nation where religion was private, not political. Where Hindus, Muslims, Sikhs, and Christians would be equal before the law. Where the state would be a servant of all its citizens, not a weapon of the majority.

Hajari’s book ends on a note of hard-won wisdom: ‘Only once those mistakes are properly understood and acknowledged, perhaps, will India and Pakistan begin to bridge the vast and dangerous gulf that still divides them.’ Understanding does not mean surrender. Acknowledgement does not mean apology. It means maturity. It means the confidence to say: we know our history, we honour our sacrifices, and we refuse to let the furies of 1947 dictate our future.

So when the flag goes up this 14th August, let it mean something new. Let it mean that Pakistan is done being defined by what it fears. Let it mean that we are ready to be defined by what we build — by our universities and our hospitals, our clean rivers and our fair courts, our poets and our scientists, our daughters who dream without limits and our sons who know that strength comes from justice, not just arms.

A World Bank report “Republic of Korea: Four decades of equitable growth” points out that South Korea has experienced rapid economic growth in 1990, where its real GDP grew by over 5 percent each year except 1998. Absolute poverty decreased incredibly in South Korea during 1975 – 2001. Those who remained poor were either had low educational achievements or were unemployed or underemployed. In 1975, South Korea earned USD 12.4 billion through trade that then skyrocketed to a trade volume of USD 314.6 billion in 2002. Thus, in a span of 27 years, trade volume of South Korea increased over 25 times which is nothing less than a remarkable success story. A journey that helped South Korea to achieve rags-to-riches status in 3 decades time. In my opinion, education made a significant difference in South Korean society and made it more socially resilient to meet the challenges of today and tomorrow. As we all know that with education and the use of common sense, we make better life choices that then helps us is attaining better results for us and our families. Do you know that South Korean society is one of the most educated societies in the world? As per Organization for Economic Co-operation and Development (OECD), over 58% of masses in South Korea has tertiary education. In-fact, South Korea performed better than Luxembourg, Australia, Norway, Netherlands and several other countries when it comes to percentage of masses (25 – 64 years) who have completed tertiary education in 2025. Highly educated masses mean highly qualified labour that can help any country in commencing sustainable social and economic development over a sustained period. We all are familiar with Samsung Electronics and the leading role it plays in connecting countries and people across the globe. Do you know that Samsung Electronics is a South Korean company? In 2025, Samsung Electronics declared a revenue worth a whooping USD 233.3 billion. Similarly, Hyundai Motor Co., Ltd is another South Korean motor vehicles and parts manufacturing company. According to Forbes, in 2025, Hyundai Motor Co., Ltd declared a financial revenue worth a whooping USD 128.4 billion including a profit of USD 9.1 billion. Hyundai Motor Company pointed out that it sold over 4 million vehicles worldwide out of which close to a million vehicles were electrified vehicles. Likewise, Kia Corporation is South Korea’s oldest motor vehicles manufacturing company and has a capacity to produce over 1.4 million vehicles each year. Kia Corporation has over 40,000 employees and normally reports an annual revenue of over USD 17 billion each year.  LG Electronics is another South Korean tech giant that reported a revenue of USD 62 billion in 2025. Finally, SK Hynix Inc is another South Korean company that manufactures semiconductor products and had reported an annual revenue of USD 51.2 billion in 2025 with profits over USD 18 billion. It is crucial to mention here that SK Hynix Inc is among the largest memory chip manufacturer’s in the world and acts as a rival to Samsung. Moreover, it is an important memory supplier to Apple and the components supplied by SK Hynix Inc are widely used in iPhone, iPad and MacBooks. Carnegie Endowment for International Peace reports that South Korea’s gross domestic product (GDP) was USD 1.71 trillion in 2023 and its per-capita GDP was USD 33,121. Do you know that in 2020, South Korea invested USD 112.9 billion on domestic research and development (R&D). Globally, it stood on fifth position when it comes to spending on R&D. Top spending on R&D in 2020 was commenced by United States with USD 720.9 billion, followed by China with USD 582.8 billion, Japan with USD 174.1 billion and Germany with USD 143.4 billion. Despite commencing rapid social and economic development, South Korea has not compromised on environmental conservation. According to The Korea Times newspaper, South Korea planted roughly 10 billion trees from 1960 to 1980. As a direct result of this, Korea Forest Service (KFS) reported that South Korea’s forest growth rate exponentially increased from 50 cubic meters per hectare in 1990 to 148 cubic meters per hectare in 2015. Thus, in a span of 25 years, forests in South Korea observed nearly 3 times increase in growth rate. It serves as an excellent example that we can commence economic growth, eradicate absolute poverty and conserve environment simultaneously. The already discussed example shatters the paradigm that we must compromise and degrade environment to commence economic growth. A successful reforestation program in South Korea proves the fact that we can commence economic growth and protect environment simultaneously. Do you know that trees are the most inexpensive carbon capture and storage devices? Moreover, healthy forests help us to decrease the concentration of carbon dioxide gas in atmosphere, mitigate climate change, prevent biodiversity loss, avoid landslides and provide clean air and water by decreasing pollution.   • The Unfinished Fiscal Map: Who Gets to Tax the Dig…

    When France first levied a 3% tax on the domestic revenues of large technology companies in 2019, the move was presented as a modest, temporary fix. Five years later, the temporary fix has become a global patchwork. More than 20 countries now operate some form of digital services tax, the United States has threatened retaliatory tariffs, and the multilateral replacement intended to tidy it all up remains unsigned.   The question at the heart of the scramble is disarmingly simple and technically complex: where should a company that sells everywhere but is physically located almost nowhere pay its taxes?   For most of the last century, international tax rules rested on physical presence. A company was taxed where it had offices, factories, or personnel. That principle struggled as companies like Google, Amazon, and Meta built business models in which value is derived from users, data, and online advertising in one country, while profits are booked in another, often lower-tax, jurisdiction.   The scale of the mismatch sharpened after the 2008 financial crisis. The Organisation for Economic Co-operation and Development (OECD) launched its Base Erosion and Profit Shifting (BEPS) project in 2013, estimating that profit-shifting cost governments $100 billion to $240 billion annually in lost revenue. By 2018, public pressure to act on highly visible technology firms accelerated political timelines faster than the OECD process could move.   The result was the rise of the unilateral digital services tax, or DST.   Unlike corporate income taxes, DSTs are typically levied on gross revenues, not profits, generated from specific digital activities online marketplaces, search engines, social media platforms, and targeted advertising within a country’s borders. Rates are low, generally 2% to 5%, but they apply broadly. The United Kingdom’s 2% DST raised over £800 million in 2024-25. France, Italy, Spain, Austria, India, Turkey and others adopted similar measures, each with slightly different thresholds, definitions, and scopes.   Proponents argue DSTs restore a basic link between economic activity and taxation. “If a platform earns substantial revenue from French users watching French ads, the French tax base should reflect that,” a senior official at the French Ministry of Finance said in 2023. For many developing economies, where consumption of digital services is large but physical presence of providers is minimal, DSTs are also a matter of fiscal sovereignty.   Critics, including the technology companies themselves and the U.S. government, point to three problems. First, taxing revenue rather than profit can penalize low-margin businesses and be passed on to small businesses and consumers who use the platforms. Second, the proliferation of different rules creates compliance complexity and the risk of double taxation, where the same income is taxed in multiple jurisdictions. Third, Washington has long argued DSTs are discriminatory by design, targeting predominantly American firms.   That third argument carried trade consequences. Under Section 301 of the U.S. Trade Act, the Office of the U.S. Trade Representative (USTR) investigated DSTs adopted by France, India, Italy, and others, concluding that several did discriminate against U.S. companies. Tariffs of up to 25% on selected imports were prepared, then suspended pending a global deal.   That deal was meant to be Pillar One.   In October 2021, 136 countries and jurisdictions representing more than 90% of global GDP agreed to a two-pillar framework brokered by the OECD/G20 Inclusive Framework. Pillar Two, a 15% global minimum corporate tax, has largely moved forward and is now in force in dozens of countries. Pillar One is the more ambitious and more fragile.   Under Pillar One’s Amount A, a portion of the residual profits of the world’s largest and most profitable multinationals  those with global turnover above €20 billion and profitability above 10% would be reallocated to market jurisdictions where their customers and users are located, regardless of physical presence. The scope was deliberately expanded beyond tech; excluding extractive industries and regulated financial services, it would cover roughly 100 multinationals across sectors.   In exchange, countries would be required to withdraw DSTs and similar measures and commit not to introduce new ones. A Multilateral Convention (MLC) would implement the rules, replacing a web of unilateral taxes with a single, coordinated mechanism. The OECD estimated in 2023 that Pillar One would reallocate $200 billion in profits and generate $13 billion to $36 billion in additional global tax revenue annually, a figure comparable in aggregate to existing DST receipts, though distribution would differ markedly by country.   Negotiations have since slowed. The original goal of signing the MLC in 2023 was missed. A target for 2024 was also missed. In 2025 and early 2026, several governments, including the UK, revised their internal planning assumptions to 2027, while confirming that their DSTs “remain in operation” until a convention enters into force.   Several factors explain the delay. The convention requires ratification, including in the United States, where any tax treaty must secure a two-thirds majority in the Senate. Bipartisan skepticism about ceding taxing rights and concerns about revenue impacts have made ratification uncertain. Some emerging economies have argued that the thresholds for Pillar One are too high and the reallocation too small to benefit them meaningfully, preferring instead to retain DSTs or pursue a parallel negotiation at the United Nations on international tax cooperation that could run until 2027. In Washington, meanwhile, successive administrations have maintained that any acceptable deal must include robust DST withdrawal provisions.   The result is a holding pattern with real costs. In October 2021, Austria, France, Italy, Spain, the UK and the United States announced a transitional agreement: as long as Pillar One progressed, the U.S. would not impose retaliatory tariffs, and European DST liabilities would be creditable against future Pillar One obligations. That truce has largely held, but it depends on continued progress.   For businesses, the uncertainty complicates planning. A multinational may face a DST in India, a diverted profits tax in the UK, a Pillar Two top-up in the EU, and the prospect of Pillar One reallocation all with different calculation bases and documentation requirements.

  • Biodegradation of plastic- the way forward

    By Saman Aftab Since the world has deliberated a lot to find a workable solution of plastic pollution, it is imperative to underscore the significance of most promising eco- friendly solutions to curb the plastic menace. The non-degradable nature of synthetic plastics is contaminating terrestrial and aquatic eco systems. Moreover, the disastrous effects of microplastics (extremely tiny plastic pieces) on human nervous system development, hormonal balance and reproductive system are becoming evident with scientific research. Hence, plastic pollution has become a grave concern not only for the environment but also for human health. It is a well-documented fact that the current strategies to deal with disposing of synthetic plastic are not sufficient to get rid of this man made pollution. Landfilling is littering the water bodies as the leachate escaping from the landfills causes the contamination of water. Similarly, incineration (burning of plastic waste) leads to air pollution in turn causing several health hazard in the surroundings. Even, recycling of plastic seems to be highly expensive when dealing with enormous amounts of mix plastic wastes in developing countries like Pakistan. However, as a bioremediative strategy, biodegradation holds promising prospects. Biodegradation of plastic simply means the use of microorganisms (including bacteria and fungi etc.) that have the capability of degrading petroleum based plastic in such a manner that would render the synthetic plastic degraded in the environment. Such microbial strains are present ubiquitously in those environments where plastics are dumped such as landfills. The researchers have not only isolated such strains but also managed to produce genetically modified bacteria/fungi capable of easily degrading synthetic plastics. Even the microbial enzymes of such microorganisms have been employed for such purposes as to study the intricacies of the biodegradation process only to make it more effective in the future. Pakistan is one of the countries where the use and misuse of plastic allows the environment to host such microbial strains capable of decomposing plastic in abundance. Having keen interest in this topic, I myself have isolated and identified several bacterial and fungal strains in my research work of MPhil titled “Biodegradation of plastics by locally isolated microorganisms”. Moreover, I have contributed a chapter on “Role of microbes in microplastic removal and its health effect on human health” in a book titled “Advanced treatment technologies for the removal of microplastics in wastewater”. Similarly, I have authored another chapter on “The role of microbial enzymes in the degradation of plastics- a sustainable tool for waste management” in an Elsevier book titled “Plastic waste valorization”. Hence, in my humble opinion, the optimization of biodegradation process can be exploited in an industrial setup where synthetic plastics would be degraded in the same manner as biological/microbiological systems are used to treat industrial wastewater. The scientists around the world are working day and night to come up with innovative strategies of plastic waste removal without deteriorating our environment. China, for example is working to convert mix plastic waste into hydrogen fuel but that is too expensive for the time being. In our country we hear about the banning of single use plastic specifically polyethylene shopping bags from our policy makers on and off. However, its enforcement never takes into effect. In fact, since hundreds and thousands of people are associated with the industry of plastic production, it is not wise to disrupt this supply chain abruptly without providing people with other feasible options. The introduction of biodegradable plastic as an alternative is overrated. The biodegradable plastic has shown to last much longer in the environment than what it promises and its production cost makes it too expensive to replace conventional plastic in the market. Whereas, Biodegradation of plastic still offers much hope to tackle plastic pollution. The dearth of resources and governmental assistance is the only hindrance, otherwise Pakistan has the potential to streamline an effective plastic waste management plan pivoted around biodegradation and become a global leader in this regard. I request the authorities to pay attention and incentivize researchers to explore this area of research for national good in particular and international benefit in general. Even if the unlikely consensus on plastic production cap is reached, still the world will need to streamline the process of plastic waste management. And, out of all plastic waste management techniques including incineration, landfilling and recycling, biodegradation is the most ecofriendly process of getting rid of hazardous plastics. The governments all across the globe must encourage their researchers to explore plastic degrading microorganism and optimize the process of biodegradation to get effective outcomes.   • From Typewriters to Synthetic Intelligence: Why Hu…

Abbasi In the early 1990s, operating a manual typewriter was not merely clerical work; it was a test of patience, precision, discipline and endurance. When our office typist disappeared without notice, the responsibility for preparing official reports fell upon us. There was no computer, no backspace and no “undo” button. Every word had to be typed carefully because a serious mistake could mean rewriting an entire page. We still remember spending almost eight hours preparing a single report, only to finish physically and mentally exhausted. Then, during a visit to Dubai on a different occasion, we witnessed Microsoft Office running on a modest personal computer, and it seemed almost magical. Microsoft Word could correct mistakes instantly, paragraphs could be moved without rewriting a page, and Excel could transform rows of figures into calculations, forecasts and financial analysis. We returned home convinced that technology would usher Pakistan into a new age of efficient governance, better engineering and more transparent economic management. In many ways, it did. Typewriters disappeared, computers transformed offices and the internet connected institutions. Yet another lesson gradually became clear: technology can change the tools without changing the people using them. Computers did not automatically eliminate corruption, inefficiency or institutional inertia. A powerful laptop in the hands of an uninterested official remained merely a powerful laptop. The same paradox emerged with PowerPoint. A tool designed to communicate information became, in some institutions, a substitute for serious analysis. Complex national problems were reduced to attractive slides, risks disappeared behind optimistic charts, and weak policies could be made to look impressive. “Death by PowerPoint” became more than a phrase; it became a warning about governance. We saw how major national decisions could be presented as technical successes while their long-term financial, economic and strategic consequences received insufficient scrutiny. The lesson is important because Pakistan is now entering another technological revolution, and this time the technology is far more powerful. Artificial intelligence is no longer limited to answering questions or completing simple prompts. The next generation is moving towards what we may describe as synthetic intelligence: increasingly autonomous systems that can receive an objective, break it into multiple tasks, use software tools, analyse information, check their own results, identify errors, revise their approach and continue working when a particular step fails. AI is also becoming multimodal, allowing systems to process text, images, sound, video, sensor information and structured data together. The next frontier is the integration of digital intelligence with the physical world through robotics, sensors, autonomous machines, industrial systems, medical technology, logistics and manufacturing. A system may eventually be able to observe a problem, formulate a plan, execute several steps, monitor the consequences and adapt its strategy without continuous human instruction. This is a profound transformation from statistical prediction towards increasingly structured problem-solving and autonomous action. Yet we must be careful about what this technological progress actually means. AI can calculate faster than humans, search more information than humans and identify patterns that humans may miss. It can optimise a supply chain, forecast electricity demand, analyse satellite imagery, detect anomalies in financial accounts and assist engineers in complex modelling. But none of this means that machines have acquired human wisdom. Intelligence and wisdom are not the same. A machine can calculate the most efficient way to distribute water, but it cannot independently determine what constitutes justice between competing communities. It can forecast a food shortage, but it cannot decide the moral priority between those who can pay and those who cannot. It can optimise an energy system, but it cannot decide whether a development project is worth the environmental and social cost. It can generate an economic model, but it cannot experience the hardship of a family facing inflation, unemployment or unaffordable electricity. The danger, therefore, is not simply that machines will become more intelligent. The greater danger is that human beings will begin surrendering judgement to machines. We must never confuse computational power with wisdom, information with understanding, or automation with responsibility. For Pakistan, this distinction is not an academic argument. It is a matter of national survival. Whatever happens to artificial intelligence during the next 100 years, human beings will still need food, water, energy, shelter and economic security. AI may transform the way these resources are managed, but it cannot abolish their physical foundations. An algorithm cannot manufacture a Himalayan glacier. A chatbot cannot create a river. A computer cannot grow wheat. A digital platform cannot replace a watershed. A robot cannot simply manufacture energy from nothing. AI can help us forecast rainfall, optimise irrigation, monitor groundwater, improve agricultural productivity, manage electricity demand, reduce transmission losses and identify climate risks. It can help us make better decisions, but it cannot remove our dependence on nature. This is particularly important for Pakistan because our national future is inseparable from the Indus Basin. Agriculture depends on water. Cities depend on reliable water supplies. Industry depends on energy. Food security depends on agriculture. Economic stability depends on affordable energy, productive agriculture, exports and functioning infrastructure. These systems are interconnected. Water affects food. Energy affects water. Food affects inflation. Energy affects industry. Climate change affects all of them. If water security deteriorates, agriculture suffers. If agriculture suffers, food prices rise. If energy becomes unaffordable, industry becomes uncompetitive. If industry weakens, employment and exports decline. If these pressures occur simultaneously, no AI system will magically rescue the country. This is why the belief that technology alone can solve Pakistan’s fundamental problems is dangerous. We have already made this mistake with computers and digitalisation. We must not repeat it with AI. Technology can amplify competence, but it can also amplify incompetence. If dishonest data enters an AI system, the machine may produce sophisticated dishonesty. If flawed assumptions enter the model, AI may produce a highly polished version of a flawed conclusion.     By Engr. Saqlain Abid Pakistan’s diplomatic position appears to be entering one of its most delicate phases in recent years. What initially seemed to be a conflict limited to the United States and Iran is gradually expanding into a broader regional confrontation, forcing many states to reconsider their strategic choices. After six consecutive days of American bombing inside Iran and the continued military response by the Houthis against Saudi Arabia, Pakistan may find itself moving from the role of mediator toward that of a potential participant in a wider regional security framework. For months, Islamabad attempted to maintain balanced relations with all major actors. Pakistan consistently called for restraint, dialogue, and reconciliation while avoiding direct involvement in the conflict. However, regional defence commitments and strategic partnerships may eventually place Islamabad under increasing pressure. If Saudi Arabia invokes defence cooperation against Houthi attacks, Pakistan could face difficult decisions regarding its military and diplomatic responsibilities. Since the Houthis are widely regarded as being closely aligned with Iran’s Islamic Revolutionary Guard Corps (IRGC), any Pakistani military involvement against them would inevitably carry implications for Pakistan-Iran relations. Such a development would represent more than another military confrontation. It would symbolise the further fragmentation of the Muslim world. If Pakistan, another major Muslim state, enters a conflict involving an Iranian proxy, one must ask whether any meaningful concept of Muslim strategic unity ever truly existed. The divisions that have surfaced during recent crises suggest that political interests, national security calculations, and regional rivalries continue to outweigh religious solidarity. Recent diplomatic developments have also raised important questions. Turkey’s growing regional activism and President Recep Tayyip Erdoğan’s visible engagement alongside President Donald Trump during last week’s summit have been interpreted by many observers as a signal that regional alliances are evolving. Simultaneously, Iran appears to be facing mounting economic constraints, prolonged sanctions, and increasing diplomatic isolation. The question naturally arises: what strategic options remain available to Tehran? Iran still possesses considerable leverage despite its economic difficulties. The Strait of Hormuz remains one of the world’s most critical energy chokepoints, while the Houthis retain the capability to disrupt maritime traffic through the Bab-el-Mandeb Strait. Any prolonged disruption in either corridor would significantly affect global energy markets, increasing oil prices and creating severe economic pressure on Europe and the wider international community. These maritime realities provide Iran with strategic leverage even while under military and economic pressure. This changing environment also raises another possibility. Washington may be attempting to reshape its regional security architecture. The Gulf monarchies, particularly Saudi Arabia and the United Arab Emirates, have invested enormous financial resources over the past decade in regional security arrangements. Yet repeated conflicts have exposed limitations in those frameworks. If confidence in the existing Gulf-centred order continues to weaken, the United States may increasingly look toward countries such as Turkey and Pakistan as more active regional security partners. Pakistan’s strategic importance cannot be ignored. It possesses one of the world’s largest armed forces, nuclear capability, extensive counterterrorism experience, and a unique ability to maintain dialogue with competing regional actors. Together with Turkey, Pakistan could potentially contribute to a new regional security framework. Recent praise directed toward both President Erdoğan and Pakistan’s Chief of Army Staff, Field Marshal Asim Munir, by President Trump has naturally generated speculation regarding future strategic cooperation, although such interpretations remain speculative and should be approached with caution. Nevertheless, Pakistan must carefully evaluate the costs of any deeper military commitment. A defence partnership should never be viewed as a one-sided obligation. If Pakistan were expected to support Saudi Arabia during a regional conflict, an equally important question deserves attention: would Saudi Arabia provide similar military support if Pakistan faced aggression elsewhere, particularly from India? The answer remains uncertain. Defence agreements are strongest when obligations, expectations, and strategic interests are genuinely reciprocal. Pakistan’s greatest contribution may not lie on the battlefield but at the negotiating table. Rather than becoming another participant in an expanding regional war, Islamabad should utilise its diplomatic credibility to encourage a new regional dialogue. Any future Muslim security architecture should emerge through regional consensus, not through external approval or great-power competition. Iran has demonstrated that it remains an influential regional actor whose interests cannot simply be ignored. Sustainable peace will require engagement with Tehran rather than permanent confrontation. Ultimately, Pakistan stands at a strategic crossroads. It can either become another member of an expanding war coalition or position itself as a credible architect of a new regional order built upon diplomacy, mutual security, and South Asian consensus. In an era where wars are becoming increasingly costly and alliances increasingly fragile, Pakistan’s greatest strength may be its ability to build bridges rather than battle lines.

    History does not become inevitable merely because it happened The Partition of British India is frequently narrated backwards. Because India and Pakistan emerged as separate states in August 1947, every disagreement preceding their creation is treated as another step towards an unavoidable conclusion. Political demands become fixed destinies, failed negotiations appear predestined to fail, and the violence accompanying the transfer of power is presented as the inevitable consequence of ancient communal hostility. The documentary record examined in this series suggests a different conclusion. To ask whether Partition was inevitable is, in fact, to combine three distinct questions. Was the political division of British India unavoidable? Was the accelerated timetable chosen for the transfer of power unavoidable? Was the mass displacement and violence accompanying Partition unavoidable? These questions are related, but they do not admit the same answer. The constitutional division of India was not historically inevitable from the beginning of the anti-colonial struggle. Competing political visions existed, but so did repeated attempts to accommodate them. The possibility of a united constitutional order survived the Lahore Resolution, the Cripps Mission and even the failure of the Simla Conference. The Cabinet Mission Plan of 1946 came remarkably close to obtaining acceptance from both Congress and the Muslim League by proposing a weak centre, autonomous provinces and compulsory provincial groupings. That arrangement might have survived; it might also have collapsed under the weight of its own ambiguities. History cannot establish with certainty what would have happened under a constitutional plan that was never fully implemented. It can establish that an alternative existed and that, for a brief period, both principal political parties considered it preferable to immediate Partition. The collapse of that opportunity did not result from one sentence, one leader or one political organisation. Congress feared that compulsory groupings would weaken the future Union and prevent the construction of an effective national government. The Muslim League feared that Congress would use its strength in the Constituent Assembly to dismantle the safeguards upon which Muslim-majority provinces had relied. British negotiators used ambiguity to secure agreement but failed to create a mechanism capable of resolving the conflicting interpretations that followed. Political trust disappeared faster than constitutional ingenuity could replace it. By early 1947, division had become increasingly probable. The Cabinet Mission framework had collapsed, the interim government was paralysed, communal violence had spread and the principal political parties no longer shared a common conception of India’s constitutional future. An increasingly probable outcome, however, is not the same as an historically predetermined one. It was the cumulative product of decisions taken, compromises rejected, assurances doubted and opportunities lost. The Second World War had accelerated this process. Britain’s strategic dependence upon India strengthened the bargaining positions of Indian political parties while weakening imperial authority. Congress demanded effective power and national independence. The Muslim League used the altered constitutional balance to secure recognition of Muslims as a political nation. The Communist Party of India (CPI), approaching the question from an entirely different intellectual tradition, acknowledged the “just essence” of the Pakistan demand through the principle of national self-determination. Muslim intellectuals were simultaneously debating what Pakistan would mean. The discussions in Tarjuman-ul-Qur’an and Tolu-e-Islam demonstrated that support for a Muslim homeland did not produce agreement about the nature of the future state. The political demand for Pakistan and the constitutional content of Pakistan were related questions, but they were never identical. British policy also evolved. The Raj did not simply devise Partition according to a predetermined imperial design. Nor can it be treated as a neutral referee unable to influence events. British constitutional arrangements had shaped political representation, while wartime policy altered the balance between Congress and the Muslim League. Cripps introduced the possibility that provinces might remain outside a future Union. Simla exposed the struggle over who could represent Indian Muslims. The Cabinet Mission attempted to preserve unity through decentralisation. Mountbatten ultimately concluded that division offered the fastest route to British withdrawal. Responsibility was therefore differentiated, but it was not absent. Congress and the Muslim League made decisions with consequences they could not fully control. British authorities retained formal power, controlled the timetable and supervised the division of the state. Provincial governments failed to protect vulnerable communities. Communal organisations, militias and local groups transformed political antagonism into killings, abductions and forced migration. Ordinary Hindus, Muslims and Sikhs, most of whom had exercised no influence over constitutional negotiations, paid the greatest price. This brings us to the second question. Even if political Partition had become unavoidable by the middle of 1947, was its hurried implementation equally unavoidable? The evidence permits a firmer answer. Britain had initially announced that power would be transferred by June 1948. Mountbatten brought the date forward to August 1947. This acceleration left only weeks to divide provinces, assets, armed forces, civil services, railways, irrigation systems and administrative records. The boundary awards were disclosed after the new states had formally come into existence. Political leaders could reasonably fear that prolonged uncertainty would intensify disorder, but haste was a choice made within difficult circumstances, not an irresistible law of history. The third question concerns the violence itself. No provision of the Indian Independence Act ordered a compulsory exchange of populations. Nothing in constitutional separation required refugee trains to become moving graveyards, women to be abducted or families to abandon ancestral homes. Violence arose from fear, organised attacks, retaliatory killings, administrative collapse and the failure to provide adequate security. Its precise course could not have been predicted, but its scale was not constitutionally necessary. The tragedy was therefore greater than Partition. It lay in the manner in which Partition was conceived, accelerated and implemented. The Indian Independence Act legally created two Dominions, but independence did not immediately erase the institutions of empire. Section 8 allowed the governmental machinery of the Government of India Act, 1935, as adapted, to continue until the new Dominions framed their own constitutions.
