No forced abayas, Senate panel tells banks

A Senate committee has directed Islamic banks not to force female employees to wear abayas and instructed all banks to adopt a modest dress policy without making any specific attire compulsory.

The Senate Standing Committee on Finance and Revenue, chaired by Senator Saleem Mandviwalla, discussed complaints regarding dress code policies at banks, particularly those offering Islamic banking services.

During the meeting, Senator Dr Zarqa Suharwardy Taimur said some female employees had complained that they were being required to wear abayas while male staff were not subject to similar restrictions.

Senator Sherry Rehman said no employee should be compelled to wear a particular dress. She said Pakistan already has a recognised national dress and a modest dress code should apply equally to everyone, regardless of gender.

State Bank of Pakistan (SBP) Governor Jameel Ahmad informed the committee that similar guidelines had been issued previously and communicated to all banks.

The committee clarified that it supported a decent and professional dress code but opposed making any specific clothing mandatory. It directed all banks to submit their dress code policies and instructed the SBP to issue fresh guidelines to ensure employees are not subjected to unnecessary restrictions.

The committee also reviewed complaints about charges imposed on ATM withdrawals, Visa card transactions and SMS banking alerts.

Members expressed concern over customers being charged for SMS alerts even when they did not request the service. Senator Abdul Qadir claimed that banks were collecting significant amounts through SMS charges.

The SBP governor explained that SMS charges were collected by telecom operators rather than banks. However, committee members questioned the level of charges imposed on customers.

The panel directed that SMS notifications should only be provided to customers who choose to receive them and unnecessary alerts should be discontinued.

The committee also sought details about dollar-denominated charges on ATM and Visa card transactions and asked the relevant authorities to review the matter.

Separately, lawmakers discussed taxes collected through electricity bills. Some members argued that electricity consumers were paying a heavy tax burden, making household bills increasingly difficult to afford.

Federal Board of Revenue Chairman Rashid Mahmood Langrial said most of the tax collected through electricity bills consisted of sales tax, which is applied under the country’s taxation system. He added that several exemptions were already available for electricity consumers.

US Treasury Secretary Scott Bessent said the administration was preparing further measures aimed at increasing economic pressure on Iran, signalling that Washington could take steps beyond those already announced. The comments added to concerns that tensions between the United States and Iran could remain elevated, making it more difficult for shipping and energy companies to operate normally in the region. Schieldrop said expectations for a rapid restoration of regular shipping through the Strait of Hormuz had weakened significantly as a result of the latest developments. The waterway is particularly important to global energy markets. Before the current conflict began in late February, roughly one-fifth of the world’s daily oil and liquefied natural gas supplies passed through the Strait of Hormuz. Any prolonged disruption could therefore have consequences far beyond the Middle East, potentially affecting crude availability, transportation costs and fuel prices in major consuming markets. Strait of Hormuz traffic under pressure Shipping activity through the strategic waterway declined below the monthly average toward the end of the week as tensions increased and both sides issued competing claims regarding control of the passage. The situation escalated further on Thursday when two vessels belonging to Abu Dhabi National Oil Company were attacked while travelling through the strait, according to the UAE’s state news agency WAM. The UAE government condemned the incident and attributed the attack to Iran, adding another layer of uncertainty for commercial shipping operators using the vital route. Market participants are closely monitoring developments in the strait because even a partial disruption could force vessels to take longer and more expensive alternative routes. Demand outlook limits oil gains Despite the immediate supply concerns, expectations of weaker global oil demand growth are acting as a counterweight to the price rally. Recent forecasts from the Organisation of the Petroleum Exporting Countries (OPEC) and the International Energy Agency (IEA) have pointed towards slower growth in oil consumption, suggesting that demand may not be strong enough to absorb a prolonged increase in prices without affecting economic activity. According to Rucker, stronger-than-expected inventories could eventually put downward pressure on crude prices if geopolitical risks ease.     The US State Department said Wednesday that Pakistan needs to strengthen civilian oversight of public finances to improve fiscal transparency, releasing findings that highlighted persistent gaps in how the country discloses key financial information. The department’s assessment described fiscal transparency as a core component of effective public financial management, noting that it allows citizens to understand how government revenues and tax dollars are spent. That visibility into budgets, the report said, gives citizens the tools they need to hold their governments accountable. The findings arrive weeks after Pakistan’s National Assembly passed an 18.8 trillion rupee Finance Bill for 2026 to 2027 in June, which included a defence budget of 3 trillion rupees, with at least 335 billion rupees coming from provincial contributions. In its 2026 Fiscal Transparency Report on Pakistan, the State Department said the country continues to fall short in disclosing important financial data, particularly around debt obligations and the budgets of military and intelligence agencies. The report found that Pakistan’s government did not publish its executive budget proposal within a reasonable timeframe and made only limited information available on debt obligations, including debt held by major state owned enterprises. It further noted that military and intelligence budgets remain outside the scope of adequate parliamentary or civilian oversight. The assessment also pointed to areas of progress. During the review period, the report said, Pakistan’s government made its enacted budget and end of year financial reports widely and easily accessible to the public, including through online platforms. It found that publicly available budget documents offered a substantially complete picture of most planned government expenditures and revenues, including revenue generated from natural resources. The report described the information contained in the budget as generally reliable and subject to audit by the country’s supreme audit institution, which it said meets international standards of independence. Audit reports, the department noted, are published within a reasonable period and contain substantive findings. It also found that the government has specified, and largely followed in practice, clear legal criteria and procedures for awarding natural resource extraction contracts and licenses, while making basic information about such awards publicly available. The report added that Pakistan’s sovereign wealth fund operates under a sound legal framework and that the government publishes accessible information on public procurement contracts. Among its recommendations, the State Department urged Pakistan to make its executive budget proposal available to the public within a reasonable timeframe, disclose more detailed information on government debt, including debt tied to state owned enterprises, and bring military and intelligence agency budgets under parliamentary or civilian oversight. Responding to questions about the report during a weekly press briefing, Foreign Office spokesperson Tahir Andrabi acknowledged that the report had been released the previous day. He said Pakistan adheres to internationally recognized best practices around fiscal transparency, budgeting and financial disclosure, while also operating within its own constitutional, legislative and regulatory frameworks. Andrabi noted that Pakistan remains engaged in an ongoing International Monetary Fund program centered on structural reform and improved fiscal management. He said the country has completed three IMF reviews so far, adding that the reform measures taken under the program have drawn broad recognition, including credit rating upgrades from three international rating agencies as well as positive assessments from the IMF itself.

    ISLAMABAD: The United States has expressed strong confidence in Pakistan’s mineral sector, with a senior US Embassy official revealing that the Trump administration is prepared to support another mega mining project on the scale of  to invest in Pakistan despite security concerns, viewing the country’s vast mineral wealth as strategically important for future global industries. During a background briefing with journalists on Wednesday, the embassy official said Washington considers Pakistan a key partner in the global race for critical minerals that are essential for advanced technologies, clean energy, artificial intelligence, semiconductors and defence manufacturing. According to the official, the US government is encouraging American investors to explore Pakistan’s untapped mineral resources, ranging from large-scale copper and gold projects to smaller mining ventures worth only a few million dollars. US Prepared to Finance Another Mega Project The official said the US administration is ready to support another project comparable to the multibillion-dollar Reko Diq development if geological surveys and feasibility studies demonstrate strong commercial potential. He added that financing support could be extended through US institutions such as the Export-Import (Exim) Bank and the Development Finance Corporation, both of which are playing a growing role in securing global supply chains for critical minerals. The official noted that American companies are not only interested in major mining investments but are also examining opportunities to acquire, develop and expand smaller mining operations across Pakistan. Reko Diq Progress Continues Despite Delays Discussing the Reko Diq copper and gold project, the official acknowledged that work is progressing, although at a slower pace than initially anticipated. He explained that project costs are currently being reassessed, after which developers will return to financiers to finalize the remaining funding package. The first phase of the Reko Diq project is estimated to cost around $7.7 billion, while the US Exim Bank has already offered $1.25 billion in financing. However, the overall financial structure remains under discussion. Major Economic Benefits Expected The embassy official said Reko Diq has the potential to transform Pakistan’s economy once it becomes fully operational. According to the estimates shared during the briefing, the project could generate nearly $2 billion in annual free cash flow. Of this amount, around $500 million would go directly to the Government of Balochistan, while another $500 million would benefit Pakistan’s state-owned enterprises. The official further stated that Pakistan’s mining sector currently contributes roughly 3 percent to the country’s economy, while Reko Diq alone could increase national GDP by approximately 0.5 percentage points, highlighting its significance for long-term economic growth. Critical Minerals Becoming Strategic Priority The US official emphasized that critical minerals have become a top strategic priority for Washington as demand continues to rise across technology, renewable energy and defence sectors. Pakistan possesses commercially attractive reserves of copper, antimony, tungsten and several other minerals considered essential for future industries. He said American companies believe Pakistan has enormous untapped potential, particularly as global demand for copper is expected to rise sharply over the coming decades. The official added that US firms are actively seeking long-term supply agreements for minerals extracted from Pakistani mines, while some investors are interested in purchasing and developing smaller mining assets. Investment Opportunities Across Pakistan Besides Balochistan, American investors are also exploring mineral opportunities in Khyber-Pakhtunkhwa, particularly for copper deposits, while rare earth mineral prospects in Gilgit-Baltistan have also attracted attention. The official said the United States is searching globally for around 60 critical minerals needed for emerging technologies, many of which are found in Pakistan. He noted that several companies have already begun exploration and extraction activities in different regions of the country. Security Remains the Biggest Challenge Despite strong investment interest, the official acknowledged that security remains one of the most significant obstacles facing mining projects in Pakistan. He said US companies fully understand the risks associated with operating in regions such as Balochistan and Khyber-Pakhtunkhwa but remain willing to invest if appropriate security arrangements are provided. The official stressed that the Pakistani government should continue strengthening security measures and facilitating investors to ensure long-term success of mining projects. He added that American companies are encouraged to partner with local firms, which possess valuable experience in navigating operational and security challenges in remote mining areas. US Calls for Transparent Investment Environment The embassy official also urged Pakistan to maintain a transparent, predictable and competitive investment climate to attract greater foreign investment into the mineral sector. He noted that Pakistan’s participation in the US Critical Minerals Initiative earlier this year reflects growing cooperation between the two countries in securing future mineral supply chains. According to the official, if exploration and investment continue at the current pace, Pakistan’s mining industry could emerge as one of the country’s strongest economic sectors over the next 10 to 20 years, creating employment, increasing exports and significantly boosting national revenues.
