Floodwaters have spread across large parts of Punjab as heavy monsoon rains continue to put pressure on drainage systems and rivers. The Ravi and Chenab rivers are expected to rise further over the next 24 hours, raising concerns about flooding in several districts.

Around 400 square kilometres of land has reportedly been affected by water in areas including Sheikhupura, Muridke, Gujranwala, Narowal, Sambrial and Pasrur. Standing crops, livestock and infrastructure have suffered damage in several locations.

Officials said the situation has become particularly difficult because several drains are carrying water well beyond their normal capacity. In some areas, the scale of flooding has created extensive stretches of standing water across roads and agricultural land.

The Ravi River has also recorded a significant increase in its flow. Water discharge at Shahdara in Lahore was reported at around 22,000 cusecs, while the flow at Balloki rose to nearly 87,000 cusecs. Officials attributed the sharp increase to heavy rainfall and additional water entering the river through drains.

Authorities warned that the situation could take several days to improve. The recovery will depend heavily on weather conditions and whether further heavy rainfall occurs.

The Chenab is currently experiencing medium-level flooding at several points, while the Ravi remains at lower levels in some locations. However, forecasts indicate that both rivers could reach medium to high flood levels within the next 24 hours.

The Chenab is being closely monitored at Marala, Khanki and Qadirabad. The Ravi is also under watch at Balloki and Sidhnai. Other major rivers are being monitored at key stations as authorities assess the impact of rising water levels.

With more rain forecast, district administrations have been placed on high alert. Officials in Lahore, Gujranwala, Sheikhupura, Sialkot, Narowal and Khanewal are reviewing emergency plans and strengthening flood-monitoring arrangements.

In Lahore, officials inspected areas around the Hudiara Drain following heavy rainfall. Teams reviewed drainage operations and monitored the movement of rainwater in affected areas.

Authorities also inspected vulnerable points and drainage channels to identify blockages that could worsen urban flooding. Officials have been directed to clear choking points and improve the flow of water.

In Nankana Sahib, senior administration officials reviewed the flood situation and emergency response arrangements. Areas affected by river erosion were inspected, while evacuation, rescue and relief plans were also assessed.

Khanewal officials inspected Sidhnai Headworks and several flood protection sites. They reviewed the condition of protective embankments and assessed preparedness measures in case river levels rise further.

Authorities have urged district administrations to remain vigilant as the next 24 hours could prove critical. Rescue, evacuation and relief teams are being kept ready in vulnerable areas.

    PTA fines CM Pak Rs77.8 Million for SIM sales Geo-fencing violation

    ISLAMABAD: The Pakistan Telecommunication Authority (PTA) has imposed a fine of Rs77.8 million on China Mobile Pakistan (CM Pak) after determining that the operator failed to ensure compliance with mandatory geo-fencing rules governing biometric verification system (BVS) devices used for SIM sales. The regulatory action followed a field inspection in which the PTA found that an authorised sales representative linked to CM Pak’s Taxila franchise was selling SIMs from a location in Islamabad that fell outside the approved geographical area of the franchise. According to the PTA’s enforcement order, the inspection was carried out on March 30, 2026. During the inspection, the regulator discovered that a Data Sales Officer (DSO) associated with the Taxila franchise was conducting SIM sales at I-10 Markaz, Islamabad. The location was not within the authorised territorial jurisdiction or designated geo-location of the franchise. The PTA also found that the sales activity had been conducted without the required Door-to-Door/Kiosk approval from the regulator. Geo-fencing requirement The PTA’s regulatory framework requires BVS devices used for SIM issuance to remain within a prescribed distance of the approved sales location. Under the mandatory geo-fencing mechanism, such devices must operate within 100 metres of the designated geo-location of an authorised sales channel. The purpose of the requirement is to ensure that biometric devices are not moved to unauthorised locations for SIM issuance. The mechanism is also designed to strengthen oversight of SIM sales, prevent misuse of biometric verification equipment and improve the traceability of subscriber registrations. The regulator made it clear that SIM sales outside an approved geo-location are not permitted unless prior approval has been obtained from the PTA. CM Pak challenges regulatory action CM Pak contested the proposed enforcement proceedings, maintaining that the incident was an isolated operational lapse involving an individual DSO rather than evidence of a broader failure in the company’s compliance system. The operator argued that the SIMs concerned had been issued only after the required biometric verification process had been successfully completed. It further stated that the transactions were properly recorded and remained traceable through the prescribed systems. CM Pak also maintained that there had been no issuance of fake or anonymous SIMs, no bypass of biometric verification and no failure in the verification process conducted through the National Database and Registration Authority (NADRA). The company told the regulator that it had taken disciplinary and corrective measures after being informed of the violation. These measures included issuing a show-cause notice and warning letter to the concerned franchise and terminating the services of the DSO involved in the incident. CM Pak also said it had circulated compliance instructions across its network and strengthened internal monitoring mechanisms to prevent similar incidents in the future. PTA rejects defence The PTA, however, did not accept the company’s argument that successful biometric verification should be treated as sufficient compliance. The authority ruled that biometric verification and geo-fencing constitute separate regulatory requirements. While biometric verification is intended to establish the identity of a subscriber, geo-fencing controls where the SIM sale and verification process can legally take place. According to the regulator, compliance with one requirement does not eliminate the obligation to comply with the other. The PTA observed that allowing BVS devices to operate beyond their authorised locations could weaken the regulatory controls established for SIM issuance, regardless of whether the subscriber’s biometric verification was successfully completed. The regulator also rejected CM Pak’s position that responsibility for the incident could primarily be attributed to the franchise or individual sales officer. Under the applicable Subscribers Antecedents Verification Regulations and licence conditions, the PTA maintained that the licensed operator carries direct responsibility for ensuring that its authorised sales network complies with regulatory requirements. Corrective action not enough to erase violation The authority further noted that steps taken by an operator after a violation has been detected can potentially serve as mitigating factors but cannot remove the violation itself. The PTA stressed that geo-fencing is a substantive regulatory safeguard rather than a procedural requirement that can be overlooked if other verification mechanisms are functioning properly. It said allowing subsequent corrective measures to effectively neutralise an established breach could undermine the purpose of mandatory compliance requirements and weaken regulatory oversight of SIM issuance. After reviewing the show-cause notice, CM Pak’s written responses, compliance report and submissions made during the hearing, the PTA concluded that the operator had failed to maintain adequate supervision and regulatory control over its authorised sales channel. Rs77.8m penalty imposed Based on its findings, the PTA held CM Pak liable under Section 23 of the Pakistan Telecommunication (Re-organization) Act, 1996. The authority subsequently imposed a penalty of Rs77.8 million (Rs77,800,000) on the company and directed it to deposit the amount within 10 days of receiving the enforcement order. The PTA warned that failure to pay the penalty within the specified period could result in further proceedings or action under the applicable law.

    The Government of Pakistan has categorically rejected allegations by the sons of former Prime Minister Imran Khan that he has been kept under a seven-month communications blackout and denied access to his family, lawyers and doctors, terming the claims “unsubstantiated” and contrary to official prison records. In a detailed response, the government said documented records showed that Imran Khan had continued to receive visitors, legal access and medical care during his imprisonment, rejecting what it described as an attempt to create an international controversy without evidence. According to the government, since the beginning of his conviction, prison records show 198 meetings involving more than 900 visitors, including family members, legal representatives and political associates. It said Khan was also allowed a weekly meeting with his wife, with the latest meeting taking place on 4 August 2026, the same day his sons made allegations of a communications blackout during an appearance on CNN. The government said prison authorities maintain records of approved visits and communications, including WhatsApp and landline calls with family members in Pakistan and abroad. It added that Khan’s last call with his son was recorded on 21 March 2026. The statement said any temporary restrictions were imposed under Pakistan Prison Rules, court orders and security requirements applicable to high-profile prisoners, particularly due to political activities outside the prison. “There is no prohibition on access; it is regulated under the law,” the government said, adding that prison meetings cannot be used as unrestricted political communication channels. Rejecting claims regarding medical treatment, the government said Imran Khan had received regular medical examinations by specialist teams and medical boards from institutions including the Pakistan Institute of Medical Sciences (PIMS), Shifa International Hospital, Shaukat Khanum Memorial Hospital and Al-Shifa Trust Eye Hospital. The government said Khan underwent treatment for a retinal condition, including five intravitreal anti-VEGF injections, specialist examinations and retinal imaging. It added that his latest specialist assessment was carried out in July 2026, with further medication and follow-up care prescribed. According to the official statement, medical records describe Khan as “oriented and stable”, with no reported acute or unmanaged deterioration. The government said disclosure of medical reports remained subject to legal procedures, patient confidentiality and ongoing proceedings before the Supreme Court of Pakistan. Addressing the issue of Khan’s sons’ travel to Pakistan, the government said the matter involved separate processes relating to NICOP and visa requirements. It stated that overseas Pakistanis holding a valid NICOP are eligible for visa-free entry and rejected what it called an attempt to present an administrative matter as political victimisation. The statement also detailed the facilities provided to Imran Khan in prison, saying he was being kept in a separate compound with accommodation and amenities exceeding minimum requirements for prisoners in the same category. The government maintained that Imran Khan was being treated according to constitutional guarantees, prison laws and court directives, while insisting that no individual was entitled to a separate legal framework or exemption from security regulations.

    Internet services restored in AJK after six weeks

    Internet services have started to return to Azad Jammu and Kashmir (AJK) after remaining suspended for nearly six weeks. The restoration process has begun in phases, with partial internet connectivity restored in the Mirpur Division. According to official sources, the Pakistan Telecommunication Authority (PTA) initiated the restoration of internet services following directives from the federal government. The decision comes after a prolonged suspension that had disrupted daily life across the region. Internet services had been suspended throughout Azad Kashmir since June 5 because of concerns over the law and order situation. During the shutdown, residents were unable to access online communication, digital banking, educational platforms and many government and business services. The suspension also affected students, traders, freelancers and people who rely on the internet for work and communication. Sources said the restoration is being carried out gradually to ensure that security concerns are addressed while communication services are resumed. Mirpur Division is the first region where internet access has started to function again, while authorities are expected to expand the restoration process to other districts in the coming days. The prolonged internet shutdown had sparked concern among citizens and political leaders. Many people demanded the restoration of digital services, saying the suspension had created serious difficulties for businesses, educational institutions and the general public. Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari had also called on the government to restore internet services in Azad Kashmir. He urged the authorities to end the suspension, emphasizing that uninterrupted internet access is essential for communication, economic activity and public convenience.
