Pakistan has expressed disappointment over the European Union’s latest assessment of the country’s performance under the Generalised Scheme of Preferences Plus (GSP+), saying the report does not accurately reflect the scale of reforms implemented over the past several years.

Speaking during the weekly media briefing, Foreign Office spokesperson Tahir Andrabi said Pakistan appreciates that the report acknowledges the country’s legislative progress and continued implementation of the 27 international conventions linked to the GSP+ programme. However, he said the overall assessment presents an unbalanced picture by placing greater emphasis on areas where progress has been slower while overlooking broader reforms.

Andrabi said Pakistan has introduced wide-ranging legal, administrative, and institutional reforms since joining the GSP+ scheme in 2014. He maintained that these reforms have strengthened governance, improved labour protections, promoted human rights, and supported sustainable economic development.

The spokesperson described GSP+ as one of the most important pillars of Pakistan’s economic partnership with the European Union. He said the preferential trade arrangement has played a significant role in boosting exports, creating employment opportunities, increasing women’s participation in the workforce, reducing poverty, and supporting economic growth.

He reaffirmed Pakistan’s commitment to constructive dialogue with the European Commission and other European institutions. According to Andrabi, the government remains fully committed to implementing international conventions and continuing reforms aimed at meeting its obligations under the GSP+ framework.

He also highlighted that Pakistan’s cooperation with the European Union extends beyond trade. Both sides continue to work together in areas including climate resilience, migration, regional security, counterterrorism, development, connectivity, education, and economic cooperation.

During the same briefing, the Foreign Office also rejected allegations made in a recent Amnesty International report regarding Pakistani military strikes in Kabul earlier this year.

Andrabi said Pakistan completely rejects the claims, arguing that the report contains serious allegations without credible evidence. He maintained that any military action taken by Pakistan was carried out solely in self-defence and targeted terrorist hideouts and logistical facilities.

He said the operations were conducted only after other options had been exhausted and fully complied with the principles of necessity, distinction, proportionality, and precaution under international law. He added that Pakistan exercised restraint despite facing repeated cross-border terrorist attacks.

The spokesperson urged the international community to focus greater attention on militant groups operating from Afghan territory. He said organisations such as the Tehreek-i-Taliban Pakistan (TTP), the Baloch Liberation Army (BLA), and other affiliated groups continue to maintain bases and carry out attacks against Pakistan from across the border.

Andrabi called on the Afghan Taliban authorities to fulfil their international commitments by preventing terrorist organisations from using Afghan territory for attacks against neighbouring countries. He said the continued presence of militant groups poses a serious threat to regional peace and security.

The Foreign Office reiterated that Pakistan reserves the right to take all necessary measures to defend its sovereignty, territorial integrity, and the safety of its citizens. Andrabi said no responsible state can ignore repeated attacks on its people and security forces.

    LAHORE: In one of the largest cybercrime crackdowns in recent months, Pakistan’s National Cyber Crime Investigation Agency (NCCIA) has dismantled an organised online fraud network, arresting 27 suspects during coordinated operations in Lahore, Multan and Faisalabad. According to officials, the suspects were part of an organised “OTP Gang” accused of targeting bank customers through sophisticated phone scams. Investigators said the group impersonated bank officials, customs officers and police personnel to deceive citizens into revealing sensitive financial information before stealing money from their accounts. The largest operation was carried out in Lahore, where NCCIA teams conducted raids at multiple locations and arrested 13 suspects in two separate operations. Authorities also recovered mobile phones, computers and other digital evidence believed to have been used in cyber fraud activities. In Multan, four intelligence-based operations resulted in the arrest of 13 key members of the network. Officials believe the suspects played central roles in planning and executing online scams that affected victims in different parts of the country. Meanwhile, in Faisalabad, investigators arrested another suspect allegedly involved in hacking bank and social media accounts. During the raid, officials recovered several fake SIM cards and digital devices that are being examined as part of the investigation. Preliminary findings suggest the network relied on social engineering techniques, convincing victims that their bank accounts or identity documents required urgent verification. Once victims shared one-time passwords (OTPs), banking details or verification codes, the suspects allegedly gained access to their accounts and carried out unauthorised financial transactions. Cybercrime investigators are analysing the seized electronic devices to identify additional members of the network, trace stolen funds and determine whether the group has links to other organised fraud rings operating across Pakistan. Following the successful operation, the NCCIA urged citizens to remain vigilant against phone and online scams. The agency warned people never to share their OTPs, ATM PINs, passwords or banking information with anyone claiming to represent a bank, government department or law enforcement agency. Officials also advised the public to verify suspicious calls through official customer service numbers and immediately report suspected cyber fraud to the relevant authorities. The latest crackdown highlights the growing threat of cyber-enabled financial crime in Pakistan and underscores the government’s increasing efforts to dismantle organised digital fraud networks while encouraging stronger public awareness of online security.

    GUJRANWALA: The Gujranwala Waste Management Company (GWMC) has dismissed 575 employees over alleged absenteeism and poor performance, while another 184 employees deputed from other government departments have been repatriated to their parent departments. The action was taken following inspections and monitoring of sanitation operations in different union councils of the district, officials said. Managing Director of the Gujranwala Waste Management Company and Suthra Punjab, Abdul Razzaq Dogar, has stepped up monitoring of sanitation arrangements and ordered action against employees found absent from duty or failing to perform their assigned responsibilities. Sources said the company had received complaints regarding poor sanitation arrangements and the alleged absence of field workers. Following the complaints, the management conducted inspections and discreet monitoring to identify employees who were either not performing their duties or were allegedly drawing salaries without proper attendance. According to sources, the alleged irregularities were causing a financial burden of around Rs25 million a month on the public exchequer. Officials said the company’s management was now carrying out surprise inspections of two to three union councils every day. During these visits, sanitation arrangements, garbage collection and attendance of workers are checked without prior notice. “Where sanitation arrangements are found unsatisfactory or employees are absent from their assigned duties, action is taken,” Mr Dogar said. The disciplinary action has also been extended to supervisory staff. Show-cause notices have been issued to 46 officers and employees over negligence, while 52 have been given formal warnings. Besides, 21 officers and employees have been transferred or posted to different union councils and tehsils as part of efforts to improve monitoring and field operations. Officials said the management was also reviewing staff working against additional positions and those considered a burden on the organisation. The objective, they said, was to ensure that the available workforce was utilised effectively and that salaries were paid only to employees performing their assigned duties. Mr Dogar said action against inefficient and non-performing elements would continue without discrimination. He said the measures were expected to reduce unnecessary expenditure and improve the performance of sanitation operations, while also helping reduce public complaints regarding garbage collection and disposal. The company has also constituted special committees to monitor the collection and disposal of waste. The committees will submit daily reports on sanitation operations, according to officials. At the union council level, Suthra Punjab teams have also been made more active and placed under closer supervision of officers. The management has directed field staff and supervisory officers to ensure regular attendance and timely removal of garbage from residential and commercial areas. The latest action is part of efforts to improve sanitation services in Gujranwala district, where complaints regarding garbage accumulation, irregular collection and poor cleanliness have remained a concern in several areas. Officials said inspections and monitoring would continue and further disciplinary action would be taken against employees found negligent or absent from duty.
