Pakistan has expressed disappointment over the European Union’s latest assessment of the country’s performance under the Generalised Scheme of Preferences Plus (GSP+), saying the report does not accurately reflect the scale of reforms implemented over the past several years.

Speaking during the weekly media briefing, Foreign Office spokesperson Tahir Andrabi said Pakistan appreciates that the report acknowledges the country’s legislative progress and continued implementation of the 27 international conventions linked to the GSP+ programme. However, he said the overall assessment presents an unbalanced picture by placing greater emphasis on areas where progress has been slower while overlooking broader reforms.

Andrabi said Pakistan has introduced wide-ranging legal, administrative, and institutional reforms since joining the GSP+ scheme in 2014. He maintained that these reforms have strengthened governance, improved labour protections, promoted human rights, and supported sustainable economic development.

The spokesperson described GSP+ as one of the most important pillars of Pakistan’s economic partnership with the European Union. He said the preferential trade arrangement has played a significant role in boosting exports, creating employment opportunities, increasing women’s participation in the workforce, reducing poverty, and supporting economic growth.

He reaffirmed Pakistan’s commitment to constructive dialogue with the European Commission and other European institutions. According to Andrabi, the government remains fully committed to implementing international conventions and continuing reforms aimed at meeting its obligations under the GSP+ framework.

He also highlighted that Pakistan’s cooperation with the European Union extends beyond trade. Both sides continue to work together in areas including climate resilience, migration, regional security, counterterrorism, development, connectivity, education, and economic cooperation.

During the same briefing, the Foreign Office also rejected allegations made in a recent Amnesty International report regarding Pakistani military strikes in Kabul earlier this year.

Andrabi said Pakistan completely rejects the claims, arguing that the report contains serious allegations without credible evidence. He maintained that any military action taken by Pakistan was carried out solely in self-defence and targeted terrorist hideouts and logistical facilities.

He said the operations were conducted only after other options had been exhausted and fully complied with the principles of necessity, distinction, proportionality, and precaution under international law. He added that Pakistan exercised restraint despite facing repeated cross-border terrorist attacks.

The spokesperson urged the international community to focus greater attention on militant groups operating from Afghan territory. He said organisations such as the Tehreek-i-Taliban Pakistan (TTP), the Baloch Liberation Army (BLA), and other affiliated groups continue to maintain bases and carry out attacks against Pakistan from across the border.

Andrabi called on the Afghan Taliban authorities to fulfil their international commitments by preventing terrorist organisations from using Afghan territory for attacks against neighbouring countries. He said the continued presence of militant groups poses a serious threat to regional peace and security.

The Foreign Office reiterated that Pakistan reserves the right to take all necessary measures to defend its sovereignty, territorial integrity, and the safety of its citizens. Andrabi said no responsible state can ignore repeated attacks on its people and security forces.

    Islamabad: Pakistan’s historical records and national documents came under Senate focus as lawmakers raised concerns over the protection, preservation and possible illegal movement of valuable archival material. The Senate Standing Committee on Delegated Legislation reviewed new rules for the National Archives and called for stronger measures to protect important historical documents from damage, smuggling and misuse. The committee, chaired by Senator Naseema Ehsan, examined the draft National Archives Rules and Archival Material Preservation and Export Control Rules during a meeting at Parliament House. Officials informed the committee that under the proposed rules, documents of major national importance would be officially declared archival material after 25 years. This step would provide stronger legal protection and help prevent the illegal removal of historical records from Pakistan. The committee stressed that old documents are not just papers but a valuable record of the country’s history, identity and national memory. Members emphasized the need to create awareness among young people about protecting historical records. The committee directed that the draft National Archives Research and Reference Rules 2026 should be finalized after considering members’ recommendations. Chairperson Senator Naseema Ehsan also directed the Cabinet Division to consult provincial governments before finalizing the rules to develop a coordinated system across Pakistan. During the meeting, officials briefed the committee about efforts to modernize the National Archives of Pakistan. Officials informed the committee that around nine million archival documents have already been digitized and the next phase will focus on making these records available to the public through an online electronic library. The committee appreciated the digitization project but stressed that strong cybersecurity and data protection measures must be included to protect digital records from misuse or unauthorized access. Officials informed the committee that a Rs 285 million modernization project is underway to improve fire safety systems, lighting and environmental controls at the National Archives. However, officials highlighted a shortage of skilled archivists due to low salaries and limited career opportunities in the field. The committee recommended cooperating with universities and academic institutions to introduce specialized courses in archival preservation and improve professional opportunities for experts. The committee also reviewed rules related to the preservation, exhibition and export control of archival material owned by both government institutions and private individuals. Members welcomed the introduction of a licensing system aimed at controlling the illegal movement of historical records outside Pakistan. The committee expressed particular concern over archival collections held in provincial areas and stressed the need for their digitization and proper preservation through cooperation with provincial authorities. The chairperson directed that the legal framework should include stronger penalties for smuggling archival material. The committee also called for disaster management plans to protect historical records from floods, fires and other natural risks. During the meeting, officials also briefed the committee on the progress of the Balochistan Child Protection Commission. The committee was informed that the Balochistan Cabinet had approved Child Protection Rules 2026, while legislation related to child marriage was under consultation. The Ministry of Human Rights informed the committee about the lack of rehabilitation facilities for children affected by drug dependency and support centres for girls abandoned by their families.     S&P Global Ratings has upgraded Pakistan’s long-term sovereign credit rating from ‘B-’ to ‘B’, citing improvements in economic stability, foreign exchange reserves and reform progress. The global rating agency maintained a stable outlook for Pakistan, indicating expectations that the country’s economic recovery will continue if current policies and reforms remain in place. S&P said the rating upgrade reflects stronger institutional capacity and Pakistan’s progress in implementing reforms under the International Monetary Fund’s (IMF) programme. The agency highlighted that the $7 billion IMF Extended Fund Facility (EFF) has played an important role in improving economic management, supporting fiscal reforms and rebuilding external financial buffers. According to S&P, Pakistan has achieved most of the IMF programme targets so far, which has helped maintain the flow of financial assistance and improve investor confidence. The rating agency also pointed to a major improvement in Pakistan’s foreign exchange reserves. It said reserves increased to around $25.3 billion, including gold holdings, by the end of last month. This is a significant rise compared with the low level of around $6.7 billion recorded in December 2022. S&P said the improved reserve position provides greater capacity to manage external payments and cover upcoming foreign debt obligations. The agency added that continued support from international partners, multilateral institutions and access to global financing markets would help Pakistan strengthen its external position. S&P projected further improvement in Pakistan’s fiscal performance, saying the government deficit could decline to around 4% of GDP by fiscal year 2027. This compares with nearly 8% during the economic difficulties faced in 2022 and 2023. The agency also noted that economic reforms, fiscal discipline and improved financial management could help Pakistan achieve sustainable growth in the coming years. However, S&P warned that a slowdown in reforms, increased fiscal pressures or worsening external conditions could create risks for the country’s future rating. The agency said Pakistan could receive another rating improvement if it continues reducing fiscal deficits, increasing revenues, lowering financing costs and strengthening external economic indicators.
