NEW YORK: New York City Mayor Zohran Mamdani has said the city does not have the legal authority to enforce the International Criminal Court’s (ICC) arrest warrant against Israeli Prime Minister Benjamin Netanyahu, while urging the US federal government to take action if Netanyahu visits the United States.

In a video statement posted on social media, Mamdani said his administration had carefully reviewed whether New York City could execute the ICC warrant under existing laws. After examining all available legal options, he concluded that municipal authorities lack the power to carry out such an arrest.

“The federal government, however, does,” Mamdani said, calling on US officials to cooperate with the ICC and enforce the warrant if the opportunity arises.

The New York mayor also sharply criticized Netanyahu, describing him as “a war criminal” and accusing him of being responsible for what he called “a horrific genocide against the Palestinian people.”

Mamdani added that he supports the ICC’s position, saying that anyone charged by the court should face legal proceedings regardless of their office or nationality. “I agree with the ICC that Benjamin Netanyahu should be arrested and tried for his crimes,” he said.

The ICC, based in The Hague, announced in 2024 that it had found reasonable grounds to believe Netanyahu bore responsibility for alleged war crimes and crimes against humanity linked to Israel’s military campaign in Gaza following Hamas’ October 7, 2023 cross-border attack on Israel.

The remarks come just a day after US President Donald Trump declared that Netanyahu would not face arrest if he attends the United Nations General Assembly in New York this September. Trump’s comments highlighted the gap between the US administration’s position and the ICC’s legal proceedings.

Netanyahu’s office swiftly rejected Mamdani’s remarks, dismissing the ICC as a “kangaroo court” and reiterating Israel’s long-standing position that the tribunal lacks jurisdiction over Israeli officials.

The issue has reignited debate over the role of international justice, the authority of the ICC and the legal obligations of countries when individuals facing international arrest warrants travel abroad.

While the United States is not a member of the ICC and does not formally recognise its jurisdiction, the controversy has drawn renewed international attention as legal, diplomatic and political questions continue to surround Netanyahu’s potential foreign visits.

The latest exchange underscores the deep divisions over the Gaza conflict and the growing debate about accountability, international law and the limits of local and federal authority in the United States.

When switched on, it circulates air inside the shirt and helps keep the body cool. Air-cooled clothing has become increasingly popular in Japan over the past few years. However, it has mainly been used by people working in construction, waste collection and event security. Such clothing is generally designed as jackets or vests and has traditionally been considered protective or workwear rather than office clothing. However, as summer temperatures continue to rise in Japan, demand for cooling clothing is increasing among ordinary citizens and office workers as well. Keeping this growing demand in mind, Yofuku no Aoyama developed the shirt in collaboration with FZN, a company specializing in fan-equipped clothing. The shirt comes with two fans and a rechargeable battery. According to the company, efforts have been made to keep the cooling system as lightweight as possible. According to the report, each of the two fans weighs 95 grams, while the rechargeable battery pack weighs 165 grams. Although the fans are visible when the shirt is viewed from the back, designers have tried to make them less noticeable from other angles so that the shirt remains suitable for an office environment. The company has not provided specific information about the noise level of the fans suggesting that they may not be completely silent. When is cooling shirt most useful? The shirt is considered more useful while travelling rather than during meetings. The company says its main purpose is not necessarily to operate the fans inside an office or during client meetings as such meetings are generally held in air-conditioned rooms. The real benefit of the shirt is for people who travel around the city from one meeting to another. While walking outside in extreme heat or using public transport, the fans can help keep the body cool. It may also reduce the need for employees to change sweat-soaked clothes and put on formal attire again after reaching their destination. What is price? Senior police officials visited the route to review security arrangements and monitor the deployment. The city administration urged residents to cooperate with law enforcement agencies, follow traffic advisories and use alternate routes to avoid inconvenience. In Lahore, the main Chehlum procession started from Haveli Alif Shah inside Delhi Gate and is proceeding along its traditional route before concluding at Karbala Gamay Shah. More than 10,000 police personnel have been assigned to provide security. Roads and streets connected to the procession route have been secured with barriers and barbed wire, while surveillance is being carried out through CCTV cameras, drones and sniper deployment on high-rise buildings. Officials said 43 Smart Safe City centres across Punjab are monitoring processions in real time. In Lahore alone, more than 800 surveillance cameras are being used to monitor processions, religious gatherings and other sensitive locations. Additional portable smart cameras have also been installed to strengthen security. In Rawalpindi, the central Chehlum procession commenced from Imambargah Ashiq Hussain under heightened security, with police and other law enforcement agencies deployed throughout the route. In Quetta, two major processions were taken out from Alamdar Road and Hazara Town to commemorate the martyrs of Karbala. More than 1,700 police personnel, supported by the Frontier Corps (FC), have been deployed to maintain law and order. Authorities sealed procession routes and intensified security checks at entry and exit points. CCTV cameras are monitoring the routes, while a Quick Response Force has been stationed at multiple locations to respond to any emergency. As part of the security measures, mobile phone and internet services have been temporarily suspended in several areas of Quetta. Across the country, law enforcement agencies remain on high alert to ensure the peaceful conclusion of Chehlum processions. Authorities have appealed to the public to cooperate with security personnel and follow official instructions to help maintain peace and public safety during the religious observance.
