Karachi’s cycle ambulance goes viral amid online…

KARACHI: A cycle ambulance service in Karachi has gained widespread attention on social media after videos of the emergency response initiative went viral, sparking both criticism and appreciation online.

Several users mocked the pedal-powered ambulance, comparing it with advanced emergency services used in other countries. Some social media posts also incorrectly linked the launch of the initiative to Karachi Mayor Barrister Murtaza Wahab.

However, the cycle ambulance programme was introduced in May 2025 by the Sindh Integrated Emergency and Health Services (SIEHS-1122) as a pilot project. It was designed to provide faster medical assistance in densely populated areas of Karachi where narrow streets and heavy traffic can delay conventional ambulances.

The specially equipped bicycles allow trained emergency responders to reach patients quickly and provide immediate medical support before a regular ambulance arrives.

Each cycle ambulance carries essential medical equipment, including first-aid supplies, oxygen masks, nebulisers and blood sugar testing devices. Responders use the equipment to stabilise patients and provide initial care during emergencies.

The initiative also involved trained female volunteers, aiming to improve access to emergency healthcare services and encourage women’s participation in community rescue operations.

While the project became the subject of online jokes and criticism, supporters highlighted its practical value, especially in crowded neighbourhoods where traditional ambulances may face difficulties reaching patients on time.

Officials and supporters of the programme said the cycle ambulance service is not intended to replace standard ambulances but to act as a rapid-response solution for immediate assistance in areas with access challenges.

      Sindh Chief Minister Syed Murad Ali Shah met with World Bank Country Director Bolormaa Amgaabazar during a high-level meeting held to review the progress of Karachi’s water reform projects. The meeting focused on accelerating initiatives aimed at improving the city’s water supply and wastewater management systems. It was attended by the Sindh Minister for Local Government, Karachi Mayor Murtaza Wahab, the Chief Secretary, the Principal Secretary, and other senior government officials. During the meeting, Chief Minister Murad Ali Shah and the World Bank Country Director assessed the overall progress of the Karachi Water and Sewerage Services Improvement Project (KWSSIP). Both sides agreed on a fast-track roadmap to improve Karachi’s water supply and drainage infrastructure. The Chief Minister directed all relevant departments to ensure the timely completion of ongoing KWSSIP projects and to accelerate progress on the K-IV water supply project, which is considered one of the city’s most important infrastructure initiatives. Officials informed the meeting that Sui Southern Gas Company handed over the project site on June 22, 2026. Preparations are currently underway for a joint technical inspection of the 96-inch diameter water pipeline. In addition, rehabilitation work on the NIPA Bridge and other related technical activities is progressing according to schedule, with completion targeted for August 20. The briefing also highlighted that the procurement process for the K-IV expansion project has entered its final phase. The World Bank has already issued its No Objection Certificate (NOC), clearing the way for the next stage of implementation. Authorities stated that the official tender for the K-IV project will be advertised shortly. Before large-scale installation begins, a pilot program will be launched to evaluate technical performance and operational efficiency. The meeting included a detailed review of the appointment of consultants and the technical studies required for the project’s successful implementation. Officials emphasized that these studies are essential to ensure that the infrastructure meets international standards and addresses Karachi’s long-term water management challenges. Karachi Mayor Murtaza Wahab informed the participants that chlorination stations have been relocated to their designated sites and are currently undergoing commissioning. Water quality testing is expected to begin on July 30, marking another significant milestone in the project. He also reported that compensation has been paid to 186 out of the 203 individuals affected by the development works, demonstrating continued progress in addressing social and resettlement obligations. Chief Minister Murad Ali Shah instructed the Karachi Water and Sewerage Corporation (KWSC) to complete the commissioning and testing process without delay. He reiterated that providing safe and clean drinking water to the people of Sindh remains one of the provincial government’s highest priorities. The Chief Minister further directed all concerned institutions to strengthen coordination and communication to avoid unnecessary delays. He stressed that modern water utility organizations operate through effective data management, metering systems, and advanced technology, adding that Karachi requires a modern and efficient water management system capable of meeting the demands of its growing population. She emphasized that institutional reforms, good governance, social safeguards, and timely implementation are essential for the long-term success of the projects.     Karachi oil spill: NRL pipeline bursts in DHA phas…

    A crude oil pipeline operated by National Refinery Limited (NRL) burst in Karachi’s DHA Phase VI, triggering an emergency containment and repair operation, authorities said. The leak occurred around 10:30pm on Saturday on Khayaban-e-Sehar, Street 13. The pipeline carries crude oil from Keamari to Korangi and reportedly runs through a road median. The incident caused crude oil to spill onto the road, prompting authorities to restrict access to the affected area. NRL’s response team arrived around midnight and began containment and cleanup operations using specialised spill kits. More than 20 drums of leaked oil had been collected, while excavation work was launched to identify the exact point of the damaged pipeline and stop the leak completely. The Sindh Environmental Protection Agency (Sepa) directed authorities to safely remove contaminated soil, sand and sludge and dispose of the material according to environmental regulations. Fresh sand will reportedly be placed after remedial work is completed. Officials urged residents to stay away from the affected location and avoid smoking or using open flames near the spilled oil. They also warned residents against attempting cleanup themselves or washing oil into nearby drains. Authorities continue to monitor the situation closely.

    CM Murad decides to transform Sindh PPP Unit into private limited company

    KARACHI : Sindh Chief Minister Syed Murad Ali Shah has decided to restructure the Public-Private Partnership (PPP) Unit into a private limited company to build a more autonomous, commercially agile and investment-oriented PPP ecosystem for the next phase of development in the province. The decision was taken at a meeting chaired by the chief minister at the CM House on Wednesday. The meeting was attended by Special Assistant to the CM on Investment Syed Qasim Naveed, Chief Secretary Asif Hyder Shah, Principal Secretary to CM Agha Wasif, Planning and Development Board Chairman Najam Shah, Finance Secretary Fayaz Jatoi, Transport Secretary Asad Zamin and other senior officials. The chief minister was informed that Sindh’s PPP programme has emerged as Pakistan’s leading sub-national PPP initiative, with a growing portfolio of projects in roads and bridges, transport, economic zones, information technology, energy, water, livestock, education, health and environmental sectors. The programme has received international recognition at platforms including the UNECE PPP Forum and The Asset Infrastructure Awards. Sindh’s PPP programme was also ranked sixth in Asia by The Economist in 2018. The PPP Unit has additionally provided technical and legal support to other provinces for strengthening their PPP frameworks and project structuring. The meeting noted that the Unit’s transition into a private limited company would enable it to promote and facilitate PPP projects more effectively, assist procuring agencies, strengthen departmental PPP nodes, formulate and implement policies and guidelines, build capacity and monitor portfolio performance. The chief minister directed that the proposed institutional transformation be pursued to remove operational bottlenecks, retain specialised professionals and ensure continuity in PPP project development and implementation. He emphasised the need for a strong institutional structure capable of providing timely technical, financial and legal support to departments and implementing agencies. Mr Shah was informed that the existing PPP Unit faced challenges in retaining skilled staff because of limited competitive compensation and incentives. The absence of dedicated project implementation units and project directors in certain departments was also affecting the pace and quality of project delivery. The proposed PPP Private Limited Company will have greater commercial flexibility to undertake strategic activities, make equity investments where required, mobilise capital through financial instruments and support project financing. It will also be able to develop diversified revenue streams beyond government funding, subject to the approval and oversight of its board. The chief minister underscored that the company must operate with robust governance, transparent performance review mechanisms and clear statutory oversight. He directed that the new structure should strengthen PPP nodes in provincial departments, empower competent officers and ensure that projects are processed efficiently without compromising accountability. The meeting concluded that the restructuring would help improve administrative efficiency, facilitate innovative financing, enhance investor confidence and accelerate the delivery of development projects. The chief minister said the objective was to establish a capable, sustainable and responsive PPP institution that could contribute meaningfully to Sindh’s progress and prosperity.
