WASHINGTON: The Trump administration has submitted a landmark civil nuclear cooperation agreement with Saudi Arabia to the US Congress for review, but President Donald Trump has maintained that the deal will only move forward if Riyadh agrees to normalize relations with Israel.

The agreement, reached between the United States and Saudi Arabia in July, would allow American companies to provide civilian nuclear technology to the kingdom. It was formally submitted to Congress on Monday under procedures required by US law, according to US officials.

The move puts a potentially major energy partnership into a closely watched congressional review process while adding another layer to Washington’s efforts to reshape relations between Saudi Arabia and Israel.

Trump has said the nuclear agreement is conditional on Saudi Arabia joining the Abraham Accords, the US-backed framework that established diplomatic ties between Israel and several Arab and Muslim-majority countries. Riyadh has not agreed to normalize relations with Israel and has repeatedly linked such a move to progress toward Palestinian statehood.

The nuclear agreement is intended for peaceful energy purposes and could support Saudi Arabia’s plans to develop nuclear power as part of its broader effort to diversify its economy and reduce reliance on oil. The pact would also open opportunities for US nuclear companies to participate in the kingdom’s planned nuclear infrastructure.

However, the deal has already attracted scrutiny from lawmakers and nuclear nonproliferation experts. A key concern is whether the agreement would place sufficient restrictions on Saudi Arabia’s ability to enrich uranium or undertake other activities that could potentially be used for weapons development.

Trump previously said the arrangement would not permit uranium enrichment and would be limited to civilian, non-military purposes. However, reports on the agreement have raised questions over the precise safeguards and long-term provisions surrounding Saudi Arabia’s nuclear programme.

Congress now has a review period under US law during which lawmakers can examine the agreement and potentially object to it. The classified nature of the submitted document is expected to add to congressional scrutiny.

For Saudi Arabia, the agreement could mark a major step toward nuclear energy. For Washington, however, the deal has become intertwined with one of the Middle East’s most sensitive diplomatic questions: whether Riyadh will ultimately establish formal relations with Israel.

The chief secretary said action would be taken against individuals involved in spreading misleading propaganda aimed at creating confusion or disrupting the elections. Election Commission Secretary Raja Mohammad Shakeel Khan said preparations for the first phase in Mirpur division had been completed. Polling material has already been delivered to the relevant polling stations. Around 22,000 election staff have been assigned duties for the voting process. Khan said election personnel had received training to ensure that polling is conducted efficiently and transparently. He said the chief election commissioner recently visited Mirpur and expressed satisfaction with the arrangements. Police, Rangers and the Federal Constabulary have also been placed on high alert. Security officials will remain deployed to protect polling stations and voters. Khan urged citizens to participate in the elections. He described voting as one of the most important democratic rights available to the public. He also warned voters about misleading material circulating online. According to him, old videos related to election boycotts were being reshared on social media to create confusion. The election official said no major untoward incident had been reported during the campaign. He added that political parties and candidates had accepted the election code of conduct. He urged voters to ignore rumours and uncertainty and cast their votes for their preferred candidates. The first phase of the AJK general elections will be held across Mirpur division on July 27. The AJK Information Department has separately urged media organisations and journalists to exercise extra caution during election coverage. It asked them to publish only verified and balanced information, particularly during polling, counting and the announcement of results. The department also warned against sharing unverified material that could create panic, confuse voters or affect public order during the sensitive election period.

    NEW DELHI: Indian authorities have launched a major search-and-rescue operation after a Panama-flagged cargo vessel sank off the eastern coast, leaving 24 crew members missing, according to the Indian Coast Guard. The maritime agency lost contact with the vessel, Ocean Winner, on Saturday while it was sailing toward Singapore carrying iron ore. The ship had departed from Paradip port in eastern India on Thursday and reportedly sank around 240 nautical miles from the port. He added that the problem identified by Naqvi was real, but the proposed “medicine” to address it was illegal. The Senate opposition leader also claimed that he knew why negotiations between the government and PTI had failed. He said a complete plan for negotiations had been taken to Imran Khan at Adiala Jail, adding that the opposition had held a meeting at Khyber Pakhtunkhwa House before approaching the PTI founder. “We took several proposals to the founder,” he said, explaining that they did not want to visit the Prime Minister’s House and provide legal legitimacy to the government’s position. He said the same principle was behind their decision not to hold negotiations in the Speaker’s Office, as they did not recognise the arrangements as legally legitimate. Raja Nasir Abbas stressed that he distinguished between Imran Khan and the PTI as a political party, adding that he would stand by the former prime minister “until the last moment.” He reiterated that PTI could return to the standing committees if a meeting with Imran Khan was arranged. “If the government is serious about negotiations, it should come forward and talk,” he said, adding that the opposition was ready to hold talks in the Constitution Room of Parliament House.
