The Sindh provincial cabinet, chaired by Chief Minister Syed Murad Ali Shah, has approved the imposition of a toll tax on heavy commercial vehicles using the Mehran Highway. The decision was made during a cabinet meeting as part of the provincial government’s broader strategy to establish a sustainable financial system for the maintenance and development of road infrastructure across Sindh.

According to the cabinet’s decision, the toll tax will apply exclusively to heavy and commercial vehicles traveling on the 135-kilometer-long Mehran Highway. Private passenger vehicles will not be subject to the new toll under the current policy. Officials stated that commercial transport vehicles place greater pressure on road infrastructure due to their size and weight, making it appropriate for them to contribute to the highway’s maintenance through toll payments.

During the meeting, cabinet members received a detailed briefing on the ongoing development of the Mehran Highway. Officials informed the cabinet that the project to expand the highway into a dual carriageway is currently underway at an estimated cost of Rs41 billion. The project is intended to improve road safety, increase transportation efficiency, reduce travel time, and accommodate the growing volume of traffic, particularly heavy commercial vehicles that regularly use the route for the movement of goods.

The briefing also highlighted the expected financial benefits of the toll collection system. It was estimated that the toll tax would generate approximately Rs2.14 billion in annual gross revenue. After deducting operational and administrative expenses associated with collecting the toll, the government expects a net annual income of around Rs1.48 billion. These funds are intended to support the regular maintenance, repair, and future upgrading of the highway, ensuring that it remains in good condition for years to come.

The cabinet further approved a schedule of toll charges based on different categories of vehicles. Under this system, toll rates will vary according to the type, size, and classification of each vehicle. Heavy trucks, trailers, buses, and other commercial transport vehicles will be charged according to predetermined rates. Officials explained that this category-based approach is designed to make the toll system fair and proportionate, with larger vehicles contributing more because of the greater wear and tear they cause to road infrastructure.

In another significant administrative decision, the Sindh cabinet approved the restoration of the traditional name of the provincial department responsible for road construction and public infrastructure. The department, which had previously been renamed the Works and Services Department will once again be known as the Communication and Works Department. The government stated that the name change is intended to align Sindh’s administrative structure with that of the federal government and other provinces, where the department is commonly known by the same title.

Speaking after the cabinet meeting, Chief Minister Syed Murad Ali Shah emphasized that the Sindh government is committed to introducing a self-sustaining financial model for the long-term maintenance of highways and road networks. He said that relying solely on government budget allocations is not sufficient to meet the increasing costs of maintaining modern transportation jobs infrastructure. According to him, the introduction of toll collection on major highways will provide a stable source of revenue that can be reinvested directly into road maintenance and improvement projects.

The Chief Minister added that better roads are essential for economic growth, trade, and public safety. By ensuring a reliable funding mechanism for highway upkeep, the government aims to enhance transportation services, reduce infrastructure deterioration, and improve connectivity throughout the province. The approval of the toll tax and the continuation of the Mehran Highway expansion project represent important steps toward achieving these long-term development objectives while promoting a more efficient and financially sustainable road network in Sindh.

    HANGU: Ten police personnel, including DSP City Diyar Khan, who embraced martyrdom in the terrorist attack on the Khazina Banda Check Post in Hangu, were laid to rest with full state honours on Wednesday. The funeral prayers were offered at the Police Lines, Hangu, where senior police officers, government officials, fellow policemen and local dignitaries paid tribute to the fallen heroes. Commandant Police Training College Hangu, Shaukat Abbas, Deputy Commissioner Basir Ali Rehman, senior police officials and a large number of citizens attended the funeral. Floral wreaths were laid on the coffins of the martyrs in recognition of their supreme sacrifice. After the funeral, the bodies were dispatched to their native towns for burial with full official honours. According to police officials, terrorists belonging to the banned Fitna Al-Khawarij launched a coordinated assault on the Khazina Banda Check Post late Tuesday night. The attackers reportedly used quadcopters before laying siege to the check post. Police personnel stationed at the post resisted the assault bravely and continued fighting until the last moment. Upon receiving information about the attack, DSP City Diyar Khan led a reinforcement party comprising personnel from the Elite Force, RRF and Al-Barq Force. However, the police convoy was ambushed near the Khazina Banda Bridge, where heavily armed militants had already taken positions. Despite the surprise attack, the police fought courageously in defence of the country. The attack claimed the lives of 10 police personnel, including DSP Diyar Khan, while around 30 others were injured. Police officials said that during the exchange of fire, 12 to 15 terrorists were killed or wounded, and their accomplices reportedly carried the casualties towards the Zargari area. Following the incident, police and security forces launched a large scale search operation in the area. Funeral prayers for the martyrs were also held in their respective hometowns. Police Constable Nadeem was laid to rest in Sheikhan, while Constable Sanaullah was buried in Lachi, both with full state honours. Smartly turned out police contingents presented ceremonial salutes, and senior police officers, political leaders, social figures and hundreds of residents attended the funerals. Similarly, the funeral prayer of martyred police constable Abdul Saeed, a resident of Lower Dir, was offered in his native village Katan Pyan. District Police Officer Lower Dir Syed Talal Ahmad Shah and other police officers attended the ceremony and paid tribute to the martyr, assuring his family that the sacrifices of police personnel would never be forgotten. Meanwhile, Khyber Pakhtunkhwa Chief Minister Sohail Afridi paid a brief visit to Hangu and stayed at the Police Club, where he offered prayers for the departed souls of the martyrs and the early recovery of the injured personnel. However, the Chief Minister left Hangu without visiting the injured policemen undergoing treatment in hospital. His decision not to meet the wounded officers has drawn criticism and raised questions in various circles, as several injured personnel remain admitted to hospitals following the attack. In contrast, Additional IG Elite Force Muhammad Ali Gandapur visited the hospital to inquire about the health of the injured policemen. He was accompanied by Regional Commander Elite Hafiz Nazir and DSP CTD Imranuddin. Inspector General of Police Zulfiqar Hameed, Chief Secretary Shahab Ali Shah, and Special Assistant to the Chief Minister Tariq Saeed Marwat also visited the hospital and met the injured officers. Speaking to the media, IG Zulfiqar Hameed said the police fought the terrorists with exceptional courage for several hours despite facing drone attacks. He stated that 12 to 14 terrorists were killed during the operation and confirmed that all injured policemen were in stable condition and receiving the best available medical treatment. The IG announced that recommendations would be forwarded for gallantry awards, including the Tamgha-e-Shujaat, for the martyrs and other officers who displayed extraordinary bravery during the operation. He vowed that those responsible for the attack would be brought to justice. Chief Secretary Shahab Ali Shah praised the courage of the police force, saying their sacrifice demonstrated their unwavering commitment to protecting the people despite grave danger. He also appreciated the district administration and hospital management for ensuring timely medical treatment for the injured. Special Assistant Tariq Saeed Marwat reaffirmed the provincial government’s commitment to supporting the police force financially and administratively. According to the official, the US government is encouraging American investors to explore Pakistan’s untapped mineral resources, ranging from large-scale copper and gold projects to smaller mining ventures worth only a few million dollars. US Prepared to Finance Another Mega Project The official said the US administration is ready to support another project comparable to the multibillion-dollar Reko Diq development if geological surveys and feasibility studies demonstrate strong commercial potential. He added that financing support could be extended through US institutions such as the Export-Import (Exim) Bank and the Development Finance Corporation, both of which are playing a growing role in securing global supply chains for critical minerals. The official noted that American companies are not only interested in major mining investments but are also examining opportunities to acquire, develop and expand smaller mining operations across Pakistan. Reko Diq Progress Continues Despite Delays Discussing the Reko Diq copper and gold project, the official acknowledged that work is progressing, although at a slower pace than initially anticipated. He explained that project costs are currently being reassessed, after which developers will return to financiers to finalize the remaining funding package. The first phase of the Reko Diq project is estimated to cost around $7.7 billion, while the US Exim Bank has already offered $1.25 billion in financing. However, the overall financial structure remains under discussion. The project has experienced delays due to rising construction costs and security concerns in Balochistan, prompting project stakeholders to revise cost estimates more than once. Earlier this year, Barrick Gold, which owns a 50 percent stake in the project, also reviewed development timelines because of increasing costs and security-related challenges. Major Economic Benefits Expected The embassy official said Reko Diq has the potential to transform Pakistan’s economy once it becomes fully operational. According to the estimates shared during the briefing, the project could generate nearly $2 billion in annual free cash flow. Of this amount, around $500 million would go directly to the Government of Balochistan, while another $500 million would benefit Pakistan’s state-owned enterprises. The official further stated that Pakistan’s mining sector currently contributes roughly 3 percent to the country’s economy, while Reko Diq alone could increase national GDP by approximately 0.5 percentage points, highlighting its significance for long-term economic growth. Critical Minerals Becoming Strategic Priority The US official emphasized that critical minerals have become a top strategic priority for Washington as demand continues to rise across technology, renewable energy and defence sectors. Pakistan possesses commercially attractive reserves of copper, antimony, tungsten and several other minerals considered essential for future industries. He said American companies believe Pakistan has enormous untapped potential, particularly as global demand for copper is expected to rise sharply over the coming decades. The official added that US firms are actively seeking long-term supply agreements for minerals extracted from Pakistani mines, while some investors are interested in purchasing and developing smaller mining assets. Investment Opportunities Across Pakistan Besides Balochistan, American investors are also exploring mineral opportunities in Khyber-Pakhtunkhwa, particularly for copper deposits, while rare earth mineral prospects in Gilgit-Baltistan have also attracted attention. The official said the United States is searching globally for around 60 critical minerals needed for emerging technologies, many of which are found in Pakistan. He noted that several companies have already begun exploration and extraction activities in different regions of the country. Security Remains the Biggest Challenge Despite strong investment interest, the official acknowledged that security remains one of the most significant obstacles facing mining projects in Pakistan. He said US companies fully understand the risks associated with operating in regions such as Balochistan and Khyber-Pakhtunkhwa but remain willing to invest if appropriate security arrangements are provided. The official stressed that the Pakistani government should continue strengthening security measures and facilitating investors to ensure long-term success of mining projects. He added that American companies are encouraged to partner with local firms, which possess valuable experience in navigating operational and security challenges in remote mining areas. US Calls for Transparent Investment Environment The embassy official also urged Pakistan to maintain a transparent, predictable and competitive investment climate to attract greater foreign investment into the mineral sector. He noted that Pakistan’s participation in the US Critical Minerals Initiative earlier this year reflects growing cooperation between the two countries in securing future mineral supply chains.
