Monsoon rains trigger flood warnings across Pakistan

Persistent monsoon rains continued to lash several parts of Pakistan on Tuesday, triggering fresh flood alerts, increasing river flows, and prompting disaster management authorities to remain on high alert as another spell of rain is expected over the next 24 to 48 hours.

According to the Pakistan Meteorological Department (PMD), weak monsoon currents are currently affecting the country’s upper and eastern regions, while a westerly weather system continues to influence northwestern areas. The department has forecast humid weather across much of Pakistan, with rain and thunderstorms likely in Kashmir, Gilgit-Baltistan, Khyber Pakhtunkhwa, and upper Punjab through Wednesday.

The Flood Forecasting Division (FFD) reported that the Indus River remains in a low flood situation at Kalabagh and Chashma, while water levels in all other major rivers are currently within normal limits or below the low-flood threshold. Authorities believe the overall hydrological situation is expected to remain stable over the next 24 hours, although scattered rainfall in the upper catchments may slightly increase river flows.

Chenab River Under Close Watch

Officials are closely monitoring the Chenab River after India released additional water from the Baglihar Dam following heavy rainfall in the upper catchment of the river. According to available reports, three spillway gates of the dam were opened on Monday, adding to the two spillways that had already been opened several days earlier, resulting in higher downstream water flows.

In response, the FFD has issued a low to medium flood alert for Head Marala during the next 24 hours. The latest hydrological data shows inflows of approximately 93,900 cusecs, while outflows stand at around 76,200 cusecs. Forecasts indicate inflows may range between 80,000 and 100,000 cusecs, with the river expected to remain in the low flood category.

Heavy Rainfall Recorded Across the Country

During the last 24 hours, widespread rainfall was reported in Khyber Pakhtunkhwa, Punjab, Balochistan, Gilgit-Baltistan, and Azad Kashmir.

Among the highest rainfall recorded by the PMD, Saidu Sharif received 86 millimetres, Kakul 71 millimetres, and Faisalabad 77 millimetres. Meanwhile, Sibbi remained the hottest city in the country with a maximum temperature of 44 degrees Celsius.

The FFD’s rainfall monitoring system recorded exceptionally heavy downpours in Faisalabad, where Ghulam Muhammad Abad Water Works received 126 millimetres of rain, while the WASA Head Office recorded 123 millimetres. Significant rainfall was also reported in Lahore, Sialkot, Gujrat, and several surrounding areas.

PDMA Warns of Urban Flooding and Landslides

Punjab’s Provincial Disaster Management Authority (PDMA) stated that monsoon rains affected most districts of the province over the past day. The authority said advance planning, timely deployment of drainage machinery, and emergency response teams helped clear accumulated rainwater from urban areas despite the heavy showers.

The PDMA warned that the current monsoon spell is likely to continue until August 5, with additional rainfall in upper catchment areas expected to increase water levels in eastern rivers and seasonal streams.

Authorities have cautioned that urban flooding remains a significant risk in Lahore, Rawalpindi, Gujranwala, Gujrat, Sialkot, Faisalabad, and Multan. At the same time, the possibility of landslides persists in Murree, Galliyat, and other mountainous regions due to continuous rainfall.

Authorities Urge Public to Take Precautions

Disaster management authorities have established flood relief camps in vulnerable districts to facilitate emergency response if required. Residents living near riverbanks, seasonal streams, and flood-prone areas have been advised to relocate to safer locations as a precaution.

No casualties or injuries have been reported in connection with the incident so far.

The leak sparked concerns that piracy could hurt the movie’s opening-day performance, with fans urged across social media to avoid spoilers and support the official theatrical release.  Despite those fears, the latest Spider-Man adventure bounced back in spectacular fashion. According to early box office figures, Spider-Man: Brand New Day earned an astonishing $72 million in preview screenings, setting a new Marvel record. The figure surpassed the previous preview record of $60 million, which had been held by Avengers: Endgame since 2019. The milestone highlights the enormous excitement surrounding Tom Holland’s return as Peter Parker and demonstrates that audience demand remained strong despite the piracy concerns.  Industry analysts now expect the film to deliver one of the biggest opening weekends in box office history, with projections ranging between $260 million and $280 million worldwide.     Former top US public health official Dr Anthony Fauci repeatedly invoked his Fifth Amendment right against self-incrimination during a tense Senate committee hearing on Wednesday, refusing to answer questions regarding the origins of COVID-19 and early federal pandemic responses. The hours-long session before the Senate Homeland Security and Governmental Affairs Committee degenerated into a fierce clash between the retired scientist and Republican lawmakers. Fauci, 85, who led the National Institute of Allergy and Infectious Diseases (NIAID) for nearly four decades, declined to answer more than 100 questions on the advice of his legal team. In a statement before asserting his constitutional right, Fauci accused committee chairman Senator Rand Paul (R-KY) of pursuing an “unhinged obsession” with sending him to prison. Fauci stated that answering questions under oath was a deliberate attempt to trap him into potential perjury charges. Paul and GOP members pressed Fauci on whether federal funding supported dangerous “gain-of-function” research at the Wuhan Institute of Virology in China, and cited over 1,000 pages of newly leaked personal diary entries that lawmakers argue contradict his past public statements. Despite a preemptive presidential pardon issued by Joe Biden before leaving office, legal experts noted that testifying under oath could still leave Fauci exposed to potential perjury prosecutions if lawmakers alleged inconsistent statements.     Nepra approves Rs21.4bn investment plan for SEPCO, sets loss targets

    The National Electric Power Regulatory Authority (Nepra) has approved a Rs21.436 billion Distribution Investment Plan (DIP) for Sukkur Electric Power Company Limited (SEPCO), covering its transmission and distribution operations for the five-year Multi-Year Tariff (MYT) period from fiscal year 2025-26 through FY2029-30. Along with the investment plan, the regulator has also set provisional targets for transmission and distribution (T&D) losses, while directing SEPCO to improve project execution, digitalise operational data and strengthen its planning and monitoring mechanisms. SEPCO had originally requested approval for an investment programme worth Rs90.563 billion. However, after Nepra raised several questions regarding the proposed projects, costs, utilisation of existing assets and investment requirements, the power utility submitted revised details. Following the revisions, SEPCO reduced its proposed investment to Rs40.191 billion in information submitted to Nepra on June 19, 2026. The revised proposal included changes in investment priorities and network development requirements based on updated demand projections. The company also revised project costs in light of the latest Purchase Orders (POs). Nepra, however, found substantial weaknesses in SEPCO’s original investment submission. According to the regulator, the initial proposal did not adequately reflect actual field conditions and lacked a comprehensive assessment of the utility’s requirements. It also contained gaps in cost calculations and information concerning the utilisation of existing assets. The regulator stressed that future investment planning should be based on reliable data, realistic demand assessments and proper evaluation of existing infrastructure rather than relying solely on projected requirements. Low utilisation of previous investments raises concerns Nepra also raised concerns over SEPCO’s ability to execute projects and utilise approved investment funds effectively. During the previous control period, SEPCO had been allowed investment of Rs39.509 billion. However, the company utilised only Rs14.231 billion, representing around 36% of the approved amount. The regulator said the low utilisation rate raised questions about SEPCO’s project implementation capacity and the efficiency with which approved investments were being converted into infrastructure and operational improvements. Delays were particularly noted in projects falling under the STG head. Nepra attributed the slow progress to difficulties in acquiring land, procurement-related problems and inadequate coordination between relevant departments. The regulator indicated that these issues point towards weaknesses in project planning, monitoring of milestones and implementation. SEPCO asked to improve network performance Nepra has also expressed concern over SEPCO’s technical and operational performance, particularly its transmission and distribution losses and reliability indicators, including the System Average Interruption Frequency Index (SAIFI) and System Average Interruption Duration Index (SAIDI). The authority directed the company to strengthen preventive maintenance programmes, improve energy accounting and introduce stronger system controls. These measures, Nepra said, are necessary to reduce losses, improve reliability and ensure consumers receive a more stable electricity supply. SEPCO’s approved investment priorities include expansion and strengthening of its 132-kilovolt network, augmentation of the existing system to accommodate future electricity demand and the deployment of modern technologies. The proposed technological improvements include Advanced Metering Infrastructure (AMI), Supervisory Control and Data Acquisition (SCADA) systems and Geographic Information System (GIS)-based mapping. These technologies are expected to support better monitoring of the electricity network, improve operational efficiency and enhance safety and service quality. Independent consultant made mandatory In a significant condition attached to the investment approval, Nepra has required SEPCO to engage an independent third-party consultant to review and validate its future investment plans before they are submitted to the regulator. SEPCO has also been instructed to prepare detailed Terms of Reference (ToRs) for the consultant and obtain Nepra’s approval before beginning the procurement process. The regulator said independent validation would help ensure that future investment proposals are based on actual requirements and that proposed projects are properly justified. Nepra pushes digitalisation of SEPCO operations Nepra has further directed SEPCO to move away from manual data-management practices and establish a comprehensive digital system for its operational information. The authority noted that dependence on manual systems can result in errors, delays and inefficient decision-making. A fully integrated digital platform, according to Nepra, would allow the company to monitor its network in real time, improve demand forecasting and make investment decisions based on reliable data. The regulator has also adopted a dynamic approach to the approved investment programme, allowing adjustments on an annual basis as well as a mid-term review. SEPCO has been directed to submit its mid-term review by December 2027. The review will include updated electricity demand forecasts, progress on approved projects and the company’s financial performance. Provisional T&D loss target set at 16.31% For FY2025-26 and FY2026-27, Nepra has approved a provisional T&D loss target of 16.31% for SEPCO. The target includes a 1% allowance related to law-and-order conditions. The regulator has also ordered SEPCO to commission an independent third-party assessment of its T&D losses through an international consultant or consortium. The study is required to be completed within nine months, with the timeline taking effect from January 7, 2026, in accordance with the tariff rebasing decision. Nepra warned that failure to submit the required independent study within the prescribed period could result in the regulator applying benchmark loss levels. Under the benchmark framework, the applicable levels would include 5.32% high-tension (HT) losses and 1.85% low-tension (LT) losses, resulting in total distribution losses of 7.17%. Transmission losses would be set at 1%, while the overall technical loss ceiling would remain within the range of 8% to 10%.

According to the latest weather forecast, scattered showers are likely to affect different areas of the country, while parts of Punjab may experience intermittent rain during the day. The weather in Lahore turned pleasant on Sunday morning after rainfall was reported in various parts of the provincial capital. The early-morning showers brought temporary relief from the prevailing heat and humidity, with residents experiencing relatively cooler conditions. Rain was reported in several localities, adding to the likelihood of water accumulation on roads and low-lying areas if the spell continues. Meanwhile, the National Emergency Operation Center has warned that rainfall could lead to a rise in water levels and flows in major rivers across the country. The situation has prompted authorities to remain vigilant and closely monitor river channels, drains and vulnerable urban areas. Officials have also highlighted the possibility of low to moderate-level urban flooding in several Punjab cities, including Rawalpindi, Gujranwala, Sialkot, Narowal, Faisalabad, Okara and Lahore. Heavy or persistent rainfall in these areas could result in water accumulating on roads, underpasses and other low-lying locations, potentially disrupting traffic and routine activities. Relevant departments have been advised to remain prepared to respond to any emergency arising from the weather system. The risk is not limited to Punjab. In Khyber Pakhtunkhwa, low to moderate flooding has also been forecast in rivers, streams and rain-fed waterways in Chitral, Upper Dir, Abbottabad, Shangla, Khyber, Orakzai, Kohat, Tank and North and South Waziristan. Authorities have urged local administrations and disaster-management agencies in vulnerable districts to maintain close coordination and monitor developments, particularly in areas located near rivers, streams and seasonal rain drains. Residents in low-lying and flood-prone areas have been advised to exercise caution, avoid unnecessary travel during heavy rainfall and stay informed about weather and flood alerts issued by the relevant authorities. The latest warnings come as the country continues to monitor the impact of the ongoing monsoon activity, which can cause sudden increases in river flows and urban flooding in areas receiving intense or prolonged rainfall.
