Activist urges President to withdraw Civil awards …

 

ISLAMABAD: Pakistani citizen and activist Ashba Kamran has formally written to President Asif Ali Zardari, calling for the immediate withdrawal of national civil awards announced by the government on August 14, 2026, for serving bureaucrats, federal secretaries and ministers.

In her letter addressed to the President, Kamran argued that awarding national honours to salaried bureaucrats and ministers for carrying out their routine official responsibilities amounts to a violation of the Constitution and relevant laws. She maintained that government officials should not receive national awards merely for performing duties for which they are already appointed and paid.

According to the letter, Kamran had previously raised similar concerns with the Presidency in August 2025 and had sent a formal reminder regarding the issue. However, she claimed that despite the earlier communication, the administration once again took what she described as an unconstitutional step by including serving government officials among the recipients of civil awards announced on August 14 this year.

The activist cited constitutional and legal provisions to support her position. Referring to Article 259(2) of the Constitution of Pakistan, she argued that national awards are intended to recognise exceptional achievements, including acts of bravery, distinguished services by members of the armed forces, academic distinction and extraordinary and selfless public service.

She further maintained that the concept of “public service” in the context of national honours should refer to exceptional and self-sacrificing contributions rather than the routine responsibilities performed by bureaucrats and ministers in their official capacities. Such responsibilities, she argued, are already compensated through regular salaries and official benefits.

Kamran also referred to the Decorations Act, 1975, and other relevant laws governing national civil awards. According to her interpretation, these legal provisions do not permit civil honours to be linked simply to an individual’s administrative position, seniority or government employment.

The letter further raised concerns about a potential conflict of interest. Kamran argued that granting national awards to serving government officials for routine administrative work could encourage a culture of favouritism and preferential treatment. She called for greater transparency and adherence to established legal standards when selecting recipients of national honours.

The activist also invoked Article 5(2) of the Constitution, which establishes the obligation to obey the Constitution and the law. She argued that this obligation applies to every citizen, including the head of state and government officials.

Kamran presented two key demands in her letter. First, she called for an administrative order to immediately withdraw the awards granted to serving bureaucrats and ministers included in the August 14, 2026 list where the honours were allegedly awarded for performing their routine official responsibilities.

Second, she urged the Cabinet Division to issue clear instructions preventing officials who are merely performing their regular administrative and governmental duties from being eligible for future nominations for national civil awards.

A copy of the letter was also sent to the Cabinet Secretary and the Cabinet Division in Islamabad for consideration and appropriate action.

The matter has raised questions about the criteria used for selecting recipients of national honours and the distinction between exceptional public service and the routine responsibilities associated with government positions.

    Government reviews splitting LESCO, MEPCO before privatisation

    The Ministry of Privatisation has established a high-level Technical Committee to examine the feasibility of dividing the Lahore Electric Supply Company (LESCO) and Multan Electric Power Company (MEPCO) into two or three smaller power distribution companies before their proposed privatisation, according to informed sources. The move is part of the government’s broader strategy to reform Pakistan’s power distribution sector and make state-owned electricity companies more attractive for private investment. LESCO and MEPCO currently serve the largest geographical areas and consumer bases among the country’s distribution companies (DISCOs), prompting officials to assess whether restructuring them into smaller entities could improve operational efficiency and facilitate the privatisation process. Technical Committee Constituted The committee is headed by Sajid Akram, Adviser (Power) at the Privatisation Commission. Other members include Ghulam Rasool, Joint Secretary at the Privatisation Commission; Imran Hafeez, Additional Director Tariff at the National Electric Power Regulatory Authority (NEPRA); and Abid Lodhi, Managing Director of the Power Planning and Monitoring Company (PPMC). The committee has been tasked with conducting a comprehensive review of the proposal and submitting recommendations to the government after evaluating its technical, operational and strategic implications. Weak Performance Raises Concerns Officials familiar with the matter said that both LESCO and MEPCO have consistently faced operational challenges, particularly in controlling electricity theft, reducing transmission and distribution losses, and improving bill recovery. These issues have affected their financial performance and have remained a major concern for policymakers pursuing reforms in the power sector. Recent audit reports for the fiscal year 2024-25 also highlighted unsatisfactory performance by both companies, reinforcing the need for structural reforms before moving ahead with the privatisation programme. MEPCO: Pakistan’s Largest Distribution Company MEPCO was incorporated in 1998 as a public sector company and operates under a permanent electricity distribution licence issued by NEPRA. The company is wholly owned by the Government of Pakistan through the Ministry of Energy. Serving nearly 8.76 million consumers across 13 districts of southern Punjab, MEPCO is the country’s largest electricity distribution company in terms of customer base. Its extensive network includes more than 82,000 kilometres of distribution lines and over 780 grid stations, supplying electricity across a vast region bordering three provinces. The company has initiated several modernisation projects, including the deployment of Advanced Metering Infrastructure (AMI), commonly known as smart metering, and digital billing systems aimed at improving transparency, reducing losses and enhancing customer services. LESCO Serving Over Seven Million Consumers LESCO also began operations in 1998 and supplies electricity to approximately 7.05 million consumers across Lahore, Kasur, Sheikhupura, Nankana Sahib and Okara. Its consumer base includes domestic, commercial, industrial, agricultural and bulk supply customers. The company’s operational network is divided into eight circles supervised by Superintending Engineers and 41 divisions managed by Executive Engineers to oversee field operations. In recent years, LESCO has accelerated efforts to modernise its infrastructure through the installation of smart meters, with plans to convert its entire consumer base to the Advanced Metering Infrastructure by 2029. However, the company continues to face significant operational hurdles, including shortages of transformers and electricity meters, resulting in delays in providing new connections and replacing faulty equipment. These issues have drawn criticism from regulators and consumers alike. Committee’s Terms of Reference According to the approved Terms of Reference (ToRs), the Technical Committee will: Assess the feasibility of splitting LESCO and MEPCO into two or three smaller distribution companies. Examine the potential advantages and disadvantages of such restructuring in line with the National Electricity Plan, the government’s Power Policy and the ongoing privatisation programme. Review whether similar committees were constituted in the past and analyse their findings, recommendations and implementation status. The committee’s recommendations are expected to play an important role in determining whether the government proceeds with restructuring the two major DISCOs before offering them for privatisation.

    Federal government freezes ad hoc relief allowance…

    The federal government has decided to keep the 2023 and 2024 ad hoc relief allowances unchanged for its employees, maintaining the existing rates while also outlining the allowance structure for newly appointed staff. According to a notification issued by the Ministry of Finance, the Ad Hoc Relief Allowance-2023 will remain frozen at the level applicable on June 30, 2023, and will not be revised until further instructions are issued. Under the current arrangement, employees in Grades 1 to 16 will continue to receive an allowance equal to 35% of their basic pay, while officers in Grades 17 to 22 will receive 30% of their basic pay under the 2023 relief allowance. The ministry has also announced that the Ad Hoc Relief Allowance-2024 will remain frozen at the rates applicable on June 30, 2026. Employees in Grades 1 to 16 will continue to receive 25% of their basic pay, whereas those in Grades 17 to 22 will receive 20% of their basic pay. The decision means there will be no increase in these allowances until further notice, although eligible employees will continue receiving them at the existing rates. The notification also provides guidance on the applicable allowance rates for newly recruited federal government employees, ensuring uniform implementation across government departments. The Finance Ministry said the revised pay and allowance framework will remain effective unless amended through a future government notification.
