    ISLAMABAD: The Islamabad High Court (IHC) has asked the federal government to explain the constitutional implications of keeping Prime Minister Shehbaz Sharif’s advice on judicial appointments pending with President Asif Ali Zardari. Justice Arbab Muhammad Tahir issued notices to the president, the federal government and the attorney general on Monday while hearing a petition challenging the delay in approving appointments to the superior courts. The court also directed the respondents to submit separate concise reports detailing when the prime minister’s advice was sent to the president and what action had been taken on it. The case has been fixed for hearing on August 11. The petition was filed by lawyer Luqman Zafar through his counsel Zahid Asif Chaudhry, who questioned the prolonged delay in completing the constitutional process for judicial appointments. The Judicial Commission of Pakistan, headed by Chief Justice Yahya Afridi, had recommended 19 additional judges and the confirmation of five judges for the high courts during meetings held on July 20 and 21. The recommendations were subsequently forwarded by the prime minister to President Zardari for approval under Article 48 of the Constitution. During Monday’s proceedings, the petitioner’s lawyer argued that the use of the word “shall” in Article 48(1) placed a constitutional duty on the president to act on the prime minister’s advice. He maintained that although the president could return the advice for reconsideration within the prescribed period, the Constitution did not permit an indefinite delay. The counsel further argued that the delay was affecting the administration of justice at a time when the superior courts were already struggling with a growing backlog of cases. According to the petitioner, prolonged vacancies could also undermine the public’s constitutional right to timely access to justice. Justice Tahir directed that notices be served through all available modes. Additional Attorney General Rashid Hafeez was also asked to ensure that the respondents provide the court with clear timelines regarding the submission and handling of the judicial appointments summary. The presidential delay has already had consequences for the high courts. Four additional judges of the Peshawar High Court whose confirmation had been recommended by the Judicial Commission ceased to hold office on August 4 after their terms expired without formal notifications. A similar situation arose in the Sindh High Court, where an additional judge left office after his extended tenure ended on July 29. The oath-taking ceremony for the newly recommended judges had originally been scheduled for July 27 but was postponed indefinitely after the president neither approved the summary nor returned it for reconsideration. With the matter now coming under judicial scrutiny, the Islamabad High Court is set to examine whether the continued delay in acting on the prime minister’s advice is constitutionally permissible.

    Armed men storm prison van, free murder suspect on…

    JHELUM: In a major security lapse, armed men intercepted a prison van on the busy GT Road near Mandra and forcibly freed a murder suspect who was being taken back to District Jail Jhelum after appearing in court. The escape involved Malik Hamad, who is facing a murder case registered with Saddar Beruni police. He had initially been held at Adiala Central Jail before being transferred to Jhelum following the recovery of a mobile phone and other prohibited items during a surprise inspection. Hamad was brought to Rawalpindi on Tuesday for a court hearing. While the prison van was returning to Jhelum, it slowed near Galaxy Hotel at Bacha Stop, where another vehicle approached the van. According to sources, the occupants told prison officials that Hamad’s mother was seriously ill and requested a brief meeting with him. Taking advantage of the confusion, several armed men surrounded the van with their vehicles, pulled Hamad out and escaped. The incident immediately triggered a security alert, with senior police and jail officials rushing to the location. Police teams were subsequently formed to track down and arrest the escaped suspect. The incident has raised fresh concerns about the security arrangements for transporting prisoners. It comes weeks after 14 high-risk prisoners escaped from another prison van while returning from Kahuta in late June. All of them were later recaptured following an extensive search operation, while cases were registered against the policemen responsible for their security. Following that escape, Rawalpindi police introduced new standard operating procedures aimed at strengthening prisoner transportation security. The latest incident, however, has renewed questions about whether those measures are being properly implemented. Four policemen reportedly assigned to guard Hamad have been detained for questioning. Sources also claimed that the suspect had links with an influential individual associated with a private housing society.     Punjab cotton crop in satisfactory shape as rice cultivation surpasses target

    LAHORE: The cotton crop in Punjab is currently showing a generally satisfactory condition, while rice cultivation in the province has exceeded the government’s target by a significant margin, with growers sowing the crop over more than six million acres against the planned five million acres. The latest assessment was shared at a high-level meeting held in Multan on Saturday to review the progress of major standing crops, agricultural extension services and measures aimed at strengthening farming activity across Punjab. The meeting was chaired by Additional Chief Secretary Punjab Iftikhar Ali Sahoo and brought together senior officials from the Agriculture and Irrigation departments, representatives of the farming community and experts from the agricultural sector. Among those attending were Muhammad Nawaz Sharif University of Agriculture Vice Chancellor Professor Dr Asif Ali, Special Secretary Agriculture South Punjab Sarfraz Hussain Magsi, Agriculture Department Directors General Abdul Hameed, Naveed Asmat Kahloon, Dr Aamir Rasool and Dr Sajid-ur-Rehman, as well as Kissan Ittehad President Khalid Mahmood Khokhar, Syed Hassan Raza and Dr Muhammad Iqbal Bandesha. Additional Secretary Task Force Shabbir Ahmed Khan, Director General Crop Reporting Dr Abdul Qayyum and Agriculture Department Consultant Dr Muhammad Anjum Ali participated in the meeting through a video link. Highlighting cotton’s wider economic significance, the additional chief secretary said the country’s economy and textile sector could not be viewed separately from the performance of the cotton crop. He stressed the need for coordinated efforts to improve productivity and strengthen the position of cotton growers. The meeting also reviewed the progress of rice cultivation. According to the officials, rice had already been planted over more than six million acres in Punjab, exceeding the season’s target of five million acres. Sahoo directed agricultural authorities to intensify technical guidance for rice growers, particularly to help them improve productivity, maintain crop quality and adopt better farming practices. He called for greater involvement of regional agricultural forums and professional experts in addressing issues faced by farmers at the local level. Such platforms, he said, should use their technical expertise to help improve agricultural performance and provide practical solutions to growers. The additional chief secretary also appreciated the efforts of Agriculture Department field teams for their role in supporting farmers and monitoring crop conditions across the province. Later, Sahoo visited the Model Agriculture Mall in Multan to inspect arrangements for the provision of agricultural inputs to farmers. During the visit, he reviewed the availability of fertilisers and other essential inputs and sought information from officials regarding stocks and farmer demand. He directed the relevant authorities to ensure uninterrupted availability of fertiliser at the facility so that farmers did not face shortages during the ongoing crop season. Officials said crop conditions would continue to be monitored closely in the coming weeks. With rice cultivation entering the final stages of the transplantation period and cotton moving into an important phase of its growth cycle, timely field intervention and availability of agricultural inputs would remain crucial to determining overall crop performance. The government is expected to maintain its focus on farmer guidance, crop monitoring and input availability as the province moves further into the agricultural season.
