Bugti offers militants rehabilitation, warns of co…

QUETTA: Balochistan Chief Minister Sarfraz Ahmed Bugti on Friday announced that the provincial government is ready to hold political dialogue with those willing to abandon violence, while making it clear that security operations against armed militant groups will continue until peace is restored.

Speaking at the passing-out parade of the Anti-Terrorism Force’s 20th basic training course in Quetta, the chief minister said individuals who surrender and renounce militancy would be given an opportunity to rebuild their lives through a comprehensive rehabilitation programme.

Under the government’s reintegration plan, former militants will be offered government employment, educational opportunities for their children and access to healthcare facilities to help them become productive members of society. He said the initiative aims to encourage peaceful participation in the province’s development.

However, Bugti warned that those who continue armed activities would face firm action. He said the provincial government, Pakistan Army, Frontier Corps, police, Counter Terrorism Department and Anti-Terrorism Force were working together to eliminate terrorism and restore lasting peace across Balochistan.

Referring to the recent rise in militant attacks, the chief minister acknowledged that the province’s security challenges had intensified in recent years but expressed confidence that ongoing counterterrorism operations would defeat militant groups.

Bugti also urged political leaders to avoid linking political disagreements with acts of terrorism. While criticism of the government was part of the democratic process, he said attacks on the country’s security forces should not be justified or politicised.

Addressing the newly graduated ATF personnel, the chief minister praised their commitment to national service and described them as guardians responsible for protecting the people and maintaining peace. He added that the government was reviewing measures to further strengthen the professional training of security personnel to meet emerging security challenges.

The chief minister also announced Rs150 million for improving the Anti-Terrorism Force training school’s infrastructure and highlighted recent steps taken to enhance benefits and welfare packages for police personnel and the families of martyred officers, reaffirming the government’s commitment to strengthening law enforcement institutions.

Government reviews splitting LESCO, MEPCO before privatisation

The Ministry of Privatisation has established a high-level Technical Committee to examine the feasibility of dividing the Lahore Electric Supply Company (LESCO) and Multan Electric Power Company (MEPCO) into two or three smaller power distribution companies before their proposed privatisation, according to informed sources. The move is part of the government’s broader strategy to reform Pakistan’s power distribution sector and make state-owned electricity companies more attractive for private investment. LESCO and MEPCO currently serve the largest geographical areas and consumer bases among the country’s distribution companies (DISCOs), prompting officials to assess whether restructuring them into smaller entities could improve operational efficiency and facilitate the privatisation process. Technical Committee Constituted The committee is headed by Sajid Akram, Adviser (Power) at the Privatisation Commission. Other members include Ghulam Rasool, Joint Secretary at the Privatisation Commission; Imran Hafeez, Additional Director Tariff at the National Electric Power Regulatory Authority (NEPRA); and Abid Lodhi, Managing Director of the Power Planning and Monitoring Company (PPMC). The committee has been tasked with conducting a comprehensive review of the proposal and submitting recommendations to the government after evaluating its technical, operational and strategic implications. Weak Performance Raises Concerns Officials familiar with the matter said that both LESCO and MEPCO have consistently faced operational challenges, particularly in controlling electricity theft, reducing transmission and distribution losses, and improving bill recovery. These issues have affected their financial performance and have remained a major concern for policymakers pursuing reforms in the power sector. Recent audit reports for the fiscal year 2024-25 also highlighted unsatisfactory performance by both companies, reinforcing the need for structural reforms before moving ahead with the privatisation programme. MEPCO: Pakistan’s Largest Distribution Company MEPCO was incorporated in 1998 as a public sector company and operates under a permanent electricity distribution licence issued by NEPRA. The company is wholly owned by the Government of Pakistan through the Ministry of Energy. Serving nearly 8.76 million consumers across 13 districts of southern Punjab, MEPCO is the country’s largest electricity distribution company in terms of customer base. Its extensive network includes more than 82,000 kilometres of distribution lines and over 780 grid stations, supplying electricity across a vast region bordering three provinces. The company has initiated several modernisation projects, including the deployment of Advanced Metering Infrastructure (AMI), commonly known as smart metering, and digital billing systems aimed at improving transparency, reducing losses and enhancing customer services. LESCO Serving Over Seven Million Consumers LESCO also began operations in 1998 and supplies electricity to approximately 7.05 million consumers across Lahore, Kasur, Sheikhupura, Nankana Sahib and Okara. Its consumer base includes domestic, commercial, industrial, agricultural and bulk supply customers. The company’s operational network is divided into eight circles supervised by Superintending Engineers and 41 divisions managed by Executive Engineers to oversee field operations. In recent years, LESCO has accelerated efforts to modernise its infrastructure through the installation of smart meters, with plans to convert its entire consumer base to the Advanced Metering Infrastructure by 2029. However, the company continues to face significant operational hurdles, including shortages of transformers and electricity meters, resulting in delays in providing new connections and replacing faulty equipment. These issues have drawn criticism from regulators and consumers alike. Committee’s Terms of Reference According to the approved Terms of Reference (ToRs), the Technical Committee will: Assess the feasibility of splitting LESCO and MEPCO into two or three smaller distribution companies. Examine the potential advantages and disadvantages of such restructuring in line with the National Electricity Plan, the government’s Power Policy and the ongoing privatisation programme. Review whether similar committees were constituted in the past and analyse their findings, recommendations and implementation status. The committee’s recommendations are expected to play an important role in determining whether the government proceeds with restructuring the two major DISCOs before offering them for privatisation.

Spider-Man tops Endgame box office record

Avengers directors Joe and Anthony Russo have congratulated the team behind Spider-Man: Brand New Day after the film surpassed one of Avengers: Endgame’s biggest domestic box office records. The filmmakers shared a public message on social media, praising the cast and crew after the latest Spider-Man film crossed the $1 billion mark globally and achieved the highest domestic opening weekend in box office history, overtaking the long-standing record previously held by Avengers: Endgame. In their message, the Russo brothers congratulated director Destin Daniel Cretton, lead actors Tom Holland, Zendaya and Jacob Batalon, along with producers and the entire production team. They described the achievement as a historic moment and declared that “the gauntlet has been passed,” referencing Marvel’s iconic Infinity Gauntlet. Although Spider-Man: Brand New Day has broken several records set by Endgame, it has not yet become the fastest film to earn $1 billion worldwide, leaving that milestone intact. Industry observers believe the competition could intensify later this year when Marvel releases Avengers: Doomsday, directed by the Russo brothers. The highly anticipated superhero film is expected to arrive in cinemas in December and is already being viewed as a potential record-breaking blockbuster. The success of Spider-Man: Brand New Day has further strengthened the Marvel Cinematic Universe, with strong audience turnout and impressive global ticket sales continuing to drive its performance at the box office.

Europe to witness rare total solar eclipse today

A total solar eclipse is set to occur today, offering skywatchers across parts of Europe an opportunity to witness a rare astronomical phenomenon, according to Arab media reports. The eclipse is being described as the first total solar eclipse visible from Europe since 1999. The event will be particularly prominent in western Spain and Iceland, where observers will have the chance to see the Moon completely cover the Sun for a brief period. The total phase is expected to begin at around 6:27pm local time in the areas where the eclipse will be visible. Near Iceland, the period of totality is expected to last approximately two minutes and 18 seconds, making it one of the key locations for viewing the phenomenon. However, the eclipse will not be limited to areas experiencing totality. Several major European cities are expected to witness a significant partial eclipse. In Madrid and Barcelona, around 99% of the Sun’s disc will be obscured, while Paris is expected to experience approximately 92% coverage. London will see about 91% of the Sun covered, while Berlin is expected to experience an eclipse of around 85%. The exact appearance and timing of the eclipse will vary depending on the location of observers. Parts of Africa, Canada and the United States are also expected to witness the eclipse in its partial form, although the degree of visibility will differ from one region to another. Eclipse not visible in Pakistan Pakistanis will not be able to observe the solar eclipse, as the astronomical event will take place outside the country’s visible path. The Pakistan Meteorological Department (PMD) has said that the eclipse will begin at approximately 8:34pm Pakistan Standard Time. It is expected to reach its maximum phase at around 10:46pm before ending at approximately 12:58am. Since the entire event will occur during nighttime in Pakistan, the eclipse will remain below the horizon and therefore cannot be seen from the country. The Meteorological Department has also indicated that another major astronomical event is expected later this month. A partial lunar eclipse is scheduled for August 28, but this event, too, will not be visible from Pakistan. Solar eclipses occur when the Moon passes between the Earth and the Sun and temporarily blocks some or all of the Sun’s light from reaching certain parts of the Earth. A total solar eclipse occurs when the Moon completely covers the visible disc of the Sun for observers located within the narrow path of totality.
