Chelsea sign Valentin Barco on seven-year contract

Chelsea have continued their active summer transfer business by completing the signing of Argentine defender and midfielder Valentin Barco on a seven-year contract.

The 22-year-old becomes the club’s seventh signing of the current transfer window, further highlighting Chelsea’s determination to strengthen the squad ahead of the new season under head coach Xabi Alonso.

Barco arrives from French side Strasbourg, becoming the second player to make the move from the Ligue 1 club to Stamford Bridge this summer after striker Emmanuel Emegha. The transfer also adds to the growing number of deals completed between Chelsea and Strasbourg since both clubs came under the same ownership group. Since the beginning of last season, the two clubs have conducted several player transfers as part of their long-term sporting strategy.

Known for his versatility, Barco is capable of playing as a left-back, wing-back or central midfielder. His technical ability, attacking mindset and composure on the ball have made him one of Argentina’s promising young talents. Chelsea believe his flexibility will provide valuable options across multiple positions during the upcoming campaign.

Barco is no stranger to English football. He previously joined Brighton & Hove Albion but struggled to establish himself in the Premier League. Seeking regular first-team football, he moved to Strasbourg on loan in 2024 before making the switch permanent the following year.

His performances in France helped Strasbourg secure qualification for the UEFA Conference League, with Barco becoming one of the team’s standout performers. His consistent displays earned praise for his defensive work, creativity and ability to contribute in attack.

On the international stage, Barco has also continued to build his reputation. He was part of Argentina’s squad that reached the FIFA World Cup final, gaining valuable experience alongside some of the country’s biggest stars. During the tournament, he attracted attention after an emotional exchange with England midfielder Jude Bellingham following Argentina’s passionate celebrations in front of England’s players after the semi-final victory.

Chelsea’s latest signing reflects the club’s continued focus on recruiting young players with significant long-term potential. The Blues have invested heavily in emerging talent in recent transfer windows, aiming to build a squad capable of competing for major honours over the coming years.

Barco joins a growing list of new arrivals at Stamford Bridge this summer. Chelsea recently confirmed the signing of experienced striker Danny Welbeck from Brighton, adding leadership and attacking depth to the squad. State urges constitutional path in AJK The military spokesperson said the state had acted with restraint in dealing with recent unrest in AJK, adding that the electoral process would continue without disruption. He stressed that the will of the people should be reflected through democratic institutions and that all individuals would be held accountable under the Constitution and the law. He said Pakistan remained committed to its long-standing position on Kashmir, describing the region as central to the country’s national policy. He also rejected claims that the Pakistan Army was an occupying force in AJK, saying security matters in the region were being handled by the AJK government, police and civilian law enforcement agencies. The DG ISPR alleged that India was attempting to fuel instability inside Pakistan through proxy campaigns and misinformation, while reaffirming Pakistan’s support for the Kashmiri people’s right to self-determination under United Nations resolutions. Good governance key to national security Responding to questions about governance reforms, the military spokesperson said effective administration was essential for ensuring peace and long-term stability. He noted that Pakistan’s rapidly growing population required a review of administrative structures and said reforms should be debated and implemented through constitutional and democratic processes. He said an administrative reset could be considered if it helped improve governance, but emphasized that any changes must reflect the will of the people and remain within the legal framework. Referring to the National Action Plan, he said most of its objectives—including countering extremist narratives, stopping terror financing, improving institutional capacity and tackling smuggling—depended on strong governance rather than military action alone. Security operations intensify against terrorism The DG ISPR said security forces had significantly increased intelligence-based operations across the country during 2026, conducting thousands of operations aimed at dismantling terrorist networks. According to him, more than 2,000 militants had been killed this year, while hundreds of security personnel and civilians had embraced martyrdom. He said the majority of recent suicide bombers were Afghan nationals and accused militant groups linked to the Afghan Taliban of supporting cross-border terrorism against Pakistan. He maintained that the rise in security incidents reflected a more aggressive counterterrorism strategy, with intelligence-led operations forcing militants into direct confrontation with security forces. Balochistan challenges linked to governance and propaganda Discussing Balochistan, the military spokesperson said the province’s security challenges stemmed from a combination of militancy, organized crime, entrenched elite interests and external interference. He argued that some influential groups resisted reforms to preserve their political and economic influence, while terrorist organizations exploited local grievances through propaganda. He highlighted ongoing development projects, including investments in education, healthcare, transport infrastructure and Gwadar’s development, saying the government had allocated substantial resources to the province. He also referred to data from the Commission of Inquiry on Enforced Disappearances, stating that most reported cases had already been resolved while investigations into the remaining cases were continuing.

    LAHORE: Punjab Chief Minister Maryam Nawaz Sharif has directed authorities to intensify sanitation efforts across the province, ordering daily early-morning washing of major roads and improved cleanliness in housing societies, markets and residential areas. Chairing a review meeting on the Suthra Punjab programme, the chief minister instructed officials to ensure effective waste management in both cooperative and private housing societies. She also directed the introduction of uniform dustbins and garbage bags in commercial areas, along with fixed schedules for waste removal. Maryam ordered the daily washing and cleaning of main roads at 5am and stressed that sanitation efforts must extend beyond major thoroughfares to streets, neighbourhoods and vacant plots. Authorities were also told to ensure door-to-door garbage collection across Punjab. The chief minister directed that Suthra Punjab workers receive their salaries by the fifth of every month and called for monthly reports to verify timely payments. She also ordered the early clearance of contractors’ outstanding dues and warned of immediate action if delays in workers’ salaries occurred. Special attention was ordered for areas surrounding schools, colleges, universities and hospitals, as well as parks and green belts. Officials were directed to remove discarded bottles, juice boxes and other waste from these locations. Maryam further instructed authorities to improve sanitation around railway tracks in urban areas and ensure that the entry and exit points of cities are cleaned regularly. Deputy commissioners were asked to maintain close coordination with contractors and the managing directors of Water and Sanitation Authorities to monitor progress. The chief minister also called for uniform standards for field monitoring officers and directed that their motorcycles carry proper branding. Standard operating procedures are to be developed to evaluate sanitation performance at every level, from field workers to senior officers, with particular attention to cleanliness in fruit and vegetable markets. She directed that contractors violating sanitation standards should initially be given 24 hours to correct shortcomings before any financial penalty is imposed. “Imposing fines is not our objective; the focus should be on ensuring cleanliness,” she said, while calling for zero tolerance against persistent negligence. The chief minister also ordered regular cleaning of Suthra Punjab vehicles, waste containers and collection points. She praised sanitation efforts in Lahore, Khanewal, Okara, Attock, Kasur and Murree but directed teams in Faisalabad, Sialkot, Sheikhupura and other areas to improve their performance. Maryam Nawaz said the next review meeting would be held the following week to evaluate implementation of the directives and measure progress under the province-wide cleanliness campaign.

    Singapore has announced a major expansion of financial support for families as the city-state struggles with a record-low birth rate and a rapidly ageing population. The government plans to distribute the financial support over a child’s early years rather than concentrating most of the assistance around birth. Singapore will also expand parental leave, particularly for families with more children. The government intends to cover a greater share of the costs associated with extended leave, reducing the financial burden on employers and working parents. Housing support is another part of the initiative. Authorities plan to make it easier for families with children to purchase their first homes through subsidised housing schemes. The measures come as Singapore’s fertility rate continues to fall. The country’s total fertility rate dropped to a record 0.87 children per woman last year, compared with 0.97 in 2024. The figure is far below the estimated replacement level of 2.1 needed to maintain a stable population without relying on immigration. The demographic decline is becoming an increasingly serious challenge for Singapore. Longer life expectancy combined with fewer births means the country is rapidly moving towards an older population. Singapore is expected to enter the United Nations’ category of a “super-aged” society this year, when more than 21 per cent of its population is aged 65 or above. The proportion is expected to increase further, with one in four Singaporeans projected to be aged 65 or older by 2030. Wong acknowledged that financial incentives alone may not reverse the trend. Many younger Singaporeans are postponing parenthood because of concerns about financial stability, housing, careers and the responsibilities associated with raising children. Others are choosing not to have children. The prime minister said the government must be realistic about the limits of its policies and warned that the fertility rate is likely to remain below replacement level. With fewer births, Singapore’s working-age population could shrink while the number of elderly citizens continues to rise. This could place greater pressure on the younger population to support healthcare, pensions and other social services.

    Islamabad: The Senate Standing Committee on National Health Services, Regulations and Coordination has taken serious notice of complaints by trainee doctors regarding unpaid or reduced stipends and directed authorities to protect the rights of young doctors working in training programmes. During the meeting held in Karachi under the chairmanship of Senator Amir Waliuddin Chishti, the Committee reviewed the implementation of its previous recommendations regarding the College of Physicians and Surgeons Pakistan (CPSP). Members observed that earlier directions issued by the Committee had not been implemented in their true spirit and directed CPSP to ensure complete compliance. The matter became serious when a delegation of 14 trainee doctors from Sobhraj Maternity Hospital appeared before the Committee and alleged that the hospital was not following the stipend directions issued by the Ministry and CPSP. The trainee doctors claimed they were being paid below the prescribed stipend amount, creating financial difficulties for doctors already working in demanding medical training environments. Taking notice of the complaints, Chairman Committee Senator Amir Waliuddin Chishti directed the Ministry of National Health Services to coordinate with the provincial government and resolve the issue without delay. He also directed CPSP to register the affected doctors from the date they joined, ensuring their training status and rights were properly recognized. CPSP officials informed the Committee that necessary directions had already been issued to affiliated institutions regarding the implementation of the Committee’s recommendations. The Committee appreciated the steps taken by CPSP but emphasized that instructions must be followed practically at the institutional level so trainee doctors do not face difficulties. The Committee was also informed that the issue of revising trainee doctors’ stipends was currently awaiting approval from the Prime Minister. The Secretary of National Health Services informed members about the pending approval process regarding the revision of stipends for trainees. The Committee’s action comes amid wider concerns about healthcare conditions and the challenges faced by medical professionals during training. Chairman Senator Amir Waliuddin Chishti also directed that the Committee should visit different provinces to examine the healthcare system and meet relevant stakeholders. The first visit will be to Punjab, with the next Committee meeting scheduled in Lahore. The Senate Committee directed the concerned ministries and organizations to submit progress reports on the matters discussed before the next meeting, making it clear that implementation of decisions would be closely monitored.

The chief minister said the BRA could become an important pillar of Balochistan’s economic development by improving revenue collection and helping reduce the province’s dependence on non-developmental spending. He noted that a substantial share of provincial resources was currently being consumed by such expenditures, limiting the government’s ability to invest in public welfare. Bugti expressed hope that stronger revenue generation would provide additional resources for key sectors, including education, healthcare, infrastructure and other development projects. Reiterating a commitment he made after assuming office, the chief minister said government employment would not be treated as a commodity and that appointments would be based solely on merit. He cited the recruitment of more than 14,500 teachers in the Education Department as an example of the policy. He also pointed out that candidates from his own home district, Dera Bugti, were unsuccessful in the latest BRA recruitment, describing this as evidence that the selection process had remained impartial.     Nigerian security forces rescue over 300 hostages in record single-day operation

    Nigerian joint security forces have rescued 308 abducted citizens from the Kainji Lake National Park in Niger state, marking the largest single-day hostage recovery operation in the country’s history. The intelligence-led operation involved the Nigerian military, police, Department of State Services, and the National Counter-Terrorism Centre. Those freed include 163 residents abducted during a February attack on the Woro and Nuku communities in Kwara state, alongside 145 individuals seized from neighbouring Niger state. During the February assault on Woro, the suspected killed more than 150 people and burned large parts of the village after residents refused to renounce the Nigerian government. Human rights monitoring groups reported that many victims of the raid were found bound and executed. President Bola Ahmed Tinubu commended the security services for their coordination, stating that the successful rescue demonstrates enhanced operational alignment among Nigeria’s defense and intelligence branches. The freed hostages are currently undergoing medical evaluation and receiving psychosocial support at a federal military facility before being reunited with their families.
