LAHORE: Government College University (GCU) Lahore has become fully paperless after shifting its administrative operations to a cloud-based digital system, marking a major step towards modern and technology-driven governance.

The transformation has been achieved through the successful implementation of the Punjab Information Technology Board’s (PITB) e-Filing and Office Automation System. The platform has been provided to the university free of cost on the special directives of the Punjab government.

Under the new digital framework, administrative activities across all university departments will now be managed online through a single platform. Faculty and staff can submit leave applications, travel requests and annual performance reports, while official orders and administrative correspondence will also be processed digitally.

The system will also replace conventional paperwork for departmental digital notes, approval of visiting faculty payments, purchase requests and meeting agendas. As a result, the traditional practice of physically moving files from one office to another will be eliminated.

Vice Chancellor Professor Muhammad Umar Chaudhry described the move as an important milestone in the university’s digital transformation. He said paperless administration was not merely an environmental initiative but represented a structural shift towards greater transparency, efficiency and accountability.

He added that eliminating administrative delays and manual file tracking would allow faculty members and heads of departments to devote more time and attention to teaching and research. He said the initiative could position GCU as a leading example of digital transformation among public-sector universities in Punjab.

According to a university spokesperson, the paperless system is part of a broader digitalisation programme launched under the vice chancellor’s leadership during the previous academic year. The university had already introduced online approval mechanisms for student society events and digital billing for payments to visiting faculty.

GCU is also preparing to launch a comprehensive e-Services Portal aimed at improving campus facilities. The upcoming platform will enable staff to submit maintenance requests and seek other support services digitally, helping resolve infrastructure-related issues more efficiently without disrupting academic activities.

The university’s digital transformation is also extending beyond the campus. Work is underway to digitise the records of its alumni, further expanding the institution’s efforts to establish a modern, technology-based administrative system.

    Goods transporters announce indefinite strike

    The All Pakistan Goods Transporters Alliance has announced an indefinite nationwide strike after talks with the federal and Sindh governments failed to resolve their demands. Alliance President Malik Shehzad Awan made the announcement at a press conference at the Karachi Press Club, saying transporters would keep their vehicles off the roads from August 8 until the government formally accepted their demands through official notifications. However, the talks failed to produce an agreement. He said the alliance would observe a peaceful wheel-jam strike by parking trucks and trailers instead of blocking roads. However, he warned that transporters could move their vehicles onto roads if authorities tried to intimidate or arrest their leaders during the protest. According to Awan, vehicles carrying import and export containers will continue operating until August 10 to allow cargo already in transit to reach its destinations. The transporters have also formed a committee to negotiate with the government. Awan warned that if their demands were not accepted within two days, the protesters would march towards the governor houses in all provinces. He said the committee would not negotiate with officials who had previously made commitments to transporters but failed to fulfil them. Awan also called for the resignation of the federal petroleum minister, Punjab’s transport and mass transit minister and the Punjab senior minister. Highlighting the financial pressure on the transport sector, he claimed that a single trailer pays around Rs2.4 million in annual toll taxes while transporters also face e-challans, adding to their difficulties. He warned that the ongoing dispute could negatively affect the national economy and urged the government to take immediate steps to resolve the crisis. Other transport leaders, including Malik Sher Khan, Ghulam Yasin and Nadeem Akhtar Arain, also attended the press conference. Meanwhile, the All Pakistan Petrol Pumps Owners Association urged the Ministry of Petroleum to review the mechanism used to determine fuel prices. In a letter sent to the petroleum minister on August 7, the association’s vice chairman expressed concern over delays in implementing agreements reached between the government and petrol pump owners.

    TAXILA: A female TikTok content creator was shot dead and her teenage sister critically wounded in a broad-daylight attack near the Taxila bypass on GT Road, police said. According to police sources, the sisters were travelling in their car when a motorcyclist intercepted them near the bypass and opened fire. Both sustained multiple bullet wounds, while their vehicle lost control and crashed into a dumper. The content creator died at the scene, while her critically injured sister was initially taken to Tehsil Headquarters Hospital, Taxila, before being shifted to Islamabad for further treatment. The victim’s brother told police that he had nominated two suspects in the case, alleging that a financial dispute between the woman and the accused had led to the targeted attack. Police registered a case and launched an investigation into the shooting. In a separate incident in Attock, police registered a target-killing case following the shooting deaths of two brothers in Malho village, within the jurisdiction of Rango Police Station in Hazro. Meanwhile, a 13-year-old boy drowned while swimming in a village pond in the Chappri area of Jand. Rescue 1122 officials recovered the boy’s body and shifted it to Tehsil Headquarters Hospital. Police registered a case and began an investigation into the incident.

Members offered prayers for the workers who lost their lives and said repeated mining accidents show serious weaknesses in monitoring and enforcement systems. During the discussion, committee members questioned officials about whether the workers who died in the accident were officially registered. Officials informed the committee that complete registration details were unavailable, raising concern among members about the protection available to mining workers and their families. The committee questioned how workers could spend their lives working in dangerous conditions while government departments lacked basic information about their employment status. Members rejected the argument that many mine workers are seasonal employees and therefore difficult to register. They said anyone working in a mine, whether permanent, temporary or seasonal, should be counted as a worker and provided protection. The committee stressed that registration should not depend on the type of employment. It said workers who risk their lives underground deserve safety measures, legal protection and welfare benefits. Officials informed the committee that worker registration involves different institutions, including provincial departments and labour related organisations. However, members questioned why coordination gaps continue despite years of discussions. The committee also raised concerns over mine inspections and safety checks. Members asked when mines were last inspected, whether safety rules were followed and how many workers were present at different mining sites. Officials stated that mining safety falls under provincial responsibility, but the federal government cannot ignore the issue and must collaborate with provinces to improve worker protection. The committee directed authorities to conduct a complete survey to identify how many mines are operating, how many workers are employed and how many workers are officially registered. The Federal Minister assured the committee that action would be taken and a long term strategy would be developed to ensure every mine worker is registered. Another major concern raised during the meeting was the lack of emergency facilities near mining areas. Members questioned whether proper trauma centres, ambulances and emergency services were available near mines to save workers after accidents. They pointed out that discussions about emergency facilities had taken place in previous years, but clear improvements were still needed. The committee said safety rules cannot remain only on official documents; they must be visible at mining sites through practical action. Members also suggested reviewing mining leases and ensuring that mine operators follow safety standards before continuing operations. The committee recommended that all provinces and Gilgit Baltistan review mining conditions, worker registration systems and compliance with safety procedures. Officials informed the committee that a survey would be carried out to assess the situation on the ground and identify gaps in the current system. The committee also discussed the Workers Welfare Fund and recommended taking up the issue of its management and distribution at the Council of Common Interests level. Members stressed that workers across Pakistan must receive their legal rights and no labourer should remain invisible in government records.

    ISLAMABAD: The second phase of the Azad Jammu and Kashmir (AJK) Legislative Assembly elections faced fresh controversy on Sunday after the Pakistan Peoples Party (PPP) alleged delays, administrative shortcomings and electoral irregularities in several constituencies. According to the PPP, similar problems were reported in multiple constituencies where polling staff arrived late, preventing voters from exercising their right to vote on time. The party urged the Election Commission and local administration to ensure immediate deployment of staff and restore normal polling. Separately, the AJK Election Commission announced that polling in LA-27 Muzaffarabad-I had been postponed after heavy rainfall and landslides blocked key roads, making it impossible for polling teams and election material to reach several polling stations. Election authorities said efforts were made to reopen the affected routes, but worsening weather conditions prevented polling from taking place. The Commission said a new polling date would be announced later and apologised to voters for the inconvenience. The PPP questioned the decision to postpone polling across the entire constituency. Party leaders argued that if only certain polling stations were affected by landslides, polling should have continued in the remaining accessible areas. They called on the Election Commission to release a detailed report explaining the reasons behind the postponement. The party also alleged delays in additional constituencies, claiming that polling staff had not reached several stations even hours after voting officially began. It maintained that the delays affected voter participation and raised concerns over the smooth conduct of the election. PPP leaders further alleged that blocked roads prevented hundreds of voters from reaching polling stations. The party demanded the immediate reopening of affected routes and called for measures to ensure that voters could cast their ballots without obstruction. In another complaint, the PPP claimed that some of its polling agents were prevented from performing their duties at polling stations despite fulfilling legal requirements. The party urged election authorities to intervene and ensure equal treatment of all contesting candidates and their representatives. The PPP also accused rival political workers of violating election rules in certain constituencies and alleged that government employees were participating in election activities in violation of the code of conduct. The party demanded an immediate investigation and legal action wherever irregularities were confirmed. Separately, PPP leader Nadeem Afzal Chan criticised the conduct of the elections, describing reported delays in ballot paper distribution and administrative issues as unacceptable.
