General Syed Aamer Raza, HI (M), S Bt, formally assumed command of the National Strategic Command on Monday, marking the beginning of his tenure in the key military position.

A Guard of Honour was presented to General Aamer Raza following his appointment as Commander National Strategic Command. The ceremony was held as part of the formal proceedings marking his assumption of command.

After the Guard of Honour, General Aamer Raza visited Yadgar-e-Shuhada. He laid a floral wreath at the memorial to pay tribute to the martyrs who sacrificed their lives for the country.

The general also offered Fateha at the memorial. The ceremony reflected the military tradition of honouring personnel who lost their lives in the service of Pakistan.

Following the proceedings, General Aamer Raza visited General Headquarters (GHQ) in Rawalpindi. He called on Field Marshal Syed Asim Munir, Chief of Army Staff and Chief of Defence Forces.

During the meeting, Field Marshal Asim Munir congratulated General Aamer Raza on assuming command of the National Strategic Command.

The meeting was part of the formal transition following General Aamer Raza’s appointment. The National Strategic Command holds an important position within Pakistan’s strategic security structure.

The appointment comes at a time when Pakistan continues to focus on maintaining national security and strengthening its strategic preparedness.

General Aamer Raza’s assumption of command formally completes the transition to his new responsibility. His meeting with the military leadership also provided an opportunity to mark the start of his tenure at the command.

The ceremony and subsequent meeting were conducted in accordance with established military traditions.

Instead of identifying this institutional failure, the minister’s comments appear to focus on the symptoms of the crisis rather than its root causes. The repeated reliance on extraordinary measures, task forces, and parallel administrative structures itself reflects the inability of the regular civil bureaucracy to perform its responsibilities efficiently. Under the leadership of Army Staff Field Marshal Asim Munir,the military leadership has consistently emphasized economic revival, action against organized mafias, and restoring investor confidence. The establishment of the Special Investment Facilitation Council (SIFC) also emerged as a response to the inability of the civil bureaucracy to deliver timely economic solutions. However, such initiatives cannot permanently replace an efficient civilian administrative system. The governance crisis stems from the persistent decline in the effectiveness of Pakistan’s civil bureaucracy across the federation, provinces, divisions, and districts. Political interference, weak accountability, and poor human resource management have significantly undermined its performance. Punjab is often cited as a partial exception, where relatively limited political interference in routine administration has enabled the bureaucracy to function more effectively. This reinforces the argument that sustainable governance depends on institutional autonomy and merit-based administration rather than temporary or emergency arrangements. Governance experts have long advocated restoring the Establishment Division at the federal level and the Services and General Administration Departments (S&GADs) in the provinces to their original role as independent institutions responsible for managing human resources. Their objective is to ensure that appointments, promotions, and career planning remain protected from political influence and external pressure. The analysis further argues that Pakistan’s civil service should adopt a structured personnel management system similar to the military’s Military Secretary Branch at General Headquarters (GHQ), where recruitment, promotions, training, and career progression are managed through institutional discipline based on merit and performance rather than political considerations. The military’s internal human resource management system is often regarded as organized, merit-based, and largely insulated from political interference. In contrast, the civil Establishment Division is frequently viewed as a bureaucratic office where transfers and appointments are influenced by political lobbying, personal connections, and pressure from powerful groups instead of institutional needs. These practices have produced long-term consequences. Civil servants are often assigned to positions unrelated to their expertise, career planning remains weak or absent, and accountability mechanisms continue to be inconsistent and ineffective. As a result, governance across various sectors has suffered. The report notes that these shortcomings have been identified repeatedly over the years. More than 20 commissions and reform committees have reviewed Pakistan’s civil service structure during the country’s history. Between 1996 and 2008 alone, at least six major studies highlighted the same concerns, including politicization of the bureaucracy, the absence of merit-based appointments, and weak institutional management of human resources. Despite these findings, most recommendations were never implemented. Successive governments, whether civilian or military, have shown little willingness to reduce their influence over administrative appointments and transfers. Consequently, repeated attempts at civil service reform have failed to produce lasting institutional change. The analysis concludes that Pakistan’s governance crisis is not the result of a failure to identify the problem but rather a lack of political commitment to implementing meaningful institutional reforms. In this context, Mohsin Naqvi’s recent remarks do not fully address the deeper structural weaknesses within the state. The central issue is not merely that the system has collapsed, but that the country’s primary administrative engine—the civil bureaucracy—has been allowed to deteriorate without comprehensive reform. The proposed solution is not the creation of additional provinces but the rebuilding of the civil administrative system on the principles of merit, protection from political interference, and professional career management comparable to the military’s administrative framework.

    Rana Sanaullah calls AJK polls free and fair

    Special Assistant to the Prime Minister on Political Affairs Rana Sanaullah has defended the first phase of the Azad Jammu and Kashmir (AJK) elections. He described the polling process as peaceful, free, fair and credible. Speaking at a press conference in Islamabad, Sanaullah said voters had exercised their democratic right across 13 constituencies of Mirpur Division on July 27. According to unofficial results, the Pakistan Muslim League-Nawaz (PML-N) won nine seats. The Pakistan Peoples Party (PPP) secured four seats. Sanaullah congratulated the winning candidates. He also praised the Election Commission, AJK administration and security agencies for managing the election process. He said the polls were held despite a challenging security situation. He added that the authorities took steps to maintain law and order throughout polling. The prime minister’s aide urged opposition parties to respect the voters’ decision. However, he said they were free to challenge any alleged irregularities through constitutional and legal channels. Sanaullah said complaints regarding the election would be examined by the relevant authorities. He stressed that political parties should use legal forums instead of creating political tensions. He also said polling hours were extended by one hour. The extension was given to facilitate voters and allow more people to cast their ballots. He estimated voter turnout at between 40 and 60 per cent. Sanaullah said the election was largely peaceful. However, a serious incident occurred in LA-9 Nakyal. A dispute between members of the same family reportedly turned violent because of political differences. One person was killed and another was injured in the incident. Police arrested several suspects in connection with the shooting. Sanaullah also mentioned the killing of PML-N leader Malik Ashiq. He was shot during an election rally in Kotli on July 11. The government official further claimed that a candidate from LA-6 and members of his campaign team attempted to take ballot boxes after polling. He said the suspects were arrested and a case was registered. Minister for Kashmir Affairs and Gilgit-Baltistan Amir Muqam also addressed the press conference. He said the PML-N’s performance showed strong public support for the party. Muqam said the party would work to fulfil the promises made during its election campaign. Sanaullah attributed the PML-N’s success to teamwork and its political leadership. He also said development initiatives in Punjab had contributed to the party’s electoral performance. The election results have triggered political exchanges between the PML-N and PPP. The PPP has raised allegations of irregularities and accused the government of influencing the election process. The PML-N has rejected the allegations. It has also accused political opponents of attempting to manipulate the electoral process. The Election Commission has said that violations of electoral rules will be dealt with under the law. The AJK elections are being conducted in three phases.     KARACHI: Karachi Mayor Barrister Murtaza Wahab has announced that Regal Chowk will officially be renamed Khatm-e-Nabuwwat (PBUH) Chowk. The mayor said the Karachi Metropolitan Corporation (KMC) would carry out extensive renovation and beautification work at the site before the start of Rabi-ul-Awwal. Barrister Murtaza Wahab said the city administration had already started preparations for Rabi-ul-Awwal.
