ISLAMABAD: The federal government has accelerated plans to transfer a 30 percent stake in the Pakistan National Shipping Corporation (PNSC) to the National Logistics Corporation (NLC), establishing two high-level committees to complete the financial, commercial, and legal framework for the transaction.

According to a briefing presented by the Ministry of Maritime Affairs to the Economic Coordination Committee (ECC), the committees will determine key aspects of the deal, including the share price, payment schedule, dividend distribution, utilisation of sale proceeds, and the transfer of management control.

The first committee, headed by the Prime Minister’s Adviser on Privatisation, includes senior officials from the Finance, Law and Justice, and Maritime Affairs ministries, along with the Chairman of the Securities and Exchange Commission of Pakistan (SECP) and the Director General of NLC. Its mandate is to finalise the financial and commercial structure of the agreement, including the valuation of shares, payment mechanism, dividend arrangements, and the injection of funds into PNSC.

The second committee, led by the Secretary of the Law and Justice Division, will oversee the legal documentation required for the transaction. Its responsibilities include preparing the Share Purchase Agreement, Shareholders’ Agreement, and the legal framework governing the transfer of management control.

The ECC endorsed the proposal and emphasised the importance of increasing private sector participation in future maritime initiatives to improve efficiency, strengthen governance, and unlock the sector’s economic potential.

To ensure smooth implementation, the Ministry of Maritime Affairs has also proposed an Implementation Committee chaired by the Prime Minister’s Adviser on Privatisation and co-chaired by the Minister for Maritime Affairs. The committee will develop a roadmap and supervise the execution of the transaction.

The government had previously granted in-principle approval for NLC to acquire a 30 percent stake in PNSC, along with management control and consolidation rights, subject to all applicable legal requirements.

PNSC, a state-owned enterprise listed on the Pakistan Stock Exchange, remains majority-owned by the federal government, which holds 87.56 percent of its shares. Public investors own 10.87 percent, while the PNSC Employees Empowerment Trust holds the remaining 1.57 percent.

The national shipping company currently operates a fleet of 14 vessels, including three recently added ships. Despite fluctuations in earnings, PNSC has maintained strong profitability, posting net profits of Rs30 billion in FY2022-23, Rs19.4 billion in FY2023-24, and Rs20.4 billion in FY2024-25.

Established under the Pakistan National Shipping Corporation Ordinance, 1979, the organisation has undergone legislative reforms in recent years, with amendments introduced in 2023 and 2024 to align its governance framework with the State-Owned Enterprises Act, 2023. These changes are intended to improve transparency, accountability, and operational performance as the government advances its broader state-owned enterprise reform agenda.

Beyond bilateral matters, the foreign ministers are also expected to exchange views on important regional and international developments. This could give the two sides an opportunity to discuss shared concerns and assess developments affecting the wider region. The Foreign Office said the visit builds on a series of high-level contacts between Pakistan and Norway in recent months. Dar and Eide held telephone conversations in March and April, while Norwegian State Secretary Andreas Motzfeldt Kravik visited Islamabad in May. The two countries have also maintained engagement through diplomatic channels, with both sides showing interest in expanding cooperation beyond traditional areas. Eide’s arrival therefore carries significance not only because of its timing but also because of the gap since the last visit by a Norwegian foreign minister. The trip provides an opportunity to translate recent diplomatic contacts into practical cooperation. For Islamabad, stronger ties with Norway could bring opportunities in trade, investment, renewable energy and education. For Oslo, deeper engagement with Pakistan offers a chance to strengthen relations with an important South Asian partner. The Foreign Office described the visit as an opportunity to further strengthen the “longstanding and cordial relations” between the two countries and identify new areas of mutually beneficial cooperation. With formal talks now underway, attention will turn to whether the two-day visit produces concrete initiatives that can give Pakistan-Norway relations fresh momentum.

    The National Disaster Management Authority (NDMA) has issued a nationwide flood alert, warning that rising river levels and continued monsoon rainfall could lead to flooding in several parts of Pakistan through Sunday. The authority has urged citizens to remain vigilant and avoid unnecessary travel to flood-prone areas. According to the NDMA, the Indus River is currently experiencing moderate flooding at Guddu, while low flood conditions persist at Kalabagh, Chashma, and Sukkur. The Chenab River is also expected to witness moderate to high water flows at Marala, with low to moderate flows forecast at Khanki and Qadirabad. The authority further stated that the Jhelum, Ravi, and Kabul rivers, along with their tributaries, are expected to experience low to moderate flows. However, water levels in streams and tributaries connected to the Jhelum, Chenab, and Ravi rivers are likely to increase significantly due to ongoing rainfall. Hill torrents in Dera Ghazi Khan and Rajanpur are also expected to experience heavy water flows, raising the risk of flash flooding. Similar conditions are forecast for rain-fed streams and nullahs in central and southern districts of Khyber Pakhtunkhwa and northern Balochistan. The NDMA warned that districts including Mohmand, Bajaur, Buner, Mardan, Kurram, South Waziristan, Shangla, and Peshawar in Khyber Pakhtunkhwa could experience flooding in streams and nullahs. In northern Balochistan, the Nari, Bolan, Kangri, and Lehri rivers are also at risk of flash flooding. Urban flooding is expected in several Punjab districts, including Rawalpindi, Jhelum, Gujranwala, Sargodha, Mandi Bahauddin, Sialkot, Gujrat, Narowal, Lahore, Okara, Sahiwal, and Faisalabad. Similar conditions may affect Sindh districts such as Sukkur, Hyderabad, Shaheed Benazirabad, Thatta, Badin, Sanghar, Khairpur, Mirpurkhas, Umerkot, Tando Muhammad Khan, Tando Allahyar, Tharparkar, and Nawabshah. Cities including Peshawar, Nowshera, Charsadda, and Mardan may also experience urban flooding. The NDMA has advised the public to avoid crossing flooded roads, rivers, and streams, particularly in mountainous areas where landslides, debris flows, and flash floods are more likely during the monsoon season. Travelers are encouraged to carry emergency supplies, including drinking water, dry food, a flashlight, a first-aid kit, a power bank, and emergency contact numbers. Citizens have also been urged to stay informed through the official Pak NDMA Disaster Alert mobile application and follow instructions issued by local authorities to ensure their safety during the ongoing monsoon season.

Speaking further about his conditions in custody, Aleema Khan alleged that the PTI founder’s access to reading material has been restricted. She claimed that prison authorities had confiscated his books, preventing him from continuing his regular reading routine. According to her, books have always been an important part of his daily life, and taking them away has made his time in prison more difficult. Despite these alleged restrictions, Aleema Khan insisted that the PTI founder has remained determined and steadfast. She said he continues to focus on reading the Quran and reflecting on its translation whenever possible, adding that his faith has helped him maintain a positive outlook while facing the challenges of imprisonment. Her remarks came as PTI leaders, supporters, and lawyers gathered outside the Islamabad High Court, where they continued to call for legal relief for the former prime minister.     CM Murad decides to transform Sindh PPP Unit into private limited company

    KARACHI : Sindh Chief Minister Syed Murad Ali Shah has decided to restructure the Public-Private Partnership (PPP) Unit into a private limited company to build a more autonomous, commercially agile and investment-oriented PPP ecosystem for the next phase of development in the province. The decision was taken at a meeting chaired by the chief minister at the CM House on Wednesday. The meeting was attended by Special Assistant to the CM on Investment Syed Qasim Naveed, Chief Secretary Asif Hyder Shah, Principal Secretary to CM Agha Wasif, Planning and Development Board Chairman Najam Shah, Finance Secretary Fayaz Jatoi, Transport Secretary Asad Zamin and other senior officials. The chief minister was informed that Sindh’s PPP programme has emerged as Pakistan’s leading sub-national PPP initiative, with a growing portfolio of projects in roads and bridges, transport, economic zones, information technology, energy, water, livestock, education, health and environmental sectors. The programme has received international recognition at platforms including the UNECE PPP Forum and The Asset Infrastructure Awards. Sindh’s PPP programme was also ranked sixth in Asia by The Economist in 2018. The PPP Unit has additionally provided technical and legal support to other provinces for strengthening their PPP frameworks and project structuring. The meeting noted that the Unit’s transition into a private limited company would enable it to promote and facilitate PPP projects more effectively, assist procuring agencies, strengthen departmental PPP nodes, formulate and implement policies and guidelines, build capacity and monitor portfolio performance. The chief minister directed that the proposed institutional transformation be pursued to remove operational bottlenecks, retain specialised professionals and ensure continuity in PPP project development and implementation. He emphasised the need for a strong institutional structure capable of providing timely technical, financial and legal support to departments and implementing agencies. Mr Shah was informed that the existing PPP Unit faced challenges in retaining skilled staff because of limited competitive compensation and incentives. The absence of dedicated project implementation units and project directors in certain departments was also affecting the pace and quality of project delivery. The proposed PPP Private Limited Company will have greater commercial flexibility to undertake strategic activities, make equity investments where required, mobilise capital through financial instruments and support project financing. It will also be able to develop diversified revenue streams beyond government funding, subject to the approval and oversight of its board. The chief minister underscored that the company must operate with robust governance, transparent performance review mechanisms and clear statutory oversight. He directed that the new structure should strengthen PPP nodes in provincial departments, empower competent officers and ensure that projects are processed efficiently without compromising accountability. The meeting concluded that the restructuring would help improve administrative efficiency, facilitate innovative financing, enhance investor confidence and accelerate the delivery of development projects. The chief minister said the objective was to establish a capable, sustainable and responsive PPP institution that could contribute meaningfully to Sindh’s progress and prosperity.

She further ordered the use of uniform garbage bins and waste bags in markets and commercial areas. Officials were directed to establish specific timings for removing waste from commercial zones and ensure that vacant plots in different areas were also cleaned.
