IMF hurdle blocks fuel levy cut, Senate told

Petroleum Minister Ali Pervaiz Malik has said the government is unlikely to reduce the petroleum levy unless it can identify another source of revenue to compensate for the financial shortfall, warning that such a move would be difficult to secure without the approval of the International Monetary Fund (IMF).

Speaking during a meeting of the Senate Standing Committee on Petroleum, the minister explained that any reduction in the levy would affect government revenues and would require a credible alternative before it could be considered. He said the IMF was unlikely to support the proposal unless Pakistan presented a replacement revenue stream.

The committee also discussed the country’s fuel pricing mechanism, with several lawmakers expressing concerns over the introduction of daily price adjustments. Members argued that frequent revisions create uncertainty for consumers and make it difficult for the public to understand fuel costs.

Responding to the criticism, Malik defended the system, saying the government had removed political influence from fuel pricing by giving the Oil and Gas Regulatory Authority (OGRA) the authority to determine prices through an independent and transparent process. He said the mechanism was designed to reflect international market trends more accurately.

The OGRA chairman informed the committee that local petrol and diesel prices are linked to fuel product prices in the Singapore market rather than international crude oil prices. He said the daily pricing system allows authorities to respond quickly to changes in global markets and helps reduce the impact of sudden price fluctuations.

However, some lawmakers remained unconvinced. They argued that the pricing formula is too complicated for ordinary consumers and warned that frequent changes place additional financial pressure on households already struggling with rising living costs.

The committee also raised concerns over the lack of performance audits of oil drilling rigs operating in the country. Members directed the relevant authorities to complete and submit an audit report within seven days to assess operational standards and efficiency.

During the meeting, lawmakers questioned the continued delay in appointing a permanent chairman of OGRA. The petroleum minister replied that the recruitment process had been restarted after the earlier selection exercise failed to identify a suitable candidate.

    Heavy rainfall disrupted routine life across Lahore on Saturday, leaving several roads, underpasses and low-lying neighbourhoods inundated and causing difficulties for motorists and pedestrians. The downpour led to significant water accumulation in different parts of the city, slowing traffic and making several routes difficult to navigate. Residents in low-lying areas faced particular inconvenience as rainwater gathered on streets and roads. According to rainfall figures recorded by the Water and Sanitation Agency (Wasa), Lahore received an average of 24.6 millimetres of rain. The highest rainfall was recorded at Lahore Airport, where 104mm was reported. Kahna received 75.6mm, while 62.6mm was recorded at Hadiara Defence Road and 58.6mm at Manawan. Rainfall was also recorded in Tajpura, Mughalpura, Shadipura, Defence Phase-VI, Farrukhabad, Saggian, Lakshmi Chowk, Chowk Nakhuda and other areas. Although the rain provided relief from the prevailing heat and brought cooler weather, waterlogging created problems for commuters and once again highlighted the challenges faced by Lahore’s low-lying areas during heavy showers. Wasa Lahore mobilised field teams and heavy machinery to remove accumulated water from affected locations. Officials continued drainage operations at several underpasses, major roads and low-lying points across the city. Wasa Managing Director Ghufran Ahmed inspected drainage activities at several key locations, including Mubeen Shaheed Underpass, Noor Jehan Road, MM Alam Road, Main Boulevard Gulberg, Qaddafi Stadium and Liberty Chowk. He also reviewed operations at Kalma Chowk Underpass and other emergency drainage facilities. Officials said disposal stations in areas affected by power outages were being operated with generators to ensure that drainage work continued without interruption. Wasa Vice Chairman Chaudhry Shehbaz Ahmed also inspected water drainage arrangements at several locations, including Shalimar Link Road, Bhagwanpura, UET and nearby areas. Meanwhile, Chief Traffic Officer Abdul Rahim Shirazi directed traffic officials to remain present in the field and closely monitor traffic flow and vulnerable points during the rainfall. Traffic police coordinated with Wasa teams to facilitate the removal of standing water and advised motorists to drive carefully on slippery roads. Drivers were urged to maintain a safe distance, avoid sudden braking and reduce speed. Motorcyclists were advised to wear helmets and avoid unnecessary overtaking. Citizens were also warned against entering roads where floodwater appeared deep or unsafe.

    LAHORE: Punjab University has strongly denied allegations recently levelled by two former female athletes, describing the claims as part of a coordinated campaign aimed at damaging the institution’s reputation during its ongoing admissions season. According to university spokesperson Dr. Khurram Shehzad, Punjab University has witnessed an unprecedented response to admissions this year, with more than 85,000 applications received for various academic programmes by July 31. The university also recorded its highest-ever participation in the entry test, while the application deadline remains August 4. He claimed that the institution’s success had prompted certain groups to launch what he termed a deliberate propaganda campaign. The spokesperson said the controversy involving the two former sports students stemmed from disciplinary issues rather than the serious allegations circulated on social media. He maintained that the matter originated after a dispute between members of the girls’ sports hostel and disagreements related to team selection. According to the university, the students were involved in repeated altercations with fellow athletes, prompting the hostel administration to initiate an inquiry. Pending the outcome of the investigation, the students concerned were instructed to vacate the hostel. However, the university alleged that they refused to comply and later became involved in another confrontation, after which police were called following an emergency complaint. The incidents led the hostel inquiry committee to hold emergency meetings and ultimately order the closure of the girls’ sports hostel. The university further stated that one of the former athletes was not selected for the baseball team because of disciplinary concerns rather than sporting performance. It alleged that she later threatened to leave the university if she was not included in the squad and voluntarily applied to withdraw her original academic documents. During the document collection process, the university claims she, along with another former student and several others, attempted to pressure the administration by threatening to release a video portraying an alleged suicide attempt if their demands were not met. Punjab University said both students voluntarily collected their academic documents and left the institution. It also claimed that one of them subsequently joined another university’s sports team while Punjab University went on to win the championship without her. The university said it possesses evidence supporting its position and confirmed that faculty members, staff, and female students from the Department of Sports have submitted a formal complaint to the cybercrime authorities against the two former athletes and individuals allegedly involved in what it described as an organised campaign against the institution. The administration condemned attempts to use former students for what it called vested interests and reaffirmed its commitment to protecting the university’s reputation through legal channels
