Jinnah Sindh Medical University (JSMU) has issued two separate notifications regarding the retirement and subsequent contractual appointment of Professor Dr Nighat Shah, daughter of former Sindh chief minister Syed Qaim Ali Shah.

According to the university’s notifications, Dr Nighat Shah retired from government service on August 12, 2026, but was allowed to continue working at the university as a Professor of Gynaecology (BPS-21) for another three years on a contractual basis.

The two notifications were issued separately. One formally announced her retirement, while the other approved her immediate appointment on a three-year contract following her retirement.

According to the retirement notification issued by JSMU Registrar Dr Azam Khan, Dr Nighat Shah, who was serving as Professor of Gynaecology and Obstetrics in BPS-21 as well as Pro-Vice Chancellor, retired from government service with effect from the afternoon of August 12.

The notification also referred to an earlier order dated October 6, 2025, under which she had been appointed Pro-Vice Chancellor of the university. Her tenure as Pro-Vice Chancellor was linked to her period of government service and was therefore due to end upon her retirement.

However, a separate notification issued by the university states that, following a decision by the Sindh government and approval from the competent authority, the Syndicate, Dr Nighat Shah was permitted to continue her services at JSMU as Professor of Gynaecology for three years on a contractual basis.

The new contract will take effect from August 13, 2026, just one day after her retirement from government service.

The arrangement means that, according to the university’s own notifications, Dr Nighat Shah formally retired from government employment on August 12 but resumed her professional duties at the same institution without any break from August 13 under a three-year contractual appointment.

The development has drawn attention because of the timing of the two notifications, with the retirement order followed immediately by the contractual appointment.

Dr Nighat Shah was appointed Pro-Vice Chancellor of JSMU in October 2025. Her new contractual role, however, is specifically as Professor of Gynaecology rather than as Pro-Vice Chancellor.

The three-year contract will allow her to continue teaching and providing academic and professional services at the university until the completion of the approved contractual period, subject to the terms and conditions of her appointment.

The subsidy could not be continued in the current budget because of prevailing fiscal constraints. Instead, banks have decided to bear the costs linked to facilitating remittances from their own resources. The decision means that banks will continue providing the service to overseas Pakistanis even though the government can no longer provide the previous level of financial support. The Pakistan Remittance Initiative was discussed by the committee during its meeting at Parliament House in Islamabad on August 25, 2026, under the chairmanship of Senator Saleem Mandviwalla. The committee considered the government’s decision important because remittances sent by Pakistanis living and working abroad are a major source of foreign currency for the country. The State Bank told the committee that banks decided to continue bearing the associated costs so that the flow of remittances would not be disrupted. The committee appreciated the banks’ decision but also decided to examine their actual performance. Selected banks will therefore be invited to the committee’s next meeting to explain their performance and contribution to the remittance sector. The move comes at a time when the government is facing tight financial conditions and has been forced to reduce or reconsider spending commitments. The end of the Rs120 billion subsidy raises an important question about how the remittance system will operate in the longer term if banks continue to carry the costs without government support. For millions of Pakistanis working overseas, remittances are an important way of supporting families at home. These transfers help families pay for everyday needs and also bring foreign currency into Pakistan. The government’s decision does not mean that the remittance service has stopped. Instead, banks have agreed to continue facilitating transfers while paying the related costs themselves. The next meeting is expected to provide the committee with a clearer picture of how banks are handling the change after the withdrawal of the government subsidy. The key issue remains whether banks can continue carrying the financial burden while maintaining an efficient and reliable remittance system for overseas Pakistanis. The Rs120 billion figure also shows the scale of government support previously used to encourage and facilitate remittances through the formal banking system.

Speaking at the meeting, Federal Minister Junaid Anwar Chaudhry said the proposed auto zone would cover approximately 150 acres at Port Qasim. He said the project was expected to generate around $500 million in annual exports, while contributing approximately $200 million in foreign exchange earnings each year According to the minister, the auto zone will provide a range of facilities linked to the automotive industry. These will include refurbishment facilities, display areas and spare-parts services. The development is expected to support businesses involved in the import, refurbishment and export of automotive products and components. The minister said the project would create new export opportunities for Pakistan’s automotive sector and help the country strengthen its position in international markets. He described the proposed auto zone as an integrated framework that would bring together automobile imports, refurbishment and exports at a single location. The initiative is also expected to encourage greater investment in the automotive sector by providing businesses with dedicated infrastructure and facilities. By bringing different stages of automotive-related activities together, the project could help improve efficiency and create opportunities for companies seeking to expand their operations in Pakistan. Port Qasim’s strategic importance as one of Pakistan’s major ports could further support the project. The location provides access to maritime transportation and international trade routes, potentially making it easier for automotive businesses to handle imported vehicles, spare parts and other related products before exporting refurbished or finished products to overseas markets.     KARACHI: Global oil prices edged higher on Monday as uncertainty over the reopening of the Strait of Hormuz continued to unsettle energy markets.
