South Korea backs Trump’s push to revive North Korea talks

SEOUL: South Korea has welcomed US President Donald Trump’s efforts to restart dialogue with North Korea but wants any renewed negotiations to produce meaningful progress on Pyongyang’s nuclear programme.

South Korean National Security Adviser Wi Sung-lac said on Friday that Seoul supports Washington’s diplomatic outreach to North Korea, provided that it does not weaken the country’s security preparedness or leave South Korea out of the process.

Wi said any renewed US-North Korea dialogue should focus on achieving tangible progress towards addressing North Korea’s nuclear weapons capabilities while also supporting efforts to establish lasting peace on the Korean Peninsula.

He stressed that close coordination between Seoul and Washington would be essential if negotiations with Pyongyang resume.

“We need to coordinate with the United States to ensure that any resumption of US-North Korea dialogue leads to substantive progress on the North Korean nuclear issue,” Wi said.

The national security adviser also referred to Trump’s recent decision to significantly reduce major joint military exercises between the United States and South Korea. He said the move appeared to indicate Washington’s willingness to create conditions for renewed engagement with North Korea.

However, Seoul remains concerned about maintaining a credible defence posture. Wi said South Korea must ensure that diplomatic efforts do not undermine military readiness.

He also warned that Seoul should not be sidelined if Washington succeeds in reopening talks with Pyongyang.

Trump has been seeking another meeting with North Korean leader Kim Jong Un. The two leaders held three summits during 2018 and 2019, but their negotiations failed to produce a lasting agreement on denuclearisation.

Trump has previously criticised the scale of joint US-South Korean military exercises, arguing that some drills could send the wrong message to North Korea. His administration has continued to explore ways to bring Pyongyang back to negotiations.

Meanwhile, South Korea, the United States and Japan are scheduled to hold joint military exercises from September 9 to 11. The drills are intended to test the three countries’ readiness to respond to potential missile and nuclear threats from North Korea.

Wi also said Seoul was seeking closer cooperation with Washington on several issues that have occasionally created friction between the two allies.

These areas include South Korean investment in the United States under a bilateral trade agreement, security cooperation, intelligence sharing and the planned transfer of wartime operational control.

The treatment of US-listed South Korean e-commerce company Coupang was also mentioned among the issues requiring greater coordination.

    Russia launched a large scale missile assault on Kyiv and the surrounding region on Wednesday, killing at least 17 people and leveling warehouses belonging to major retail chains, according to Ukrainian officials, as Kyiv’s dwindling stock of air defence interceptors leaves the capital increasingly exposed. Explosions tore through the region overnight, lighting up the sky above the Ukrainian capital, which has faced missile attacks roughly every three to four days in recent weeks as Moscow has ramped up its aerial campaign. President Volodymyr Zelenskiy said on Telegram that ballistic missile interceptors could have prevented the deaths recorded on Wednesday, calling on Ukraine’s international partners to replenish the country’s interceptor stocks. He said shipments of air defence missiles have arrived at only a third of the pace seen in 2025. Ukraine’s air force said its defences shot down close to 90 percent of the 115 drones Russia launched but failed to stop any of the 24 ballistic missiles or four Zircon cruise missiles fired during the same assault. Russia’s Defence Ministry said its forces struck seven logistics centres in Kyiv and the wider region, claiming the sites were used to store or move dual use goods and drone components. Ukraine has struggled for months with a shortage of interceptor missiles for its US supplied Patriot systems, currently the only weapon in its arsenal able to shoot down Russian ballistic missiles traveling at many times the speed of sound. Since the outbreak of the Iran war in February, Patriot interceptors originally intended for Ukraine have instead gone to the US military and its Gulf allies. Russia has used the opening to intensify ballistic strikes on Kyiv and other Ukrainian cities even as its ground advances have slowed markedly this year. Officials said the attack injured more than 40 people in addition to those killed. At a commuter rail station in the Kyiv suburb of Brovary, rescue workers found seven bodies scattered across the platform, with an eighth victim discovered nearby in nearby bushes. Volodymyr Bigun, head of the local administration in Brovary, said residents had missed their last train home when the strike hit, and confirmed eight deaths in the district so far. He said five logistics warehouses sustained damage there, including one belonging to food retailer Fozzy, and accused Russian forces of continuing to target civilian infrastructure. Both Russia and Ukraine have consistently denied targeting civilians throughout the war, which began with Russia’s full scale invasion in February 2022. Ukraine has continued striking back at Russian territory as part of its own campaign, hitting a logistics hub belonging to Russian online retailer Wildberries in the Tula region overnight, adding to more than a dozen similar facilities Kyiv has damaged in recent operations. Epicentr, Ukraine’s largest home improvement retail chain, said two major logistics facilities and a manufacturing plant were destroyed within minutes during Wednesday’s strikes, and that it was still working to determine the full extent of the damage. The company described the attack as a deliberate effort to undermine Ukrainian manufacturing, logistics, employment and the broader capacity to recover from the war. Food retailer Silpo said on social media that at least six of its employees died in the strikes and that two of its distribution centres caught fire. Iryna Chechotkina, co founder of the online retailer Rozetka, said she watched overnight as three ballistic missiles destroyed years of work, describing the experience as devastating while stressing that her company remains operational. Ukraine’s economy has shown considerable resilience over more than four years of war, sustained in part by billions of dollars in financial support from Western governments, but business losses have mounted this year as strikes on commercial infrastructure have grown more frequent. The Kyiv regional military administration said Wednesday’s attack damaged 13 warehouses, a manufacturing facility, four private homes and dozens of vehicles. Prime Minister Sergii Koretskyi, who took office last month following a government reshuffle, said officials would hold an emergency meeting with business leaders to determine how to keep logistics and trade operations running smoothly. Kyiv has renewed its request for additional PAC-3 interceptors, the newest generation of Patriot missile. Separately, the United States is continuing talks that would allow Ukraine to manufacture Patriot missiles domestically, according to four people familiar with the discussions, even after President Donald Trump expressed skepticism about such an arrangement.

      Lahore, July 2026: HomeNet Pakistan, in partnership with AwazCDS/PDA, organized a high-level policy dialogue with Members of the Provincial Assembly (MPAs), including members of the Standing Committee on Local Government, to discuss legislative reforms aimed at promoting a stronger, more inclusive, and constitutionally compliant local government system in Punjab. The dialogue brought together parliamentarians, civil society representatives, and governance experts to exchange views on the future of local governance and explore ways to strengthen democratic institutions at the grassroots level. The session focused on ensuring political continuity, enhancing public participation, and improving the effectiveness of elected local governments.   Opening the event, Mr. Zia ur Rehman, Chief Executive of AwazCDS-Pakistan, highlighted the constitutional importance of Article 140A, which requires the devolution of political, administrative, and financial authority to elected local governments. He stressed that an effective local government system is essential for democratic governance and improved public service delivery. He urged the Punjab Assembly to introduce legal and institutional reforms that would safeguard democratic continuity, ensure the timely conduct of local government elections, and strengthen the autonomy of elected local bodies.   During the session, Ms. Ume Laila Azhar, Executive Director of HomeNet Pakistan, presented a set of policy recommendations designed to reinforce democratic governance at the local level. She emphasized the need for a stable and party-based electoral framework for local governments, noting that frequent legislative changes have weakened institutional continuity. She referred to the replacement of the Punjab Local Government Act 2022 with the Punjab Local Government Act 2025 as an example of policy shifts that have contributed to delays in restoring elected local governments across the province. She called for legal safeguards to prevent repeated delimitations and unnecessary postponements of local government elections. HomeNet Pakistan also recommended a transparent and representative mechanism for filling reserved seats allocated to women, youth, minorities, workers, persons with disabilities, and other marginalized groups. According to the organization, such measures would promote broader democratic participation and ensure that local governments better reflect the diversity of society.   In addition, the organization emphasized the importance of returning key municipal responsibilities—including water supply, sanitation, solid waste management, and local infrastructure development—to elected local governments. It proposed that provincial and district administrations should primarily provide technical guidance and institutional support rather than directly managing these essential services. The dialogue was attended by Ms. Sumbal Malik Hussain, Ms. Fizzah Maimona Rao, Ms. Somia Atta, Ms. Rukhsana Kausar, Ms. Farzana Abbas, Ms. Nasreen Riaz, and Ms. Attia Hanif, alongside representatives from civil society organizations and governance experts. Responding to the recommendations, the participating MPAs appreciated the constructive engagement and acknowledged the importance of strengthening democratic local governance. They reaffirmed the Punjab Government’s commitment to transparency, institutional reforms, and democratic accountability, expressing confidence that these principles would continue to guide the ongoing local government reform process. The parliamentarians informed participants that the delimitation process had made substantial progress, with geographical boundaries largely finalized. They stated that the remaining objections were expected to be addressed by the end of July 2026. Following the completion of the statutory process, they expressed optimism that the election schedule would be announced, paving the way for timely local government elections. The MPAs also committed to sharing the recommendations emerging from the dialogue with the Honorable Speaker of the Punjab Assembly and pledged to advocate for legislative reforms that promote constitutional compliance, political continuity, and an empowered local government system capable of responding effectively to citizens’ needs. Concluding the event, HomeNet Pakistan reaffirmed its commitment to working closely with parliamentarians, government institutions, and civil society partners to advance democratic governance, strengthen inclusive representation, and support the timely restoration of empowered elected local governments across Punjab.

    Flood disaster in Afghanistan leaves dozens missing as rescue efforts continue

    Rescue teams and local residents are continuing a desperate search for around 100 people missing after a powerful flash flood swept through eastern Afghanistan, killing at least 23 people and leaving widespread destruction across Nuristan province. The flood struck the remote provincial capital of Parun on Monday, sending huge volumes of water, mud and massive rocks crashing through homes, shops and public buildings. Authorities said the number of missing remains high as emergency workers struggle to reach areas buried under debris. A bulldozer was deployed to remove some rubble, but rescue operations remain slow because of the enormous boulders and thick layers of mud covering parts of the town. Many survivors described the disaster as unlike anything they had ever experienced. Farid Gul Zaheer, a local pharmacist, said the flood arrived with incredible force and compared the terrifying moment to an earthquake. He said people were screaming as they rushed to escape and he was injured while climbing higher ground to save himself. The flood has caused extensive damage across Parun, destroying markets, hotels and dozens of businesses. Local officials confirmed that the city’s mayor and several government employees are among those still missing, raising fears that the death toll could increase as rescue operations continue. Hotel manager Zakirullah Zaki said almost every business in the area had been wiped out by the flood. Although his hotel remained standing, it was surrounded by destruction. He said his younger brother, who had been missing after the disaster, was later found. The Afghan Red Crescent Society has deployed volunteers to help search for survivors and provide emergency assistance to affected families. Relief teams are distributing food, clean drinking water and tents to people who have lost their homes while continuing efforts to locate those trapped beneath the debris. Afghanistan’s Defence Ministry has also sent military personnel to support rescue operations in the disaster zone. The United Nations has begun assessing the scale of the damage and humanitarian needs in the affected region. Survivors say the emotional impact of the disaster has been devastating. Zaheer said he had lost everything and described the community as deeply traumatised after spending a sleepless night fearing further danger. The severe weather has also affected neighbouring Pakistan, where heavy rainfall and flooding have claimed additional lives in recent days. The back to back disasters have once again highlighted the growing threat of extreme weather across the region. Afghanistan remains one of the countries most vulnerable to climate related disasters. Flooding has become more frequent in recent years, worsening an already severe humanitarian crisis. Earlier this year, heavy rains and floods across Afghanistan and Pakistan killed more than 200 people, causing widespread damage to homes, farmland and infrastructure. Environmental experts have repeatedly warned that climate change is increasing the intensity and frequency of extreme weather events in Afghanistan, placing millions of people at greater risk as communities continue to struggle with poverty, displacement and limited disaster response resources.
