Punjab to modernize Civil Defence with Rs500m equipment

Lahore – Under the vision of Punjab Chief Minister Maryam Nawaz Sharif for a “Safe Punjab,” the Civil Defence Resilience Corps is being modernized in line with contemporary requirements to help establish a safer society and respond effectively to emergencies.

In this regard, Punjab Home Secretary Dr. Ahmed Javed Qazi visited the Civil Defence Headquarters where a smartly turned-out Civil Defence contingent presented him with a guard of honour. The Home Secretary inspected a display of modern equipment and also inaugurated a renovated block of the headquarters.

On the occasion, Director Civil Defence Tasneem Ali Khan and Zigham Nawaz briefed the Punjab Home Secretary on the capacity, modern equipment and rescue capabilities of Civil Defence.

The modern equipment displayed by Civil Defence included aerial-lift drones, IED bomb-disposal drones, bomb-disposal robots, anti-drone guns, electric sirens, bomb-disposal suits, bomb blankets, mine detectors, snake cameras, hook-and-line kits, mobile bomb-disposal bikes and advanced firefighting equipment.

Speaking on the occasion, Punjab Home Secretary Dr. Ahmed Javed Qazi said that the Civil Defence Resilience Corps is an important step toward a safe, capable and responsible Punjab. He said the Punjab government is taking practical measures to bring Civil Defence in line with the requirements of the modern era.

He said that modern equipment worth Rs500 million has been purchased to modernize Civil Defence. He added that the advanced aerial-lift drones are capable of rescuing people trapped in difficult-to-access areas and can carry loads of up to 200 kilograms.

Dr. Ahmed Javed Qazi said that Civil Defence is equally important during both peace and wartime and serves as the first line of response for district administrations during any emergency situation.

The Punjab Home Secretary said that the Chief Minister has increased the honorarium of Civil Defence volunteers in recognition of their services and performance. He urged citizens to join Civil Defence as volunteers according to their abilities.

According to him, more than 350,000 citizens have so far registered as Civil Defence volunteers.

The Home Secretary said that all Civil Defence volunteers are being provided with Basic Life Support (BLS) training so that they can provide timely assistance to save lives during natural disasters, accidents and medical emergencies.

He appealed to citizens to become part of Civil Defence by registering as volunteers through the online portal VCD.HOME.GOP.PK.

The family has questioned the circumstances under which the examination was conducted and how the report was prepared. Their demand for exhumation is aimed at obtaining a new medical examination that could independently establish the cause and circumstances of the young man’s death. Badin District Health Officer (DHO) has provided an explanation regarding who can conduct a post-mortem examination. According to the DHO, if a medico-legal officer is not available, the medical superintendent or a senior duty doctor can perform the post-mortem. The clarification comes amid questions raised by the family regarding the validity of the medical report. The authorities may now face pressure to determine whether the procedure was conducted according to the relevant medical and legal requirements. Police, meanwhile, maintain that Moharram Dil was a drug dealer who was killed during a police encounter on July 26. According to the police version, an exchange of fire took place between the police and the alleged drug dealer, during which Moharram Dil was killed. Police also claimed that two officers were injured during the encounter. The law enforcement authorities have presented the incident as an armed confrontation, while the deceased’s family has challenged the official account and raised doubts about the circumstances surrounding his death. The conflicting accounts have increased calls for an independent investigation. The family believes that a fresh post-mortem could help establish whether the injuries on the body correspond with the police account and whether the original medical report was prepared accurately. The demand for exhumation and a second post-mortem is now at the centre of the controversy. Researchers say fat tissue functions as an essential organ that helps regulate metabolism, stores energy, and produces hormones needed for the body’s normal functioning. According to the researchers, while excessive body fat is widely associated with conditions such as diabetes and heart disease, having too little body fat can also pose serious health risks. The findings suggest that maintaining a healthy balance of body fat is important for overall metabolic health. The study focused on a rare inherited disorder known as Familial Partial Lipodystrophy Type 2 (FPLD2). People with this condition lose fat from specific parts of the body or experience abnormal fat distribution, increasing their risk of diabetes and other metabolic disorders. A research team led by American endocrinologist Dr. Elif Oral examined patients with the condition and found that affected fat cells develop significant structural and functional abnormalities. These changes can disrupt the body’s metabolism and contribute to a range of health complications. To better understand the disease, scientists created a mouse model in which the Lamin A/C gene was switched off only in fat cells. This is the same gene known to be affected in individuals with FPLD2. The model allowed researchers to closely examine how defects in fat tissue influence the body’s metabolic processes. Researchers believe the findings could improve understanding of rare fat disorders while also opening new avenues for the development of treatments for diabetes and other metabolic diseases.     Islamabad: A representation submitted before the President of Pakistan has requested an early decision in a workplace harassment case involving Dr. Shahzad Ali Khan and Dr. Ayesha Khan, after the applicant claimed the matter remained pending despite the completion of hearings. The application was addressed to the President of the Islamic Republic of Pakistan through the Secretary to the President, seeking directions for an early decision on Representation No. 18/WO/2026 pending before the Consultant to the President. According to the application, the Federal Ombudsperson for Protection Against Harassment of Women at Workplace (FOSPAH) issued an order on 13 February 2026, dismissing Dr. Shahzad Ali Khan’s complaint and ordering his removal from service. The applicant later filed a representation under Section 9 of the Protection Against Harassment of Women at Workplace Act, 2010. The representation states that both parties appeared before the Consultant to the President and presented their arguments. After hearing the matter, the Consultant reserved the decision on 12 May 2026, but according to the application, the final decision has not yet been announced. The applicant argued that unnecessary delay in deciding the representation is increasing difficulties and hardship, requesting that the matter be decided without further delay according to legal principles of timely justice. The case relates to proceedings under the workplace harassment law involving Dr. Shahzad Ali Khan and Dr. Ayesha Khan. The President Secretariat had earlier issued hearing notices regarding the representation against the FOSPAH order dated 13 February 2026 in Complaint No. FOH HQR H/0341/2025. The President Secretariat scheduled hearings before Mr. Justice (Retired) Irfan Qadir, Consultant Legal Affairs to the President, first on 2 April 2026 and later refixed the matter for 12 May 2026. The notices stated that the matter would be decided on the basis of available record. The dispute has attracted attention because the representation challenges a previous order passed by FOSPAH, while the final decision on the pending matter remains awaited. The available record shows that filing a representation does not itself establish innocence or final relief. The matter remains subject to examination under the applicable legal process, and the final outcome depends on the decision of the competent authority.
