Rising fuel taxes add to motorists’ burden

Consumers are facing a growing burden of taxes and other charges on petrol and high-speed diesel.

Official documents show that the difference between the basic cost and retail price of petrol is Rs139.93 per litre. For high-speed diesel, the difference stands at Rs116.10 per litre.

The documents show that the basic cost of one litre of petrol is Rs197.69. However, consumers are currently paying Rs327.62 per litre.

Several taxes, levies and margins are included in the retail price. These charges significantly increase the amount paid by consumers at fuel stations.

Petrol carries a petroleum levy of Rs80 per litre. A climate support levy of Rs5 is also imposed.

The price also includes Rs21.24 in customs duty. An Inland Freight Equalisation Margin of Rs7.48 is charged per litre.

Oil marketing companies receive a margin of Rs7.87 per litre. Dealers are paid a margin of Rs8.64 per litre.

As a result, consumers pay Rs130.23 per litre in combined levies, taxes and margins on petrol.

The situation is similar for high-speed diesel. Its basic cost is Rs264.76 per litre. However, its retail price has been fixed at Rs380.86 per litre.

According to the documents, consumers pay around Rs116 per litre in levies, taxes and different margins on high-speed diesel.

The petroleum levy on high-speed diesel is Rs74.28 per litre. The fuel also carries a climate support levy of Rs5 per litre.

Customs duty accounts for another Rs15.68 per litre. The Inland Freight Equalisation Margin stands at Rs4.63.

Oil marketing companies receive a margin of Rs7.87 per litre. Dealers receive Rs8.64 per litre as their margin.

The figures show that taxes, levies and various margins form a significant portion of the final prices of both fuels.

The additional charges directly affect motorists and consumers. They also increase transportation and operating costs for businesses that depend heavily on fuel.

The rising cost of petrol and diesel can also put pressure on the prices of goods and services. Transport operators, traders and other businesses often pass higher fuel costs on to consumers.

    GCU Lahore goes fully paperless in major digital s…

    LAHORE: Government College University (GCU) Lahore has officially moved its administrative operations to a fully paperless digital system, marking a major step towards modernising governance and reducing reliance on traditional office files. The transformation has been achieved through the implementation of the e-Filing and Office Automation System, a cloud-based digital platform developed by the Punjab Information Technology Board (PITB). The system has been provided to the university free of cost under special directions from the Punjab government, according to university officials. Under the new framework, administrative processes across GCU’s departments will now be handled online through a single digital platform. Routine matters such as leave applications, travel permissions, annual performance reports, official orders and departmental correspondence can now be processed electronically. The university said the system would also cover digital note sheets for proposals between departments, approval of payments for visiting faculty, purchase requests and agendas for departmental meetings. No more files moving from desk to desk One of the most significant changes will be the elimination of the traditional practice of physically moving files from one office to another. Instead, officials will be able to create, review, approve and track documents digitally through the cloud-based platform. This is expected to improve administrative efficiency while making it easier to monitor the progress of official matters. GCU Vice Chancellor Professor Muhammad Umar Chaudhry described the transition as more than an environmental initiative, saying digital governance was essential for a modern educational institution. He said moving administrative affairs away from paper would strengthen transparency, speed and accountability, while reducing delays associated with manual file tracking. According to the vice chancellor, removing routine administrative delays would allow faculty members and heads of departments to devote more time to teaching and research. Part of wider digital transformation The university said the paperless initiative is part of a broader digitalisation drive launched during the previous academic year under the vice chancellor’s leadership. Before implementing the complete e-office system, GCU had introduced online approval mechanisms for student society events and digital billing for payments to visiting faculty members. The administration is now preparing to take the process further with the planned launch of a comprehensive e-Services Portal. The upcoming platform is expected to streamline requests related to campus maintenance and other facilities. Officials hope the system will allow infrastructure-related problems to be reported and addressed more quickly without disrupting academic activities. Alumni records also going digital GCU’s digital reforms are not limited to current campus operations. The university is also working on a major project to digitise the records of its alumni, expanding technology-based management beyond day-to-day administration. The move towards a paperless campus could ultimately reduce paperwork, improve record management and provide university officials with faster access to important information. With administrative processes increasingly moving online, GCU Lahore is positioning itself as an example of how Pakistan’s public-sector universities can use digital technology to make governance faster, more transparent and more efficient.

    PM, Dar hand over official gifts to Toshakhana

    Prime Minister Shehbaz Sharif, Deputy Prime Minister Ishaq Dar and several other senior government officials received a total of 21 official gifts during the April to June period, according to the latest Toshakhana record released by the Cabinet Division. The official record shows that the prime minister and deputy prime minister were among the senior officeholders who received gifts from foreign dignitaries and officials during official meetings and state engagements. In line with the Toshakhana rules, both leaders deposited all the gifts with the Toshakhana instead of retaining them. According to the Cabinet Division, Prime Minister Shehbaz Sharif received several gifts, including a decorative sugar bowl, a luxury pen, a model of Masjid-e-Nabawi (PBUH), a shield and a tie. He also received a model of the Chinese Space Station, a commemorative cup, a wristwatch and another shield during separate official engagements. The records further show that Deputy Prime Minister Ishaq Dar received a Chinese leather belt, a model of an Egyptian statue and a pair of cufflinks as official gifts. These items were also submitted to the Toshakhana in accordance with the prescribed procedure. The Cabinet Division said all gifts received by the prime minister and deputy prime minister have been deposited with the Toshakhana. It added that the process of assessing the monetary value of the gifts is currently in progress. The estimated value will be determined before the record is finalized, following the standard rules governing official gifts received by public officeholders. The Toshakhana maintains a record of gifts presented to government officials by foreign leaders, diplomats and visiting delegations during official visits and meetings. Under the applicable rules, such gifts must be declared and deposited, while their valuation is carried out through the prescribed official mechanism.
