Sindh Police Chief admits lapses in Mir Raza murde…

KARACHI: Sindh Inspector General of Police Javed Alam Odho has acknowledged shortcomings in the handling of the Mir Raza murder case, assuring that the investigation is now being pursued transparently in light of fresh medico-legal findings.

Speaking at a ceremony organised by the Sindh Bar Council, the provincial police chief described the killing of Mir Raza as deeply regrettable and said weaknesses had occurred during the handling of the case.

He said a new investigation team had been directed to conduct an independent and transparent probe based on the latest medico-legal report. The IG added that the authorities would take action in accordance with the law if any wrongdoing or negligence by officials was established.

Asked whether the family had demanded action against members of the previous investigation team, Odho said the police would take whatever action was legally required. He declined to comment further, saying the investigation was still under way.

Addressing lawyers, the IG emphasised the importance of cooperation between the police and legal community, describing both as key components of the criminal justice system. He said police and lawyers needed to work together to strengthen the justice system and resolve disputes through dialogue rather than confrontation.

Odho claimed that disciplinary action had been taken against around 27,000 police personnel over the past seven months and urged the Sindh Bar Council to make full use of its legal authority.

He said Sindh has around 160,000 police personnel, of whom approximately 132,000 are currently deployed on duty. According to the IG, the overall law and order situation in Karachi has improved, with reported crime declining by around 14 per cent.

The remarks come as investigators face increasing scrutiny over the circumstances surrounding Mir Raza’s death. Authorities have now been directed to examine the case afresh, with the latest medico-legal evidence expected to play a key role in determining what went wrong during the initial investigation.

    KAMPALA: Uganda’s football world has been plunged into mourning after national team captain David Owere died following a brutal attack during an alleged robbery near his home in Kampala. The 27-year-old footballer was reportedly confronted by suspected robbers in the Makindye area while they attempted to steal his mobile phone and other valuables. Police said Owere resisted the attackers, triggering a violent assault that left the young captain critically injured. Witnesses said the attackers allegedly pelted Owere with stones before fleeing the scene. He was found unconscious and was quickly taken to a nearby clinic for treatment. As his condition remained serious, Owere was later transferred to a private hospital. Despite receiving medical care, the footballer succumbed to his injuries, bringing a sudden and tragic end to the life of one of Uganda’s emerging football leaders. His death has shocked supporters and the football community across the country. Owere was a key figure for both the Uganda national team and SC Villa, one of Uganda’s most successful clubs. His versatility allowed him to play as a right-back as well as in midfield, while his leadership qualities earned him the captain’s armband. SC Villa paid an emotional tribute to their captain, saying the club had lost far more than a footballer. The Uganda Football Federation also mourned Owere, describing him as an exemplary leader who made an impact both on and off the pitch. The federation highlighted his influence on younger players and his role as an inspirational figure within Ugandan football. The circumstances of his death have raised concerns about violent crime in Kampala, with the alleged attack occurring close to the player’s home. Police are expected to investigate the incident and pursue those responsible for the attack. For Uganda’s football fans, Owere’s death is a devastating loss. At only 27, he had already established himself as a respected captain and leader, leaving behind teammates, supporters and a football community struggling to come to terms with his sudden death.

    4.5-magnitude quake jolts Pakistan’s coast

      A 4.5-magnitude earthquake jolted Pakistan’s coastal region on Monday morning, with tremors recorded near Keti Bandar, according to the Pakistan Meteorological Department (PMD). The seismic activity occurred at around 8:31am, with the earthquake originating at a depth of approximately 40 kilometres beneath the surface. The PMD located the epicentre in the sea, around 156 kilometres southwest of Keti Bandar. The tremors were felt in parts of the coastal belt, prompting residents to remain alert. However, there were no immediate reports of casualties, injuries or significant damage to buildings and other infrastructure following the earthquake. The depth and offshore location of the earthquake likely reduced its impact on populated areas compared with a shallower quake occurring closer to land. Nevertheless, residents in coastal communities may have felt noticeable shaking depending on their distance from the epicentre. Seismic activity is not unusual in and around Pakistan’s coastal belt, which lies near tectonically active zones. Earthquakes in the region can occur beneath the Arabian Sea and along nearby fault systems. The meteorological department continues to monitor seismic activity and may issue further information if additional tremors or related developments are recorded. Authorities have also advised people to remain calm and follow official updates in the event of further seismic activity. No tsunami warning or major coastal emergency was reported in connection with the earthquake at the time of the initial report.

    Murad rejects Naqvi’s proposal for new admin…

    KARACHI: Sindh Chief Minister Murad Ali Shah has strongly rejected Interior Minister Mohsin Naqvi’s proposal for creating new administrative units, calling it an outdated idea that the people of Sindh would never accept. Speaking to reporters in Bhit Shah on Friday, Murad said he had heard the interior minister’s statement but was unsure what exactly he was referring to. He said if Mohsin Naqvi believes the current governance system has failed, he is free to present proposals, but the idea of creating new administrative units is an old suggestion that has already been debated. The chief minister said Sindh is the land of Sufi traditions and its people would not support such a move. He stressed that any proposal affecting the province should reflect the will of its people. Murad also pointed out that different political parties are governing different parts of the country. He noted that Punjab is ruled by the Pakistan Muslim League-Nawaz (PML-N), Balochistan has a coalition government, Sindh is governed by the Pakistan Peoples Party (PPP), while Khyber Pakhtunkhwa is under the Pakistan Tehreek-e-Insaf (PTI). Commenting on the country’s youth, Murad said young people are Pakistan’s future and will lead the nation in the years ahead. He rejected any negative remarks about them, saying the youth are a valuable national asset and should be encouraged rather than criticised.

    The United States has underscored the potential for expanding agricultural technology cooperation with Pakistan, saying that greater adoption of American innovation could modernise the country’s farming sector while creating new opportunities for bilateral trade and investment. The remarks were made by US Chargé d’Affaires Natalie A. Baker during a Direct Line webinar organised by the Business Council for International Understanding (BCIU) in collaboration with the US Embassy in Islamabad, the US Department of Commerce, and the Government of Pakistan. The virtual event brought together American companies, Pakistani government officials, investors, and representatives from the agriculture industry to discuss future collaboration. Speaking at the webinar, Baker described agriculture as one of Pakistan’s most important economic sectors, contributing nearly one-quarter of the country’s gross domestic product (GDP) and supporting millions of livelihoods. She said Pakistan’s efforts to modernise agriculture present significant opportunities for American businesses to introduce advanced technologies and expertise. According to Baker, US companies can contribute in key areas such as precision agriculture, advanced irrigation systems, digital farm management, cold chain logistics, and modern food processing technologies. She noted that these innovations could help improve agricultural productivity, reduce resource wastage, and strengthen food security while creating commercial opportunities for both countries. The US diplomat also highlighted the growing trade relationship between the two countries, revealing that US exports to Pakistan exceeded $1.5 billion in agricultural and related goods during 2025. She described the webinar as part of the US Mission’s broader strategy to promote stronger economic cooperation and expand commercial ties with Pakistan. During the discussions, Pakistani officials outlined regulatory reforms and policy initiatives designed to facilitate greater imports of American agricultural products, including soybeans, cotton, and high-quality planting seeds. They also encouraged increased US investment in farm mechanisation, biotechnology, seed development, controlled-atmosphere storage, and food processing industries. Baker stressed that American investment offers benefits beyond financial capital by promoting technology transfer, workforce training, and long-term business partnerships. She said such collaboration can strengthen local expertise and contribute to sustainable economic growth in Pakistan’s agriculture sector. The webinar also served as a preview of the US Department of Commerce’s Certified Agricultural Technologies Trade Mission to Pakistan, scheduled for October 26–30. Baker invited American companies to explore investment opportunities in Pakistan’s agricultural technology and food processing sectors, reaffirming that supporting US businesses seeking to invest in Pakistan remains a key priority for the embassy.

    Sindh to launch facial recognition attendance syst…

    KARACHI: The Sindh government is set to introduce a facial recognition-based attendance system in government schools across six districts from August 17, aiming to strengthen staff monitoring and improve teacher availability for students. The Facial Recognition Attendance Monitoring and Evaluation System (FRAMES) will initially be launched as a pilot project, with one district selected from each division. The system will monitor attendance of both teaching and non-teaching staff through a digital mobile application. The pilot phase will cover Karachi East, Hyderabad, Naushehro Feroze, Jacobabad, Ghotki and Umerkot, with attendance of around 49,565 employees to be monitored through the system. Sindh Education Minister Syed Sardar Ali Shah said the initiative would gradually be expanded to all districts if the pilot proves successful. He said the application had been designed to be user-friendly, while a mechanism had also been established to identify and resolve technical issues promptly. The minister said FRAMES was not merely an attendance tool but was intended to ensure students have access to teachers during school hours. Staff members will be able to record attendance using their own phones or those of a headmaster or colleague. The system will also function without an internet connection, with attendance data automatically updated once connectivity becomes available. Teachers will be required to record both their arrival and departure from school. Employees will be able to view their attendance records through the application and download monthly reports. The system will also allow teachers to submit leave requests online from home, with approvals processed digitally. Training for education officials, school heads and teachers has been completed to ensure smooth implementation. The government has also provided special training to school heads to assist staff in using the system. FRAMES is available on both Android and Apple devices, while employees who have not yet completed registration have been advised to contact the Directorate General Monitoring and Evaluation office to update their records.

    AJK orders re-polling at 23 stations in Bagh

    MUZAFFARABAD: The Azad Jammu and Kashmir Election Commission has ordered re-polling at 23 polling stations in two constituencies of Bagh district following disruptions during the third phase of the AJK elections. Re-polling will take place on August 15. It will cover nine polling stations in LA-15 Bagh Central and 14 polling stations in LA-16 Bagh East. The decision was taken after voting at several polling stations either failed to start on time or was disrupted and later cancelled. The four constituencies of Bagh and Haveli went to the polls on August 10. Elections in other parts of Poonch Division had earlier been delayed because of law and order concerns. In LA-15, PPP candidate Sardar Ziaul Qamar was leading according to unofficial results. He had secured 16,637 votes. PML-N candidate Mushtaq Ahmed Minhas was in second place with 15,015 votes. Jamaat-i-Islami candidate Brigadier (retd) Dr Mohammad Khan had received 12,259 votes. The nine polling stations scheduled for re-polling have more than 5,000 registered voters. Their votes could have a significant impact on the final result. Former AJK prime minister Sardar Tanveer Ilyas, who contested the constituency on the PTI ticket in the 2021 election, appeared to have fallen out of contention. A close contest was also reported in LA-16 Bagh East. PML-N candidate Sardar Mir Akbar was leading with 19,515 votes. PPP candidate Sardar Qamaruz Zaman had secured 16,290 votes. The 14 polling stations where re-polling has been ordered reportedly account for around 7,200 votes. Meanwhile, the Election Commission announced the preliminary result for LA-14 Dhirkot. Sajid Iqbal Abbasi of the Awami Dast-o-Bazu Party defeated Muslim Conference president Sardar Attique Ahmed Khan. Abbasi secured 40,522 votes, while Attique received 19,637 votes. The result marked a major setback for the Muslim Conference, which has historically been one of the region’s prominent political parties. The result of LA-17 Haveli also became controversial. PML-N candidate Chaudhry Mohsin Aziz demanded a recount and alleged irregularities in election documents. Aziz claimed that Form-24 documents from different polling stations had been altered. Election officials began examining the complaint. Ballot papers and other election material were also reportedly moved under security to Muzaffarabad for further counting and verification. Aziz called on PPP Chairman Bilawal Bhutto-Zardari to support a recount. He claimed that results signed by presiding officers showed him leading by around 8,600 votes. However, state broadcaster Radio Pakistan, citing the Election Commission, reported that PPP candidate and AJK Prime Minister Faisal Mumtaz Rathore had won the LA-17 seat. The AJK elections are being held in three phases. The polls have taken place amid political tensions and law and order concerns in several parts of the region. The Pakistan Muslim League-Nawaz has so far secured 24 seats, while the Pakistan Peoples Party has won 10 constituencies, according to the available results. The first two phases also witnessed allegations of electoral irregularities, clashes and political disputes. Both major parties have traded accusations over the conduct of the elections. The third phase was originally planned across all 11 constituencies of Poonch Division. However, voting was allowed only in Bagh and Haveli because of security concerns.
