Thai Welfare Card Overhaul Leaves Millions Appealing Rejected Applications

BANGKOK, Thailand — Approximately 2.76 million Thai citizens who were initially disqualified from the 2026 state welfare card scheme have formally appealed for a review of their eligibility, the Ministry of Finance has announced. The surge in appeals highlights the significant impact of the government’s revised and stricter screening criteria for the social safety net program.

Thailand’s Co-payment Scheme Falls Short Of 30 Million Participant Target

The appeals, submitted on July 17 and 18, represent roughly 30 percent of the applicants who failed the initial eligibility screening. The Finance Ministry has advised that an additional 6.55 million unsuccessful applicants still have until the July 31 deadline to submit their requests for review. Out of the 18.8 million individuals who applied for the 2026 program, only 9.5 million successfully qualified, marking a substantial decrease from the 13.2 million beneficiaries who received support under the previous iteration of the scheme.

According to ministry data, the most prevalent reason for disqualification was the ownership of a vehicle that exceeded the program’s strict eligibility thresholds, which affected approximately 1.45 million applicants. Another 668,000 individuals were rejected because their combined outstanding debts surpassed the 100,000-baht limit. Additional grounds for disqualification included applicants reporting an annual income or receiving financial transfers exceeding 100,000 baht, owning property beyond the permitted limits, holding bank deposits of more than 100,000 baht, or possessing active credit cards.

To contest these decisions, applicants who believe the automated screening results do not accurately reflect their current financial circumstances are encouraged to file an appeal through the program’s official website, the Paotang and Tang Rat mobile applications, or at participating state-owned bank branches. Authorities have also strongly advised citizens to ensure their personal and financial information is fully updated across all relevant government databases to prevent future discrepancies.

For those whose appeals are successfully processed and who complete the required electronic identity verification, welfare benefits are scheduled to commence in October. Meanwhile, existing welfare cardholders who have already confirmed their continued eligibility under the new criteria will be able to seamlessly continue utilizing their benefits starting August 1.

The Ministry of Finance has previously defended the overhaul of the registration process and screening criteria, emphasizing that the adjustments were necessary to ensure that finite state resources are directed exclusively toward the most vulnerable and economically disadvantaged citizens. The state welfare card program operates with an annual budget of approximately 45 billion baht, a figure the government aims to optimize through more precise targeting.

    A police constable was martyred and two suspected robbers were shot dead during an exchange of fire in Karachi’s Orangi Town early on Tuesday morning, according to police and rescue services officials. The senior superintendent of police (SSP) of District West, Tariq Illahi Mastoi, said that four police officials of District West were conducting routine motorcycle patrolling near Liaquat Chowk, within the limits of Pakistan Bazaar Police Station, when they encountered armed robbers. Upon seeing the police party, the suspects opened indiscriminate fire. The police retaliated in self-defence, resulting in an exchange of fire, he said. The SSP added that both armed suspects were killed during the exchange of fire. Two pistols along with ammunition, spent shell casings, and the motorcycle being used by the suspects were recovered from their possession. According to a police statement, there were “at least 13 criminal cases” registered against one suspect, while one case had been registered against the other. The incident comes amid a recent surge in violent crime in the port city. Last week, a suspected robber was gunned down and a policeman was wounded in a shoot-out on Mauripur Road. Earlier this month, two suspected robbers were shot dead by citizens in Gulzar-i-Hijri and Cattle Colony. In another incident, a suspected robber was lynched by an angry mob and another was wounded by a bullet allegedly fired by an accomplice during a robbery in Korangi. Police have reiterated their commitment to combating criminal activity in the city, while the latest encounter underscores the ongoing challenges law enforcement faces in maintaining public safety amid rising street crime.

    Azma Bukhari mocks PPP over Lahore rally

    Punjab Information Minister Azma Bukhari has criticised the Pakistan Peoples Party (PPP) over its recent political gathering in Lahore. She also extended birthday wishes to former president and PPP leader Asif Ali Zardari. In a statement, Bukhari said Zardari should be thankful that he had been spared the embarrassment of another poorly attended gathering at Minar-e-Pakistan. Her remarks came after the PPP announced a Lahore gathering to mark Zardari’s birthday. Bukhari questioned the decision to organise the event in Lahore. She said holding a gathering with a large number of empty chairs would be disrespectful to Zardari. She also criticised those who advised the PPP leadership to hold the event in Lahore. She said the party should review the advice it receives from its provincial leadership. Bukhari claimed that the Governor House Punjab had a large number of empty chairs during the gathering held the previous night. She claimed around 2,000 chairs had been arranged for the event. However, she alleged that only around 150 people were present. The minister used the reported attendance to question the PPP’s political standing in Punjab. She said the party’s poor position in the province was partly linked to the information being provided to its leadership. According to Bukhari, some party leaders are giving senior leadership inaccurate reports about the party’s popularity and political strength. She said such reporting could prevent the PPP leadership from understanding the actual situation on the ground. Bukhari also criticised the PPP’s Punjab leadership for what she described as misplaced priorities. She alleged that the provincial leadership was more focused on the Punjab government than on strengthening the PPP itself. The minister said the party should focus on expanding its political presence and improving its organisational structure in Punjab. She argued that greater attention to party affairs could have prevented the PPP from reaching its current political position in the province. Bukhari’s comments reflect the continuing political rivalry between the ruling Punjab setup and opposition parties in the province. The PPP has traditionally maintained a political presence in Punjab. However, its influence in the province has faced challenges from major political parties.
