Thai Welfare Card Overhaul Leaves Millions Appealing Rejected Applications

BANGKOK, Thailand — Approximately 2.76 million Thai citizens who were initially disqualified from the 2026 state welfare card scheme have formally appealed for a review of their eligibility, the Ministry of Finance has announced. The surge in appeals highlights the significant impact of the government’s revised and stricter screening criteria for the social safety net program.

Thailand’s Co-payment Scheme Falls Short Of 30 Million Participant Target

The appeals, submitted on July 17 and 18, represent roughly 30 percent of the applicants who failed the initial eligibility screening. The Finance Ministry has advised that an additional 6.55 million unsuccessful applicants still have until the July 31 deadline to submit their requests for review. Out of the 18.8 million individuals who applied for the 2026 program, only 9.5 million successfully qualified, marking a substantial decrease from the 13.2 million beneficiaries who received support under the previous iteration of the scheme.

According to ministry data, the most prevalent reason for disqualification was the ownership of a vehicle that exceeded the program’s strict eligibility thresholds, which affected approximately 1.45 million applicants. Another 668,000 individuals were rejected because their combined outstanding debts surpassed the 100,000-baht limit. Additional grounds for disqualification included applicants reporting an annual income or receiving financial transfers exceeding 100,000 baht, owning property beyond the permitted limits, holding bank deposits of more than 100,000 baht, or possessing active credit cards.

To contest these decisions, applicants who believe the automated screening results do not accurately reflect their current financial circumstances are encouraged to file an appeal through the program’s official website, the Paotang and Tang Rat mobile applications, or at participating state-owned bank branches. Authorities have also strongly advised citizens to ensure their personal and financial information is fully updated across all relevant government databases to prevent future discrepancies.

For those whose appeals are successfully processed and who complete the required electronic identity verification, welfare benefits are scheduled to commence in October. Meanwhile, existing welfare cardholders who have already confirmed their continued eligibility under the new criteria will be able to seamlessly continue utilizing their benefits starting August 1.

The Ministry of Finance has previously defended the overhaul of the registration process and screening criteria, emphasizing that the adjustments were necessary to ensure that finite state resources are directed exclusively toward the most vulnerable and economically disadvantaged citizens. The state welfare card program operates with an annual budget of approximately 45 billion baht, a figure the government aims to optimize through more precise targeting.

Several areas, from Sheshi Koh Valley and Drosh town in Lower Chitral to Mastuj in Upper Chitral, have suffered from damaged roads and disrupted connectivity. Authorities are continuing relief and clearance operations as heavy machinery works to reopen key routes and restore access to affected communities.

    Karachi police have registered a case under the Anti-Terrorism Act following a violent clash between rival groups at the Muttahida Qaumi Movement-Pakistan (MQM-P) headquarters in Bahadurabad that left several people injured and spread panic in the surrounding area. According to the First Information Report (FIR), the case has been registered by the state at New Town Police Station under multiple sections of the Pakistan Penal Code, including rioting, attempted murder, causing injuries and unlawful assembly, along with Section 7 of the Anti-Terrorism Act. Police have nominated two suspects, identified as Azhar alias Lumba and Zeeshan Habib, while 20 to 25 unidentified individuals have also been named in the case. Investigators said police received reports on the evening of August 2 that two groups had clashed near Choti Market in Bahadurabad. During the violence, a man identified as Amir sustained a bullet injury to his arm, while two others, Asad and Kashir Ali, were also injured. All three were shifted to Abbasi Shaheed Hospital for treatment. The FIR states that both groups allegedly exchanged gunfire and fired into the air, creating fear among residents and disrupting public order. Authorities also noted that Section 144 was in force at the time, prohibiting the display of weapons and public disorder. Police said the suspects fled the scene before law enforcement personnel arrived. The incident reportedly occurred during a party meeting at MQM-P’s central office. According to police, tensions escalated after the meeting ended, leading to a confrontation between supporters of different party factions. Officials said workers belonging to one faction allegedly assaulted members of the rival group and forced them out of the party headquarters. Heavy gunfire was also reported from inside the premises, causing alarm among nearby residents.

    PMDC warns doctors over expired medical licences

    The Pakistan Medical and Dental Council (PMDC) has issued an important warning to doctors whose professional licences have expired. The council has decided to take action against doctors who fail to renew their licences within the required period. Under the new decision, doctors will be given six months to complete the renewal process. Licences that are not renewed within this period may be cancelled. The latest warning is expected to push doctors with expired licences to complete their renewals within the specified six-month period. Doctors have been advised to remain compliant with the council’s licensing requirements to avoid possible cancellation of their licences and disruption to their clinical practice.

    Norwegian foreign minister to visit Pakistan after…

    Norwegian Foreign Minister Espen Barth Eide will arrive in Pakistan on August 13 for a two-day official visit aimed at strengthening bilateral relations and expanding cooperation between Islamabad and Oslo. Eide is visiting Pakistan at the invitation of Deputy Prime Minister and Foreign Minister Ishaq Dar. During his stay, the Norwegian minister will hold delegation-level talks with Dar. The discussions are expected to cover a wide range of bilateral and international issues. According to Pakistan’s Foreign Office, the two sides will examine opportunities to increase cooperation in trade and investment, climate change, renewable energy, education and people-to-people contacts. Regional and global developments are also expected to feature prominently in the talks. The visit comes as Pakistan and Norway have maintained diplomatic engagement through senior-level contacts in recent months. Dar and Eide held telephone discussions in March and April, while Norwegian State Secretary Andreas Motzfeldt Kravik visited Islamabad in May. Officials expect the latest visit to provide an opportunity to build on these contacts and identify new areas of cooperation that could benefit both countries. Pakistan and Norway have maintained cordial relations for decades, with cooperation extending across economic, development and diplomatic fields.

      Mary Egida Rivera, the actress who won the hearts of Marvel fans with her memorable appearance as Ned Leeds’ grandmother in Spider-Man: No Way Home, has passed away at the age of 82. Her family confirmed that Rivera died peacefully on April 15, 2026, in Honolulu, Hawaii, after suffering a stroke. The news became public this week after a family member shared the details with TMZ.  Although Rivera had only a brief role in the 2021 blockbuster, her performance left a lasting impression on audiences around the world. She portrayed the loving grandmother, or “Lola,” of Ned Leeds, played by Jacob Batalon. One of the film’s funniest scenes featured Rivera speaking Tagalog while asking Andrew Garfield’s Spider-Man to clean the cobwebs from her ceiling, creating a heartfelt moment that quickly became a fan favorite.  According to her family, Rivera suffered a stroke that left her in a coma. Doctors reportedly warned that even if she regained consciousness, her chances of meaningful recovery were extremely low. After careful consideration, her loved ones made the difficult decision to remove her from life support. She later passed away peacefully and was cremated in Honolulu.  Born on June 2, 1943, in Iloilo, Philippines, Rivera later settled in Hawaii, where she built a life centered on family, education and community service. Before making her Hollywood debut, she worked as a teacher, radio broadcaster and church missionary. Her family said she was incredibly proud to represent the Filipino community in one of Marvel’s biggest films and cherished the opportunity to share the screen with stars including Tom Holland, Zendaya, Jacob Batalon, Andrew Garfield and Tobey Maguire.  Tributes have continued to pour in from fans and colleagues following the announcement of her passing. Jacob Batalon honored his on-screen grandmother with a heartfelt social media message, writing, “Rest in paradise Lola.” Many fans also praised Rivera for bringing Filipino culture and the Tagalog language to a global audience through her unforgettable scene in the film.  Rivera is survived by her husband, Alejandro Rivera, four children, 11 grandchildren and four great-grandchildren. While her acting career was brief, her warmth, authenticity and pride in her heritage made her performance truly unforgettable. Her role in Spider-Man: No Way Home remains a touching reminder that even a small part can leave a lasting legacy in the hearts of millions.

    Zelensky says Russia deploying North Korean missil…

    Ukrainian President Volodymyr Zelensky said Russia used North Korean missiles in overnight strikes on Zaporizhzhia that killed at least six people and injured 19 others, as both sides continued exchanging attacks across the front line. In a video address Monday evening, Zelensky said Russia has reached a point where it “cannot wage war without reinforcements from North Korea” for the first time. He warned that continued use of North Korean missiles and troops inside Ukraine and across Europe allows Pyongyang to identify and fix weaknesses in its weapons systems, calling this a growing danger that extends beyond the immediate conflict. Zaporizhzhia regional governor Ivan Fedorov shared images of burning vehicles and damaged buildings, saying Russian forces struck the city with missiles and guided bombs. He said the attack damaged industrial sites, infrastructure and non residential buildings across the city, in addition to causing casualties. The strikes followed a separate wave of Ukrainian drone attacks that killed at least 13 people, including a child, in Russia’s republic of Tatarstan, located more than 1,100 kilometers, or roughly 680 miles, from the Ukrainian border. Ukraine’s Armed Forces said the strikes hit the city’s Tanevo oil refinery, and verified social media footage showed large plumes of smoke and daytime flames at the site as air raid sirens sounded nearby. Officials said at least 75 people were injured in that attack, which ranks among the deadliest single strikes on Russian territory since the full scale invasion began in 2022. Uzbekistan’s consulate in Tatarstan said seven of those killed held Uzbek citizenship. In Kyiv, air raid sirens sounded twice overnight and explosions struck the outskirts of the capital, sparking fires and injuring one person. A strike also damaged a hospital in the city, though officials said staff and patients had already moved to shelter. Separate strikes on power substations in Kherson and Kharkiv caused outages in both cities. In Sumy, a Russian drone strike injured two women, aged 52 and 66, according to Sergiy Kryvosheenko, head of the Sumy City Military Administration. He said both were treated at the scene and that the strike also damaged civilian vehicles, warehouse buildings and other infrastructure. Ukrainian officials said Russia launched 120 drones overnight along with a mix of missile types, though for the first time authorities did not disclose how many missiles were fired or intercepted. The omission followed a statement from Ukraine’s Air Force on Monday asking media outlets to avoid sensationalized coverage or pessimistic framing regarding the country’s shortage of air defence interceptors. Ukraine also struck Russian territory overnight, hitting warehouses belonging to online retailer Wildberries in the Voronezh region in southern Russia. Wildberries, often described as Russia’s answer to Amazon, has faced repeated attacks on its facilities in recent weeks. The company has not confirmed the latest strike but said it evacuated facilities in the border region as a precaution. In July, Ukrainian drone strikes on several Wildberries warehouses disrupted operations for a large number of small and medium sized Russian businesses. Kyiv said at the time that it was targeting logistics hubs Russian buyers used to acquire military equipment, part of a broader effort to disrupt supply lines feeding the Russian military. In his Monday address, Zelensky also praised a separate strike on a Russian petrochemical plant in western Siberia, calling it a significant achievement for Ukraine’s military. He pledged additional long range Ukrainian strikes intended to convince Russia and the Russian public that peace remains necessary. This is not the first time Zelensky has raised alarm over North Korean military support for Russia. He said over the weekend that as many as 50,000 North Korean soldiers have been deployed to fight alongside Russian forces, part of a growing pattern of cooperation between Moscow and Pyongyang that Ukrainian officials say is reshaping the battlefield and raising broader security concerns well beyond the immediate conflict.
