MANILA, Philippines – Scam compounds linked to Philippine offshore gaming operators (POGOs) have become a major organized crime problem in the country, with human trafficking, online scams, and other criminal activities converging in the same operations.

Former Presidential Anti-Organized Crime Commission (PAOCC) officials Winnie Quidato and Winston Casio draw on their experience dismantling scam compounds in their new book, The Rogue Compound: POGOs, Human Trafficking, and the Fight to Reclaim the Philippines.

On Friday, September 18, Rappler editor-at-large Marites Vitug speaks to Quidato and Casio about how scam compounds took root in the Philippines, the challenges law enforcement faced in going after them, and what it takes to dismantle these criminal networks.

Quidato is a retired police officer with decades of experience in intelligence work. He spent three years working to dismantle scam compounds as PAOCC deputy executive director. Casio, meanwhile, is a crime analyst and educator who served as PAOCC spokesperson.

With the Anti-POGO Act now in place, do POGOs still operate underground?

Morocco commits to repatriating unaccompanied minors following mass migration into Ceuta

The Moroccan government has announced its willingness to collaborate with Spain and European authorities to identify and repatriate unaccompanied minors who crossed into the Spanish North African enclave of Ceuta during a recent surge in border crossings. According to state news agency MAP, King Mohammed VI directed the interior and foreign affairs ministries to coordinate the identification and safe return of the young migrants to their families in Morocco. The official statement follows diplomatic discussions aimed at addressing the logistical and legal challenges surrounding under-age migrants, who cannot be immediately turned back under standard border control agreements. The initiative comes in the wake of a massive border influx that saw tens of thousands of individuals attempt to enter European territory on foot and by sea. Spanish officials estimated that 72,000 migrants crossed the border during the height of the crisis, while Moroccan estimates placed the figure closer to 40,000. Although the vast majority of adult migrants have since returned or been repatriated to Morocco, local authorities in Ceuta report that at least 1,100 unaccompanied minors remain in government reception facilities. The diplomatic agreement marks a pivotal step toward relieving pressure on regional welfare services in Ceuta while establishing formal bilateral protocols between Rabat and Madrid to ensure child protection standards are met during repatriation procedures.

BJP removes misattributed Pakistan highway video

India’s ruling Bharatiya Janata Party (BJP) faced criticism after sharing a video from Pakistan’s Gilgit-Baltistan region to highlight India’s development achievements. The video was posted on the BJP’s official social media account. It was presented as an example of the progress of a “new India.” The caption claimed that India was not only dreaming of development but also turning those dreams into reality. However, social media users quickly identified the footage as a highway located in Gilgit-Baltistan, a region administered by Pakistan. The video was not related to any Indian development project. The footage was originally created by Pakistani digital content creator Northern Vibes. The creator has a large following on Instagram and regularly shares travel and landscape videos from northern areas of Pakistan. After noticing that the BJP had used the video, Northern Vibes shared a screenshot of the post on social media. The creator questioned how a road in Baltistan was being shown as part of India’s infrastructure progress. The content creator also alleged that the video had been used without permission and described it as unauthorized use of original content. The issue quickly gained attention online, with many users criticizing the BJP for sharing unverified material. Several social media users accused the party of using misleading content to promote its political message. The criticism intensified as more users pointed out the actual location shown in the video. The controversy also sparked discussions about digital copyright, content ownership and the need to verify online material before publishing it through official accounts. Following the growing backlash, the BJP removed the video from its official social media platform.

Mayor shot dead inside town hall in Central Mexico

Valentín Lavín Romero, the mayor of Temoac in the central Mexican state of Morelos, was shot dead on Wednesday inside the municipal government headquarters. The politician, affiliated with the Green Party, an ally of the ruling Morena party, was targeted in broad daylight when armed hitmen entered the town hall before escaping on a motorcycle. The fatal attack came six months after Lavín Romero survived a previous attempt on his life in late January, when gunmen opened fire on his vehicle at a highway petrol station. His assassination marks the 14th murder of a mayor in Mexico since President Claudia Sheinbaum took office in October 2024, highlighting the persistent vulnerability of municipal officials in regions contested by organised crime networks. Prior to his death, Lavín Romero faced intense local scrutiny and threats. In May, a criminal group left a warning banner in the town center accusing him of protecting rival syndicates. He was also under pressure from community activists who demanded investigations into his alleged links to the homicides of two local campaigners. The state prosecutor’s office confirmed that initial forensic investigations are underway at the crime scene, though no suspects or official motives have yet been formally identified. The killing coincides with broader federal anti-corruption drives under Operation Swarm, which targets collusion between municipal administration members and regional cartels across multiple states.

Irish Football association withdraws support for FIFA President Gianni Infantino

The Irish Football Association (FAI) has formally confirmed that it has withdrawn its support for FIFA President Gianni Infantino, delivering another setback to his bid to secure a fourth term as the head of world football’s governing body. According to international media reports, the FAI informed Infantino of its decision through a formal letter. The association said that recent developments had raised serious concerns regarding governance, transparency and consultation within FIFA. The decision reflects growing unease among football organisations over the way important matters have been handled under Infantino’s leadership. The withdrawal of support from Ireland adds to increasing pressure on Infantino as he prepares to seek another term as FIFA president. Infantino has led FIFA since 2016 and was re-elected in 2019 and again in 2023. A fourth term would extend his leadership of the organisation, but recent disagreements with several football bodies could make the process more challenging. European football’s governing body UEFA, along with CONCACAF and the Asian Football Confederation, have already expressed serious concerns about Infantino’s leadership. These organisations have accused him of undermining trust and have raised questions about governance and communication. The FAI’s decision is particularly significant because Ireland is one of the associations within the British Isles football community, where several national football bodies have recently reconsidered their positions regarding Infantino. The Football Association of Wales became the first of the four British home nations to withdraw its support for Infantino. The English Football Association has also stepped back from supporting the FIFA president. The latest decision by the Irish association further increases the number of football bodies distancing themselves from Infantino. Meanwhile, the Northern Ireland Football Association has also expressed support for UEFA’s position. Although the four home nations operate independently in international football, their positions can carry political and symbolic importance within the wider European football structure. The growing disagreement centres largely on concerns about FIFA’s governance practices and the level of consultation with national and regional football organisations. Critics believe that major decisions affecting international football should involve greater communication and consultation with the organisations directly responsible for the sport in their respective regions. The FAI’s letter is therefore being viewed as another indication of the growing divisions between FIFA leadership and some of its member associations. While withdrawing support does not automatically prevent Infantino from seeking another term, it demonstrates that his leadership is facing opposition from several influential football organisations. Infantino has previously defended FIFA’s approach and has promoted reforms aimed at expanding football’s global reach and increasing opportunities for national associations. Under his presidency, FIFA has also pursued major changes to international competitions and commercial strategies. However, disagreements over governance and transparency have increasingly become a source of tension between FIFA and some football confederations. With the Irish Football Association now joining other organisations in withdrawing or reconsidering their support, Infantino’s campaign for a fourth presidential term faces a growing political challenge. The developments are likely to increase pressure on FIFA to address concerns about transparency, consultation and trust before the next presidential election. The extent to which other national football associations follow Ireland, Wales and England could play an important role in determining the strength of Infantino’s bid for another term. For now, the FAI’s decision represents another significant warning for the FIFA president as opposition to his leadership continues to grow across parts of the international football community.

Husband of murdered school teacher says earlier police action could have saved her life

The husband of a school teacher who was brutally murdered in Faridabad, Haryana, India has stated that his wife might still be alive if the police had taken firm action after her earlier complaint against the accused. The tragic incident has sparked renewed concerns about the handling of stalking and harassment complaints and the importance of timely intervention by law enforcement agencies. The victim, 28-year-old Sandhya Sharma was a teacher at a private school in Faridabad. She was brutally killed at her workplace two days ago in a shocking attack that has drawn widespread public attention. Police have arrested 21-year-old Amit, who is accused of carrying out the murder. During the investigation, the suspect reportedly confessed to planning the crime nearly two months in advance and admitted that he had purchased a knife specifically to carry out the attack. Speaking to the media, Sandhya Sharma’s husband, Vicky Gurjar, said that his wife had previously worked at another school in Sirohi village where the accused had begun stalking and harassing her. According to him, the family had filed a police complaint regarding the harassment. However, he believes that if strict legal action had been taken at that time, the tragedy could have been prevented. Vicky Gurjar explained that he and Sandhya had entered into a love marriage and had built a happy family together. The couple had two young children—a seven-year-old son and a five-year-old daughter. He said the loss of his wife has devastated the family and left their children without their mother. According to police investigators, the suspect had been searching for an opportunity to kill Sandhya Sharma for a considerable period. On the day of the attack, he entered the school premises and allegedly called the teacher out of her classroom by using her husband’s name as a pretext. Once she stepped outside, he grabbed her by the hair and repeatedly stabbed her in the neck and chest. Police reported that she suffered more than 27 stab wounds and died at the scene due to the severity of her injuries. The investigation further revealed that Amit was allegedly obsessed with Sandhya Sharma and had developed one-sided feelings for her. However, she consistently ignored his advances and never encouraged him. Police said the victim had previously filed a complaint accusing him of harassment. At that time, the suspect reportedly apologized, and the matter did not result in stronger legal action. Investigators also stated that Sandhya later changed both her school and her residence in an effort to distance herself from the accused. Police believe this decision may have further angered the suspect and contributed to his determination to carry out the crime. According to police officials, the accused initially planned to attack the victim while she was traveling to or from school. However, fearing that he would be quickly identified and arrested, he abandoned that plan. Instead, he decided to commit the murder inside the school building, where he believed he would have a better opportunity to confront her. A senior police officer said the suspect was so enraged during the attack that he continued stabbing the victim even after the knife became bent. Police have recovered the murder weapon and are continuing efforts to locate the suspect’s motorcycle as well as the clothes he was wearing during the crime. Authorities also confirmed that the entire attack was captured on the school’s CCTV cameras. During the incident, the accused allegedly threatened a school employee who attempted to intervene and save the teacher. The CCTV footage is expected to serve as a crucial piece of evidence in the ongoing investigation. Police further stated that Amit is the youngest of three brothers. He was unemployed and earned a living by raising buffaloes and selling milk. The investigation is ongoing, and authorities are collecting additional evidence to strengthen the case before presenting it in court.
