Prime Minister Shehbaz Sharif has said the newly signed defence agreement between Pakistan, Saudi Arabia and Turkiye is strictly defensive in nature.

He said the pact is not intended to promote aggression or create tensions in the region.

The prime minister made the remarks while addressing a meeting of the federal cabinet on Monday.

Pakistan, Saudi Arabia and Turkiye signed the Makkah Joint Defence Agreement on August 7 in Makkah. The agreement aims to strengthen cooperation among the three countries in the field of defence and security.

Under the pact, an attack against any one of the three signatories would be treated as an attack against all three. The arrangement is intended to strengthen collective deterrence and improve coordination among the countries.

PM Shehbaz said the main objective of the agreement was to promote peace, stability, progress and prosperity across the region.

He stressed that the agreement should not be viewed as a preparation for military aggression.

The prime minister described the pact as a source of strength for Pakistan, Saudi Arabia and Turkiye. He also said its benefits could extend to the wider Muslim world.

Shehbaz Sharif congratulated Deputy Prime Minister Ishaq Dar and Chief of Defence Forces and Chief of Army Staff Field Marshal Asim Munir for their role in the agreement.

He said discussions on stronger defence cooperation between the countries had continued for several years before the latest agreement was finalised.

Pakistan and Saudi Arabia had already signed a Strategic Mutual Defence Agreement in September 2025. The prime minister said Pakistan and Turkiye had also maintained defence and security arrangements for decades.

Shehbaz highlighted Pakistan’s long-standing defence cooperation with Saudi Arabia. He recalled that Pakistani personnel had served alongside Saudi forces in protecting the holy cities of Makkah and Madina.

He said the latest trilateral agreement builds on those longstanding ties and provides a broader framework for cooperation.

The agreement has also received attention across the Muslim world. The Organisation of Islamic Cooperation described it as an important strategic development.

Several countries, including Kuwait, Bahrain and Somalia, have welcomed the agreement.

Iran has also responded in a relatively positive tone. Tehran reiterated its preference for regional security arrangements based on cooperation among countries in the region.

The agreement comes amid growing security concerns across the Middle East and wider region. Its signatories have presented the pact as a mechanism for collective defence rather than an offensive alliance.

The Pakistani government has maintained that the arrangement is aimed at strengthening regional stability and protecting the sovereignty and security of its members.

      Lahore, July 2026: HomeNet Pakistan, in partnership with AwazCDS/PDA, organized a high-level policy dialogue with Members of the Provincial Assembly (MPAs), including members of the Standing Committee on Local Government, to discuss legislative reforms aimed at promoting a stronger, more inclusive, and constitutionally compliant local government system in Punjab. The dialogue brought together parliamentarians, civil society representatives, and governance experts to exchange views on the future of local governance and explore ways to strengthen democratic institutions at the grassroots level. The session focused on ensuring political continuity, enhancing public participation, and improving the effectiveness of elected local governments.   Opening the event, Mr. Zia ur Rehman, Chief Executive of AwazCDS-Pakistan, highlighted the constitutional importance of Article 140A, which requires the devolution of political, administrative, and financial authority to elected local governments. He stressed that an effective local government system is essential for democratic governance and improved public service delivery. He urged the Punjab Assembly to introduce legal and institutional reforms that would safeguard democratic continuity, ensure the timely conduct of local government elections, and strengthen the autonomy of elected local bodies.   During the session, Ms. Ume Laila Azhar, Executive Director of HomeNet Pakistan, presented a set of policy recommendations designed to reinforce democratic governance at the local level. She emphasized the need for a stable and party-based electoral framework for local governments, noting that frequent legislative changes have weakened institutional continuity. She referred to the replacement of the Punjab Local Government Act 2022 with the Punjab Local Government Act 2025 as an example of policy shifts that have contributed to delays in restoring elected local governments across the province. She called for legal safeguards to prevent repeated delimitations and unnecessary postponements of local government elections. HomeNet Pakistan also recommended a transparent and representative mechanism for filling reserved seats allocated to women, youth, minorities, workers, persons with disabilities, and other marginalized groups. According to the organization, such measures would promote broader democratic participation and ensure that local governments better reflect the diversity of society.   In addition, the organization emphasized the importance of returning key municipal responsibilities—including water supply, sanitation, solid waste management, and local infrastructure development—to elected local governments. It proposed that provincial and district administrations should primarily provide technical guidance and institutional support rather than directly managing these essential services. The dialogue was attended by Ms. Sumbal Malik Hussain, Ms. Fizzah Maimona Rao, Ms. Somia Atta, Ms. Rukhsana Kausar, Ms. Farzana Abbas, Ms. Nasreen Riaz, and Ms. Attia Hanif, alongside representatives from civil society organizations and governance experts. Responding to the recommendations, the participating MPAs appreciated the constructive engagement and acknowledged the importance of strengthening democratic local governance. They reaffirmed the Punjab Government’s commitment to transparency, institutional reforms, and democratic accountability, expressing confidence that these principles would continue to guide the ongoing local government reform process. The parliamentarians informed participants that the delimitation process had made substantial progress, with geographical boundaries largely finalized. They stated that the remaining objections were expected to be addressed by the end of July 2026. Following the completion of the statutory process, they expressed optimism that the election schedule would be announced, paving the way for timely local government elections. The MPAs also committed to sharing the recommendations emerging from the dialogue with the Honorable Speaker of the Punjab Assembly and pledged to advocate for legislative reforms that promote constitutional compliance, political continuity, and an empowered local government system capable of responding effectively to citizens’ needs. Concluding the event, HomeNet Pakistan reaffirmed its commitment to working closely with parliamentarians, government institutions, and civil society partners to advance democratic governance, strengthen inclusive representation, and support the timely restoration of empowered elected local governments across Punjab.

      Khyber-Pakhtunkhwa Chief Minister Sohail Afridi has told the Federal Constitutional Court (FCC) that no organisation called the “Imran Khan Rehai Force” has ever been formed, notified or made operational. In a statement submitted through K-P Advocate General Shah Faisal Uthmankhel, Afridi said no armed group, militant organisation, coercive structure or paramilitary setup exists or has ever been planned under that name. The statement came in response to a petition filed by Islamabad-based lawyer Malik Zaheer Ahmed through Advocate Ali Nawaz Kharal. The petition asked the court to declare any attempt to form or mobilise such a private force or militia illegal and unconstitutional under Articles 5, 17 and 256 of the Constitution and the Private Military Organisations (Abolition and Prohibition) Act, 1973. The FCC had sought Afridi’s response on April 1 and directed him to submit it within 10 days. The case will return for hearing on July 29 before a three-member FCC bench headed by Chief Justice Amin-ud-Din Khan. Afridi clarified that the initiative referred to as a “force” is actually the Imran Khan Rehai Aman Movement, which he described as a peaceful, unarmed and voluntary civic-political campaign. According to the statement, the movement seeks to raise public awareness about due process and the state’s responsibility to ensure fairness in criminal proceedings. Afridi maintained that the campaign supports the release of the PTI founder through lawful, democratic and constitutional means and has no connection with force, militancy or coercion.
