KARACHI: Investigators probing the murder of young businessman Mir Raza are facing challenges in completing geo-fencing around the crime scene, with the passage of several days making it harder to accurately reconstruct movements in the area.

According to investigative sources, the crime scene is located near a hilly area that has been subjected to geo-fencing. Mobile towers belonging to three different telecom companies are situated around the location, allowing investigators to collect data on mobile activity in the vicinity.

Sources said geo-fencing has so far produced location data covering several blocks of Gulistan-i-Jauhar. However, because considerable time has elapsed since the incident, investigators are finding it difficult to establish which individuals were present near the crime scene at the relevant time.

Police have also collected various pieces of evidence from the surrounding area. Investigators reportedly conducted a search within a radius of around 500 metres from the location where the body was found.

Meanwhile, the newly formed investigation committee has obtained details linked to Mir Raza’s smartwatch. Investigators are now attempting to retrieve the device’s complete data, which could potentially provide additional information about his movements and activities before his death.

The investigation remains ongoing as authorities work to combine digital records, physical evidence and device data to determine what happened in the final hours of Mir Raza’s life.

    Karachi – The standard of education in Karachi’s government schools has declined to a worrying level with only 7 percent of students admitted to top government colleges this year coming from government schools. Questions are being raised over the quality of education in Karachi’s government schools. Sources in the Education Department have revealed that the admission rate of government school students in top government colleges is extremely low. As many as 93 percent of admissions in Karachi’s government colleges were secured by students from private schools. According to Education Department sources, a total of 13,211 students were admitted to Karachi’s top 10 government colleges. However, only 947 students among them came from government schools. According to the sources, at Adamjee Government Science College, only 28 government school students were admitted out of a total of 613 admissions. At DJ Sindh Government Science College, only 44 government school students secured admission out of 1,258 admissions. Similarly, Delhi Government Science College admitted 801 students of whom only 28 were from government schools. At Government Boys College Nazimabad, only 60 government school students were admitted out of a total of 1,317 admissions.

    Islamabad: A controversy has emerged over the appointment of the Managing Director of the Overseas Pakistanis Foundation (OPF) after Senator Aimal Wali Khan raised serious questions in the Senate Standing Committee on Cabinet Secretariat regarding the selection process, salary package and background of the appointed official. During the meeting chaired by Senator Rana Mahmood ul Hassan, Senator Aimal Wali Khan questioned the appointment of the OPF Managing Director and demanded complete details from the concerned authorities. Senator Aimal Wali Khan said that while the government has discussed the financial difficulties faced by ordinary citizens, concerns arise when senior government positions receive very high salaries. He pointed out that the Prime Minister had publicly stated that a person can manage monthly expenses with Rs8,000, while an individual appointed in OPF was receiving a salary of Rs1 million per month. He further informed the committee that another individual had been appointed in OPF with a monthly salary of Rs2.5 million, raising questions about government pay structures and appointment policies. The senator also raised questions regarding the nationality and background of the OPF Managing Director. He alleged that the appointed individual does not possess a Pakistani National Identity Card and is a British citizen by birth. He also questioned how a person who had faced conviction by the National Accountability Bureau (NAB) could receive another government appointment. Following these concerns, the Senate Committee took notice of the matter and directed the relevant authorities to provide complete details regarding the appointment of the Managing Director of Overseas Pakistanis Foundation. The committee stressed that appointments in public institutions must follow transparency, accountability and proper procedures to maintain public confidence. Responding to questions regarding government appointments, officials of the Establishment Division informed the committee that suitable candidates are not available for certain specialised positions, which creates difficulties in filling important posts. Senator Aimal Wali Khan also criticised the broader culture of retaining officials in important positions despite long periods of inability to perform duties. He remarked that some individuals continue to hold positions even when they are unable to actively perform their responsibilities. The matter was discussed during a meeting of the Senate Standing Committee on Cabinet Secretariat held at the Establishment Division under the chairmanship of Senator Rana Mahmood ul Hassan. The meeting was attended by Senators Saadia Abbasi, Abdul Qadir, Dilawar Khan, Aimal Wali Khan and Saleem Mandviwalla, along with the Secretary Cabinet Division and Secretary Establishment Division. The committee directed authorities to submit the required information so that the issue of public appointments, governance and institutional reforms could be reviewed in detail in upcoming meetings.

The meeting was informed that a total of 27 public sector organisations have been included in the government’s privatisation agenda, which is being carried out in three phases. During the briefing, officials updated the prime minister on the progress of the privatisation of Islamabad, Lahore and Karachi airports, as well as several major public sector entities. The meeting also reviewed the privatisation process of electricity distribution companies, including the Islamabad Electric Supply Company (IESCO), Faisalabad Electric Supply Company (FESCO), and Gujranwala Electric Power Company (GEPCO). Officials informed the prime minister that Expressions of Interest (EOIs) have already been invited for all three companies. The deadline for investors to submit documents for FESCO has been set for August 7, while submissions for GEPCO will close on August 21. The deadline for IESCO is September 7, 2026. The briefing noted that several international companies have expressed interest in acquiring the power distribution companies. Officials added that roadshows and engagement sessions with potential investors are continuing to attract further investment. Prime Minister Shehbaz also reviewed the proposed privatisation of the Zarai Taraqiati Bank Limited (ZTBL) and directed authorities to design the transaction in a way that preserves the bank’s vital role in supporting Pakistan’s agricultural sector. He emphasised that the bank should continue providing agricultural loans and financial services to farmers even after privatisation. The prime minister said farmers’ access to financial resources is essential for increasing crop yields and improving agricultural productivity. He further stated that agriculture remains a key pillar of Pakistan’s economy and plays a critical role in ensuring food security. Therefore, any privatisation model should safeguard the sector’s long-term interests while maintaining uninterrupted financial support for farmers.

    The Punjab government has taken a major step towards holding long-delayed local government elections, approving Rs12.52 billion for the polls that could finally restore elected local councils across the province after an 11-year gap. The decision was taken during the 36th meeting of the Punjab Cabinet, chaired by Chief Minister Maryam Nawaz. The allocation signals that the provincial government is preparing for a fresh local election process after years of political, legal and administrative delays. Punjab last held local government elections in 2015, during the tenure of former chief minister Shehbaz Sharif. Polling was conducted in phases between October and December that year, while elected councils formally assumed office in 2017 following indirect elections for mayors and chairpersons. However, the local government system subsequently faced repeated disruptions. The Pakistan Tehreek-i-Insaf government dissolved the elected local bodies in April 2019 before their scheduled completion. Although the Supreme Court later ordered their restoration, the councils eventually completed their term on December 31, 2021. Under Article 140A of the Constitution and the Elections Act, local government elections are required within 120 days after the expiry of local councils. This meant Punjab’s next elections were due in April 2022. Yet successive governments repeatedly changed local government laws, forcing the Election Commission of Pakistan (ECP) to restart key preparations. Polls Could Be Held by November The latest development has raised hopes that Punjab may finally see local elections later this year. PILDAT President Ahmad Bilal Mehboob welcomed the cabinet’s decision to allocate funds, describing it as a positive indication that the electoral process could move forward. He said the ECP had completed the demarcation and delimitation process and dealt with objections, making it possible for the commission to announce an election schedule after August 17. According to Mehboob, if there is no “unseen factor”, local government elections could be held in Punjab by November 2026. The move could also have wider political implications. Asked whether the PML-N government’s decision might ease pressure surrounding demands for the creation of new provinces, Mehboob said provincial restructuring remained a complex issue. However, he noted that holding local elections could, to some extent, reduce the pressure for new provinces by strengthening grassroots representation. For millions of Punjab residents, the key question now is whether the latest budget allocation will finally translate into polling stations, elected councils and a functioning local government system after years of waiting.
