Punjab introduces new vehicle scrapping law for un…

The Punjab government has introduced a new law for vehicle scrapping, allowing unusable and damaged vehicles to be legally disposed of through registered scrapping facilities. The move aims to regulate the disposal of old vehicles and remove unfit vehicles from roads across the province. According to reports, Punjab Governor Saleem Haider issued the Motor Vehicles Amendment Ordinance, which provides a legal framework for scrapping vehicles that are no longer fit for use. Under the new ordinance, vehicles without valid fitness certificates may also be sent for scrapping. The law includes vehicles that have been severely damaged in accidents or destroyed by fire and are considered beyond repair. The new regulations allow vehicle owners to voluntarily apply for scrapping if they no longer want to keep their vehicles. However, the process must only be completed through officially registered vehicle scrapping facilities to ensure proper disposal and prevent misuse. Officials believe the new system will help improve road safety by reducing the number of unsafe vehicles operating on roads. Old and poorly maintained vehicles can contribute to accidents, environmental pollution, and increased risks for drivers and passengers. The ordinance also introduces a more organized approach to vehicle disposal, ensuring that scrapped vehicles are handled through approved channels rather than informal methods. Registered scrapping facilities will be responsible for carrying out the process according to legal requirements. Transport experts have welcomed measures aimed at removing dangerous vehicles from circulation, saying that proper vehicle inspection and disposal systems are essential for safer roads and better environmental management. The implementation of the new law is expected to impact owners of old, damaged, and unfit vehicles across Punjab. Vehicle owners will now have a legal option to dispose of vehicles that are no longer economically repairable or safe to operate. The government is expected to issue further guidelines regarding the registration of scrapping facilities and the detailed procedure for vehicle owners in the coming days. The new vehicle scrapping ordinance represents a significant change in Punjab’s transport regulations, with authorities focusing on road safety, environmental protection, and better management of end-of-life vehicles.

UNESCO raises questions over Pakistan’s Taxila h…

Islamabad: Pakistan’s ancient heritage sites have come under scrutiny after UNESCO raised questions over conservation work carried out at the historic Taxila archaeological sites of Mohra Moradu and Sirkap, prompting a Senate committee to seek detailed explanations from government officials. The Senate Standing Committee on National Heritage and Culture reviewed UNESCO’s concerns during a meeting at Parliament House and questioned whether restoration work at Pakistan’s internationally recognised heritage sites was being carried out according to global preservation standards. Officials informed the committee that UNESCO had asked for additional information regarding the conservation work conducted by the Directorate General of Archaeology, Punjab, at the Taxila sites. The committee was told that the required details had already been provided to UNESCO by the provincial authorities and no further objections had been received after the submission. Officials assured lawmakers that the restoration work followed UNESCO conservation guidelines and international standards. The meeting was chaired by Senator Hidayatullah Khan and attended by Senators Abdul Wasay, Bushra Anjum, Sarmad Ali and Syed Waqar Mehdi along with senior officials from the Ministry of National Heritage and Culture. During the briefing, officials explained that after the 18th Constitutional Amendment, responsibility for heritage conservation was transferred to provincial governments. They said the Government of Punjab started conservation activities at the Taxila archaeological sites and followed recommendations provided by UNESCO, ICOMOS and other expert organisations. Officials said the conservation strategy focused on protecting the original structure of the ancient remains while using scientific methods. They explained that the work included repairing damaged walls, improving drainage systems, protecting old structures from weather damage and using materials compatible with the original construction. Senator Syed Waqar Mehdi asked officials about the exact concerns raised by UNESCO. Officials explained that UNESCO’s observations mainly focused on the materials used during restoration, the method for rebuilding certain walls and the height of reconstructed structures. They said these issues were reviewed and addressed through detailed documentation submitted to UNESCO. The committee was informed that scientific cleaning and repair methods were used to protect the archaeological remains while maintaining international conservation principles. Pakistan currently has six sites listed as UNESCO World Heritage Sites, while documents for 24 more locations have been prepared for possible future inclusion. Officials told the committee that UNESCO usually considers only one nomination from each country annually.   They said Pakistan has requested UNESCO to give priority to its pending nominations so more historical locations can receive international recognition. The committee also discussed plans to develop Taxila as a major heritage and tourism destination.   Officials informed members that around Rs100 million had already been spent during the current year on conservation activities. They said further projects, including an open air museum and improved visitor facilities, were being considered to attract tourists while protecting ancient sites.   Senator Bushra Anjum stressed that stronger federal monitoring was needed despite heritage being mainly managed by provinces. She said Pakistan must improve tourism facilities around heritage sites, including better visitor services, accommodation options and a sustainable system that creates income while preserving history.   She warned that inappropriate materials or poor restoration methods could permanently damage important archaeological sites.   The committee directed the ministry to provide UNESCO’s official response once received and recommended that members visit the Taxila archaeological sites personally to review the conservation work. The meeting also discussed another major heritage issue involving the recovery of smuggled Pakistani archaeological artefacts from the United States. Officials informed the committee that 513 valuable archaeological artefacts had been returned to Pakistan through cooperation with US authorities. They said the recovered objects mainly belonged to the ancient Gandhara civilisation and had been seized after being illegally taken out of Pakistan over several decades. Officials described the artefacts as priceless national treasures representing Pakistan’s thousands of years of history. The committee was informed that plans were underway to establish a new museum where these recovered items could be safely preserved and displayed to the public. Officials said efforts were being made to acquire land for the museum in coordination with the Capital Development Authority and public private partnership options were also being explored. Committee members demanded details about the people involved in the smuggling network, the investigation process and the estimated value of the recovered artefacts. They directed the ministry to submit a complete report explaining how the artefacts were recovered and what action had been taken against those involved in illegal trafficking. The committee also discussed reports about the demolition of a historic Mughal era arch near Rohara Village for a housing development project. The chairman directed officials to collect complete information about the incident and present a detailed report at the next meeting.

France tightens borders after deadly Ceuta migrant crisis

France has strengthened security checks along its border with Spain following the recent migrant influx into the Spanish enclave of Ceuta, French Interior Minister Laurent Nunez announced on Tuesday. The enhanced border measures were introduced over the weekend on the instructions of French President Emmanuel Macron after tens of thousands of migrants crossed into Ceuta from Morocco over two days, triggering one of the region’s largest migration emergencies in recent years. Spanish authorities said the vast majority of migrants who entered the enclave had already been returned to Morocco. Officials also confirmed that at least 75 people died while attempting the dangerous crossing, highlighting the human cost of the crisis. Speaking after an emergency video conference with European interior ministers, Laurent Nunez said European Union member states had unanimously expressed solidarity with Spain and pledged support in managing the situation. He said France remained ready to provide additional assistance through Frontex, the EU’s border management agency, if required. The French minister noted that Ceuta operates under special rules within the Schengen Area and stressed that strict border controls had prevented the migration crisis from spreading to mainland Europe. Nunez also praised the cooperation between Spain and Morocco in responding to the situation, saying close coordination between the two countries had been vital in managing the large-scale arrivals. Rejecting calls from some political groups in France to suspend Spain from the Schengen free-movement zone, he said EU member states agreed that the Schengen system remained part of the solution rather than the cause of the crisis. He emphasized that the Schengen Area had not been threatened despite the surge in migration and reaffirmed France’s commitment to coordinated European efforts to address irregular migration.

Trump hails Makkah Defence pact, calls it bold ste…

WASHINGTON: US President Donald Trump has welcomed the newly signed Makkah Joint Defence Agreement between Pakistan, Saudi Arabia and Türkiye, describing the trilateral pact as an important step toward greater regional security. Trump said he was pleased to see the three countries formalise the agreement, arguing that it demonstrated a growing willingness among Middle Eastern and regional states to strengthen their ability to protect themselves. The agreement was signed in Makkah on August 7 during a summit involving Prime Minister Shehbaz Sharif, Saudi Crown Prince Mohammed bin Salman and Turkish President Recep Tayyip Erdogan. It establishes a framework for closer defence cooperation, collective deterrence and enhanced strategic coordination among the three countries. Although the pact has drawn comparisons with NATO, security analysts say it is primarily an institutionalisation of longstanding political and military ties rather than the creation of a new offensive military alliance. The framework is expected to facilitate greater cooperation in areas including intelligence sharing, defence planning, military coordination and strategic consultations. The agreement comes amid an increasingly complex regional security environment marked by conflicts, shifting alliances and emerging military threats. Supporters argue that stronger coordination among the three countries could enhance deterrence and contribute to regional stability. Pakistan brings extensive military and operational experience, while Saudi Arabia offers significant economic and political influence. Türkiye, meanwhile, contributes a developed defence industry, military technology and industrial capabilities. Analysts believe combining these strengths could improve the partners’ collective preparedness. Turkish President Erdogan has also described the agreement as a significant message for global peace. Speaking in an interview with Al Jazeera Arabic, he said the decision to sign the pact in Makkah gave it additional significance, particularly amid tensions between the United States and Iran. Erdogan stressed that Pakistan, Türkiye and Saudi Arabia sought to position themselves as advocates of peace and said the three countries would continue supporting diplomatic efforts to prevent conflict. Asked whether the agreement was comparable to NATO’s Article 5, Erdogan said its collective defence principle meant the three countries would have the opportunity to respond jointly if any member faced a serious threat. He also revealed that the framework could eventually expand beyond the three founding members. According to Erdogan, the agreement leaves the door open for other countries to join, with Egypt among the potential future participants. The pact is therefore emerging as a significant development in regional security cooperation, while its proponents present it as a defensive mechanism designed to strengthen deterrence and promote stability rather than fuel confrontation.
