South Korea to enshrine nuclear pledge in law

SEOUL: South Korea is preparing legislation that would legally reaffirm its commitment to nuclear non-proliferation while it moves ahead with plans to develop nuclear-powered submarines.

The proposed bill is expected to be released for public consultation by the Defence Ministry. It will set out five key principles governing the country’s nuclear-powered submarine programme.

If approved, the legislation would formally establish in domestic law Seoul’s pledge not to develop, produce, possess or use nuclear weapons.

The proposed law would also prevent the government from using nuclear materials specifically for weapons-related purposes. It would prohibit activities that could weaken the international nuclear non-proliferation system.

The move is aimed at addressing concerns that South Korea’s submarine programme could eventually lead to a domestic nuclear weapons capability.

The legislation would reaffirm Seoul’s commitments under the Nuclear Non-Proliferation Treaty. It would also require cooperation with international organisations during the development of the submarines.

The proposed framework would include safeguards for public safety and environmental protection against radioactive materials.

The government also wants to speed up the submarine programme. The proposed law would reportedly allow the project to bypass a preliminary feasibility study.

South Korea’s nuclear-powered submarine project, known as Jang Bogo N, involves plans for attack submarines powered by low-enriched uranium.

The programme is being developed with US approval. The two countries reached an agreement on the project during a leaders’ summit last October.

Seoul plans to launch its first nuclear-powered submarine in the mid-2030s. The vessel is expected to enter operational service later in the decade.

Defence authorities are reportedly considering three submarines weighing about 8,000 tonnes each. However, official technical details have not yet been released.

South Korean Defence Minister Ahn Gyu-back has previously stressed that the country will continue to follow its international non-proliferation commitments.

Seoul also plans to work closely with the International Atomic Energy Agency throughout the programme.

Rakhi Sawant slams Kangana Ranaut over student protest remarks

Actor and television personality Rakhi Sawant has strongly criticized fellow actress and politician Kangana Ranaut following her controversial remarks about student protesters. Kangana’s comments, made after the resignation of former Education Minister Dharmendra Pradhan, have sparked widespread outrage on social media, with many accusing her of insulting young people who participated in the demonstrations. The controversy began when Kangana reacted to the protests by sharing a message on Instagram in which she referred to the student protesters using derogatory language. Her comments quickly drew criticism from internet users, who described the remarks as offensive and disrespectful toward the country’s youth. Among those speaking out against Kangana was Rakhi Sawant, who publicly condemned the actress in a video shared on Instagram. Rakhi did not hold back her criticism, calling Kangana a “chudail,” a Hindi word that translates to “witch,” while accusing her of repeatedly making insulting statements about ordinary people. In her video, Rakhi defended the students and questioned Kangana’s comments about young women participating in the protests. She said that the daughters and students of the country deserve respect rather than criticism and urged public figures to choose their words responsibly. Rakhi also questioned Kangana’s political standing and challenged her popularity among the public. She argued that true leadership comes from earning people’s trust and support instead of making controversial statements that offend citizens. Addressing Kangana directly, Rakhi said, “What did you do to become an MP? If you ever contest elections again, you may not receive people’s support. Why are you speaking like this about the girls of our country? Why are you insulting our students and our daughters?” The outspoken actress further alleged that such remarks damage the image of public representatives and create unnecessary divisions. She insisted that celebrities and politicians should encourage young people instead of discouraging or insulting them. Rakhi also referred to the incident that took place at Chandigarh Airport in 2024, when Kangana was slapped by a security staff member following her controversial comments about farmers. While condemning violence, Rakhi suggested that repeated provocative statements could continue to attract strong public reactions if such behavior does not change. She warned Kangana that making inflammatory remarks against different sections of society could lead to growing public anger, adding that respect for citizens is essential for anyone holding public office. The exchange has generated intense debate across social media platforms, with users expressing divided opinions. While many supported Rakhi’s criticism and defended the student protesters, others argued that public disagreements between celebrities should remain respectful despite political differences. As the controversy continues, neither Kangana Ranaut nor her team has issued a fresh response to Rakhi Sawant’s latest comments. However, the incident has once again placed both actresses at the center of a heated online discussion, highlighting the growing scrutiny surrounding statements made by public figures on political and social issues.

PIA-style model proposed for DISCO privatisation

ISLAMABAD: The government has proposed a new financial structure for the privatisation of three major power distribution companies. The plan covers Faisalabad Electric Supply Company (FESCO), Gujranwala Electric Power Company (GEPCO) and Islamabad Electric Supply Company (IESCO).The proposal is based on the restructuring model used during the privatisation process of Pakistan International Airlines (PIA). Under the proposed plan, selected assets and liabilities of the three companies will be separated from their balance sheets. The government plans to establish a Special Purpose Vehicle (SPV) for this purpose. The SPV will be owned by the government. It will hold specific assets and liabilities removed from the DISCOs. The restructuring is aimed at making the companies more attractive to private investors. The government wants to offer financially stronger entities to potential buyers.Land assets are among the items expected to be separated from the DISCO balance sheets. Liabilities related to retired employees and pension benefits will also be shifted to the SPV.These pension-related liabilities were worth around Rs312 billion for the three companies as of June 2025. The final amount could change after the companies’ balance sheets are restructured. The government plans to use audited financial results for March 2026 as the basis for the final calculation. The three DISCOs had combined assets of around Rs1.2 trillion in June 2025. Their combined liabilities stood at approximately Rs1.05 trillion. The companies together reported net positive equity of around Rs145 billion. However, the financial position of the three companies varies considerably.GEPCO had negative equity of around Rs14.4 billion as of June 2025. The final figures may be different because the government is using March 2026 audited accounts for the restructuring process. The Privatisation Commission board has recommended that the Cabinet Committee on Privatisation approve the restructuring plans. The plans cover the first group of DISCOs selected for privatisation. The proposed arrangements have been prepared using audited financial statements for the period ending March 31, 2026. Officials believe the new structure could increase the value of the companies for the government. It is also intended to make the transactions commercially viable for private-sector investors. The government hopes the approach will attract stronger interest from domestic and international buyers. The strategy closely resembles the model adopted for PIA. During the airline’s privatisation process, the government separated more than Rs650 billion in liabilities from PIA’s balance sheet. The move was designed to leave the airline in a stronger financial position before its transfer to new owners. A similar approach is now being considered for the three DISCOs.The Privatisation Commission has been informed that both local and foreign investors have shown interest in the companies. The government has already announced deadlines for Expressions of Interest.Investors interested in FESCO must submit their Expressions of Interest by August 7, 2026. The deadline for GEPCO is August 21, 2026.For IESCO, the deadline has been set for September 7, 2026. FESCO has a relatively stronger financial position among the three companies. Its assets stood at around Rs410.3 billion as of June 2025. Its liabilities were approximately Rs347 billion. The company reported positive equity of around Rs63 billion. The equity position was supported by deposits for shares and gains from asset revaluation.FESCO also recorded a profit after tax of around Rs9.4 billion. Its non-current liabilities stood at approximately Rs217.6 billion.Staff retirement benefits accounted for around Rs123 billion of these liabilities. The company’s current liabilities were estimated at about Rs130 billion.Trade payables made up around Rs118 billion of the current liabilities. GEPCO reported a profit after tax of around Rs13.7 billion. Its total assets stood at approximately Rs238 billion. However, its equity remained negative at around Rs14.4 billion. The company’s total liabilities were around Rs252.5 billion. Staff retirement benefits accounted for approximately Rs79 billion.IESCO reported a loss after tax of around Rs1.42 billion during the same period. The company had total assets of approximately Rs547 billion. Its liabilities stood at around Rs450 billion. Despite recording a loss, IESCO had positive equity of around Rs97 billion. The company’s equity position was supported by a share deposit of approximately Rs67 billion. It also benefited from a surplus revaluation of around Rs158 billion.IESCO’s liabilities included staff retirement benefits worth around Rs110 billion. The company also carried deferred tax liabilities. The proposed privatisation is part of Pakistan’s wider power-sector reform programme. It is also linked to commitments made under Pakistan’s agreement with the International Monetary Fund (IMF).Pakistan has repeatedly pledged to reduce government involvement in the power distribution sector. The commitment to privatise at least three DISCOs has been made several times since 2013.Previous attempts, however, failed to reach completion. The IMF has urged Pakistan to implement structural reforms in the power sector. The broader objective is to reduce electricity costs for households and businesses. The reforms also aim to improve the operational efficiency of power distribution companies. The IMF has previously noted delays in the private-sector participation process for DISCOs. The first group, consisting of FESCO, GEPCO and IESCO, faced delays after potential investors raised concerns about the proposed transaction structure. The government has now said that those concerns have been addressed. Officials expect the privatisation process to move forward. The government is targeting completion of the first phase by early 2027. The proposed SPV will be an important part of the process. It is intended to separate selected financial burdens from the three companies before they are offered to private investors. The government hopes the restructuring will improve investor confidence and make the DISCO transactions more commercially attractive.

No date finalised for renewed US-Iran talks, sources say

Efforts to revive direct negotiations between the United States and Iran are continuing through diplomatic channels, but no date or venue has been finalised for the next round of talks, according to informed sources. The sources said discussions are ongoing with the help of mediators from Pakistan and Qatar, who are working with both Washington and Tehran to arrange a fresh round of negotiations aimed at reducing tensions and restoring dialogue after months of conflict. Officials familiar with the process said there is currently no scheduled meeting between American and Iranian negotiators in Islamabad. They added that both Islamabad and Doha remain possible venues for future talks, although no final decision has been made. According to the sources, Pakistan’s Interior Minister Mohsin Naqvi is expected to visit Tehran in the coming days to discuss diplomatic efforts and explore ways to help restart negotiations between the two countries. Diplomatic contacts between the two sides have reportedly continued despite recent hostilities, with mediators exchanging messages in an effort to revive dialogue under the Islamabad Memorandum of Understanding signed earlier this year. The sources said both countries are expected to begin with indirect discussions through mediators before moving to direct negotiations. The initial phase is likely to focus on maintaining the current reduction in hostilities and building mutual confidence rather than addressing Iran’s nuclear programme. One of the main issues expected to dominate future discussions is the Strait of Hormuz, a strategically important waterway through which a significant share of the world’s oil supply passes. Mediators are reportedly working on proposals to ensure safe maritime navigation and reduce tensions in the Gulf. Meanwhile, Iran’s Foreign Ministry said there are currently no direct negotiations taking place with the United States. Iranian officials confirmed that Tehran is engaged in discussions with Oman regarding a temporary maritime route through the Strait of Hormuz but stressed that these talks should not be interpreted as an agreement to fully reopen the strategic waterway. Iran also maintained that any broader agreement would depend on changes in the regional security situation and an end to what it described as continued US pressure. Regional tensions remained high as Iranian media reported that the country’s Revolutionary Guard had shot down a US MQ-9 Reaper drone over the Strait of Hormuz. Separately, several oil tankers reportedly changed their shipping routes to avoid potential security threats near the Bab al-Mandab Strait, increasing transportation costs for energy shipments. At the same time, Israel launched military exercises involving naval and ground forces, saying the drills had been planned in advance. Israeli forces also continued military operations in southern Lebanon, while cross-border tensions remained elevated despite an existing ceasefire. US President Donald Trump recently said he had postponed a planned military strike against Iran after receiving requests from regional countries to allow more time for diplomacy. He expressed hope that negotiations could eventually lead to agreements on the Strait of Hormuz and broader regional security issues.

KP makes registration mandatory for street vendors

PESHAWAR: The Khyber Pakhtunkhwa Assembly has passed the Street Vendors Protection Bill 2026, making registration and vending certificates mandatory for people operating carts and roadside stalls across the province. The new law is expected to provide legal protection to more than 140,000 street vendors for the first time. Under the legislation, individuals aged 14 years and above will be eligible to register as street vendors. All vendors will be required to complete registration and obtain a valid vending certificate. Registered vendors will receive a modern digital vending certificate containing a QR code. The certificate is intended to formally recognise vendors and provide them with legal protection while carrying out their businesses. The law provides protection against unjustified eviction and harassment. Government employees found harassing street vendors could face strict departmental action. The legislation also introduces penalties for members of the public or shopkeepers who harass vendors. A person found guilty could face a fine of up to Rs20,000 or imprisonment for up to one month. Vendors will also have the right to appeal if their vending certificates are suspended or cancelled. The law prohibits vendors from selling or transferring their vending certificates to another person. Anyone violating this provision could face a fine of up to Rs3,000. The legislation also highlights the economic contribution of street vendors to the province. According to the bill, vendors collectively generate more than Rs380 billion in economic activity every year. The informal vending sector is estimated to contribute around Rs130 billion annually to the national economy. The government expects that better regulation and management of the sector could generate an additional Rs2.5 billion to Rs5 billion in annual revenue. The new legislation aims to bring the informal vending sector under a formal regulatory framework while providing vendors with legal recognition and protection.
