PAC flags Rs19bn BISP payment irregularities

A subcommittee of the Public Accounts Committee (PAC) has raised concerns over financial irregularities in the Benazir Income Support Programme (BISP) after audit officials revealed that more than Rs19 billion was paid outside the beneficiaries’ respective provinces or districts.

The meeting was chaired by subcommittee convener Moeen Aamir Pirzada. Members reviewed a series of audit objections related to BISP covering the financial years from 2010-11 to 2022-23.

During the briefing, audit officials informed the committee that payments worth over Rs19 billion had been made in locations different from the beneficiaries’ registered districts or provinces. The audit team said the transactions required further scrutiny to determine whether they resulted from administrative weaknesses, verification gaps or possible misuse of the programme.

Committee members expressed concern over the findings and stressed the need for stronger monitoring and accountability in the country’s largest social welfare programme. They said public funds intended for deserving families must be distributed through a transparent and well-monitored system.

The subcommittee examined the audit observations in detail and sought explanations from the relevant BISP officials regarding the irregular payments. Officials were asked to clarify how such payments were processed and whether adequate checks were in place to prevent similar cases.

The committee also discussed measures to improve the verification process, strengthen oversight and ensure that future payments are made only to eligible beneficiaries through proper channels. Members emphasized that any financial irregularities should be investigated thoroughly and those responsible should be held accountable.

Investigators obtain mobile data and forensic repo…

Investigators have obtained the mobile phone data records and forensic report related to the death of Mir Raza Ali as the investigation into the mysterious case continues. According to officials involved in the inquiry, digital evidence collected from his mobile phone has provided important leads, although authorities say it is still too early to reach a final conclusion about the circumstances surrounding his death. According to the investigation team, Mir Raza Ali sent a message to one of his friends on the night of July 28. The content of this communication is being examined as part of the broader investigation to determine his state of mind and the events leading up to his death. Officials also stated that Mir Raza Ali’s complete medical report has not yet been received. His family has expressed dissatisfaction with the preliminary medical report, saying it does not fully address their concerns. The initial report identified the cause of death as a gunshot wound, but investigators emphasize that further medical findings are awaited before drawing any definitive conclusions. The family has alleged that Mir Raza Ali’s body bore signs of physical assault and burn marks, raising questions about whether additional injuries may have been inflicted before his death. Investigators have said that if the family requests a second medical examination or another post-mortem review, the authorities are prepared to facilitate it in order to ensure transparency and address all concerns. As part of the investigation, officials have recorded statements from 15 individuals including the online taxi driver who was reportedly connected to the case and the person who first informed authorities about the body. These statements are being cross-checked with forensic findings, digital evidence, and other available information to establish a clear timeline of events. Investigators stressed that they are carefully examining every aspect of the case to determine whether Mir Raza Ali’s death was a suicide or a homicide. They said no possibility has been ruled out, and all available evidence is being analyzed thoroughly before reaching a final conclusion. Mobile phone data has also revealed that Mir Raza Ali had contacted a friend requesting a loan of Rs. 30 million (3 crore). According to investigators, he reportedly told his friend that he was facing serious difficulties and was in urgent need of money. This information has prompted investigators to explore whether financial stress may have played a role in the events leading up to his death. Further examination of Mir Raza Ali’s mobile records suggests that he owed money to multiple individuals. Authorities are now reviewing his financial dealings, communications, and personal relationships to understand whether these debts could have contributed to the incident or whether they point toward another motive. Investigators also disclosed that Mir Raza Ali’s fiancée sent him continuous messages between 3:10 a.m. and 3:50 a.m. on the night in question. However, according to the mobile data, Mir Raza Ali did not respond to any of her messages. Officials are examining the timing of these communications alongside other digital evidence to reconstruct the sequence of events before his death. The investigation remains ongoing, with authorities awaiting the final medical report and additional forensic analysis. Officials have reiterated that all evidence—including witness statements, forensic findings, mobile phone records, and financial information—will be carefully reviewed before determining the exact cause and manner of Mir Raza Ali’s death. They have assured the public that the inquiry will be conducted impartially and that every possible angle will be investigated to ensure the truth is established.

Iran rules out US talks until demands are met

Iran has ruled out direct negotiations with the United States for now, saying Washington must first comply with the terms of an interim agreement reached in June. Iranian Foreign Minister Abbas Araghchi said on Sunday that Tehran and Washington were not holding direct talks. He said messages were still being exchanged through intermediaries. Araghchi also reiterated Iran’s position on the Strait of Hormuz. He said the strategic waterway would not reopen simply because Iran and Oman reached an agreement on shipping arrangements. According to Iranian reports, Tehran and Muscat are close to finalising an understanding on a temporary shipping route. However, Iran says the route can only be used after other conditions are met. The Strait of Hormuz has remained at the centre of the wider conflict. Iran has repeatedly linked its reopening to demands directed at Washington. Iranian officials have called for an end to US threats and military action. They have also demanded the lifting of sanctions and blockades and the release of Iranian assets. Iran’s Revolutionary Guard has separately warned that the strait will remain closed until Tehran’s conditions are accepted. The force accused its opponents of shifting their focus toward reopening the vital waterway. The strait is one of the world’s most important energy routes. A significant share of global oil and gas shipments normally passes through it. Oman, meanwhile, said discussions with Iran over arrangements for shipping through the waterway had been positive and constructive. Muscat also urged all sides to avoid actions that could undermine the negotiations. Iranian President Masoud Pezeshkian has suggested that the current situation could provide an opportunity for an agreement. He said Iran remained united and strong despite the ongoing conflict. The diplomatic uncertainty comes as tensions continue to affect commercial shipping in the region. The United Arab Emirates said Iran had attacked a vessel linked to its state-owned oil company while it was travelling through the Strait of Hormuz. No injuries were reported. The United Kingdom Maritime Trade Operations agency also reported that a vessel caught fire after being struck by an unidentified projectile. The fire was later brought under control, with no environmental damage reported. Iranian authorities have not immediately commented on the individual incident. Saudi Arabia reports fires at energy facilities Tensions have also spread across the Gulf. Saudi Arabia said firefighters had extinguished a blaze at an Aramco facility in Jizan. The Saudi Energy Ministry said there were no fatalities. Yemen’s Houthi movement claimed responsibility for an attack on the site, saying it had used a drone in response to alleged Saudi strikes in Yemen. A separate explosion was also reported in the industrial area of Jubail. Regional sources said gas facilities were targeted and that a fire broke out. The exact cause remained unclear. It was not immediately established whether the incidents in Jizan and Jubail were connected. US defence industry ordered to increase weapons production Meanwhile, the United States has asked its defence industry to accelerate weapons production amid shortages linked to the war with Iran. US Deputy Defence Secretary Steve Feinberg reportedly instructed defence companies to submit plans aimed at speeding up deliveries and increasing production of critical military equipment. The demand comes amid reports of pressure on US ammunition supplies, including stocks of Patriot missile interceptors. The Trump administration has maintained that the United States has substantial weapons reserves and that additional supplies are being manufactured and delivered. The conflict has also triggered threats from armed groups in the region. The leader of Iraq’s Harakat Hezbollah al-Nujaba, Akram al-Kaabi, has threatened retaliation for US-Saudi strikes on sites belonging to Iraq’s Popular Mobilisation Forces. The group has warned that further military action could lead to a response. Iranian military officials, meanwhile, have claimed that the United States and Israel failed to achieve their objectives against Iran. They have praised the country’s military preparedness and vowed to continue resisting pressure. With the Strait of Hormuz still closed and negotiations remaining indirect, the prospect of restoring normal shipping remains uncertain. Iran insists that reopening the waterway depends on Washington accepting its conditions. The United States, meanwhile, has linked the lifting of its blockade to Iran fulfilling commitments under any future agreement.

Yami Gautam to lead Kahaani 3

Yami Gautam is reportedly set to headline Kahaani 3, taking over the lead role in the acclaimed thriller franchise previously fronted by Vidya Balan. The film, directed by Sujoy Ghosh, is currently in the pre-production stage and is expected to introduce a completely fresh story while retaining the signature mystery and suspense that made the franchise a favourite among audiences. According to reports, Kahaani 3 will not continue the storyline from the first two films. Instead, the makers are planning an entirely new narrative set within the same cinematic world. This approach is intended to preserve the franchise’s identity while giving audiences a fresh mystery to unravel. Sujoy Ghosh, who directed both Kahaani (2012) and Kahaani 2 (2016), is returning to helm the third instalment. An industry source quoted in multiple reports said, “Kahaani 3 is a new story altogether. The idea is to take the franchise forward while retaining the essence of the world that audiences have loved.” The source added that Yami Gautam has been chosen for the lead because her character has a powerful and emotionally layered arc that fits the film’s vision. The insider further revealed that the project is still in its early stages, with the creative team working on the script and production schedule before filming begins. “The film is still in the pre-production stage, and the team is working on the timelines for the shoot,” the source said. Speaking about Sujoy Ghosh’s return, the source explained that the filmmaker has a clear plan for the franchise’s future. “Sujoy has a very clear vision for the Kahaani world. He is working closely with the team to ensure that the third film feels fresh but still carries the soul of the franchise.” The source also noted that there is considerable excitement surrounding Yami Gautam’s casting, while the makers continue to finalise the shooting schedule. The Kahaani franchise has long been associated with Vidya Balan, whose performances as Vidya Bagchi and Durga Rani Singh earned widespread critical acclaim and helped establish the series as one of Bollywood’s finest mystery thrillers. Reports suggest that while Yami Gautam will now lead the franchise, the upcoming film is not intended to replace the earlier stories but rather expand the Kahaani universe with a new protagonist and standalone plot. Yami Gautam, who has earned praise in recent years for her performances in female-led films, is expected to bring a different dimension to the franchise. Industry observers believe the role could become another milestone in her career, especially given the strong legacy attached to the Kahaani brand. Although the makers have not officially announced the film’s cast or release date, reports about Yami Gautam leading Kahaani 3 have generated significant excitement among fans. Many have welcomed Sujoy Ghosh’s return and expressed curiosity about how the new chapter will honour the franchise’s legacy while introducing a fresh mystery for audiences.
