Pakistan seeks $1.3 billion Chinese loan refinancing to strengthen forex reserves

Pakistan has formally approached China to refinance a $1.3 billion commercial loan, as the government continues efforts to strengthen the country’s foreign exchange reserves and meet its external financing obligations.

According to officials familiar with the matter, negotiations between Pakistani and Chinese authorities are currently in progress to finalise the terms and conditions of the refinancing arrangement. Once the discussions are completed, the funds are expected to be disbursed later this month.

The anticipated inflow is expected to provide much-needed support to Pakistan’s foreign exchange reserves, which remain under pressure due to significant external debt repayments and ongoing financing requirements. The refinancing would also help ease short-term liquidity pressures while supporting the country’s broader macroeconomic stability.

Sources revealed that Pakistan repaid approximately $2.2 billion in external debt during July, including the settlement of the $1.3 billion Chinese commercial loan. The government’s request for refinancing is aimed at replacing the repaid amount, ensuring that reserve levels remain stable without placing additional strain on the country’s external account.

The move comes as Islamabad continues to pursue a strategy of securing rollover agreements and refinancing facilities from friendly countries and international partners to meet its debt servicing commitments. Maintaining adequate foreign exchange reserves has remained a key priority for economic managers as Pakistan seeks to strengthen investor confidence and sustain financial stability.

Economic experts believe that successful refinancing of the Chinese loan would provide temporary relief to the country’s external financing position while allowing policymakers greater flexibility in managing upcoming debt obligations.

Officials said talks with Chinese financial institutions are progressing positively, although the final timeline will depend on the completion of documentation and agreement on financing terms.

The refinancing request also reflects Pakistan’s ongoing efforts to manage its external debt profile prudently amid global economic uncertainties and higher financing costs in international markets.

The Iran aligned Houthi group said it plans to target Saudi Arabia through a blockade in the Red Sea. While the group has not explained how it intends to enforce the measure, the warning has intensified concerns over the security of international shipping and energy exports. The Bab el Mandeb Strait at the southern entrance to the Red Sea is one of the world’s most important maritime routes. It connects the Red Sea with the Gulf of Aden and serves as a key passage for oil shipments travelling between the Middle East, Europe and Asia. Since disruptions in the Strait of Hormuz, Saudi Arabia has redirected much of its crude oil exports to its Red Sea port of Yanbu. From there, shipments bound for Europe pass through the Suez Canal, while cargo heading to Asian markets travels south through the Bab el Mandeb Strait. Industry data shows that oil exports from Yanbu have increased sharply over the past year, making the Red Sea an increasingly vital route for global energy markets. Millions of barrels of petroleum now pass through the Bab el Mandeb every day, helping to stabilise international oil supplies despite ongoing tensions elsewhere in the region. Analysts warn that any serious disruption in the Red Sea could significantly affect global energy prices by restricting another major export route from the Gulf. Saudi Arabia is reportedly considering expanding its pipeline network to the Red Sea coast to reduce dependence on vulnerable sea lanes. The Houthis have been involved in conflict with Yemen’s internationally recognised government for more than a decade and have previously launched missile and drone attacks against Saudi Arabia. Although a truce reached in 2022 reduced fighting, tensions have risen again following recent military strikes around Sanaa. The latest escalation began after Yemen’s recognised government said it had targeted Sanaa airport to prevent an Iranian aircraft from landing. The Houthis blamed Saudi Arabia for the attack and responded by firing missiles towards Abha airport in southern Saudi Arabia. A senior Houthi official later warned that continued escalation could lead to the closure of the Bab el Mandeb Strait. Although the Houthis maintain that they make their own military decisions, the United States has long accused Iran of supplying the group with weapons, funding and training. The Houthis reject claims that they act as an Iranian proxy. The movement previously disrupted international shipping after the outbreak of the Gaza war in late 2023. It launched attacks on commercial vessels in the Red Sea, saying the operations were intended to support Palestinians. Those attacks forced many major shipping companies to reroute vessels around southern Africa, increasing transport costs and delaying deliveries worldwide. Although Red Sea traffic had begun recovering after attacks eased, shipping through the Suez Canal remains well below previous levels. The latest Houthi threat has renewed fears that instability could once again disrupt one of the world’s busiest trade routes. During the recent conflict involving Iran, the Houthis played a more limited military role than other armed groups aligned with Tehran. However, their latest announcement suggests they may now be prepared to increase pressure on regional rivals, raising fresh concerns over the security of global energy supplies and international trade.

    Girls dominate Hyderabad Board Class X results

    HYDERABAD: Female students have secured several top positions in the Class X annual examinations conducted by the Board of Intermediate and Secondary Education Hyderabad, with the results being announced after a delay of nearly one month. The results for both Science and General groups were released late Thursday, providing students with the long-awaited outcome of their examinations. In the Science Group, Sarah, daughter of Nisar Ahmed, from Foundation Grammar High School, Tando Allahyar, claimed the top position by securing 991 marks. Aswad Amir of Government High School No 1, Matli, stood second with 986 marks, while Mukarrama Abid of St Mary’s Convent Girls Higher Secondary School, Hyderabad, secured third position with 982 marks. A total of 78,935 candidates had registered for the Science Group examinations. Of these, 77,703 students appeared. Among the candidates who took the examination, 10,799 achieved A1 grade, while 40,769 secured A grade. Another 17,248 students obtained B grade, 3,816 received C grade and 239 were placed in D grade. The board declared 4,781 candidates unsuccessful. Results of 32 students were withheld because of reported use of unfair means and other reasons. The General Group also produced strong performances by female students. Wajihullah Khan of Deaf Reach Higher Secondary School secured first position with 873 marks. Habiba from Government Girls High School, Latifabad Unit No 6, Hyderabad, secured second position with 865 marks. Her schoolmate Halima stood third with 861 marks. The General Group had 1,570 registered candidates, of whom 1,488 appeared in the examinations. Three candidates achieved A1 grade, while 332 obtained A grade. A total of 808 students secured B grade, 227 received C grade and 18 were placed in D grade.
