Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari has announced that the Joint Public Action Committee has responded positively to his proposal for establishing a Reconciliation Commission to help resolve the ongoing crisis in Azad Jammu and Kashmir (AJK). He said the committee’s response included several recommendations that would be carefully reviewed as part of the consultation process.

In a statement shared on the social media platform X, Bilawal said he had received the committee’s formal reply regarding the proposed commission. According to him, the response reflects a willingness to consider an institutional mechanism that could help address the current situation through dialogue and consensus.

Bilawal emphasized that his immediate priority is to help bring the ongoing crisis to an end, provide urgent relief to affected citizens, and restore normal life across Azad Jammu and Kashmir. He described every loss of life as a national tragedy and stressed the importance of finding a peaceful and sustainable solution through constructive engagement.

The PPP chairman welcomed the committee’s readiness to move forward with the proposed Reconciliation Commission, saying it represents a positive step toward resolving outstanding issues. He added that the Azad Jammu and Kashmir Legislative Assembly has also endorsed the proposal, which he intends to examine in detail before further consultations.

Bilawal said the next phase of the process would involve discussions with the Prime Minister of Azad Jammu and Kashmir. Following these consultations, the AJK leadership is expected to seek initial feedback from the federal government and other relevant stakeholders to determine whether there is sufficient common ground to advance a mutually agreed framework.

According to Bilawal, broad-based consultation among all stakeholders is essential to ensure that any solution enjoys public confidence and contributes to lasting stability. He expressed hope that the proposed commission could provide a structured platform for dialogue while addressing the concerns of all parties involved.

The development comes at a time when efforts are underway to reduce tensions in Azad Jammu and Kashmir and restore normal public life. Bilawal reiterated that meaningful dialogue, cooperation, and timely relief for affected communities remain central to his approach. The chairman responded that members would have the opportunity to discuss issues within the policy and provide suggestions after reviewing the document. The discussion also highlighted the importance of clearly defining the connection between government policy making and parliamentary oversight. Another controversy emerged when members raised objections over the wording used in committee documents regarding the Federal Secretary of the Inter Provincial Coordination Division. Dr Mahreen questioned why the word “summon” was used for a federal secretary in the committee recommendations, arguing that such language is generally associated with legal authority and court proceedings. She questioned whether a parliamentary committee should use the term for a senior government official who was being requested to attend a meeting. Officials clarified that the use of the word appeared to be a drafting mistake and that the actual intention was to invite the secretary to attend the meeting. The committee secretary explained that the official agenda mentioned the secretary was invited along with relevant officers to participate in discussions. The member insisted that official documents should use accurate wording because committee reports become public records and represent parliamentary proceedings. She said that drafting mistakes can confuse the powers and procedures of parliamentary committees. The meeting also witnessed a heated exchange between members over the issue, with the chairman asking members to follow the committee procedure and discuss matters according to their turn. The chairman advised members that disagreements should remain within the rules of parliamentary discussion and that the committee should continue its work in an organised manner. The committee later continued discussion on the relevant agenda items while maintaining that official records and policy discussions must remain clear and accurate.

    ISLAMABAD: The federal government on Tuesday unveiled an enhanced  preparedness strategy, with senior ministers stressing that effective water regulation, stronger disaster management and coordinated planning are essential to reducing the impact of climate-related emergencies. The announcement came as authorities warned of another intense spell of monsoon rains expected to begin on July 29. According to the National Disaster Management Authority (NDMA), at least 107 people have lost their lives and 297 others have been injured since the current monsoon season started on June 26. Addressing a joint media briefing at the NDMA headquarters, Climate Change Minister Musadik Malik said Pakistan must move beyond the traditional approach of simply storing water and instead adopt a comprehensive system that regulates water supplies throughout the year. He noted that the government is implementing region-specific disaster management plans, recognising that the challenges faced by urban centres, agricultural areas and northern regions require different responses. Malik emphasised that efficient water management is vital for ensuring food security and sustaining agricultural production. He said dams should be used not only for storage but also for regulating water availability during critical farming seasons. He also called for improvements in water monitoring systems, infrastructure and building regulations, adding that close coordination with provincial governments would help minimise losses during natural disasters. National Food Security Minister Rana Tanveer Hussain highlighted the country’s growing need for additional water storage to address both floods and future shortages. He said major infrastructure projects, including the Diamer-Bhasha Dam, Mohmand Dam, Dasu project and Karachi’s K-IV water supply scheme, would significantly strengthen Pakistan’s water resources once completed. Finance Minister Muhammad Aurangzeb described climate change and rapid population growth as two of the country’s most pressing long-term challenges. He said Pakistan is now in a stronger financial position to respond to emergencies than it was during the devastating floods of 2022 and credited the NDMA’s National Emergencies Operation Centre (NEOC) for improving forecasting and disaster preparedness through advanced monitoring systems. Information Minister Attaullah Tarar said preparations for the monsoon season had begun months in advance under the directives of Prime Minister Shehbaz Sharif. He praised the NEOC’s early warning capabilities for helping reduce casualties and property damage by providing timely alerts through the media and the NDMA mobile application. Tarar also urged citizens to remain vigilant and follow official advisories as heavy rainfall continues across the country. Meanwhile, the flood situation remains concerning in several regions. Although water levels in the Chenab River have shown signs of improvement, low-level flooding continues along parts of the Indus River. Punjab and Khyber Pakhtunkhwa have recorded the highest number of casualties, with many deaths resulting from collapsing houses, electrocution and lightning strikes. Gilgit-Baltistan remains one of the hardest-hit areas, where flash floods, landslides and mudflows have caused widespread destruction. Disaster management authorities reported damage to 184 houses, the destruction of nine bridges and nearly eight kilometres of roads, while dozens of disaster incidents have been recorded across the region. The Pakistan Meteorological Department has warned that the approaching weather system could trigger widespread heavy rainfall, urban flooding, flash floods and rising river levels in Islamabad, Punjab, Khyber Pakhtunkhwa, Azad Jammu and Kashmir and Gilgit-Baltistan. Authorities say emergency response teams have been placed on alert as efforts continue to protect lives, infrastructure and communities during the ongoing monsoon season.

      A petition submitted to the Islamabad High Court (IHC) has challenged President Asif Ali Zardari’s delay in approving the appointment of judges to several high courts across Pakistan. The petitioner argues that the president’s failure to act on the recommendations has created a serious constitutional issue and worsened the shortage of judges, affecting the country’s justice system. The petition was filed by Advocate Luqman Zafar Chaudhry through his legal counsel, Zahid Asif Chaudhry. It requests the court to issue a writ of mandamus directing the president, through his secretary, to immediately approve the summary sent by the prime minister. The summary contains the recommendations of the Judicial Commission of Pakistan (JCP) for appointments to the Islamabad, Lahore, Sindh, and Balochistan High Courts, along with the confirmation of several additional judges. According to the petition, the Judicial Commission, chaired by the Chief Justice of Pakistan, completed the constitutional process by finalizing its recommendations on July 20 and 21. These recommendations were subsequently forwarded to the president under Article 48 of the Constitution through the prime minister. However, the president has neither approved the summary nor returned it for reconsideration, despite the constitutional process requiring timely action. The petitioner maintains that Article 48 allows the president to return the prime minister’s advice only once within 15 days for reconsideration. Beyond that, the Constitution does not permit indefinite delay or silence. Therefore, the petition argues that the president is constitutionally obligated to approve the recommendations once the prescribed period has passed. It further states that the delay disrupted the oath-taking ceremony for the recommended judges, which had been scheduled for July 27. As a result, the ceremony was postponed indefinitely, leaving several judicial positions vacant and increasing the burden on existing judges. The petition also argues that the president’s inaction effectively transforms a ceremonial constitutional responsibility into an unauthorized veto power, something the Constitution does not allow. It claims this undermines judicial independence protected under Articles 2A and 175(3) of the Constitution. Referring to previous Supreme Court judgments, the petitioner emphasizes that judicial appointments must be completed through a transparent, collaborative, and time-bound constitutional process without executive interference. The petition also compares the president’s role under Article 48 with Article 75, which governs presidential assent to legislation and similarly requires action within a specified timeframe. According to the petitioner, the continued delay has created an acute shortage of judges, slowing the disposal of cases and affecting citizens’ constitutional rights to a fair trial and access to justice under Articles 9, 10A, and 25. The petition also raises concerns that the delay may have been influenced by political considerations rather than constitutional requirements. Citing media reports and public statements, it requests the court to determine when the Presidency received the summary, seek an explanation for the delay, declare the continued inaction unlawful, and prevent any action inconsistent with the Judicial Commission’s recommendations until the case is decided. The controversy has emerged amid a wider constitutional debate regarding the president’s authority in judicial appointments. While earlier Supreme Court decisions have held that the president cannot reject recommendations made by the Judicial Commission, Article 175A(8) does not clearly specify how quickly the president must act. Legal experts believe the issue may ultimately require judicial interpretation to clarify the constitutional limits of the president’s role in the appointment process.

    Islamabad district courts begin summer break

    The summer vacation in Islamabad’s district and sessions courts began on Saturday and will continue until August 31, according to the official schedule issued by the judicial authorities. The district judiciary announced that regular court proceedings will remain suspended during the vacation period. However, essential judicial work will continue through designated duty judges to ensure that urgent legal matters are addressed without delay. The Sessions Judges of both the East and West divisions issued separate duty rosters for the summer break. Under the schedule, one additional sessions judge and one judicial magistrate will remain on duty in each division throughout the vacation period. The duty judges will hear urgent cases requiring immediate judicial intervention. These include matters related to physical remand, judicial remand, bail applications and other emergency cases that cannot be postponed until the courts reopen after the holidays. The arrangement has been made to ensure that litigants continue to have access to the courts for urgent legal relief despite the suspension of regular proceedings. Judicial officials said the vacation roster has been prepared to maintain the smooth functioning of the district judiciary while allowing judges and court staff to observe the annual summer recess. The district and sessions courts are expected to resume their normal schedule after the summer vacation concludes on August 31. Until then, only cases of an urgent nature will be taken up by the designated duty judges in both the East and West judicial divisions of Islamabad.

The couple eventually divorced, and their difficult breakup became one of the most talked-about stories from their season.  Their relationship continued to make headlines after filming ended. In 2015, Castro filed a restraining order against Ryan and made serious allegations concerning threats toward her and her family. Ryan disputed the allegations at the time. The former couple ultimately went their separate ways.  Following news of Ryan’s death, his sister, Melissa DeNino, shared an emotional tribute on social media.
