DSP among three killed in Balochistan attacks

Three people, including a deputy superintendent of police (DSP), were martyred in separate attacks across Balochistan, officials said.

The incidents were reported in Barkhan, Kech and Chagai districts. A truck driver was also injured during one of the attacks.

Six labourers were abducted in Kech. Meanwhile, five trailers and two gas bowsers were set on fire in Chagai.

In Barkhan, DSP Rakhni Murid Bugti was killed when armed men opened fire on his police vehicle. The incident occurred near Khatta Chowki on Tuesday evening.

The DSP was reportedly patrolling the area when the attackers targeted his vehicle.

Police, Frontier Corps (FC), Counter-Terrorism Department (CTD) personnel and other security forces reached the area after the attack.

The security personnel launched a search operation to trace the attackers. Authorities also increased security around the area.

Another deadly incident occurred near Kalatak in Turbat, the district headquarters of Kech.

According to officials, armed men stopped a vehicle carrying seven labourers on Monday night. The attackers opened fire on the vehicle.

Javed Khan, a resident of Swabi district in Khyber-Pakhtunkhwa, was killed in the attack.

The attackers then abducted the other six labourers. Four of those abducted belong to Punjab, while two are from Khyber-Pakhtunkhwa.

A passer-by was also caught in the crossfire. Abdul Razzaq, a resident of Solband, was killed in the incident.

Police and security agencies launched a search operation after receiving information about the abduction. Efforts were underway to locate and recover the missing labourers.

In another incident, armed men blocked the N-40 highway in Chagai during the same night.

The highway connects Quetta with Taftan and is an important route in the region.

The attackers reportedly blocked the road at Padag. They also opened fire outside a roadside hotel.

The assailants later set five trailers and two gas bowsers on fire. A truck driver sustained injuries during the firing.

Law enforcement personnel reached the area soon after the attack. Police and other security agencies launched a search operation to locate those responsible.

Investigators also cordoned off the affected area and began collecting evidence.

      A petition submitted to the Islamabad High Court (IHC) has challenged President Asif Ali Zardari’s delay in approving the appointment of judges to several high courts across Pakistan. The petitioner argues that the president’s failure to act on the recommendations has created a serious constitutional issue and worsened the shortage of judges, affecting the country’s justice system. The petition was filed by Advocate Luqman Zafar Chaudhry through his legal counsel, Zahid Asif Chaudhry. It requests the court to issue a writ of mandamus directing the president, through his secretary, to immediately approve the summary sent by the prime minister. The summary contains the recommendations of the Judicial Commission of Pakistan (JCP) for appointments to the Islamabad, Lahore, Sindh, and Balochistan High Courts, along with the confirmation of several additional judges. According to the petition, the Judicial Commission, chaired by the Chief Justice of Pakistan, completed the constitutional process by finalizing its recommendations on July 20 and 21. These recommendations were subsequently forwarded to the president under Article 48 of the Constitution through the prime minister. However, the president has neither approved the summary nor returned it for reconsideration, despite the constitutional process requiring timely action. The petitioner maintains that Article 48 allows the president to return the prime minister’s advice only once within 15 days for reconsideration. Beyond that, the Constitution does not permit indefinite delay or silence. Therefore, the petition argues that the president is constitutionally obligated to approve the recommendations once the prescribed period has passed. It further states that the delay disrupted the oath-taking ceremony for the recommended judges, which had been scheduled for July 27. As a result, the ceremony was postponed indefinitely, leaving several judicial positions vacant and increasing the burden on existing judges. The petition also argues that the president’s inaction effectively transforms a ceremonial constitutional responsibility into an unauthorized veto power, something the Constitution does not allow. It claims this undermines judicial independence protected under Articles 2A and 175(3) of the Constitution. Referring to previous Supreme Court judgments, the petitioner emphasizes that judicial appointments must be completed through a transparent, collaborative, and time-bound constitutional process without executive interference. The petition also compares the president’s role under Article 48 with Article 75, which governs presidential assent to legislation and similarly requires action within a specified timeframe. According to the petitioner, the continued delay has created an acute shortage of judges, slowing the disposal of cases and affecting citizens’ constitutional rights to a fair trial and access to justice under Articles 9, 10A, and 25. The petition also raises concerns that the delay may have been influenced by political considerations rather than constitutional requirements. Citing media reports and public statements, it requests the court to determine when the Presidency received the summary, seek an explanation for the delay, declare the continued inaction unlawful, and prevent any action inconsistent with the Judicial Commission’s recommendations until the case is decided. The controversy has emerged amid a wider constitutional debate regarding the president’s authority in judicial appointments. While earlier Supreme Court decisions have held that the president cannot reject recommendations made by the Judicial Commission, Article 175A(8) does not clearly specify how quickly the president must act. Legal experts believe the issue may ultimately require judicial interpretation to clarify the constitutional limits of the president’s role in the appointment process.

    Ancient Roman shipwreck found off Sicily carrying hundreds of 2,000-year-old amphorae

    Italian authorities have uncovered an ancient Roman merchant ship off the coast of Sicily, dating back to the 2nd or 1st Century BC. The vessel was discovered lying 46 metres underwater roughly three nautical miles off Mazara del Vallo. Measuring 21 metres long and 6 metres wide, the vessel’s cargo holds remain piled with hundreds of well-preserved amphorae, primarily Dressel 1A ceramic jars used during the late Roman Republic to transport commodities such as wine, olive oil, and grain. Italian Culture Minister Alessandro Giuli described the site as “one of the most important underwater archaeological discoveries of recent years”. Local fisherman and free-diver Giacomo De Mola first flagged the site after detecting an anomaly on his sonar scanner that resembled a massive reef or rock. Upon diving down to investigate, he encountered the intact cargo mound surrounded by marine life. Following De Mola’s report, specialist divers from the Carabinieri Command for the Protection of Cultural Heritage (Carabinieri Art Squad), working alongside the Sicilian Region’s Superintendency of the Sea, were dispatched to survey and document the seabed.     ISLAMABAD: The Supreme Court of Pakistan has ruled that contractors cannot pursue additional financial claims or seek arbitration after voluntarily accepting a final settlement, reinforcing the binding nature of contractual agreements. A three-member bench headed by Chief Justice Yahya Afridi, alongside Justice Irfan Saadat Khan and Justice Aqeel Ahmed Abbasi, dismissed a petition seeking permission to appeal against an earlier ruling of the Peshawar High Court. Justice Irfan Saadat Khan authored the judgment. The dispute originated from a construction contract awarded in December 1993 for the Hayatabad Medical Complex in Peshawar. During the project, the contractor sought additional payments, citing delays and funding shortages. According to the judgment, the company later accepted Rs88.555 million as final payment and signed a No Demand Certificate, formally giving up its right to pursue further financial claims under the contract. Despite the settlement, the contractor subsequently approached the courts seeking arbitration over additional demands. The trial court and the Peshawar High Court rejected the request, and the Supreme Court has now upheld those decisions. The apex court clarified that once a party willingly accepts final payment and signs a No Demand Certificate, it cannot reopen financial claims or invoke arbitration unless it can establish that the settlement was secured through fraud, coercion or undue influence. The court stressed that voluntarily concluded agreements must remain enforceable, particularly in public-sector development projects where contractual certainty is essential. It warned that allowing settled disputes to be reopened without evidence of wrongdoing could weaken confidence in contracts and create uncertainty in commercial dealings.
