Government reviews splitting LESCO, MEPCO before privatisation

The Ministry of Privatisation has established a high-level Technical Committee to examine the feasibility of dividing the Lahore Electric Supply Company (LESCO) and Multan Electric Power Company (MEPCO) into two or three smaller power distribution companies before their proposed privatisation, according to informed sources.

The move is part of the government’s broader strategy to reform Pakistan’s power distribution sector and make state-owned electricity companies more attractive for private investment. LESCO and MEPCO currently serve the largest geographical areas and consumer bases among the country’s distribution companies (DISCOs), prompting officials to assess whether restructuring them into smaller entities could improve operational efficiency and facilitate the privatisation process.

Technical Committee Constituted

The committee is headed by Sajid Akram, Adviser (Power) at the Privatisation Commission. Other members include Ghulam Rasool, Joint Secretary at the Privatisation Commission; Imran Hafeez, Additional Director Tariff at the National Electric Power Regulatory Authority (NEPRA); and Abid Lodhi, Managing Director of the Power Planning and Monitoring Company (PPMC).

The committee has been tasked with conducting a comprehensive review of the proposal and submitting recommendations to the government after evaluating its technical, operational and strategic implications.

Weak Performance Raises Concerns

Officials familiar with the matter said that both LESCO and MEPCO have consistently faced operational challenges, particularly in controlling electricity theft, reducing transmission and distribution losses, and improving bill recovery. These issues have affected their financial performance and have remained a major concern for policymakers pursuing reforms in the power sector.

Recent audit reports for the fiscal year 2024-25 also highlighted unsatisfactory performance by both companies, reinforcing the need for structural reforms before moving ahead with the privatisation programme.

MEPCO: Pakistan’s Largest Distribution Company

MEPCO was incorporated in 1998 as a public sector company and operates under a permanent electricity distribution licence issued by NEPRA. The company is wholly owned by the Government of Pakistan through the Ministry of Energy.

Serving nearly 8.76 million consumers across 13 districts of southern Punjab, MEPCO is the country’s largest electricity distribution company in terms of customer base. Its extensive network includes more than 82,000 kilometres of distribution lines and over 780 grid stations, supplying electricity across a vast region bordering three provinces.

The company has initiated several modernisation projects, including the deployment of Advanced Metering Infrastructure (AMI), commonly known as smart metering, and digital billing systems aimed at improving transparency, reducing losses and enhancing customer services.

LESCO Serving Over Seven Million Consumers

LESCO also began operations in 1998 and supplies electricity to approximately 7.05 million consumers across Lahore, Kasur, Sheikhupura, Nankana Sahib and Okara. Its consumer base includes domestic, commercial, industrial, agricultural and bulk supply customers.

The company’s operational network is divided into eight circles supervised by Superintending Engineers and 41 divisions managed by Executive Engineers to oversee field operations.

In recent years, LESCO has accelerated efforts to modernise its infrastructure through the installation of smart meters, with plans to convert its entire consumer base to the Advanced Metering Infrastructure by 2029.

However, the company continues to face significant operational hurdles, including shortages of transformers and electricity meters, resulting in delays in providing new connections and replacing faulty equipment. These issues have drawn criticism from regulators and consumers alike.

Committee’s Terms of Reference

According to the approved Terms of Reference (ToRs), the Technical Committee will:

Assess the feasibility of splitting LESCO and MEPCO into two or three smaller distribution companies.

Examine the potential advantages and disadvantages of such restructuring in line with the National Electricity Plan, the government’s Power Policy and the ongoing privatisation programme.

Review whether similar committees were constituted in the past and analyse their findings, recommendations and implementation status.

The committee’s recommendations are expected to play an important role in determining whether the government proceeds with restructuring the two major DISCOs before offering them for privatisation.

    ISLAMABAD: The prices of several essential food and household items have recorded significant changes over the past year, with onions and tomatoes witnessing some of the sharpest increases, according to the latest data released by the Bureau of Statistics. The data showed that onion prices jumped by 132.52% on a year-on-year basis, making the vegetable one of the biggest contributors to the increase in food costs. The data further showed that banana prices increased by 17.66% during the year. Mutton became 15.98% more expensive, while beef prices recorded an increase of 13.54%. However, several food items became cheaper compared with their prices a year earlier. Potato prices declined by around 30%, providing some relief to consumers. Sugar prices fell by 19.10%, while chicken became 17.68% cheaper. Egg prices also registered a year-on-year decline of 17.41%, while gram prices dropped by more than 13%. The statistics further revealed that prices of lentils and masoor decreased by 12.29%, while jaggery became around 6% cheaper over the year.

    LAHORE: Senior journalists, defence analysts and experts have described the Makkah Joint Defence Pact between Pakistan, Saudi Arabia and Türkiye as a significant step towards strengthening regional peace, collective security and strategic cooperation. The views were expressed during a panel discussion titled “Makkah Pact: Peace, Security and Stability,” organised by the Press Information Department (PID) Lahore. PID Lahore Director General Shafqat Abbas said the agreement was not directed against any particular country but was intended to strengthen peace, stability, mutual confidence and collective security. He stressed that dialogue, diplomacy and cooperation should remain the preferred means of resolving regional disputes. He said Pakistan, Saudi Arabia and Türkiye brought different strengths and experiences to the partnership, creating opportunities for closer cooperation in defence, diplomacy, economics and strategic affairs. According to him, modern national power extended beyond military strength and depended equally on a strong economy, quality education, scientific advancement, technology, skilled human resources and effective diplomacy. Shafqat Abbas called for greater efforts to convert Pakistan’s defence capabilities and achievements into economic opportunities through investment in education, research, technology, skills development and exports. He said a combination of strong defence and economic stability could enable Pakistan to play a more influential role internationally. Senior journalist and analyst Mujeebur Rehman Shami highlighted Pakistan’s achievements in defence, diplomacy and foreign relations since independence. He praised Pakistani diplomats for enhancing the country’s international standing despite limited resources and stressed the urgent need to improve education, technical skills, research and scientific development. He also called for higher exports, improved productivity and stronger economic policies, saying that Pakistan’s defence successes should ultimately contribute to broader economic progress. Senior journalist Salman Ghani said the pact combined the unique strengths of its three members, describing Pakistan as a country with significant defence capabilities, Saudi Arabia as a major economic power and Türkiye as an important player in defence technology and military production. He said the partnership could open new avenues for investment, economic cooperation and regional stability. Defence analyst Colonel (retd) Abid said Pakistan’s political and military leadership had played an important role in developing the agreement. He noted that the pact carried implications beyond defence and could influence regional diplomacy, economic relations and strategic cooperation. Former Vice Chancellor of Home Economics University Dr Faleha Afzal said the agreement had further demonstrated Pakistan’s potential role in promoting peace and stability and expressed hope that other Muslim countries would eventually participate in similar cooperative initiatives. Columnist Malik Salman stressed the importance of mutual trust and collective security among Muslim countries, while urging Pakistan to maintain a balance between defence preparedness and economic development. Government College University Lahore Urdu literature professor Dr Farzana Riaz said the pact could create new opportunities for unity and cooperation among Muslim countries and encourage joint efforts to address shared regional challenges. Journalist Noorullah said the agreement could contribute to greater peace and stability in the region, but stressed the need for a comprehensive strategy to convert Pakistan’s strategic and defence strengths into tangible economic and diplomatic gains. The participants agreed that closer cooperation among Pakistan, Saudi Arabia and Türkiye could have wider implications for regional peace, defence coordination, diplomacy and economic development. They called on Muslim countries to overcome differences, focus on common interests and pursue peace, development and collective security through dialogue and coordinated efforts. Concluding the session, Shafqat Abbas thanked the participants and said discussions of this nature were important for increasing public understanding of major national and international developments and encouraging informed debate.
