Government sets Rs1.676 trillion petroleum levy target for FY27

The federal government has set an ambitious target of Rs1.676 trillion in petroleum levy (PL) collections for fiscal year 2026-27 (FY27), with the revenue plan based on an average levy of Rs80 per litre on petrol and High Speed Diesel (HSD).

Minister for Energy (Petroleum Division) Ali Pervaiz Malik disclosed the details in a written response submitted to the National Assembly, explaining that the government is gradually restoring the petroleum levy in accordance with the revenue target approved under the federal budget.

The levy has been adjusted several times since the beginning of the fiscal year as the government attempted to balance revenue requirements with the impact of fluctuations in international oil prices.

According to the minister, the government had reduced the levy during a period of volatility in global oil markets to provide some relief to consumers. However, as part of its fiscal strategy and commitments to international financial institutions, the levy is now being increased in phases.

Petroleum Levy Revised Multiple Times

The petroleum levy structure underwent a series of changes during July and August.

On July 1, the levy stood at Rs66.64 per litre on petrol and Rs79.54 per litre on HSD. A day later, on July 2, the rates were revised downward to Rs64.14 on petrol and Rs77.04 on HSD.

The rates were subsequently changed again on July 4, when the levy on petrol was raised to Rs70.36 per litre, while the HSD levy was set at Rs70.82 per litre.

The levy on petrol eventually reached the government’s budgeted benchmark of Rs80 per litre on July 11.

The adjustment on HSD took place more gradually. The levy was increased in stages during August and reached Rs78.28 per litre on August 14. By August 20, the government had raised the levy to Rs80 per litre on both petrol and HSD, bringing both products in line with the budget assumption.

As a result, the petroleum levy on petrol increased by Rs13.36 per litre between July 1 and August 20.

Revenue Target Linked to Fiscal Commitments

Responding to questions in the National Assembly, Malik said the petroleum levy collection target forms part of the government’s approved federal budget and is connected with broader fiscal commitments made with international financial institutions.

The minister clarified that the Petroleum Division had not conducted a separate assessment of the impact of the levy on individual categories of consumers.

The government is relying on petroleum levy receipts as an important source of non-tax revenue as it works to meet its overall fiscal targets for the financial year.

The levy is particularly significant for the government’s revenue strategy because changes in the rate directly affect the amount collected from petroleum products sold in the domestic market.

Relief Depends on Fiscal Space

When asked whether the government could reduce the petroleum levy to provide relief to consumers, the minister said any decision would depend on several factors, including the government’s available fiscal space, revenue requirements, commitments to international financial institutions and movements in global oil prices.

Malik also maintained that the government attempts to pass on the benefit of lower international petroleum prices to domestic consumers whenever fiscal conditions allow.

This means that any substantial reduction in the petroleum levy or domestic fuel prices in the coming months is likely to depend on a combination of global oil market trends and the government’s budgetary position.

The government’s decision to restore the levy to Rs80 per litre comes as authorities seek to strengthen revenue collection while simultaneously managing fuel prices and their impact on inflation and household budgets.

For consumers, the levy remains a key component of the final retail price of petroleum products. Any increase or decrease in the levy can therefore influence the price paid at fuel stations, although the final price also depends on international oil prices, exchange-rate movements and other applicable taxes and charges.

With the FY27 petroleum levy target set at Rs1.676 trillion, the government is expected to closely monitor both international energy prices and domestic revenue performance as it seeks to meet its fiscal commitments without placing additional pressure on consumers.

    Seven professors of the Federal Urdu University’s Gulshan Campus in Karachi have been issued notices in connection with an attempted attack on the university’s security in-charge. Police said the notices were issued under Section 160 of the Code of Criminal Procedure. The professors have been asked to appear and record their statements regarding the incident. Police clarified that none of the seven professors has been nominated as an accused in the case. The development has, however, triggered a protest among university teachers. Faculty members objected to the inclusion of the seven professors in the investigation. They said the professors hold positions in the teachers’ association representing both campuses of the university. According to the protesting teachers, the professors have been actively raising issues concerning employees’ rights for several months. The teachers said their campaign focuses on unpaid salaries, housing ceiling allowances and pension-related matters. They alleged that the professors were being targeted because they had raised their voices over these issues. The protesters rejected any attempt to link the teachers’ rights campaign with the attack case. They demanded that the investigation should remain fair and should not be used to pressure university employees. The teachers also said their struggle for pending financial benefits would continue. They specifically referred to 27 months of housing ceiling allowances, along with salary and pension-related demands. The faculty members called for the matter to be handled according to law. They also urged authorities to ensure that teachers are not unnecessarily harassed during the investigation. Police, meanwhile, maintained that the notices were issued only to record statements related to the incident. Punjab Minister for Information and Culture Azma Bokhari strongly criticised PPP spokespersons, saying they should choose their words carefully and learn to respect their elders. She said it was ironic that people she described as coming from a “blackmailing mandate” were now taunting others.  Bokhari said PPP leaders repeatedly mock a person old enough to be their father by making faces and chanting “Raiwind, Raiwind.” She asked whether PPP leaders did not consider it disrespectful when their own leader ridicules someone of a father’s age. She said PPP leaders had turned Raiwind into a subject of mockery and routinely insult senior figures through their gestures and remarks.The minister warned that if such language continued, it would be met with an appropriate response. She said Bilawal Bhutto was not a figure beyond criticism. She further accused him of repeatedly naming Punjab’s cities in his speeches to spread what she called falsehoods and misleading propaganda, questioning whether his conduct was serious at all. The sharp exchange came on the same day that preparations for a PPP workers’ convention at Greater Iqbal Park were halted. The Lahore district administration said the party had not secured formal written permission for the event, even though a stage and other arrangements were already in place. The convention had been planned for July 25, ahead of celebrations marking President Asif Ali Zardari’s birthday on July 26.  District authorities questioned why preparations had begun without official approval and asked PPP leadership to explain. Lahore PPP President Faisal Mir said the party had moved ahead after receiving verbal assurances from the Punjab Chief Minister’s Office that there was no objection to the event. He said preparations were made in good faith, but officials later stepped in and stopped the work.Mir criticised the administration, saying access to the venue had been restricted and vehicles carrying chairs and other equipment had been blocked from reaching the site. He said the party remained committed to holding the convention peacefully and said he was ready to face arrest if needed.The Chief Minister’s Office did not comment on claims that approval had been given through the chief minister’s principal secretary. PPP leaders shared videos on social media showing workers, the stage and seating arrangements already prepared, signalling the party’s intent to proceed regardless.Party sources admitted that written permission had not been obtained but argued that verbal approval was enough to begin preparations. They said local police had been informed of the gathering in advance.The convention was expected to feature PPP Chairman Bilawal Bhutto Zardari addressing workers through video link, along with senior leaders including Raja Pervaiz Ashraf, Hassan Murtaza and Qamar Zaman Kaira. Officials said permission could still be granted if formalities were completed, but noted that approving the event without standard procedure could complicate similar requests from other parties, including the Pakistan Tehreek-e-Insaf, which is seeking permission for a Lahore gathering next month.Taken together, the harsh words from Bokhari and the administrative roadblock facing PPP’s convention point to a provincial government and opposition party growing increasingly hostile toward one another, with neither side showing signs of backing down.

    Taiwan to test shifting weapons production during major military exercise

The exercise will take place as part of Taiwan’s annual Han Kuang war games, scheduled from August 5 to August 14. According to the Ministry of National Defense, the scenario will simulate China using its regular military exercises as cover to prepare for a full scale invasion. Taiwan’s armed forces will respond by immediately increasing combat readiness and launching rapid defensive operations. One of the main objectives is to determine whether industrial production can be spread across different locations without disrupting the supply of military equipment. Officials say maintaining manufacturing capacity during wartime is essential because China would likely target command centers, ports, logistics networks and defence factories early in any military campaign. Beijing considers Taiwan part of its territory and has never ruled out using force to bring the island under its control. Taiwan strongly rejects those claims, maintaining that it is already a self governed and independent nation. Major General Lu Wen-yuan, who heads the Joint Operations Division, said the exercise will assume that Chinese forces use their routine annual military drills to hide preparations for a large scale assault. Under the scenario, Taiwan will activate emergency measures and begin moving critical defence production away from vulnerable locations. The drills will include the simulated relocation of the Armaments Bureau’s 202nd Arsenal in Taipei. Civilian factories responsible for assembling complete military systems will also be mobilized after emergency orders are issued. The exercise is designed to measure how quickly industries can shift operations while continuing to meet the military’s needs during a crisis. Taiwan will also examine its ability to keep vital shipping routes open if conflict disrupts normal transport. The navy and coast guard will conduct joint operations using personnel, equipment and live ammunition. These exercises will include escorting shipments of essential supplies, protecting coastal areas, carrying out maritime law enforcement missions and testing upgraded coast guard vessels. The military planning comes as Taiwan reports a noticeable increase in Chinese coast guard activity around the island. Officials in Taipei believe the growing presence could signal greater pressure on Taiwan’s eastern coastline and threaten sea routes that are critical for importing fuel, food and other strategic supplies. For the first time, the Han Kuang exercises will also include a nationwide communications test. Mobile internet speeds will be deliberately reduced during parts of the ten day exercise to assess how the public and emergency services would communicate if network capacity became limited because of natural disasters or military action. Authorities hope the test will help identify weaknesses in emergency communication systems and improve the island’s ability to function during a prolonged crisis. The expanded drills reflect Taiwan’s efforts to strengthen its overall resilience against potential military threats. By preparing industries, transport networks and communication systems for wartime conditions, officials aim to ensure that the island can continue supporting both its armed forces and civilian population even if key infrastructure comes under sustained attack.
