Justice Sardar Ali Akbar Dogar has emerged as the highest-performing judge of the Lahore High Court during the judic ial summer vacations, disposing of the largest number of cases among all judges, according to the court’s weekly disposal report.

The report, released on July 31, 2026, states that a total of 425 cases were decided at the Principal Seat of the Lahore High Court in Lahore between July 27 and July 31, 2026.

According to the report, a Division Bench comprising Justice Mirza Waqas Rauf and Justice Sardar Ali Akbar Dogar disposed of 44 cases during the reporting period. Meanwhile, Justice Dogar, sitting as a Single Bench judge, disposed of an impressive 381 cases, making him the highest case-disposing judge during the vacation week.

The report further reveals that the Single Bench disposed of 57 habeas corpus petitions, 33 pre-arrest bail applications, 27 post-arrest bail petitions, and 12 petitions seeking cancellation of bail.

Justice Dogar also decided 32 petitions seeking the quashment of FIRs, 53 petitions relating to the registration of criminal cases, 63 petitions alleging police harassment, and 74 petitions concerning unlawful detention and illegal confinement.

In addition, the court disposed of five petitions involving national identity cards and citizenship issues, while 14 cases of a religious nature were also decided during the same period.

The Lahore High Court’s weekly report notes that the disposal statistics cover the period from July 27 to July 31, 2026. However, it also clarifies that the figures remain subject to official verification before being treated as final.

      Islamabad: The Federal Board of Revenue (FBR) has introduced a new mechanism to speed up sales tax registration for low-risk applicants, allowing eligible and complete applications to be processed within three working days. The measure was announced through Sales Tax General Order No. 20 of 2026, issued by the Revenue Division on August 24, 2026. The order is aimed at making the registration process faster, more transparent and business-friendly while retaining safeguards against fraudulent or suspicious registrations. Under the new system, applications submitted through the FBR’s IRIS system will be assessed according to risk-based parameters. Applicants classified as low-risk through the computerized system will receive priority treatment, provided their applications contain all required information and documents. According to the order, the relevant Local Registration Office (LRO) will be required to complete the registration process for eligible low-risk applicants within three working days. Officials have been directed to avoid unnecessary delays in processing such applications. The FBR has also restricted registration offices from seeking additional documents from low-risk applicants unless those documents are specifically required under the Sales Tax Act, 1990, the Sales Tax Rules, 2006, or are demanded by the computerized risk-management system. Another major feature of the new procedure is the introduction of pre-registration certification for manufacturers. Sector-specific trade associations operating under the Federation of Pakistan Chambers of Commerce and Industry (FPCCI) will be able to certify the credentials of their member applicants before registration. The certification will cover key details including the applicant’s manufacturing activity, business premises and membership of the relevant trade association. However, the FBR has clarified that such certification is intended only as a facilitation measure and will not replace any legal or statutory requirement for sales tax registration. The new order also establishes clearer procedures for dealing with incomplete applications. If an application does not meet the required conditions, the applicant must be informed within seven days and provided with specific reasons for the objection. The FBR has prohibited registration officials from raising vague or generalized objections. This requirement is intended to provide applicants with greater clarity about deficiencies in their applications and allow them to address issues without unnecessary delays. For manufacturers, the order requires concerned LROs to conduct pre-physical verification under Rule 5(3) of the Sales Tax Rules, 2006 within three working days. Applications considered high-risk or suspicious, however, will remain subject to enhanced scrutiny and additional verification. The FBR said the initiative forms part of broader efforts to facilitate businesses, reduce administrative delays and encourage genuine manufacturers to enter the formal tax system. By involving recognized trade bodies in the initial verification process, the tax authority hopes to make better use of industry-level information while retaining the final decision-making authority with the relevant tax offices. The General Order has been circulated among all Chief Commissioners Inland Revenue, Commissioners, the Director General of IT and PRAL for immediate implementation. The FBR has also emphasized that classification as a low-risk applicant does not provide permanent immunity from scrutiny. If false information, misrepresentation or fraudulent documentation is discovered at a later stage, the applicant may still face subsequent verification and action under the applicable law. The new framework is therefore designed to combine faster registration for legitimate businesses with continued monitoring of applicants who may pose tax or compliance risks.

    PM orders digital overhaul of oil sector

    Prime Minister Shehbaz Sharif on Friday directed the Oil and Gas Regulatory Authority (Ogra) to implement a modern digital monitoring system across Pakistan’s oil and gas sector to improve transparency, eliminate hoarding and curb profiteering. The directive was issued during a high-level meeting chaired by the prime minister to review Ogra’s institutional reforms and measures aimed at strengthening the regulator’s performance. The prime minister said the government was committed to protecting public money and would not allow anyone to exploit consumers or manipulate the country’s energy system for personal gain. He instructed authorities to accelerate Ogra’s reform process and ensure that the government’s institutional reform agenda was implemented effectively across the organisation. Shehbaz Sharif also directed officials to develop a comprehensive digital tracking mechanism for fuel movement, using the Federal Board of Revenue’s modern tracking system as a model. He said the system should closely monitor the transportation of petroleum products from ports and refineries to fuel stations across the country. The prime minister stressed that digital oversight of the entire fuel supply chain would help improve transparency, reduce irregularities and strengthen regulatory enforcement. To improve Ogra’s institutional capacity, he called for the induction of qualified professionals from the private sector with strong reputations and relevant expertise. He also ordered the restructuring of the authority, saying appointments to all positions should be made through a transparent and merit-based process.     Islamabad: A representation submitted before the President of Pakistan has requested an early decision in a workplace harassment case involving Dr. Shahzad Ali Khan and Dr. Ayesha Khan, after the applicant claimed the matter remained pending despite the completion of hearings. The application was addressed to the President of the Islamic Republic of Pakistan through the Secretary to the President, seeking directions for an early decision on Representation No. 18/WO/2026 pending before the Consultant to the President. According to the application, the Federal Ombudsperson for Protection Against Harassment of Women at Workplace (FOSPAH) issued an order on 13 February 2026, dismissing Dr. Shahzad Ali Khan’s complaint and ordering his removal from service. The applicant later filed a representation under Section 9 of the Protection Against Harassment of Women at Workplace Act, 2010. The representation states that both parties appeared before the Consultant to the President and presented their arguments. After hearing the matter, the Consultant reserved the decision on 12 May 2026, but according to the application, the final decision has not yet been announced. The applicant argued that unnecessary delay in deciding the representation is increasing difficulties and hardship, requesting that the matter be decided without further delay according to legal principles of timely justice. The case relates to proceedings under the workplace harassment law involving Dr. Shahzad Ali Khan and Dr. Ayesha Khan. The President Secretariat had earlier issued hearing notices regarding the representation against the FOSPAH order dated 13 February 2026 in Complaint No. FOH HQR H/0341/2025. The President Secretariat scheduled hearings before Mr. Justice (Retired) Irfan Qadir, Consultant Legal Affairs to the President, first on 2 April 2026 and later refixed the matter for 12 May 2026. The notices stated that the matter would be decided on the basis of available record. The dispute has attracted attention because the representation challenges a previous order passed by FOSPAH, while the final decision on the pending matter remains awaited. The available record shows that filing a representation does not itself establish innocence or final relief. The matter remains subject to examination under the applicable legal process, and the final outcome depends on the decision of the competent authority.

He made this announcement while addressing a high-level meeting at National Hockey Stadium on Wednesday. The meeting was attended by Punjab University Director Sports Shabbir Sarwar, Lahore College for Women University Director Sports Sumaira Sattar, Kinnaird College representative Nazish, Deputy Director Zahoor Ahmad, University of Lahore representatives Javed and Irfanullah, along with other officials. The key meeting was convened to review the preparations for the mega tournament. Former Pakistan women’s cricket team captain Nida Dar attended the meeting and briefed the participants on arrangements and preparations for the women’s competitions. Addressing the meeting, Director General Sports Punjab Muhammad Tariq Qureshi informed that the four participating women’s cricket teams are – Cholistan Champions, Potohar Pride, Chenab Challengers and Indus Invincibles. “CM Punjab Champions League will provide a suitable platform to talented female cricketers to demonstrate their cricketing potential”. Director General Sports Punjab Muhammad Tariq Qureshi said the CM Punjab Champions League matches of women cricket teams will be organized at Nawab Town Cricket Stadium while men’s 12 teams will play their matches at the LCCA Ground, Ashiana Cricket Stadium, Garhi Shahu Railway Ground and Gaddafi Stadium from August 3 to 9. Director General Sports Punjab Muhammad Tariq Qureshi said that the number of participating women’s teams would be enhanced in the next edition of the CM Punjab Champions League. “We are quite confident that the CM Punjab Champions League would help a lot in identifying highly talented young women cricketers.”
