New Delhi marks Pakistan’s Independence Day with zeal

Pakistan’s 79th Independence Day was celebrated with patriotic spirit at Pakistani diplomatic missions in New Delhi, Dhaka and Tehran. Diplomats, Pakistani communities and local guests participated in the ceremonies.

In New Delhi, the Pakistan High Commission organised a special Independence Day ceremony. Chargé d’Affaires Saad Ahmad Waraich attended the event along with officers, staff members and their families.

Waraich hoisted the national flag at the Chancery lawn. The national anthem was played after the flag-hoisting ceremony. Messages from President Asif Ali Zardari and Prime Minister Shehbaz Sharif were also read out.

In his address, Waraich highlighted the importance of the Two-Nation Theory. He said the creation of Pakistan fulfilled the longstanding desire of Muslims of the subcontinent to determine their own political future. He also paid tribute to the sacrifices made during the Pakistan Movement.

Children took part in the New Delhi celebrations. They performed national songs and presented colourful tableaux. Their performances added to the festive atmosphere and reflected their patriotic spirit.

Independence Day was also celebrated at the Pakistan High Commission in Dhaka. Pakistan High Commissioner Imran Haider hoisted the national flag. The national anthem was played on the occasion.

A large number of Pakistanis living in Bangladesh attended the ceremony. Bangladeshi friends also participated. Students, journalists and representatives of civil society were among the guests.

Messages from President Asif Ali Zardari, Prime Minister Shehbaz Sharif and Deputy Prime Minister and Foreign Minister Ishaq Dar were read out during the Dhaka ceremony. The messages highlighted Pakistan’s national progress, unity and commitment to peace.

The high commission also organised an essay-writing competition for Bangladeshi students. The competition was titled “Historical Places of Pakistan”. Prizes and certificates were distributed among the students who participated in the activity.

Meanwhile, Pakistan’s Independence Day was marked at Pakistan House in Tehran. A flag-hoisting ceremony was held in the Iranian capital. A large number of members of the Pakistani community attended the event.

The national flag was hoisted during the ceremony. Participants also celebrated the occasion by cutting a cake. The atmosphere reflected the community’s enthusiasm for Pakistan’s Independence Day.

The Pakistani ambassador in Tehran read out the messages of the President and Prime Minister. He also highlighted the contribution of the Pakistani community to relations between Pakistan and Iran.

The ambassador said the Pakistani community was playing an important role in strengthening people-to-people ties between the two countries. He said Pakistan and Iran were committed to increasing bilateral trade to $10 billion.

    The Punjab government has taken a major step towards holding long-delayed local government elections, approving Rs12.52 billion for the polls that could finally restore elected local councils across the province after an 11-year gap. The decision was taken during the 36th meeting of the Punjab Cabinet, chaired by Chief Minister Maryam Nawaz. The allocation signals that the provincial government is preparing for a fresh local election process after years of political, legal and administrative delays. Punjab last held local government elections in 2015, during the tenure of former chief minister Shehbaz Sharif. Polling was conducted in phases between October and December that year, while elected councils formally assumed office in 2017 following indirect elections for mayors and chairpersons. However, the local government system subsequently faced repeated disruptions. The Pakistan Tehreek-i-Insaf government dissolved the elected local bodies in April 2019 before their scheduled completion. Although the Supreme Court later ordered their restoration, the councils eventually completed their term on December 31, 2021. Under Article 140A of the Constitution and the Elections Act, local government elections are required within 120 days after the expiry of local councils. This meant Punjab’s next elections were due in April 2022. Yet successive governments repeatedly changed local government laws, forcing the Election Commission of Pakistan (ECP) to restart key preparations. Polls Could Be Held by November The latest development has raised hopes that Punjab may finally see local elections later this year. PILDAT President Ahmad Bilal Mehboob welcomed the cabinet’s decision to allocate funds, describing it as a positive indication that the electoral process could move forward. He said the ECP had completed the demarcation and delimitation process and dealt with objections, making it possible for the commission to announce an election schedule after August 17. According to Mehboob, if there is no “unseen factor”, local government elections could be held in Punjab by November 2026. The move could also have wider political implications. Asked whether the PML-N government’s decision might ease pressure surrounding demands for the creation of new provinces, Mehboob said provincial restructuring remained a complex issue. However, he noted that holding local elections could, to some extent, reduce the pressure for new provinces by strengthening grassroots representation. For millions of Punjab residents, the key question now is whether the latest budget allocation will finally translate into polling stations, elected councils and a functioning local government system after years of waiting.

    The US State Department said Wednesday that Pakistan needs to strengthen civilian oversight of public finances to improve fiscal transparency, releasing findings that highlighted persistent gaps in how the country discloses key financial information. The department’s assessment described fiscal transparency as a core component of effective public financial management, noting that it allows citizens to understand how government revenues and tax dollars are spent. That visibility into budgets, the report said, gives citizens the tools they need to hold their governments accountable. The findings arrive weeks after Pakistan’s National Assembly passed an 18.8 trillion rupee Finance Bill for 2026 to 2027 in June, which included a defence budget of 3 trillion rupees, with at least 335 billion rupees coming from provincial contributions. In its 2026 Fiscal Transparency Report on Pakistan, the State Department said the country continues to fall short in disclosing important financial data, particularly around debt obligations and the budgets of military and intelligence agencies. The report found that Pakistan’s government did not publish its executive budget proposal within a reasonable timeframe and made only limited information available on debt obligations, including debt held by major state owned enterprises. It further noted that military and intelligence budgets remain outside the scope of adequate parliamentary or civilian oversight. The assessment also pointed to areas of progress. During the review period, the report said, Pakistan’s government made its enacted budget and end of year financial reports widely and easily accessible to the public, including through online platforms. It found that publicly available budget documents offered a substantially complete picture of most planned government expenditures and revenues, including revenue generated from natural resources. The report described the information contained in the budget as generally reliable and subject to audit by the country’s supreme audit institution, which it said meets international standards of independence. Audit reports, the department noted, are published within a reasonable period and contain substantive findings. It also found that the government has specified, and largely followed in practice, clear legal criteria and procedures for awarding natural resource extraction contracts and licenses, while making basic information about such awards publicly available. The report added that Pakistan’s sovereign wealth fund operates under a sound legal framework and that the government publishes accessible information on public procurement contracts. Among its recommendations, the State Department urged Pakistan to make its executive budget proposal available to the public within a reasonable timeframe, disclose more detailed information on government debt, including debt tied to state owned enterprises, and bring military and intelligence agency budgets under parliamentary or civilian oversight. Responding to questions about the report during a weekly press briefing, Foreign Office spokesperson Tahir Andrabi acknowledged that the report had been released the previous day. He said Pakistan adheres to internationally recognized best practices around fiscal transparency, budgeting and financial disclosure, while also operating within its own constitutional, legislative and regulatory frameworks. Andrabi noted that Pakistan remains engaged in an ongoing International Monetary Fund program centered on structural reform and improved fiscal management. He said the country has completed three IMF reviews so far, adding that the reform measures taken under the program have drawn broad recognition, including credit rating upgrades from three international rating agencies as well as positive assessments from the IMF itself.
