Pakistan, Japan agree to expand development cooperation

Pakistan and Japan have reaffirmed their commitment to strengthening long-standing development cooperation, with both sides agreeing to expand collaboration in economic reforms, mineral development, technical training, and human resource development during a high-level meeting in Islamabad.

The understanding was reached during a meeting between Prime Minister Shehbaz Sharif and a nine-member delegation led by Japan International Cooperation Agency (JICA) President Dr. Tanaka Akihiko.

Welcoming the delegation, Prime Minister Shehbaz Sharif described the seven-decade partnership between Pakistan and Japan as a cornerstone of bilateral relations, expressing confidence that the JICA president’s visit would inject fresh momentum into cooperation between the two countries.

The prime minister highlighted the government’s ongoing economic reform agenda, stating that Pakistan had successfully navigated a challenging economic period through coordinated efforts and was now focused on achieving sustainable and inclusive economic growth.

He said the government’s reform programme had produced encouraging results, noting that national revenues had doubled over the past three years. According to the prime minister, these improvements were creating greater fiscal space for investment in development priorities and public welfare.

Shehbaz Sharif emphasized that equipping young people with modern skills and technical education remains one of the government’s foremost priorities. He said the administration is also committed to creating quality employment opportunities and promoting the economic empowerment of women as part of its broader development strategy.

During the meeting, the prime minister welcomed JICA’s technical assistance in Pakistan’s minerals sector, describing the cooperation as timely given the country’s vast untapped mineral resources. He also appreciated JICA’s collaboration with the Small and Medium Industrial Development Authority (SMIDA), saying such partnerships would help strengthen industrial capacity, improve productivity, and boost Pakistan’s exports.

The discussions also covered ways to broaden bilateral cooperation in areas including infrastructure development, capacity building, vocational training, and investment promotion. Both sides acknowledged the importance of expanding technical collaboration to support Pakistan’s long-term economic transformation.

JICA President Dr. Tanaka Akihiko thanked Prime Minister Shehbaz Sharif for his warm welcome and appreciation, reaffirming Japan’s commitment to supporting Pakistan’s development journey.

He noted that JICA and Pakistan share a long-standing partnership built on mutual trust and cooperation, adding that the agency remains ready to further expand its engagement across multiple sectors, including economic development, human resource development, and technical cooperation.

He was lying on the floor.” The actor explained that Hassan had failed to notice a small step at the entrance because he walked straight from bright sunlight into the dimly lit studio while still wearing the sunglasses. The couple also laughed about another accident at home, when Sunita slipped while walking downstairs. Hassan recalled: “She kept sliding down and just wouldn’t stop.” Instead of panicking, he admitted he burst into laughter, adding that he himself has fallen at least three times because of his own clumsiness. Hassan also confessed that his awkward moments extend to driving. He remembered accidentally reversing his car into a drain while his father was sitting beside him and being immediately scolded. The actor further narrated a spooky incident from his younger days when he believed he saw a woman dressed in white while driving home late at night. He said his car stalled, and after restarting it, the mysterious figure had disappeared. Frightened, he called a friend, who jokingly replied: “Wait, let me switch on my room lights first, then tell me.” The interview also touched on their acting careers.     Pakistan moves to revive Steel Mills after earlier liquidation decision

    The federal government has revived plans to restore Pakistan Steel Mills (PSM), signaling a major policy shift after previously deciding to wind up the loss-making state-owned enterprise. The development follows renewed interest from international parties in bringing the dormant steel producer back into operation, with Russian company Industrial Engineering LLC emerging as a key potential partner for the revival, modernisation and restructuring of the mill. Well-informed sources said the government has initiated consultations with the Russian firm to assess the technical, financial and operational requirements for restoring PSM’s production capacity. Two protocols have already been signed between Industrial Engineering LLC and Pakistan Steel Mills under the Ministry of Industries and Production. The first agreement was signed in Moscow on July 10, 2025, and provides a framework for cooperation on the revival, modernisation and restructuring of PSM. The second protocol was signed on November 26, 2025, during the 10th session of the Pakistan-Russia Intergovernmental Commission. The second agreement focuses on assessing the operational and capital expenditure required to restart manufacturing activities at the steel mill. Feasibility assessment under way According to sources, the authorities have also carried out an exercise to calculate production costs and evaluate the commercial viability of restarting PSM. The assessment is expected to help determine whether the mill can operate sustainably and compete in the domestic and international steel markets after years of inactivity. The findings will form the basis for recommendations to the government before a final decision is taken on the future structure and operations of the enterprise. Sources said the relevant authority would submit recommendations to the Cabinet Committee on State-Owned Enterprises (CCoSOEs), seeking an end to the liquidation process and approval to pursue the revival option with the participation of international investors. The move represents a reversal of the government’s earlier policy. Government had approved liquidation In May 2024, the Special Investment Facilitation Council (SIFC) had decided to scrap Pakistan Steel Mills after efforts to find a buyer failed to produce a viable offer. The Cabinet Committee on Rightsizing subsequently approved the liquidation of the existing mill in August 2024. However, the government has now shifted its focus towards rehabilitation, apparently encouraged by renewed international interest and the possibility of securing foreign technical and financial support. A formal summary regarding the proposed policy shift has been submitted to the Ministry of Industries and Production for consideration, sources said. A parliamentary secretary also indicated that the government’s policy direction had changed and that efforts were now being made to restore PSM to operational status. He said the timeline agreed upon with the Russian company would be followed, with the relevant departments expected to take further steps after completion of the ongoing assessments. Power minister signals renewed revival efforts Separately, Minister for Power Sardar Awais Leghari said recommendations for reviving Pakistan’s dormant steel giant would soon be presented to policymakers, reinforcing indications that the government is seriously reconsidering the future of PSM. Speaking at a webinar titled “Pakistan-Russia: Strengthening Trade, Education and Energy Collaboration,” jointly organised by the University of World Civilizations Moscow (UWCM) and the Institute of Regional Studies (IRS), Leghari highlighted the growing momentum in Pakistan-Russia relations. He said bilateral ties had strengthened over the past two decades on the basis of mutual trust, respect and a shared interest in regional stability. The minister’s remarks come as Pakistan explores greater Russian involvement in key economic and industrial sectors, including the possible rehabilitation of PSM. Financial burden remains a challenge Pakistan Steel Mills has remained largely dormant for years, creating a continuing financial burden for the government. Following the earlier decision to wind up the enterprise, the government has continued to bear the salaries and other expenses of its remaining employees. Meanwhile, some of the mill’s liabilities and operating costs have been met through proceeds generated from the sale of scrap. The proposed revival could therefore provide an opportunity to turn the idle industrial asset into a productive enterprise while reducing the recurring financial burden on the national exchequer. However, the government is expected to carefully evaluate the mill’s outstanding liabilities, infrastructure requirements, production costs, technology needs and long-term market prospects before committing substantial public resources. If the revival plan moves forward with foreign participation, the project could also open the door to new investment, technology transfer and employment opportunities in Pakistan’s steel and related industrial sectors.

    TEHRAN: Iranian President Masoud Pezeshkian has firmly denied reports claiming he had submitted his resignation, saying he remains fully committed to leading the country despite ongoing regional tensions and recent military escalation involving the United States. Speaking in a televised address, Pezeshkian dismissed speculation about stepping down, stating that he would publicly announce such a decision if it were ever made. He emphasized that he has no intention of resigning and will continue carrying out his responsibilities. His remarks came after opposition-linked media claimed that he had submitted his resignation several times amid growing political and security challenges. Iranian officials have not confirmed those reports. Meanwhile, diplomatic efforts to ease tensions between Lebanon and Israel continued as the two sides launched the seventh round of direct negotiations in Rome under United States sponsorship. According to Lebanese media reports, delegations from both countries are discussing the implementation of a US-backed framework agreement reached in June. The agreement outlines a gradual Israeli withdrawal from occupied Lebanese territory in exchange for the deployment of the Lebanese army and the disarmament of armed groups operating in those areas. The latest negotiations follow six previous rounds of talks aimed at reducing border tensions and advancing the implementation of the agreement. Separately, a report published by The New York Times claimed that Iran and Oman are close to reaching an arrangement to restore normal commercial shipping through the Strait of Hormuz, one of the world’s most important energy transit routes. According to the report, the proposed arrangement would establish separate shipping channels for vessels entering and leaving the Gulf. Iranian officials reportedly said the plan would include a service fee to cover environmental protection, maritime security and operational costs, with revenue shared between Iran and Oman.

    Pakistan digitises Hajj 2027, announces Rs1.2m cost

    Pakistan has moved towards a completely digital Hajj management system, enabling intending pilgrims to complete registration and make pilgrimage-related payments through the official Pak Hajj mobile application, Federal Minister for Religious Affairs Sardar Muhammad Yousuf announced on Monday. Speaking at a press conference in Islamabad, the minister outlined the government’s preparations for Hajj 2027, including the estimated cost of pilgrimage packages, payment schedules, allocation of seats for short-duration Hajj and arrangements for collecting payments from pilgrims. He said the government had taken steps to bring the entire Hajj process onto a digital platform in an effort to make registration, payments and other administrative procedures easier, more transparent and traceable. According to the minister, approximately 400,000 people have already registered and are currently progressing through the application process for the government’s Hajj arrangements. Hajj 2027 packages and costs Sardar Yousuf announced that the estimated expenditure for the regular government Hajj package, which will cover a stay of around 40 to 42 days, has been set at approximately Rs1.2 million. The cost of the shorter package, designed for pilgrims opting for a stay of approximately 20 to 22 days, will be around Rs1.3 million, he said. The government has allocated 30,000 seats specifically for pilgrims opting for the short-duration Hajj package. The minister said the government would begin collecting the first instalment of Hajj expenses from August 17, while the second instalment would be payable during the second week of October. He added that applicants who are not selected to perform Hajj in 2027 would be placed on a waiting list for consideration in the subsequent year. Payments to be processed digitally The minister said the digitalisation programme would cover financial transactions as well as the registration process. Pilgrims would be required to use the Pak Hajj application for making payments instead of relying on other payment channels. The same digital mechanism will also be available to pilgrims travelling under the private Hajj scheme, allowing them to make their payments through the application. Sardar Yousuf emphasised that the government intends to keep Hajj-related financial transactions within the designated digital system to improve monitoring and ensure greater transparency. Pilgrims opting for the private scheme, however, will retain the option of selecting an online Hajj service provider of their choice. Habib Bank selected for Hajj payments As part of the new financial arrangements, the Ministry of Religious Affairs has entered into an agreement with Habib Bank Islami to facilitate the collection of Hajj payments. The minister said the bank would work with the ministry as its authorised banking partner for receiving pilgrimage-related funds under the arrangements being introduced for the upcoming Hajj season. He expressed satisfaction over the partnership and said the agreement would formally be signed on Monday. Minister responds to question over bank selection During the press conference, a journalist questioned the ministry’s decision to authorise Habib Bank as the banking partner for collecting Hajj applications and payments, asking why other banks had not been selected. Responding to the question, Sardar Yousuf said the ministry had opened the process to banks and invited them to participate. He explained that the banks that submitted applications were evaluated against the ministry’s requirements. According to the minister, Habib Bank was the only institution that fulfilled the required criteria, particularly those related to digital payment facilities. He said other participating banks were unable to meet the ministry’s stipulated requirements, which ultimately led to Habib Bank being selected as the authorised partner. Government seeks greater transparency through digital system The government believes the new digital framework will reduce paperwork and simplify several stages of the Hajj process for Pakistani pilgrims. By shifting registration and payment procedures to a centralised digital platform, the Ministry of Religious Affairs aims to improve oversight of applications and financial transactions while reducing the scope for manual errors. The integration of both government and private Hajj arrangements into the app-based system is also expected to provide pilgrims with easier access to information and payment services.

He made this announcement while addressing a high-level meeting at National Hockey Stadium on Wednesday. The meeting was attended by Punjab University Director Sports Shabbir Sarwar, Lahore College for Women University Director Sports Sumaira Sattar, Kinnaird College representative Nazish, Deputy Director Zahoor Ahmad, University of Lahore representatives Javed and Irfanullah, along with other officials. The key meeting was convened to review the preparations for the mega tournament. Former Pakistan women’s cricket team captain Nida Dar attended the meeting and briefed the participants on arrangements and preparations for the women’s competitions. Addressing the meeting, Director General Sports Punjab Muhammad Tariq Qureshi informed that the four participating women’s cricket teams are – Cholistan Champions, Potohar Pride, Chenab Challengers and Indus Invincibles. “CM Punjab Champions League will provide a suitable platform to talented female cricketers to demonstrate their cricketing potential”. Director General Sports Punjab Muhammad Tariq Qureshi said the CM Punjab Champions League matches of women cricket teams will be organized at Nawab Town Cricket Stadium while men’s 12 teams will play their matches at the LCCA Ground, Ashiana Cricket Stadium, Garhi Shahu Railway Ground and Gaddafi Stadium from August 3 to 9. Director General Sports Punjab Muhammad Tariq Qureshi said that the number of participating women’s teams would be enhanced in the next edition of the CM Punjab Champions League. “We are quite confident that the CM Punjab Champions League would help a lot in identifying highly talented young women cricketers.”

    Lahore: Preparations are in full swing for the second phase of the elections to the Azad Jammu and Kashmir (AJK) Legislative Assembly, during which polling will also be held for 12 seats reserved for Kashmiri refugees residing in Pakistan. These refugees migrated to Pakistan following the Partition of British India in 1947 and continue to elect their representatives to the AJK Legislative Assembly. Election authorities are set to distribute polling materials and election-related equipment to polling staff today. Polling for two refugee constituencies in Lahore will take place on Sunday, with thousands of registered Kashmiri refugee voters expected to cast their ballots. LA-34 Jammu Constituency For LA-34 Jammu, a total of 15 polling stations have been established in Lahore. These include one male polling station, one female polling station, and 13 combined polling stations. The constituency has a total of 5,965 registered voters, comprising 3,175 male and 2,790 female voters. Election authorities have set up 30 polling booths to facilitate voting. A total of 17 candidates are contesting the seat. Among the prominent candidates, Bilal Mukhtar Butt of the Istehkam-e-Pakistan Party (IPP) has been allotted the Eagle symbol, Chaudhry Abdul Qadir Chauhan of the Pakistan Peoples Party (PPP) will contest on the Arrow symbol, Raja Muhammad Sohail of Jamaat-e-Islami has been assigned the Scales symbol, while Nasir Hussain Dar of the Pakistan Muslim League-Nawaz (PML-N) will contest on the Lion symbol. LA-41 Valley Constituency Polling for LA-41 Valley will also be held on Sunday. The constituency has 6,410 registered voters in total. Out of these, 5,708 voters are registered in Lahore, 583 in Sheikhupura, 117 in Nankana Sahib, and two voters in Kasur. Election authorities have established 19 polling stations for the constituency, including 13 in Lahore, four in Sheikhupura, and one each in Nankana Sahib and Kasur. Notably, a dedicated polling station has been established in Kasur for just two registered voters, ensuring that every eligible voter is able to exercise their constitutional right. A total of nine candidates are contesting the LA-41 seat. The main contest is expected between PML-N candidate Muhammad Amir Shah and independent candidate Saba Diwan, who is backed by Pakistan Tehreek-e-Insaf (PTI). PPP candidate Ghulam Abbas Mir and IPP candidate Saeed Ahmad Dar are also among the contestants. Polling across both constituencies will be held from 8:00 a.m. to 5:00 p.m. on Sunday, with election officials making arrangements to ensure a smooth, transparent, and peaceful voting process.
