Militant facilitator Mufti Zafaryab arrested

Authorities have arrested self-styled cleric Mufti Zafaryab for allegedly facilitating the banned militant group referred to by the Pakistani government as Fitna al-Khawarij.

According to an official statement, the suspect said he completed an eight-year Dars-e-Nizami course at Jamia Nizam-ul-Uloom, Yateem Khana, Bannu, and later completed a three-year specialization in Islamic jurisprudence (Takhassus fi al-Fiqh) at Al-Markaz Al-Islami, Ghoriwala.

In a recorded statement, Zafaryab admitted that he had been in contact with militant commander Hikmat Roshan. He said state institutions were aware of his links, which ultimately led to his arrest.

The suspect alleged that the militant commander sought religious rulings from him to justify extortion carried out in the name of jihad. He further claimed that he, along with several others, had been offered positions and financial incentives by the group.

Expressing remorse, Zafaryab said he regretted his actions and stated that the group has no connection with Islam. He described its activities and ideology as un-Islamic and contrary to Sharia.

He also said the militant group promotes extremist beliefs and considers the killing of Muslims to be permissible, rejecting its ideology and distancing himself from its actions.

The arrest comes as security forces continue counterterrorism operations against militant groups across the country.

    LAHORE: The Punjab Procurement Regulatory Authority (PPRA) has questioned the procurement practices of the Specialized Healthcare and Medical Education Department (SHC&MED) after allegations that tender specifications for cardiac consumables unfairly restricted competition and significantly increased procurement costs for the financial year 2026–27. The matter came before the PPRA after M/s 4S International filed a representation challenging the department’s decision to make United States Food and Drug Administration (US FDA) approval mandatory for several high-volume cardiac consumables. The company argued that the exclusion of European CE Mark-certified products, which had previously been accepted, created discriminatory conditions and led to an unjustified increase in prices. According to an order issued by PPRA Managing Director Sahibzadi Wasimah Umer, the complainant stated that balloon catheters (Item C3) bearing European CE certification had been procured during FY 2025–26 at a unit price of Rs6,985. Under the revised tender conditions requiring US FDA approval, the estimated unit price for the same item increased to Rs9,800. The company further alleged that the department selectively applied the US FDA requirement to certain high-volume items, including C3, C4, C7, C19 and C20, while continuing to accept European CE Mark-certified products for other comparable items such as C5, C6 and C8. The representation also claimed that objections to the revised tender conditions were formally raised during a pre-bid meeting held on June 30, 2026, but the official minutes did not reflect or address the concerns raised by prospective bidders. The complainant maintained that its CE Mark-certified products are registered with the Drug Regulatory Authority of Pakistan (DRAP) and are widely used in leading cardiology centres across Punjab with an established performance record. During a hearing before the PPRA on July 8, 2026, SHC&MED Contract Manager Shafique Hussain stated that the US FDA requirement had been introduced on the advice of medical experts to ensure higher quality standards. However, after the proceedings, the department’s representative requested that the matter be referred back for reconsideration by the department. In its ruling, the PPRA observed that public procurement laws require fairness, transparency and value for money, and noted that the distinction between accepted certifications warranted careful examination to determine whether it was based on clinical necessity, patient safety or other objective criteria, or whether it unnecessarily restricted competition without adequate justification. The authority directed the health department to constitute an independent technical committee comprising impartial experts and departmental officials to conduct an evidence-based review of whether restricting procurement exclusively to US FDA-approved products is clinically essential. The committee has also been asked to assess whether DRAP-registered products carrying European CE certification meet the required safety and performance standards and to provide M/s 4S International with an opportunity to present its case before a final decision is taken. The PPRA also ordered the immediate refund of the Rs50,000 security deposit submitted by M/s 4S International.

In a statement, Marri said innocent children had lost their lives, yet no one appeared to be taking responsibility for the tragedy. She alleged that ordinary citizens were paying the price for what she described as incompetence and poor management by the federal government. Marri demanded that those responsible for the incident be identified and proceeded against according to the law. She questioned the federal health minister’s position, asking what justification there was for remaining in office if the minister could not ensure the safety and proper administration of a major government hospital. The PPP leader said the deaths of newborns could not simply be dismissed as an accident while ignoring possible administrative failures.   • Swat peace rally blast kills 14, injures over 20

    By Haroon Siraj SWAT – At least 14 people were killed and more than 20 others injured in a bomb blast during a peace demonstration at Kabal Chowk in Swat district on Sunday, according to rescue officials. The demonstration had been organised by Olasi Pasoon, with people from different parts of the district gathering to demand peace amid growing security concerns and recent militant activity in the area. Participants were chanting slogans calling for the restoration of peace when the explosion occurred. Rescue officials said nine bodies and at least 16 injured people were shifted to Saidu Sharif Teaching Hospital, while five bodies and several injured were taken to Tehsil Headquarters Hospital, Kabal. Police and security forces cordoned off the area immediately after the blast and launched a search operation. The nature of the explosion and those responsible were not immediately confirmed, while an investigation was underway. The incident comes days after an armed clash between suspected militants and police in the Shalkho Sar area of Swat’s Matta and Kabal tehsils. In that exchange of fire, one police was killed, while police claimed that militants were also killed during the operation. No group had claimed responsibility for Sunday’s blast at the time this report was filed.
