Pattaya Showcases Best Practices on Homeless Assistance at Chonburi Provincial Meeting
Pattaya, July 27th, 2026 – Chonburi Governor Naris Niramaiwong chaired a meeting of the Chonburi Provincial Committee at the Brighton Grand Hotel Pattaya on Sunday. Among those attending were Wittaya Khunpleum, President of the Chonburi Provincial Administrative Organization; Damrongkiat Phinijkarn, Deputy Mayor of Pattaya City; and heads of government agencies, local administrative organizations, and related bodies.
During the session, Pattaya City presented its “Best Practice” results for fiscal year 2026 on addressing public hardships. This serves as a model of integrated cooperation between government agencies and network partners to systematically resolve issues involving homeless people, vagrants, and individuals without shelter in public areas.
The effort followed public complaints about homeless individuals residing in public spaces, which affected resident safety, urban order, and the city’s tourism image. Pattaya coordinated with the Social Welfare Division of the Social Welfare Office, the Administration Division of the Pattaya City Clerk’s Office, the Chonburi Homeless Protection Center, and the Banglamung District Quality of Life Development Committee (PCho). Teams conduct inspections at least four times a month, carry out foot patrols along beaches and high-risk spots, receive public complaints, and operate a 24-hour rapid-response unit to provide assistance.
As a result, homeless individuals have been referred into legal protection processes, quality-of-life rehabilitation programs, vocational training, employment support, and income-generation initiatives, enabling many to reintegrate into society appropriately.
The work has delivered multiple benefits, including greater safety in public areas, systematic problem-solving, and the dignified reintegration of formerly homeless people into the community.
However, operations face limitations under Section 22 of the Homeless Protection Act B.E. 2557 (2014), which prohibits compelling individuals to accept protection without their consent. Officials may only invite voluntary participation in assistance programs and exercise their authority to remove people from public spaces.
Pattaya City remains committed to continuously tackling homelessness and public hardships through multi-sector work. The goal is to enhance safety, maintain urban order, and improve residents’ quality of life sustainably under the guiding principle “For the safety and good quality of life of Pattaya City residents.”
