Russia charges Telegram founder Pavel Durov over alleged terror facilitation

MOSCOW: Russia’s Federal Security Service (FSB) has charged Telegram founder Pavel Durov with allegedly facilitating terrorist activities and issued an international arrest warrant for him.

The FSB announced the charges on Wednesday. It accused Telegram of failing to remove content that was allegedly used by Ukrainian intelligence-linked groups and terrorist and extremist organisations.

According to the Russian security agency, the material was allegedly used to prepare and coordinate acts of sabotage, terrorism, mass killings and cyber-fraud operations inside Russia.

The allegations have not been independently established, and Durov has not publicly responded to the charges.

Soon after the announcement, Telegram’s official account on X posted an image of Durov making an obscene gesture. The post did not include an explanation or detailed response to the Russian allegations.

Telegram is an encrypted messaging platform founded by Durov in 2013. The service has grown into one of the world’s largest messaging applications, with more than one billion users.

The platform is widely used in both Russia and Ukraine and has played a significant role in communication during the Russia-Ukraine war.

Russian authorities have repeatedly sought to restrict Telegram’s operations. The government has also promoted its own state-backed messaging service, MAX.

Despite previous attempts to limit Telegram, Russian state institutions continue to use the platform. The Kremlin and the Russian Defence Ministry remain active on Telegram and regularly publish official updates.

Durov was born in Russia but now holds French and Emirati citizenship. Before creating Telegram, he founded VKontakte, a major Russian social networking platform often described as the country’s equivalent of Facebook.

He sold his remaining stake in VKontakte in 2014 after facing increasing pressure from Russian authorities.

The latest Russian case comes as Durov is also facing legal scrutiny in France.

French authorities are investigating allegations that Telegram failed to adequately tackle criminal activity on its platform and did not sufficiently cooperate with law enforcement agencies.

Durov has denied wrongdoing in the French case.

Russia’s latest move was preceded by reports earlier this year that Durov was already being investigated in connection with a terrorism-related case.

In April, Durov said on Telegram that a summons addressed to “Suspect P.V. Durov” had been delivered to an apartment in Russia where he had lived about two decades ago.

He responded sarcastically at the time, suggesting that the authorities could be targeting him for defending constitutional protections related to freedom of speech and private correspondence.

Durov’s current location was not immediately confirmed.

A post on his Telegram channel in May indicated that he was in Dubai. On July 23, he said he had been impressed by Georgia and hoped to return there soon.

She claimed that she was not allowed to leave the apartment freely. She further accused him of physically assaulting her during her stay there. The complainant also alleged that the suspect took her money when he left the apartment. She approached the police after the alleged incidents and requested legal action against the man. Police confirmed that the nominated suspect has been arrested. After the FIR was registered, the investigation was handed over to the relevant specialised investigation unit. Officials said the case is under investigation. Police are collecting evidence and examining the allegations made by the complainant. Further legal action will be taken in accordance with the findings of the investigation.

    Mir Raza exhumation halted over medical board row

    The exhumation of Mir Ali Raza’s body has been postponed for Friday, his father’s lawyer Jibran Nasir said. Nasir spoke to the media and raised serious concerns over the medical board formed for the case. He said a third notification regarding the medical board had been issued. According to Nasir, the first and second medical boards were merged to form a new third board. However, he said the family does not accept the latest notification. He said Mir Raza’s parents had already recorded their statements before the investigating officer. Nasir said the family would not allow the exhumation to take place under the supervision of what he called a disputed medical board. He described the exhumation as a sensitive legal process. He said the court had directed the police surgeon and police to take necessary action. A medical team was formed after the court’s directions. However, Nasir alleged that the medical board was changed overnight. He said the sudden change had raised serious questions for the family. He questioned why doctors from Karachi were not included in the new board. He also questioned the removal of doctors who had been part of the earlier medical board. Nasir asked why a new board was formed without first withdrawing the previous notification. He also questioned why the new notification was issued during the night. He questioned the role of the Director General Health in Hyderabad. He asked under which law the official became the supervising officer of the medical board. Nasir also questioned how the orders of the Karachi police surgeon were superseded. He asked which order of the health secretary was referred to in the letter issued from Hyderabad. He said the family would not accept any alternative arrangement. They would only recognize the previously constituted eight-member medical board. Nasir also raised questions about the investigation into Mir Raza’s death. He said the investigating officer could not recover a bullet casing for eight days. According to him, the casing was recovered only after the family approached the court. He questioned how important the casing could be without the recovery of the pistol allegedly used in the incident. Nasir also alleged that the investigating officer had not properly inspected Mir Raza’s room. He said the family had lost a young member and wanted the case to be investigated with complete seriousness. He stressed that an exhumation was not an ordinary procedure. Meanwhile, preparations for the exhumation had been completed at the PECHS cemetery in Karachi. A police team had also reached the cemetery.
