SBP appoints 10 primary dealers for FY27

KARACHI: The State Bank of Pakistan (SBP) has appointed 10 financial institutions as Primary Dealers (PDs) and two institutions as Special Purpose Primary Dealers (SPDs) for the fiscal year 2026-27. The appointments will strengthen the government’s domestic borrowing programme and support the country’s financial market.

The government continues to rely heavily on domestic borrowing to finance its fiscal requirements. In this system, primary dealers play an important role by participating in government debt auctions and helping raise funds through Treasury Bills and Pakistan Investment Bonds.

According to the central bank, United Bank Limited (UBL), National Bank of Pakistan (NBP), and Bank Alfalah secured the top three positions among primary dealers during the fiscal year 2025-26. Their rankings were based on overall performance in government securities auctions and market activities.

The 10 institutions selected as Primary Dealers for FY2026-27 are United Bank Limited, National Bank of Pakistan, Bank Alfalah, Habib Bank Limited, Habib Metropolitan Bank, MCB Bank, The Bank of Punjab, Pak Oman Investment Company, JS Bank, and Citi Bank NA Pakistan Branch.

The State Bank has also appointed the Central Depository Company of Pakistan Limited (CDC) and the National Clearing Company of Pakistan Limited (NCCPL) as Special Purpose Primary Dealers for the new fiscal year.

The appointments were made after evaluating applications submitted by financial institutions under the eligibility criteria laid down in the Primary Dealer System Rules. The central bank had invited applications for the new fiscal year through a circular issued earlier this year.

Primary dealers are responsible for purchasing government securities directly from the central bank during auctions. They then distribute these securities among commercial banks, financial institutions and other investors. Their participation ensures that government borrowing operations continue without disruption.

These institutions also play an important role in the secondary market by providing liquidity and facilitating the buying and selling of government securities. Their presence helps improve market efficiency and contributes to transparent price discovery.

The role of primary dealers has become increasingly important as Pakistan continues to depend on domestic sources to meet its financing needs. Through their participation in debt auctions, they help the government raise funds while supporting stability in the country’s financial system.

    Rising fuel taxes add to motorists’ burden

    Consumers are facing a growing burden of taxes and other charges on petrol and high-speed diesel. Official documents show that the difference between the basic cost and retail price of petrol is Rs139.93 per litre. For high-speed diesel, the difference stands at Rs116.10 per litre. The documents show that the basic cost of one litre of petrol is Rs197.69. However, consumers are currently paying Rs327.62 per litre. Several taxes, levies and margins are included in the retail price. These charges significantly increase the amount paid by consumers at fuel stations. Petrol carries a petroleum levy of Rs80 per litre. A climate support levy of Rs5 is also imposed. The price also includes Rs21.24 in customs duty. An Inland Freight Equalisation Margin of Rs7.48 is charged per litre. Oil marketing companies receive a margin of Rs7.87 per litre. Dealers are paid a margin of Rs8.64 per litre. As a result, consumers pay Rs130.23 per litre in combined levies, taxes and margins on petrol. The situation is similar for high-speed diesel. Its basic cost is Rs264.76 per litre. However, its retail price has been fixed at Rs380.86 per litre. According to the documents, consumers pay around Rs116 per litre in levies, taxes and different margins on high-speed diesel. The petroleum levy on high-speed diesel is Rs74.28 per litre. The fuel also carries a climate support levy of Rs5 per litre. Customs duty accounts for another Rs15.68 per litre. The Inland Freight Equalisation Margin stands at Rs4.63. Oil marketing companies receive a margin of Rs7.87 per litre. Dealers receive Rs8.64 per litre as their margin. The figures show that taxes, levies and various margins form a significant portion of the final prices of both fuels. The additional charges directly affect motorists and consumers. They also increase transportation and operating costs for businesses that depend heavily on fuel. The rising cost of petrol and diesel can also put pressure on the prices of goods and services. Transport operators, traders and other businesses often pass higher fuel costs on to consumers.

    Raja denies authority to remove Mashal from Senate

    Pakistan Tehreek-e-Insaf (PTI) leader Salman Akram Raja has said he had no authority to remove Mashal Yousafzai from the Senate. He said he chose to overlook the matter to prevent divisions within the party. Speaking to the media outside the Supreme Court in Islamabad, Raja said Mashal Yousafzai was not acting alone and had a group supporting her. He said the facts would eventually come before everyone. He added that he would not further fuel an issue that had already been given unnecessary attention in the past. Raja also said he did not know who had made Mashal Yousafzai a senator. Speaking to journalists at the Adiala Jail factory checkpoint in Rawalpindi, Raja said that allegations should be backed by evidence. He said false allegations remained false regardless of who made them. He said he had been practising law and continued to do so. He described some of the statements made against him as completely baseless. Raja said such allegations would have to be answered. He added that the party would take action over the matter. Comments on political developments Speaking about the political situation, Raja said September 27 was not a distant date. He said political activity was continuing on a daily basis. He said time passes quickly and described September 27 as an important date. Raja also said that a revolution could not be brought about by a single political party. He said it required the participation of the entire nation. On negotiations with the government, he said there was currently no formal offer from the government. However, Raja said PTI had not rejected negotiations on principle at any level. He described reports of an alliance with the Pakistan Peoples Party as premature. He said two parties could have similar positions on a particular issue without forming an alliance. PTI denies link with terrorism Raja strongly rejected any alleged connection between PTI and terrorism. He said PTI had never had any association with terrorism. Referring to the person killed in Rawalpindi, he said the party did not know which group the man belonged to or what activities he had been involved in. Raja described PTI as a peaceful political party. He said the party opposed terrorism and had never been part of any violent activity. He maintained that PTI was continuing its political struggle within the framework of the Constitution and the law.
