Chief Election Commissioner of Azad Jammu and Kashmir, retired Justice Ghulam Mustafa Mughal, has said that the law and order situation in Muzaffarabad has improved, following concerns over uncertainty and security challenges in the city.

Justice (retd) Ghulam Mustafa Mughal said that while there had been an atmosphere of uncertainty in Muzaffarabad the previous day, the situation had now become more stable and peaceful. He added that additional security personnel had been deployed at the two most sensitive constituencies in the region to ensure peaceful polling.

The chief election commissioner said that security arrangements for elections on migrant seats in Pakistan were the responsibility of the relevant provincial governments. He explained that election materials had been dispatched to polling stations and that presiding officers had also left for their assigned areas.

“Election equipment has been sent to the polling stations, and presiding officers have moved toward their respective locations,” he said, adding that in some remote areas, the transportation of election materials was continuing gradually due to logistical challenges.

Justice Mughal confirmed that polling in Muzaffarabad would take place the following day and identified two constituencies—LA-5 Khawora and LA-3 Lajrat—as highly sensitive areas requiring additional security arrangements.

He said extra security forces had been deployed at sensitive polling stations, while Quick Response Force units would also remain available throughout the polling process. In the event of any emergency or disturbance, the quick response teams would immediately intervene to control the situation and maintain peace.

The chief election commissioner expressed confidence that the security arrangements would help ensure a smooth and transparent election process. He emphasized that all necessary measures were being taken to protect voters, polling staff, and election officials.

Meanwhile, preparations for the second phase of the Azad Jammu and Kashmir elections have been completed. Polling will be held in three districts of the Muzaffarabad division as well as on 12 seats reserved for Kashmiri refugees living in Pakistan.

According to the Azad Jammu and Kashmir Election Commission, the Muzaffarabad division consists of three districts: Muzaffarabad, Neelum, and Jhelum Valley. More than 890,000 registered voters are eligible to cast their ballots across these areas.

A total of 208 candidates are contesting elections in nine constituencies across the three districts. The voting process will also include refugee seats representing Jammu and Kashmir Valley migrants who are currently residing in Pakistan.

The Election Commission stated that six seats representing Jammu and six seats representing the Valley will be contested by Kashmiri refugees living in Pakistan. These seats are part of the legislative structure of Azad Jammu and Kashmir and allow displaced communities to participate in the political process.

Authorities have increased security arrangements across polling areas to prevent any disruption and ensure that voters can exercise their right peacefully. Election officials have also directed security agencies and administrative departments to remain alert throughout polling day.

The second phase of voting is being closely monitored due to the importance of the constituencies involved and previous concerns regarding security. Officials have assured that all necessary steps have been taken to conduct free, fair, and peaceful elections in the region.

    Constitutional provisions fuel referendum debate

    Debate over the possibility of holding a national referendum has resurfaced in Pakistan, prompting discussions among political observers and constitutional experts about the legal framework governing such a move. Although the government has made no official announcement regarding a referendum, speculation in political circles has raised questions about when and how a nationwide vote can be conducted under the Constitution. Constitutional experts say Articles 48(6) and 48(7) of the Constitution empower the prime minister to propose a referendum on a matter of national importance. Under Article 48(6), the prime minister may refer such a proposal to a joint sitting of Parliament. If approved by the joint session, the matter can be presented to the public through a referendum in the form of a “Yes” or “No” question. Article 48(7) further provides that Parliament may legislate the procedure for conducting a referendum and determining its results. Legal experts note that, unlike a constitutional amendment, such legislation does not require a two-thirds majority and can be passed through a simple majority of members present, provided the quorum is complete. The renewed debate has also revived interest in the history of referendums in Pakistan. The concept first gained prominence during the political crisis that followed the March 7, 1977 general elections. Opposition parties, united under the Pakistan National Alliance (PNA), rejected the election results, alleging widespread rigging. They later boycotted provincial assembly elections and launched a nationwide protest movement demanding fresh elections, dissolution of assemblies and the resignation of then-prime minister Zulfikar Ali Bhutto. Despite mediation efforts by Saudi Arabia, negotiations between the government and the opposition failed, and the political deadlock culminated in the imposition of martial law by General Muhammad Zia-ul-Haq on July 5, 1977. Following these developments, constitutional provisions allowing referendums were introduced through the Seventh Constitutional Amendment. Pakistan’s first referendum was held on December 19, 1984, during General Zia-ul-Haq’s rule. While the public was asked to vote on the continuation of the Islamization process, a “Yes” vote effectively extended Zia’s presidency for another five years. Official results declared overwhelming support for the proposal, though opposition parties questioned both the process and the outcome. A second nationwide referendum was held in April 2002 under General Pervez Musharraf. The exercise enabled him to secure another five-year presidential term before the general elections later that year. After the 2002 elections, Musharraf was formally elected president by an electoral college comprising Parliament and the four provincial assemblies under the framework established through the Seventeenth Constitutional Amendment.     Gold prices rise as weaker dollar, softer US data boost rate-cut hopes

The US dollar index fell 0.1%, making gold and other dollar-denominated commodities relatively cheaper for buyers using other currencies. According to Tim Waterer, chief market analyst at KCM Trade, gold began the week with strong momentum as weaker inflation data put pressure on the dollar and created room for bullion to approach the $4,400 threshold. Waterer said a sustained rise beyond the $4,500-per-ounce level would likely require further weakness in the dollar or a clearer decline in energy prices. US economic data shape rate expectations Recent US economic indicators have played a major role in reshaping expectations for Federal Reserve policy. An unexpected contraction in US nonfarm payrolls in July, combined with relatively moderate consumer-price inflation, has reduced market expectations for an interest-rate increase at the Fed’s next meeting. Data from the CME FedWatch Tool showed that traders were assigning a roughly 30% probability to a September rate hike, down from about 47% a month earlier. Spot silver climbed 1.4% to $65.53 per ounce, extending its positive momentum. Silver tends to benefit from both investment demand and expectations surrounding industrial activity. Platinum advanced 0.3% to $1,752.36 per ounce, while palladium rose 1.6% to $1,333.35.
