      ISLAMABAD: Prime Minister Shehbaz Sharif has taken serious notice of the use of a ceremonial horse-drawn buggy by Islamabad’s Chief Commissioner and Inspector General of Police (IGP) during an official function held on August 14, according to official documents. The incident occurred during the Independence Day celebrations in Islamabad, when Chief Commissioner Lt. (Retd.) Sohail Ashraf and IGP Syed Ali Nasir Rizvi travelled to the event in the ceremonial buggy. The display later drew criticism on social media and prompted the government to issue an advisory to both senior officials. According to documents, a formal advisory was issued on Monday by Establishment Division Joint Secretary (Discipline) Syeda Shafaq Hashmi to the Islamabad IGP and Chief Commissioner. The advisory stated that the prime minister had expressed “disappointment and displeasure” over the incident and had taken a serious view of the matter. The document noted that the use of the ceremonial vehicle had attracted considerable public criticism and created an impression of excessive pomp and privilege. It said such a display was inconsistent with the values and responsibilities associated with public service. The advisory reminded the officials that civil servants and public office holders serve the people and are expected to maintain humility, restraint, dignity and sound judgment while performing their duties. The controversy gained wider attention after photographs and videos of the two officials using the buggy circulated on social media during the Independence Day celebrations. The incident prompted Interior Minister Mohsin Naqvi to clarify the circumstances surrounding the officials’ use of the ceremonial vehicle. Interior Minister Mohsin Naqvi defended the Islamabad police chief and chief commissioner, saying that neither official should be blamed for using the buggy. In a statement posted on X on August 15, Naqvi acknowledged that the situation had not unfolded as intended but said the two officials were not responsible for the decision. Naqvi explained that the ceremonial buggy had originally been arranged for the chief guest. However, the chief guest and the interior minister were delayed because of a meeting involving President Asif Ali Zardari and Prime Minister Shehbaz Sharif. He said the two Islamabad officials had initially been reluctant to begin the programme in the absence of the chief guest and the interior minister. However, they were specifically instructed to proceed with the event so that members of the public would not face unnecessary inconvenience. “The buggy was arranged for the chief guest but, unfortunately, due to unavoidable circumstances, it was used by the officers,” Naqvi explained. The minister further said that both officials had initially resisted proceeding without the dignitaries but ultimately followed the instructions given to them. Naqvi also thanked Islamabad residents for participating in the August 14 celebrations and helping make the Independence Day event successful. The episode has since sparked discussion about appropriate conduct, public perception and the standards expected from senior government officials, with the prime minister’s advisory stressing the importance of maintaining humility and public trust.

    An appeal has been filed in the Supreme Court’s Lahore Registry challenging the Lahore High Court’s decision dismissing a constitutional petition seeking an increase in the number of reserved seats for minorities in the National and Provincial Assemblies in line with the country’s population growth. The constitutional appeal has been filed by advocate Naseeb Masih, who has made the Federal Government, the President of Pakistan, and the Secretary for Law and Parliamentary Affairs respondents in the case. The appellant contended that the Lahore High Court failed to correctly appreciate the legal and constitutional issues raised in the petition. It was argued that the number of reserved seats for minorities should have been increased following successive population censuses, but this constitutional requirement had been ignored. According to the appeal, the minority population has grown at a rate comparable to the Muslim population, yet the number of reserved seats allocated to minorities has remained unchanged. It was further submitted that representation for women has also not been increased proportionately to the growth in population. The petitioner maintained that the Constitution currently provides 10 reserved seats for minorities in the National Assembly, while the Punjab Assembly has eight reserved minority seats, Sindh nine, Khyber Pakhtunkhwa four, and Balochistan four. The appeal states that these allocations were originally based on the 1981 Population Census, following a Presidential Order issued in 1985, under which 10 minority seats were reserved in the National Assembly when the House consisted of 207 general seats. It further points out that under the Legal Framework Order (LFO) 2002, the number of general seats in the National Assembly was increased to 272, and 60 seats were reserved for women. However, despite these constitutional changes, the number of reserved seats for minorities was not increased. Similarly, the appeal notes that the number of general seats in the Punjab Assembly was enhanced from 240 to 297, while the number of reserved seats for women was increased to 60. However, the number of minority seats remained fixed at eight, despite the increase in the province’s population. The petitioner has requested the Supreme Court to set aside the Lahore High Court’s judgment and direct the relevant authorities to increase the number of reserved seats for minorities in the National and Provincial Assemblies in proportion to the country’s population, ensuring equitable constitutional representation for minority communities.

    The Punjab government has taken a major step towards holding long-delayed local government elections, approving Rs12.52 billion for the polls that could finally restore elected local councils across the province after an 11-year gap. The decision was taken during the 36th meeting of the Punjab Cabinet, chaired by Chief Minister Maryam Nawaz. The allocation signals that the provincial government is preparing for a fresh local election process after years of political, legal and administrative delays. Punjab last held local government elections in 2015, during the tenure of former chief minister Shehbaz Sharif. Polling was conducted in phases between October and December that year, while elected councils formally assumed office in 2017 following indirect elections for mayors and chairpersons. However, the local government system subsequently faced repeated disruptions. The Pakistan Tehreek-i-Insaf government dissolved the elected local bodies in April 2019 before their scheduled completion. Although the Supreme Court later ordered their restoration, the councils eventually completed their term on December 31, 2021. Under Article 140A of the Constitution and the Elections Act, local government elections are required within 120 days after the expiry of local councils. This meant Punjab’s next elections were due in April 2022. Yet successive governments repeatedly changed local government laws, forcing the Election Commission of Pakistan (ECP) to restart key preparations. Polls Could Be Held by November The latest development has raised hopes that Punjab may finally see local elections later this year. PILDAT President Ahmad Bilal Mehboob welcomed the cabinet’s decision to allocate funds, describing it as a positive indication that the electoral process could move forward. He said the ECP had completed the demarcation and delimitation process and dealt with objections, making it possible for the commission to announce an election schedule after August 17. According to Mehboob, if there is no “unseen factor”, local government elections could be held in Punjab by November 2026. The move could also have wider political implications. Asked whether the PML-N government’s decision might ease pressure surrounding demands for the creation of new provinces, Mehboob said provincial restructuring remained a complex issue. However, he noted that holding local elections could, to some extent, reduce the pressure for new provinces by strengthening grassroots representation. For millions of Punjab residents, the key question now is whether the latest budget allocation will finally translate into polling stations, elected councils and a functioning local government system after years of waiting.

    High-level flooding hits head Qadirabad in the Chenab River

    Following flooding at Head Marala and Khanki, a high-level flood has also occurred at Head Qadirabad in the Chenab River. According to the Flood Forecasting Division in Lahore, the water inflow at Head Qadirabad has risen to 236,000 cusecs. Meanwhile, Head Balloki on the Ravi River is experiencing moderate flooding as water flow has increased to 73,635 cusecs. Low-level flooding continues at Nowshera along the Kabul River, as well as at Kalabagh and Chashma Barrage on the Indus River. In Balochistan’s Sibi Division, high-level flooding was recorded at Hedgogi in the Lehri River, with water flow reaching 95,913 cusecs. The flood situation escalated after India released a large volume of water towards Pakistan following heavy rainfall in occupied Kashmir. The water release has created a risk of major flooding, prompting authorities to issue a high alert for regions including Sialkot and Wazirabad. In a related incident, rescue officials successfully saved five individuals who became stranded in the Chenab River in Sialkot. The workers were returning from work when their boat broke down mid-transit.
