MULTAN: Director General of the Punjab Disaster Management Authority (PDMA), Saif Anwar Jappa, met Additional Chief Secretary South Punjab, Fawad Hashim Rabbani, at the South Punjab Secretariat to review the ongoing monsoon situation and flood relief operations across the region.

During the meeting, the Additional Chief Secretary congratulated Saif Anwar Jappa on his appointment as DG PDMA and expressed his best wishes for his new role.

The PDMA chief gave a detailed briefing on the current flood and weather situation, as well as the relief measures being undertaken in affected areas. He said the authority, in coordination with all relevant departments, has accelerated rescue and relief operations in response to the ongoing monsoon emergency.

Jappa said dewatering efforts, ration distribution and rescue activities are continuing in flood-affected areas. He added that teams are actively working to drain water from urban flood zones and restore damaged roads to ensure public access and safety.

He further said all district administrations and emergency control rooms have been placed on high alert around the clock to respond swiftly to any developing situation.

The PDMA is also using modern technology, including drones, to deliver life jackets and emergency relief supplies to inaccessible areas during emergencies, he said.

According to the DG PDMA, priority is being given to identifying flood relief camps in vulnerable districts and ensuring the timely provision of food, clean drinking water, dry fodder for livestock and other essential supplies to affected families.

Additional Chief Secretary Fawad Hashim Rabbani directed authorities to maintain strict monitoring of water flows in flood-prone areas of South Punjab and ensure timely preventive measures.

He said the completion of two new protective embankments at Jalalpur Pirwala in a record period, under the directions of the Punjab government, has played a significant role in protecting the city from floodwaters.

Rabbani also instructed officials to ensure the immediate evacuation of people living in riverine and low-lying areas where flood risks remain high.

He further directed that rescue and relief teams remain fully prepared in the hilly areas of Dera Ghazi Khan and Rajanpur to respond promptly to any emergencies caused by flash floods and hill torrents during the ongoing monsoon season.

Under the newly adjusted tariffs, petrol will now sell at Rs324.98 per litre, whereas HSD will cost consumers Rs382.79 per litre. Despite these minor shifts, significant fiscal levies remain embedded in local pump prices, with taxes and duties standing at Rs114 per litre for petrol and Rs100 per litre for diesel. According to official directives issued by the Petroleum Division, the revised rates take effect immediately for August 13. This latest decision highlights a broader downward trend from the historic spikes observed earlier this year. Fuel prices experienced an unprecedented surge following the breakout of the US-Iran conflict in late February. HSD, which traded around Rs281 per litre before the geopolitical crisis, climbed sharply to reach an all-time peak of Rs520.35 on April 3 before gradually retreating. Similarly, petrol prices escalated from Rs266 in early March to a maximum height of Rs458.41 on the same April date before cooling down to present levels. In a structural shift to handle ongoing market volatility, Petroleum Minister Ali Pervaiz Malik revealed that fuel pricing will transition to a daily adjustment mechanism. While the government had temporarily relied on weekly pricing revisions and targeted subsidy schemes since March to buffer against Middle Eastern supply disruptions, authority over price setting has now been formally handed over to the Oil and Gas Regulatory Authority (OGRA). Under the approval of the Prime Minister and the federal cabinet, OGRA will directly track daily international market fluctuations to determine local retail costs. However, this policy pivot has met swift pushback from commercial stakeholders. The All Pakistan Dealers Association strongly rejected the transition to daily rate changes, warning that the organization is formulating a formal protest strategy to oppose the decision.   The economic stakes of these pricing shifts remain high across every level of society. Petrol costs directly influence everyday commuters, small vehicle operators, rickshaw drivers, and motorcycle owners, placing immediate financial pressure on middle- and lower-income households when rates rise. On the other hand, diesel price movements carry a broader inflationary impact, as HSD powers heavy transport fleets, agricultural machinery, power generation plants, and industrial backup generators. Together, petrol and diesel form the bedrock of the national energy supply and state revenue, generating massive combined monthly sales of 700,000 to 800,000 tonnes, compared to a meager 10,000 tonnes of monthly demand for kerosene. Daily adjustments will now determine how these vital economic drivers impact consumers nationwide.

    Pakistan and the United States have renewed their cooperation in higher education through a new five-year agreement between the Higher Education Commission (HEC) and the United States Educational Foundation in Pakistan (USEFP). The agreement will run from the 2026-27 financial year through 2031-32. It will continue several major academic exchange and scholarship programmes for Pakistani students, researchers and professionals. The renewed partnership covers the Fulbright Master’s and PhD programmes. It also includes the Visiting Scholar Programme for post-doctoral researchers, the Foreign Language Teaching Assistant Programme and the Hubert H. Humphrey Fellowship Programme. Under the new arrangement, the partners aim to support 66 Pakistani PhD scholars over the five-year period. Additional opportunities will be available through the other programmes covered by the agreement. The initiative is designed to help Pakistani students and academics access advanced education and research opportunities in the United States. Scholars are expected to bring back their expertise and contribute to the country’s academic and socio-economic development. The HEC will provide at least $4.54 million each year under the agreement. Its overall financial commitment for the five-year period has been capped at Rs6.48 billion. The funding will be released according to an agreed schedule. The arrangement includes an initial payment of $2 million by June 30, followed by another $2 million by January 31. The remaining amount will be released by April 30, subject to the availability of government funds. Any interest generated from HEC funds held by USEFP will be used again for student grants. This will provide additional support to beneficiaries of the programme. The selection of candidates will remain strictly merit-based. There will be no fixed quotas based on region, group or category. HEC representatives will also participate in selection panels. The commission will help identify areas of study that are considered important for Pakistan’s development and national priorities. The two institutions will establish a Joint Review Committee to monitor the programme. The committee will meet twice a year to assess progress, performance and the overall impact of the initiative. Financial oversight has also been included in the agreement. USEFP will provide annual audited financial statements to HEC. Relevant financial records will also remain available for review by the commission when required. The partnership will also focus on increasing awareness about international education opportunities. HEC and USEFP plan to conduct joint outreach activities across Pakistan. The initiative will use HEC’s network of universities and higher education institutions to reach a wider pool of potential applicants. The agreement also leaves room for future cooperation in areas such as faculty exchanges, administrator exchanges and other academic initiatives. The renewed arrangement builds on the earlier Fulbright-HEC PhD partnership signed in February 2016. Under that agreement, $25.786 million was committed to support 125 Pakistani scholars between 2016 and 2020.

    Actor Haider Sultan, the son of legendary Pakistani film icon Sultan Rahi, has strongly criticised veteran actor Firdous Jamal over his recent comments about his late father. In his TikTok video, Haider expressed anger over Firdous Jamal’s remarks and questioned why the veteran actor had spoken about his father in such a manner. He said, “Unnecessary things were said about my father. Firdous Jamal, you are a senior, a so-called TV artist, but who are you to speak about my father?” Continuing his criticism, Haider alleged that Jamal’s personal habits had affected his judgement. Haider said, “I also have complaints against the show’s producer, Tahir Sarwat Mir, for allowing such obnoxious remarks to be aired about the person who treated him as his son.” He concluded his response by saying, “People may laugh at these comments, but everyone is condemning you. Who are you? ARY or Geo News? No, you are just a cheap Media group.” The dispute began after Firdous Jamal stated on Public Demand that Sultan Rahi “didn’t have any craft” and described him as “just a loud actor with a lot of energy.” His remarks quickly sparked debate online, with many fans defending Sultan Rahi’s legacy and criticising the veteran actor’s assessment. Haider Sultan’s emotional response has since gone viral on social media, where supporters have praised him for standing up for his father’s contribution to Pakistani cinema.
