Thailand to Enter Summer on February 22, Temperatures Expected to Soar to 42°C in Northern Regions

BANGKOK — Thailand is set to officially transition into its hot season on February 22, with meteorological authorities warning that temperatures in some northern provinces could climb above 42 degrees Celsius (107.6 degrees Fahrenheit) during the peak of the summer months. The announcement was made Thursday by the Meteorological Department, signaling the end of the cooler period and the beginning of the annual heat cycle that typically extends through mid-May.

Sukanyanee Yawinchan, the department’s director-general, detailed the seasonal forecast, indicating that average maximum temperatures across upper Thailand are expected to range between 36 and 37 degrees Celsius. While this places the overall figures slightly above long-term averages, the most extreme conditions are anticipated in the northern part of the country. Provinces including Mae Hong Son, Lampang, and Tak are likely to experience the most intense heat, with thermometers potentially breaching the 42-degree mark.

“The peak heat period is anticipated from late March through April,” the department stated in its official forecast, adding a crucial note of caution regarding the heat index. Due to prevailing humidity levels, what the human body actually feels could be significantly higher than the recorded air temperature, elevating the risk of heat-related illnesses.

The transition between seasons will not be a smooth, silent shift. The onset of summer will be marked by turbulent weather phenomena, with the department forecasting summer storms across several regions. Between February 23 and 25, the northeast, north, and central parts of the country can expect gusty winds and hail, a common occurrence as the atmosphere adjusts to the changing thermal dynamics.

In light of the impending heat, health authorities have issued a stern alert regarding the dangers of heatstroke. The public, particularly outdoor workers, the elderly, and individuals with underlying health conditions, has been advised to avoid prolonged exposure to the sun. Officials warn that under such extreme conditions, the human body can easily exceed the 40-degree Celsius safety threshold, leading to potentially fatal consequences if proper precautions are not taken.

On a broader climatic scale, the department noted that the effects of the ENSO, or El Niño-Southern Oscillation, remain limited for the time being. Despite this anticipated shift, overall annual rainfall across the country is projected to remain near normal levels, offering a balanced outlook for the nation’s water reserves following the intense summer heat.

Two other people were wounded, while several students suffered injuries as they attempted to flee the building during the chaos. Classes were subsequently suspended. The motive behind the attack remained unclear. Officials said one of the weapons was a .40-caliber pistol issued by the Bureau of Customs to the shooter’s father, who is a customs official and has since been relieved of his post. A second firearm recovered from the scene was reportedly a licensed weapon belonging to the father. The incident prompted an immediate response from President Ferdinand Marcos Jr, who ordered law enforcement agencies to investigate the shooting and examine measures to prevent violence in schools. “Our schools are where we entrust our children to learn, to grow and to dream about the lives ahead of them,” Marcos said, stressing that schools should be among the safest places in the country. The school occupies an approximately eight-hectare site and includes facilities for grade school and junior high school students. Videos verified by Reuters showed students rushing from the campus as gunshots could be heard in the background. Tuesday’s attack comes less than two months after another school shooting in the Philippines. In June, at least three students were killed and about 20 others injured when two students opened fire at a public high school in Tacloban City. School shootings remain relatively uncommon in the Philippines, which has regulations covering firearm ownership, including background checks and psychological evaluations. However, officials continue to face challenges from the circulation of illegal firearms. The Zamboanga shooting also came less than 10 days after a student shooting rampage at a school near Bangkok, highlighting growing regional concerns over violence involving young people and the urgent need for stronger safeguards in educational institutions.

These include six single benches and two division benches. The court has constituted two division benches to hear cases involving matters requiring consideration by two judges. The first division bench will comprise Justice Khadim Hussain Soomro and Justice Umair Majid Malik. The second division bench will consist of Justice Muhammad Asif and Justice Shah Rukh Arjumand. The cause list also includes six single benches. These benches will hear cases assigned to individual judges during the upcoming week. The six single benches will comprise Justice Sarfraz Dogar, Justice Khadim Hussain Soomro, Justice Muhammad Asif, Justice Ayaz Shaukat, Justice Umair Majid Malik and Justice Shah Rukh Arjumand. The Registrar’s Office has issued the schedule as part of the court’s regular judicial proceedings. Cases listed before the respective benches will be taken up according to the cause list. The cause list determines which cases are scheduled for hearing and which judges will hear them. Lawyers and litigants will appear before the relevant benches on the dates fixed by the court. The Islamabad High Court will continue hearing cases through the six single benches and two division benches during the coming week.

    ISLAMABAD: The Islamabad High Court has been petitioned to direct the federal government to introduce legislation and a comprehensive regulatory framework governing social media access by children below the age of 16. The petition, filed by advocates Muhammad Jalal Haider and Yahya Farid Khawaja, calls for a reliable age-verification system to prevent minors from creating or operating social media accounts without appropriate safeguards. The petitioners argue that children face growing risks online, including cyberbullying, harassment, exposure to inappropriate material and other forms of digital harm. They have urged the government to establish clear policies covering children’s digital rights, privacy and physical and psychological safety. They have also sought specific legal responsibilities for social media companies, including stronger safeguards for minors and the creation of an institutional mechanism dedicated to protecting children in the digital environment. The petition refers to measures adopted or proposed in countries including Australia, France, Britain, New Zealand and Spain, where authorities have considered age limits, parental consent and age-verification requirements for children’s social media use. Citing the United Nations Convention on the Rights of the Child and General Comment No. 25, the petitioners maintain that protecting children’s best interests is a legal responsibility of the state rather than merely a policy choice. They argue that the absence of an effective age-verification mechanism leaves minors exposed to online dangers and makes it difficult to enforce protections designed specifically for children. The Ministry of Information Technology and Telecommunication, Ministry of Information and Broadcasting, Ministry of Interior, Ministry of Law and Justice, Pakistan Telecommunication Authority and Pakistan Electronic Media Regulatory Authority have been named as respondents. Punjab Assembly Resolution The development follows a resolution submitted to the Punjab Assembly last month calling for restrictions on social media accounts operated by children under 16 without parental consent. The resolution, moved by Punjab lawmaker Sarah Ahmad, urged the provincial government to recommend federal legislation aimed at regulating minors’ access to social media and strengthening online protection. It highlighted concerns over cyberbullying, online exploitation, inappropriate content, digital addiction and psychological distress among children, stressing that safeguarding their physical, mental and moral development is a responsibility of the state. The resolution proposed prohibiting children below 16 from creating or maintaining social media accounts without verified parental or legal guardian consent. It also called on the PTA to develop and enforce effective age-verification mechanisms across platforms operating in Pakistan. It further recommended holding social media companies accountable for child-safety standards, including the timely removal of harmful content and measures to provide a safer online environment for minors.
