Zelensky accuses Iran of direct role in Russia’s war against Ukraine

Ukrainian President Volodymyr Zelensky has accused Iran of directly participating in the war against Ukraine through its continuous military support for Russia.

Speaking on potential threats following a recent incident involving an Iranian vessel, Zelensky urged caution to prevent the opening of another front while stressing that Ukraine must remain prepared for all scenarios.

He stated that Tehran became a direct participant by supplying Moscow with thousands of attack drones from the outset of the full-scale invasion and subsequently granting licences for local production. He added that both Iran and North Korea have effectively attacked Ukraine by supplying Russia with weaponry, including missiles, drones, and artillery ammunition.

In response, Iranian Foreign Ministry spokesperson Ismail Baghaei rejected assertions that Tehran had sought negotiations with the United States to end hostilities, asserting that Iran will independently determine matters of war and peace.

Baghaei added that Washington had initially expected an Iranian surrender within days of commencing attacks, yet months later, the United States continues to face severe challenges in the region.

The latest development comes three days after another major security operation in Balochistan in which at least eight terrorists affiliated with Fitna al-Hindustan were killed following the premature detonation of a vehicle-borne improvised explosive device (VBIED). According to security officials, the explosive device detonated while the militants were reportedly preparing it in Surab district. The premature blast killed several terrorists and disrupted what was believed to be an attempt to prepare an attack. Security forces subsequently launched an operation in the area. During the operation, personnel detected the movement of terrorists who were attempting to flee from the area. The security forces pursued the militants and killed 10 of them, according to officials. The incidents highlight the continuing security challenges faced by Balochistan, which has witnessed repeated militant attacks and counterterrorism operations in recent years. Pakistan has experienced a significant increase in terrorist activity, particularly in Khyber Pakhtunkhwa (KP) and Balochistan, since 2021, when the Afghan Taliban returned to power in Afghanistan. Both provinces have remained major areas of concern for Pakistani security authorities because of the frequency and intensity of militant attacks. According to a report published by the Centre for Research and Security Studies (CRSS), KP and Balochistan continued to be the country’s primary hotspots for violence during the second quarter of 2026. The report identified Khyber Pakhtunkhwa as the worst-affected region during the period. It said the two provinces together accounted for nearly 96% of all violence-related fatalities recorded across Pakistan during the quarter. Of the total number of deaths reported, more than 61%, or 475 fatalities, occurred in KP. Balochistan recorded 265 deaths, accounting for approximately 34% of the total. Khyber Pakhtunkhwa also registered the highest number of violent incidents during the quarter. According to the CRSS report, the province recorded 151 incidents, representing 57% of all such incidents reported nationwide. Balochistan followed with 94 violent incidents, making up around 35% of the national total. The figures underline the concentration of militant activity and violence in the two provinces. Security forces have continued conducting operations in both regions to disrupt militant networks, prevent planned attacks and target individuals involved in terrorism. The latest operation in Khuzdar is part of these continuing counterterrorism efforts.

According to the latest figures released by the State Bank of Pakistan (SBP), the nation’s total foreign exchange reserves increased by approximately 32.5 million US dollars during the week ending 31 July. With this increase, Pakistan’s total foreign exchange reserves reached 22.47 billion US dollars. Although the weekly rise was relatively small, it is considered a positive development, as foreign exchange reserves play a vital role in maintaining economic stability, supporting international trade, and strengthening investor confidence. Higher reserves enable the country to meet its external debt obligations, finance imports, and manage fluctuations in the value of the Pakistani rupee. The SBP reported that its own foreign exchange reserves rose by 13.1 million US dollars taking the central bank’s holdings to 17.04 billion US dollars by the end of the reporting week. The increase indicates a gradual strengthening of the country’s official reserve position. Central bank reserves are particularly important because they are used to stabilize the foreign exchange market, ensure adequate liquidity for international transactions, and provide a financial cushion during periods of economic uncertainty. In addition to the improvement in the SBP’s reserves, the foreign exchange reserves held by Pakistan’s commercial banks also recorded an increase. According to the data, commercial banks’ reserves rose by 19.4 million US dollars bringing their total holdings to 5.43 billion US dollars. These reserves consist of foreign currency deposits and other external assets maintained by commercial banks to facilitate international trade, foreign currency transactions, and customer requirements. The combined increase in the reserves of both the State Bank and commercial banks contributed to the overall rise in the country’s foreign exchange holdings. While the increase may appear modest in comparison to the total volume of reserves, it demonstrates stability in Pakistan’s external financial sector during the reporting period. Foreign exchange reserves are closely monitored by investors, international financial institutions, and credit rating agencies because they provide an indication of a country’s ability to meet its international financial commitments. A healthy reserve position also supports economic confidence by reducing pressure on the exchange rate and helping the government manage external payment obligations more effectively. Pakistan’s foreign exchange reserves have experienced fluctuations over the past few years due to factors such as external debt repayments, import payments, remittance inflows, export earnings, and financial assistance from international partners.     Pakistan, Japan sign $2.2 million grant agreement for civil servants’ scholarships

    ISLAMABAD: The governments of Pakistan and Japan have signed a grant agreement worth JPY 350 million, equivalent to around $2.2 million, to support the Human Resource Development Scholarship Programme (JDS) for 2026. The agreement was signed during a ceremony held at the Ministry of Economic Affairs on Tuesday, August 11, as both countries reaffirmed their commitment to strengthening cooperation in human resource development and institutional capacity building. Secretary of the Ministry of Economic Affairs Muhammad Humair Karim and Japanese Ambassador to Pakistan Akamatsu Shuichi signed the Record of Discussions and Exchange of Notes during the ceremony. The grant agreement was separately signed by Miran Mohiyuddin Soomro, Senior Joint Secretary at the Ministry of Economic Affairs, and Yusuke Shinozaki, Chief Representative of the Japan International Cooperation Agency (JICA) in Pakistan. Senior representatives from the Embassy of Japan, JICA and Pakistan’s Ministry of Economic Affairs also attended the signing ceremony. 17 scholarships to be offered Under the latest phase of the JDS programme, 17 Pakistani government officials will receive scholarships to pursue higher education at leading Japanese universities. The 2026 programme will offer 16 scholarships for master’s degree programmes and one scholarship for a doctoral programme. The initiative is primarily aimed at young officers serving in Pakistan’s Federal Civil Service and Ex-Cadre services. The scholarship programme is designed to enhance the professional expertise of government officials by providing them with opportunities to acquire advanced academic knowledge and specialized skills in Japan. Officials who benefit from the programme are expected to contribute to policymaking, public administration and Pakistan’s broader socio-economic development after completing their studies. Ninth phase since 2018 The latest grant marks the ninth instalment of Japan’s JDS programme in Pakistan since its launch in 2018. Over the past eight batches, approximately 17 to 18 Pakistani officials per batch have benefited from the scholarship initiative. The programme has consequently created a growing network of Pakistani officials with exposure to Japanese academic institutions, public-sector practices and professional training. The JDS initiative is part of Japan’s broader development cooperation with Pakistan, with a particular focus on strengthening human resources and improving the capacity of government institutions. In addition to the long-term JDS scholarships, Japan also facilitates short-term training opportunities for Pakistani government officials in various fields. These programmes provide participants with exposure to international practices and technical expertise that can be applied to their respective departments in Pakistan. Focus on bilateral cooperation Speaking at the ceremony, Japanese Ambassador Akamatsu Shuichi reiterated Japan’s commitment to working with Pakistan on human resource development and other areas of mutual interest. JICA Chief Representative Yusuke Shinozaki also expressed the agency’s willingness to continue cooperating with the Government of Pakistan to strengthen institutional capacity and promote sustainable development. The Japanese side said such initiatives also contribute to closer people-to-people links and reinforce the longstanding friendly relations between Pakistan and Japan. The two countries have maintained development and economic cooperation for decades, with Japan supporting Pakistan through grants, technical assistance, training programmes and other capacity-building initiatives. The continuation of the JDS programme is expected to further deepen bilateral cooperation while equipping Pakistani public-sector officials with knowledge and skills that can support more effective governance and economic development.
