Pakistan fiscal deficit falls to 22-year low

ISLAMABAD: Pakistan’s fiscal position improved significantly during the fiscal year 2025-26, with the federal Ministry of Finance reporting that the country’s fiscal deficit fell to its lowest level in 22 years.

According to a statement issued by the Ministry of Finance, the fiscal deficit stood at 2.6% of Gross Domestic Product (GDP) during FY2025-26. The government also recorded a primary surplus of 2.9% of GDP, marking its highest level in 26 years.

Pakistan has now maintained a primary surplus for three consecutive years, reflecting an improvement in the government’s ability to cover its non-interest expenditures through its revenues.

The ministry reported that total government revenues reached Rs19.8 trillion during the fiscal year. Tax revenues accounted for Rs14.8 trillion, highlighting the central role of improved revenue collection in strengthening the country’s fiscal position.

Meanwhile, the government significantly reduced its interest-related expenditure. Interest payments declined to Rs6.95 trillion in FY2025-26 from Rs8.9 trillion in the previous fiscal year. The reduction helped ease pressure on the overall budget and contributed to the improvement in the fiscal balance.

On the expenditure side, defence spending increased by 18% to Rs2.588 trillion during the year. The government, however, reduced spending on subsidies by 22%, bringing the amount down from around Rs1.3 trillion to Rs1.001 trillion.

Development spending also declined during the fiscal year. According to the ministry, development expenditure fell from Rs786 billion to Rs727 billion.

The latest figures indicate a notable improvement in Pakistan’s fiscal management, particularly through stronger revenue collection, a reduction in interest payments and tighter control over certain categories of expenditure. The government’s continued primary surplus also represents an important indicator of progress in efforts to stabilise public finances.

Maryam Aurangzeb also criticized the timing of the PPP’s accusations, noting that claims of rigging were being made as soon as polling began. She argued that elections are won through the support of voters, not through repeated allegations. “You do not win elections by making accusations; you win them by earning the trust and votes of the people,” she said. Addressing another issue, Aurangzeb questioned attempts to politicize a recent death, stating that the deceased had not died from gunfire. She asked whether political opponents now intended to use even such incidents for political gain, criticizing what she described as the exploitation of sensitive matters for electoral purposes. Turning her attention to governance, Aurangzeb said the Pakistan Peoples Party should focus on improving its performance in Sindh, where it has governed for years. She argued that better governance would provide meaningful relief to the people of the province. Drawing an analogy, she said that if a student fails to prepare for an examination, they cannot simply lock the examination hall. In the same way, she suggested that political parties cannot blame the electoral process when they fail to secure public support. Aurangzeb maintained that the Pakistan Muslim League (N) had earned the confidence of the electorate through its performance and public service. She expressed surprise that the PPP was repeatedly raising issues related to gunfire and election rigging, saying such rhetoric reflected an unwillingness to accept the democratic outcome. She also referred to a speech delivered by PPP Chairman Bilawal Bhutto Zardari the previous day, questioning the tone and substance of his remarks. According to Aurangzeb, the PPP should respect the will of the voters rather than challenging the legitimacy of the election without sufficient evidence. Concluding her remarks, Maryam Aurangzeb emphasized that Pakistan’s electoral system provides legal mechanisms for addressing disputes. She said that if the PPP genuinely believes irregularities occurred, it should present its evidence before the Election Commission or the relevant election tribunals. Instead of complaining publicly, she urged the party to pursue the appropriate legal channels. She concluded by saying that the PPP’s own voters had rejected its narrative and that the party should contest elections through democratic means while respecting the mandate given by the people.

    Corruption cases transferred back to NAB courts in…

    KARACHI: Corruption cases that had been shifted from accountability courts to anti-corruption courts have now been transferred back to the National Accountability Bureau (NAB) courts. The development came after a request from a NAB prosecutor, following a Sindh High Court ruling that declared the earlier transfer of the cases to anti-corruption courts invalid. The accountability court has initiated proceedings to revive 15 references that were previously transferred. The Sindh High Court had directed that the cases pending before accountability courts be returned to NAB courts after setting aside the order through which they were moved to anti-corruption courts. NAB subsequently filed an application seeking restoration of the cases in compliance with the high court’s decision. The accountability court issued notices to the accused persons nominated in 15 separate references and summoned them for proceedings. Several officials and other individuals have been named in cases involving alleged corruption and illegal allocation of land. Balochistan provincial minister Ali Hassan Brohi is among those nominated in the cases. The court also issued notices to former Sindh chief secretary and former Land Utilisation member Siddiq Memon. Former Malir deputy commissioner Qazi Jan Muhammad and former district officer revenue Ijaz Hussain were also summoned. Notices were further issued to former additional secretary of Land Utilisation Abdul Qadir Memon and former section officer Ghulam Mustafa. Treasury officer Muhammad Musa Kazmi and assistant treasury officer Abdul Latif Khoso were also summoned by the court. The court additionally issued notices to Mirpur Sakro tapedar Nisar Ahmed Wagan and Ali Asghar Mendhro. Former Mukhtiarkar Iqbal Awan and Muhammad Hanif were also among those summoned in connection with the cases. The accountability court has also called several revenue officials and builders, including Javed Iqbal and Waseem Ahmed Sheikh, to appear before it.

    Pakistan approves 1m tonnes wheat imports

    Pakistan’s strategic wheat reserves have fallen to critically low levels, with the stocks held by the Pakistan Agricultural Storage and Services Corporation (PASSCO) reportedly almost exhausted. According to reports, an engineer named Muhammad Raheel Iqbal Butt, running an engineering firm named “3 DOTS GLOBAL FORUM,” unlawfully converted his company into an unauthorized Hijama training center. By posing as a “Professor and Surgeon” alongside his Saudi Arabia-based sister, Rabeel Iqbal Butt, whom he portrayed as a lecturer, he misled individuals seeking a shortcut into the medical field. The center charged each student PKR 90,000 for a 4-month course and PKR 50,000 for practical training, accumulating PKR 140,000 per student without any statutory approval, accreditation, or legal authority.
