Speakers at a seminar on the creation of new provinces in Pakistan have said that establishing new administrative units could directly benefit the public.

The seminar was organised by the Sustainable Development Policy Institute (SDPI) in Islamabad. MQM leader Mustafa Kamal, PPP leader Qamar Zaman Kaira and PTI Secretary General Salman Akram Raja addressed the gathering.

The speakers described the creation of new provinces as necessary to address public problems. They also stressed the need for a strong and empowered local government system.

The participants said Pakistan needs new administrative units to improve governance and ensure that resources are distributed at the grassroots level.

Mustafa Kamal said the existing system had failed to ensure effective accountability of governments. He added that even if new provinces were created, a strong local government system would remain necessary.

PPP leader Qamar Zaman Kaira suggested that the debate over creating new provinces should take place within the constitutional framework. He also called for strengthening the local government system.

PTI Secretary General Salman Akram Raja said that even after the creation of new provinces, some provinces would still have populations running into millions.

The speakers agreed that administrative reforms were necessary to improve governance and ensure a more effective distribution of resources among the people.

    Lahore – An important meeting of the Chief Minister Punjab Task Force for Prisons was held at the Home Department. Task Force Chairman Rana Manan Khan chaired the meeting. IG Prisons Mian Salik Jalal, Additional Secretary Prisons Roman Burana, DIG Prisons Shaukat Feroz, Chief Psychologist Prisons Sadia Zafar and other relevant officials attended the meeting. The meeting received a detailed briefing on the Chief Minister Punjab’s Prison Reforms Agenda. It was informed that under the Chief Minister Punjab Prison Health Programme, every inmate undergoes medical tests as well as a psychological assessment upon admission to prison. The briefing revealed that 96,110 inmates have undergone health screening so far while psychological assessments and screenings of 107,851 inmates were completed from January to June. The meeting was informed that the Chief Minister Punjab Literacy Programme has been launched to provide education to inmates in prisons across Punjab. So far, 11,968 inmates have received education under the programme. For the convenience and welfare of inmates, Chief Minister Punjab Prison Welfare Stores have also been established in all prisons. Inmates have visited these stores 161,489 times with purchases worth Rs. 306 million made so far. The meeting also reviewed progress on the construction of new women’s prisons in Lahore, Faisalabad and Rawalpindi as well as a plan to increase inmate capacity through the construction of new prisons and additional barracks across Punjab. Task Force Chairman Rana Manan Khan said that efforts are continuing to reform inmates by providing them with a better prison environment and opportunities for training. He said citizens can book prison visits online from home to meet inmates in prisons across Punjab. So far, more than 60,000 citizens have visited inmates through the “Mulaqat App.” He added that a modern system has been introduced for the sale of products manufactured by inmates in prison industries enabling their hard work to be converted into economic support. The Task Force Chairman further said that after Faisalabad, Mianwali and Dera Ghazi Khan, Central Jail Lahore is also being shifted to solar power. He directed that the installation of modern cameras and other equipment in prisons across Punjab under the Safe Jail Project should be completed at the earliest.

    South Korea pushes for US-North Korea talks after Trump cuts drills

    South Korea has called for renewed dialogue between the United States and North Korea after US President Donald Trump ordered a reduction in annual military exercises with Seoul. The South Korean government said it hopes Trump’s relationship with North Korean leader Kim Jong Un can help restart diplomatic engagement between Washington and Pyongyang. President Lee Jae Myung’s office said Seoul was ready to take diplomatic steps to encourage meaningful discussions. The goal, according to the presidential office, is to reduce tensions and promote peace and stability on the Korean Peninsula. The statement followed Trump’s decision to scale back US military exercises with South Korea. Trump said his decision was influenced by his relationship with Kim. In a social media statement, Trump argued that the exercises were expensive and could send an inappropriate or hostile message to North Korea. Trump also referred to the situation involving Iran while explaining his decision. He said he had recently asked the South Korean president whether Seoul wanted to participate in efforts concerning the denuclearisation of Iran, but that South Korea had declined. North Korea had not immediately issued a response to Trump’s announcement. Pyongyang has repeatedly criticised joint US-South Korean military exercises. North Korean authorities have previously described the drills as preparations for a potential invasion and warned that they could trigger a strong response. The latest developments come after President Lee proposed direct discussions with North Korea on Saturday. Lee called for both sides to abandon threats and begin talks aimed at formally ending the long-running conflict on the Korean Peninsula. He said discussions between the directly involved parties could also create an opportunity to explore measures aimed at stopping the expansion of North Korea’s nuclear capabilities. South Korea has long sought greater diplomatic engagement to reduce military tensions with its northern neighbour. However, negotiations between Washington and Pyongyang have remained stalled. Trump and Kim previously held high-level meetings, raising hopes of progress on North Korea’s nuclear programme. Those efforts ultimately failed to produce a lasting agreement. Analysts believe Trump’s latest decision could be intended to create conditions for renewed negotiations. However, they warn that North Korea may demand significant concessions before returning to the negotiating table. Leif-Eric Easley, a professor at Ewha University in Seoul, said Trump’s recent comments about Kim indicated a possible willingness to re-engage with North Korea. Easley also cautioned that Pyongyang has been strengthening its military capabilities while benefiting from its relationship with Russia during the war in Ukraine. He warned that reducing US-South Korean military exercises could create challenges for the alliance. It could also affect coordination between the two militaries and slow South Korea’s efforts to assume greater responsibility for its own defence. The professor further argued that a reduction in military preparedness could weaken deterrence against potential conflicts in the wider Asian region. South Korea now faces the challenge of balancing diplomacy with military preparedness. Seoul wants to use the current opening for dialogue while maintaining security cooperation with Washington.

    AJK poll drama: PML-N, PPP neck-and-neck

    The process of announcing unofficial and unofficially unverified results has begun following polling in 13 constituencies of the Azad Jammu and Kashmir (AJK) Legislative Assembly. According to the initial results, a close contest is underway between the Pakistan Muslim League-Nawaz (PML-N) and the Pakistan Peoples Party (PPP) across several constituencies. Polling was held on Monday in 13 constituencies across Mirpur, Kotli and Bhimber. Voting officially ended at 5pm, while an additional hour was provided for voters already present at polling stations. Counting subsequently began, with initial unofficial results now being received. In LA-1 Mirpur-1, unofficial results from 107 of 139 polling stations show PML-N candidate Azhar Sadiq leading with 12,303 votes. PPP’s Muhammad Afsar Shahid is second with 7,278 votes. In LA-2 Mirpur-2, results from 49 of 149 polling stations show PPP’s Qasim Majeed ahead with 3,663 votes, while PML-N’s Azim Bakhsh Chaudhry has secured 3,570 votes. In LA-3 Mirpur-3, unofficial results from 131 of 161 polling stations put PPP candidate Chaudhry Yasir Sultan in the lead with 9,361 votes. PML-N’s Chaudhry Muhammad Saeed is close behind with 9,100 votes. In LA-4 Mirpur-4, results from 16 of 162 polling stations show PML-N’s Chaudhry Rukhsar Ahmed leading with 2,021 votes. PPP candidate Chaudhry Sohaib Arshad has received 1,288 votes. In LA-5 Bhimber-1, PML-N candidate Waqar Ahmed Noor is leading with 21,573 votes based on results from 115 of 176 polling stations. PPP’s Chaudhry Pervez Ashraf is second with 18,406 votes. In LA-6 Bhimber-2, PML-N’s Chaudhry Muhammad Razzaq has taken the lead with 21,210 votes from 100 of 195 polling stations. Ali Shan Chaudhry of the Istehkam-e-Pakistan Party is in second place with 11,354 votes. In LA-7 Bhimber-3, unofficial results from 51 of 237 polling stations show PML-N candidate Chaudhry Tariq Farooq leading with 9,178 votes. Independent candidate Chaudhry Anwar-ul-Haq has secured 5,064 votes. In LA-8 Kotli-1, PPP’s Zafar Iqbal Malik is narrowly leading with 1,221 votes based on results from 10 of 155 polling stations. PML-N’s Malik Muhammad Nawaz Khan has 1,174 votes. In LA-9 Kotli-2, PML-N candidate Umair Naeem has established a lead with 23,568 votes from 119 of 178 polling stations. PPP’s Javed Iqbal Budhanvi is second with 15,382 votes. In LA-10 Kotli-3, PPP’s Chaudhry Muhammad Yasin is leading with 6,999 votes based on results from 36 of 169 polling stations. PML-N candidate Fateh Mahmood-ul-Hassan has 3,560 votes. In LA-11 Kotli-4, initial results from just two of 206 polling stations show PPP’s Chaudhry Muhammad Akhlaq ahead with 254 votes. PML-N’s Muhammad Asif has received 148 votes. In LA-12 Kotli-5, PPP candidate Chaudhry Muhammad Yasin is leading with 2,613 votes from 40 of 207 polling stations. PML-N’s Muhammad Riasat Khan is second with 1,255 votes. In LA-13 Kotli-6, unofficial results from 110 of 193 polling stations show PML-N’s Raja Ayaz Ahmed Khan leading with 13,063 votes. PPP candidate Muhammad Waleed Inqalabi is second with 8,995 votes. The results remain unofficial and incomplete, with counting still underway in several constituencies. The final outcome will be determined after the completion of counting and the official announcement by the relevant election authorities.

    Electricity tariff may rise by Rs1.34 per unit

    ISLAMABAD: Electricity consumers across Pakistan may face another increase in power tariffs as the National Electric Power Regulatory Authority (NEPRA) considers a quarterly adjustment that could raise electricity prices by Rs1.34 per unit each month for three months. NEPRA has reserved its decision on a request submitted by power distribution companies seeking to recover around Rs34 billion from consumers under the quarterly tariff adjustment mechanism. According to sources, the proposed adjustment could increase the electricity tariff by Rs1.34 per unit for each of the next three months. If approved, consumers would see the additional charge reflected in their monthly electricity bills during the applicable period. The distribution companies have sought the adjustment to recover costs incurred during the relevant quarter. NEPRA reviewed the request and heard the stakeholders’ positions before reserving its decision. Sources said the regulator will conduct a detailed assessment of the claims before issuing its final decision. The authority will determine the exact amount to be passed on to consumers after reviewing the companies’ financial data and adjustment claims. The final decision will clarify whether NEPRA approves the full requested amount and how the additional cost will affect electricity consumers.
